Ward councillor Joy McCarthy admits that the situation is escalating and that swift and decisive action is needed. The spotlight has fallen on Joe Slovo Park after Luthando Lekevana was doused with petrol and allegedly threatened to be set alight by six women on 1 July. Milnerton police confirmed that the wom- en were arrested for attempted murder, but spokesperson W/O Daphne Dell also hinted that Lekevana might not be what he claims. Reports surfaced last week that Lekevana insists that he is a SA National Civics Organ- isation (Sanco) leader. Sanco could not confirm by deadline whether Lekevana is a leader, or even be- longs to their organisation, but McCarthy vociferously debunks his claim. Trouble “No, there is no valid branch of Sanco in Joe Slovo and I verified that with the region- al manager of Sanco,” she says before add- ing: “Lekevana is the ring leader of all the trouble that is happening in Joe Slovo.” Marches, petitions and unrest have be- come more prominent as the weeks have gone by. There was initial dissatisfaction with the fact that the labour recruitment for the IRT was not being done from the local area. A meeting was organised with the community and the IRT team and the matter was re- solved to the satisfaction of both parties. McCarthy says, however, that a “deposed faction” made deceitful assurances that fur- ther escalated the violence. “One of the persons who refused to sign the employment contract and was presuma- bly harassing one of the men who had signed the contract, was stabbed to death by the lat- ter,” she adds. A petition was delivered by this faction in which they demanded the removal of McCa- rthy due to lack of transparency (she appar- ently never called a public meeting), hones- ty, integrity and service delivery. Some 32 United Kingdom air cadets and sixair cadet officers arrived at Ysterplaat AirForce Base last Thursday as part of a pro-gramme that is ultimately a manifestationof strong ties between the South African AirForce and the Royal Air Force.
The UK Air Cadets together with theSouth African Young Falcon learners willreceive training at Ysterplaat and the navalbase in Simon’s Town during the comingdays.
Aside from high-calibre training, the ob-jective of the Combined Aviation Youth De-velopment Programme is to build partner-ships and enhance co-operation between thespecific air forces.
The UK Cadets and the Young Falconscomprise youngsters who show a keen inter-est in aviation, and could potentially jointheir respective air acadamies in the future.
Says programme manager Lt Col ChrisOosthuizen: “It came through the BritishHigh Commission that this group would liketo come and visit us and we started organis-ing it as early as last year. This is the firsttime in history that the Young Falcon Pro-gramme has combined with the UK Air Ca-det Programme.”
According to him one of the main reasonswhy Cape Town was chosen as one of the des-tinations was for the youngsters to learnabout the maritime environment throughthe South African Navy.
Squadron Leader and camp commandantof the UK Cadets, Michael Perrins, elabo-rates further: “The Royal Air Force Cadetsoperates all over the UK. There are about50 000 cadets in an established structure thatgoes back quite a few decades. We attendcamps all over the UK, but some of us ar-range overseas camps. The concept was totarget South Africa, being the second oldestair force in the world after the RAF.

A 23-year-old Somali was arrested for de-feating the ends of justice last week Mondaywhen the items he claimed to have been sto-len from him were found in a box in theneighbour’s yard.
As a result, Maitland police have onceagain warned the public against makingfalse statements and wasting the police’stime.
Police spokesperson W/O SiyabulelaVukubi recounts events which led to theman’s arrest: “We were alerted about a busi-
ness robbery that occurred in SuffolkStreet. On arrival we encountered a com-plainant who reported that he was robbedby six African males at gun point. They al-legedly took an undisclosed amount of cash,cigarettes, airtime, a BlackBerry cellphoneand some chocolates. The complainant alsoalleged that he was assaulted by the sus-pects.”
While the police took statements, theyheard about the box in the neighbour’syard.
Initial investigation led the police to fur-ther retrieve the airtime and cash in posses-sion of the complainant at the scene.
Further investigation led the police to re-trieve the cellphone that the complainantalleged was along with in his bag with morecash.
“Police would like to send a stern warn-ing to all those who make false statementsunder oath that they are going to face thefull might of the law,” concludes W/OVukubi.

A large amount of money was stolen froma complainant after he was assured that itwill be used to print him some more.
His complaint at Maitland police lead tothe arrest of two suspects.
Police spokesperson W/O SiyabulelaVukubi elaborates: “The flying squad arrest-ed the two Congolese men (28 and 41 yearsrespectively) for fraud last week Tuesday.The members responded to a tip off at Voor-trekker Road about three Congolese menthat are busy with a scam of manufacturingmoney. The third suspect had already leftwith the complainant’s money when the of-ficers arrived.”
According to Vukubi the third was alleg-edly on his way to buy more material to printthe money.

Erroneous criminal records are inad-vertently destroying the lives of manyyoung first-time offenders. Which is
why the National Institution of Crime Pre-vention and the Reintegration of Offenders(Nicro), is now conducting research to de-termine the extent of the problem.
Leanne Visser from Nicro’s head office inCape Town explains the issue as follows: “Ayoung girl is caught shoplifting. It is herfirst offence and instead of prosecution andsentencing her, she is diverted away fromthe courts, and placed in a Nicro counsel-ling program. In this way the young offend-er can be rehabilitated, encouraged and en-abled to carry on with her life, without acriminal record.”
TaintedThe problem however arises, when this
record is not expunged, as it is supposed tobe and these young offenders come out ofthe Nicro programmes unable to find em-ployment, because of their taintedrecords,” says Visser. “What is the pointthen of the Nicro programmes?” she asks.
Capt Gerhard Niemand from the Kraai-fontein police station and the city’s north-ern district drug support network, echoesVisser’s sentiments.
Support“If we catch a young boy with one stop
dagga in his pocket, it makes no sense toprosecute and put him in Pollsmoor withhardened criminals. When he leaves aftera year, chances are he will be worse off thanbefore,” he says, reiterating his support forthe option of Nicro programmes for first of-fenders.
According to Visser this is not a new is-sue however.
“It is something Nicro has been dealingwith for a while. But, we picked up recentlythat there has been an increase in com-plaints from clients who have not had theirrecords expunged. We don’t know if theseare isolated cases or if it is a widespreadproblem, hence the research.”
According to Visser, the erroneous crim-inal records could be due to administrativeproblems at the courts or police.
“We are tracking each case and support-ing the client to apply for their criminalrecord to be expunged where appropriate,through the correct channels,” she says.

Suphakama Primary School in Du Noonnow boasts new classrooms after Kwik-space Modular Buildings partnered withthe Department of Public Works.
The partnership, which will see that hun-dreds of previously disadvantaged scholarsgain a more comfortable education, has al-ready borne fruits with two other schoolingprojects in the province also having beencompleted.
Leon du Plessis, Kwikspace’s RegionalSales Manager Western Cape, comments onthe Suphakama project: “We had a veryclear brief: ‘no soccer field, no school’!”
This 10-week project was a challengingone as 25 000 cubes of earth had to be im-ported, compacted and commissioned andKwikspace had to work within the periph-eral area of the new soccer field, leaving itintact. These efforts resulted in 40 newready delivered classrooms and structuresplaced on 3 000 sqm of paving and of coursea great soccer field!

The Egyptian Society of South Africa(TESSA) will be discussing “Famous fe-male Pharaohs of Ancient Egypt” on 27 Ju-ly at Kelvin Grove in Newlands.

This will be followed with a traditionalEgyptian-style buffet lunch served in thedining area.
Next, Anthony Humphreys will exam-ine the question, “Arsinoe II – A Valid

Wildcard tactics upset
Mitchell Wagstaff makes the wind his ally in his quest to become the best in South Africa.

“We are maxed out. I have an over-sized sail and it is super-hard tohold down. The other guys are
on a slightly smaller kit and they’re lovingit, thinking ‘This kid is finished!’”Somehow on the last mark Mitchell Wag-
staff manages to pull a sweet inside move.“I was blowing foul, but I managed to take
the wind from the guy just below me! Thatwas it, I was just holding onwith everythingI hadand just haulingbutt to the finish line!”
The 20-year-old South African championhas hadmanyunlikely victories in his thriv-ing career, but there’s nothing unlikelyabout his shot to windsurfing stardom.The Port Elizabeth boys might choose to
differ, but if they can’t win when windsurf-ing at home then their opinion doesn’t reallycarry much weight.
Winning“Winning there was mindblowing. They
weren’t expecting it at all,” laughsWagstaff.He competed in three championships in
South Africa this year before claiming thecrown of fastest windsurfer.It was almost inevitable when consider-
ing his dedication and sheer talent.His journey started on the motocross
track, but by the age of 11 he decided to fol-low in his father’s footsteps.“Motocross became a bit expensive for
me and since my father’s been windsurf-ing for 21 years, I decided to join him oneday. I had no idea what I was trying outand I got absolutely destroyed, but thatwas when it all started,” he remembers.Fate would have it that motocross’s loss
was windsurfing’s gain. More particular-ly, the slalom division’s gain.“Slalom is just a race discipline. The
standard is known as ‘downwind slalom’whereyou zig-zagyourwaydownwind.Wesynchronise four minutes and then an im-aginary gate opens, so you could be 20 feetbackor right on the linewhen it starts.Youcould finish last, yet you finish first. It’svery much about skilful tactics.”When asked to elaborate Wagstaff first
touches on “positioning”. Basically oneshould always try to be upwind of one’s op-ponent, who might as a result be sloweddown by “spin-off” (turbulence).
TacticAnother tactic involves the turn, or the
“gybe”.The master-gyber explains: “You can
choose different lines, but your goal is toenter the buoy really high and exit on thebuoy so that there is no space for anyone
else to get in.”He sometimes trains with his nemesis and
