Residents have been urged to avoid giv-ing money to women seen begging atintersections in Table View.

In recent months, residents have raisedthe alarm about children seen sitting on themedians of busy intersections across TableView while the women, believed to be theirmothers, beg for money.

The issue was a hot topic at the recent Ta-ble View Ratepayers’ Association (TVRA)meeting last week. In January, the associa-

tion wrote to the City of Cape Town’s Maycomember for social development seekinghelp.

Crimefighters in Parklands and Sun-ningdale are making their presenceknown. In recent weeks various

signboards have been erected by Park-lands Neighbourhood Watch (PNW) withthe watch’s logo and contact number.According to PNW chairperson Gary le

Roux the signboards will serve as a con-stant reminder to criminals enteringtheir community that the watch is strongand extremely active.“Those coming into our community to

commit crime do so at their own peril.These signboards will also install a senseof comfort, unity and pride for all thosewho reside,work, visit or have an interestin our operating area of Parklands, Sun-ningdale and Rivergate.”

Watch constantly growingHe explains they have permission from

the City of Cape Town to erect 15 sign-boards and 11 have been installed at stra-tegic entrances into Parklands, Sunning-dale and Rivergate.

“We needed the official City of CapeTown’s authorisation, and this processfrom start to finish took about sixmonths.”

He says the watch consists of 145 mem-bers and is constantly growing. Some ofthe current crime concerns for the watch

include house burglaries, house robber-ies, street robberies, theft out of andofmo-tor vehicles, drug dealing and fraud.Crime increased radically and with the

lack of police resources, PNWis calling onall residents of Parklands and Sunning-dale to help them fight this evil.

The police cannot do it alone“We are looking for members to be the

eyes and ears in our community and re-port suspicious activity. We are lookingfor members to do active patrols and as-sist us in operations and crime preven-tion.

“We are looking for members to assistin our control room. And we are lookingfor members to assist with admin, fund-raising, marketing and so on. There aremany areas within PNW where memberscan get involved. The responsibility fallson our immediate community to get in-volved, stand together and help reducecrime. The police cannot do it alone.”

The watch hosts weekly informationand application sessions at their controlroom at the

ment is unable to take actionagainst the woman in terms ofthe by-law relating to Streets,Public Places and the Preven-tion of Noise Nuisances as shedoes not engage in aggressivebegging. “She simply sits onthe pavement relying on sym-pathetic passers-by to handover money and/or goods.”Little explains while offi-

cials have tried to assist, theservices are offered and can-not be forced on anyone.“We are concerned about the welfare of

the woman’s child, however, the WesternCape Department of Social Development isresponsible for the welfare of children interms of the Children’s Act. The City refers

all cases to the provincial department; wehave done the same in this instance.”Speaking at the meeting, residents made

a clarion call for people to stop giving mon-ey to people seen begging at robots. They be-

AnR11.7million project tomake theN7highway safer is underway. In recentweeksworkmenhave been seen along

the stretch of road near Dunoon diggingtrenches along the median.According to Heinrich Robertson,

spokesperson for the provincial transportand public works department, the purposeof these works is to install new street lightson the N7 between the Bosmansdam andPotsdam interchanges to make this roadsafer.Once this project is complete, theWestern

Cape Government will have installed streetlights along three critical roads, namely theN1, N2 and N7 up to the point where theSouthAfricanNational RoadsAgency (San-ral) is responsible.The new lights are being installed along

the median, which includes the laying ofnew cable and four new electrical connec-tions. Work commenced in November lastyear and is expected to be completed byMay.Speaking during a Table View Ratepay-

ers’ Association (TVRA)meeting last week,a Parklands residents raised concernsabout people crossing the road between Du-noon and Richwood. Each morning peoplecan be seen running across the busy high-way as motorists try to prevent a collision.During winter last year, many raised the

alarm about people crossing the dark roadand the transport department confirmedseveral fatalities.Asked whether any of the roadworks

would address this issue, Robertson saidplans are underway to address this issue inclose liaison with the local community, thedepartment and the City of Cape Town.Meanwhile, the department is also com-

pleting roadworks along the M19 which

connects the N7 highway with West CoastRoad (R27).Robertson explained regular mainte-

nance and repair works are necessary tokeep provincial roads in a good condition.Work along the M19 is part of a broaderproject that includes a section of the R27from theM19 northwards to just beyond Sil-werstroom Road.“The existing road surface is being re-

paired and resealed to protect the underly-ing pavement layers. This will prolong thelife of the road. The contract also includesthe upgrading of certain intersections.”The M19/R27 intersection is being up-

graded by lengthening the right-only turn-ing lane onto the R27 northbound from theM19, as well as introducing a left-only turn-ing lane from the R27 southbound onto theM19 eastbound. TheM19/ R304 intersectionis beingupgradedby introducing right-onlyturning lanes for traffic to safely turnoff theM19eastboundwhile theR27/Duynefonteinintersection is being upgraded by introduc-

ing a right-only turning lane for vehiclesturning off the R27 southbound.“Structural repairs are being undertaken

on the road over the rail bridge on the M19,and on the bridge over the Sout River on theR27.”Work commenced inMay last year and is

expected tobe completedbymid-June.How-ever, most of the work along the M19 hasalready been completed and is expected tobe completed by April.For these roadworks, including the

works along West Coast Road, the depart-ment has forked out R71million for the con-tract.“The resealing operation is being done in

sections in order to minimise delays. Two-way traffic flow will be maintained at alltimes. Lane closureswill be kept to an abso-lute minimum in order to avoid delays.There will be temporary lane closures onone side of the road at a timewhen resealingis taking place and when there are strongwinds,” Robertson concluded.

HEADSPACE BY WESTERN CAPE ACTION FORUM

Last week I referred to the Constitution of the Western Cape. Before we approach theopposition parties to get their views on a workable plan for the Western Cape, I think it will berelevant to see exactly what is guaranteed under this constitution.

The preamble to the constitution states as follows:“Endeavouring to promote the development of the Western Cape and a better quality oflife for all its people through just and effective government;

Affirming that the Western Cape, a province of the Republic of South Africa, is foundedon the principles of mutual trust and co-operation”.

So one would expect that the local government would, in the spirit of the constitution, welcomeany complaints etc. that its citizens may have. In fact, paragraph 25 (d) states:”The Provincial Parliament or any of its committees may receive petitions,representations or submissions from any interested person or institution”.

This alas is not the case. Thousands of petitions were submitted for Erf 1117, informal trading,in regard to taxis, the development of the property off Gie Road, etc., and the reaction from localgovernment was one of ignoring its citizens. Reading further you will come across paragraph 28(3), which says “The Provincial Parliament must facilitate public participation in itsactivities and those of its committees”. Not much of that happening is there?

During the last TVRA meeting I heard that allegedly an amount of R 1.5 million was spent toupgrade three toilet blocks on the beachfront. Given the size of these blocks, and myconstruction background, the expenditure boggles the mind. I agree with Mr Alex Lepnik whosaid you can build a 3 bedroom house WITH three bathrooms for that cost. A big house at that.So we will ask one of the opposition parties to submit a motion to get to the truth, because theconstitution states in paragraph 62 (1): “When the Western Cape government contracts forgoods or services, it must do so in accordance with a system which is fair, equitable,transparent, competitive and cost-effective”.

Another point worth questioning is section 71 (1) which says “There is a provincialCommissioner for the Environment”. I believe the local government has closed down thisportfolio some time ago. Why would they do that? We will get someone to ask the rightquestions and confirm this, especially with our beaches eroding and getting worse due tosewage spills etc.

It is clear that on the one hand we have quite a good provincial constitution, yet on the other wehave an seemingly unwilling local government who refuses to engage with their residents andratepayers. If you think we are exaggerating just attend the TVRA meetings and gauge foryourself what the level of frustration is.

Brigadier General Albie Götze (93), thelast surviving pilot in South Africa tohave been involved in the D-Day landings,received the General Service Medal 1918at the Mess Air Force Base in Ysterplaat.

According to the South African AirForce Association (SAAFA), the presenta-tion was made by Wing Commander NigelCookson, deputy military advisor to theBritish High Commissioner.

Götze joined the SA Air Force in June1942 and was selected for fighter pilottraining. He qualified for wings in 1943.After training, he was sent to the MiddleEast, Egypt and Palestine, then on to En-gland with 127 Spitfire Squadron RAF.

He flew patrols and bomber escorts intoEurope. He was involved in shootingdown V-1 flying bombs, and provided fly-ing cover for D Day landings.

From 1944, Götze flew Hawker Typhoonground attack aircraft at very low levelswhich was extremely dangerous and athigh risk. He made several crash landingsafter taking hits with damaged aircraft.After the war in 1949 he participated in theBerlin Airlift, flying supplies into the be-leaguered city.

In 1951 he completed a tour with theSouth African Air Force no 2 squadron to

Korea where he flew P- 51 Mustangs.After this he was responsible for the in-

troduction of the South African Air De-fence System. He finally retired with therank of Brigadier General from the AirForce in 1978.

The General Service Medal (1918 GSM)was instituted to recognise service in mi-nor army and air force operations forwhich no separate medal was intended.

Götze now resides in Hermanus.

A new plan for the Local Network ofCare (LNOC) in Ward 55 has been setin motion and in less than a month an

election will take place.The committee met with City of Cape

Town officials and organisations in Brook-lyn over the weekend to discuss the way for-ward.

The meeting got off to a bumpy start whena representative from a local organisationquestioned the mandate of the LNOC. WhenTygerBurger arrived, shouting could beheard from the meeting room at the library.The argument stemmed from a representa-tive from the previous Local Advisory Com-mittee who questioned LNOC coordinatorMaureen Jangle about the current commit-tee’s election.

During discussions it was revealed thatthe advisory committee was establishedseveral years ago but fell apart due to lackof support from government. Jangle andCity officials explained they had no knowl-edge of this committee and explained theLNOC is constituted under the municipali-ty’s street people programme and workswith social services networks across vari-ous wards.

Fell apartThe network is an initiative by the City’s

social development department and isaimed at forming a body of local organisa-tions in a specific ward to holistically ad-dress social issues such as homelessnessand children at risk, among others.

Plans for the Ward 55 LNOC started midlast year when the City placed advertise-ments calling on all organisations to a meet-ing. Representatives from various organi-sations met in June for a briefing on whatthe LNOC entailed. Due to a lack of organi-sations present, City officials called for theelection to be postponed until the next meet-ing. A month later a committee was formedbut not all posts were filled. In addition, thesecretary resigned due to other commit-ments.

In January this year the committee ex-pressed their dismay at the lack of support

from the City and the challenges they faced.They wrote a letter to the Mayco memberfor social development, Suzette Little, ex-plaining their concerns and plans to dis-band. At the time, Little said they wereaware of the challenges, training had beenplanned and the municipality would preferthat the LNOC not disband.

No identity documentsDuring the meeting, City official Sherry-

Lee La Mohr said she managed and provid-ed support for 24 LNOCs across Cape Town.She informed those present that she had noknowledge of a prior committee and waspresent to assist Ward 55. She explainedacross the City, the social development de-partment was faced with various challen-ges and said their focus was to assist withreintegrating homeless people into societyand prevent migration to the streets. Sheexplained among some of the current re-quirements for the Ward 55 were to firstelect a full committee, draft a year plan andidentify projects and training needed.

La Mohr questioned what projects hadbeen identified thus far.

Jangle says in recent months she had vi-sited various soup kitchens to assist peopleto get Identity Documents and collectednames of elderly people in need of food.

“I went to the soup kitchens with theforms but the problem is when we get toHome Affairs we need R140 per person.Without an ID they can’t get help or a socialgrant. We are also looking for a list of elder-ly people who need food but struggle to getto soup kitchens. We have arranged withMeals on Wheels and have gotten individu-als to sponsor people, but we need namesof those in need.”

A proposal from the floor also called forthe LNOC to look into the amount of chil-dren who have not been enrolled into aschool.

Tygerhof residents are reeling in shock afterbrazen thieves allegedly stormed the home oftwo elderly women and attacked one of themduring a house robbery.

News of the incident quickly spread acrossthe quiet suburb on Friday. According to re-ports, a wheelie bin was used and robbers cutthe “spikes” on top of a boundary wall.

Residents say the men were armed and en-tered the home during the early hours on Fri-day and allegedly assaulted one of the women

with the “spikes” before stealing valuables.Milnerton police confirmed the incident

but said one of the women was injured withthe spikes as she tried to pull one of the sus-pects from the wall while he tried to escape.

Police spokesperson Warrant OfficerDaphne O’Reilly said electrical equipmentwas taken, which included a television anda laptop. In addition robbers made off withjewellery, car keys and a wallet.

Feral cats across the northern suburbs gota new lease on life over the weekend thanksto a partnership between volunteer vets,veterinary nurses and Capetonians AgainstAnimal Abuse (CAAA).

Over the weekend, volunteers gathered atthe Table View Animal Hospital along WestCoast Road to sterilise 40 feral cats.

Speaking to TygerBurger ahead of theevent, Leandi Best, a veterinary nurse atthe hospital, explains CAAA consists of agroup of concerned cat lovers across thenorthern suburbs and look after feral cats.

“These cats are wild and basically haveeither been abandoned or were born wildand never domesticated. They can be foundon farms, industrial areas andcampuses and CAAA assists bytrapping these cats and they aregathered and then sterilised.

“The group collects cats in var-ious areas across the northernsuburbs and arranges for them tobe sterilised at the GoedemoedAnimal Hospital in Durbanville.”

This, Leandi explains, is astrenuous process as volunteersstart planning several weeks be-fore the sterilisation and about aweek before it commences thecats are gathered. Using food,they are lured into metal traps inareas where breeding is a con-

cern and taken for sterilisation.Leandi has volunteered her services at

the Durbanville vet and this time she optedto raise funds for a sterilisation in TableView. With the use of raffles she gatheredR4 000 to sterilise 40 cats and explains itcosts a bit more for female cats.

“This only covers the equipment and test-ing; all the services of the vets and nursesare voluntary on the day. When we start,they are tested for the feline immunodefi-ciency virus (FIV) and feline leukemia vi-rus (FeLV) and if negative they are steri-lised, vaccinated and de-fleaed.”

A29-year-old man from Melkbosstrandhas had three operations following acollision on Contermanskloof. The in-

cident occurred on Friday 4 March at about22:53 and the biker collided with a dark col-oured Volkswagen vehicle. The family ofbiker JP Coetzer are now offering a R10 000reward for information leading to the iden-tification of the driver.

According to a statement by Coetzer’smother, Karen Hoffmann, the accident oc-curred when the motor vehicle hit the bikerfrom behind and on the right along Tyger-valley Road. This happened about 100mfrom the new robots.

“The motor vehicle approached at a highspeed, estimated 140km/h in a 80 zone fromBothasig/Richwood area in the direction ofDurbanville. The biker saw the fast ap-proaching lights of the motor vehicle andremained in the yellow lane for the vehicleto pass. The vehicle then hit the biker in theyellow lane and sped off. The whole rightside of bike is smashed – from the edge ofthe rear number plate right through to thespeedometer at front. JP was left bleedingin the road in the dark, with serious inju-ries, almost lost his right foot, broken ribsand no skin on his back.”

JP is in hospital and has had three opera-tions. Hoffmann says there are severalmore operations planned as he will have toget skin grafting.

“JP is self-employed and will not be ableto work for quite some time. The trauma,both physical and psychological, is im-mense. All we can do now is to take one dayat a time and learn from this. We thank Godthat JP is alive.”

The family reported the case to Melkbos-strand police and the docket has been trans-ferred to Durbanville police for investiga-tion. Durbanville police spokespersonLieutenant Marchell Rhode confirms theyare investigating the case.

Hoffmann says they are offering a cashreward of R10 000 for any information lead-ing to the driver of the motor vehicle. Whilethe exact model is unknown, the family hasasked panel beaters and mechanics to be onthe lookout as they suspect the vehicle hassubstantial damage.

Community collaboration led to the ar-rest of three men for house break-insin Table View last week.

According to a statement by Table Viewpolice, the drama unfolded on Wednesday 9March shortly after noonwhen an armed re-sponse officer fromAtlantic Seabord ArmedResponse (ASAR) was on duty and he re-ceived information via the neighbourhoodwatch radio of a suspicious motor vehicledriving in Table View area near Cross Road.TableViewNeighbourhoodWatch spokes-

person Jamie Agenbag says the watch re-ceived a call from a concerned residentabout a suspicious white VW Polo that wasseen driving around near Gie Road. Thiswas relayed over the radio.Police spokesperson Lieutenant Adrian

Chandler says the ASAR officer made hisway there and police joined the search.“The armed response officer was driving

in Fernwood Close, Parklandswhen he spot-ted a vehicle fitting the description of the

suspicious vehicle. He observed the vehicle,which was stationary, in Seafearer Close,Parklands. The suspicious vehicle had threemen inside and the vehiclewas reversing in-to a property in the road.”Chandler says he noticed that just one per-

son (the driver) was in the vehicle. The offi-cer immediately alerted the police who re-sponded. “The officer waited for backup,keeping a close eye on the vehicle. He no-ticed that the men were exiting the houseand he reacted on professional instinct andtried to block the vehicle at the T-junction.”A chase took place and Star Alarms mem-

bers assisted with the chase. They were ap-proaching from the opposite direction of thevehicle. The officer instructed themen to ex-it the vehicle. This was done with caution.Themenwere handed over to police at the

scene.Inside the vehicle of the suspects the po-

lice discovered a flat screen television,speakers and other electronic devices.

Plans are underway to upgrade the Doorn-bach informal settlement. Plans for the up-grade were revealed during a recent publicmeeting in Bloubergstrand.According to City of Cape Town Mayco

member for human settlements, Benedictavan Minnen, the municipality is rolling outthe Upgrade of Informal Settlements Pro-gramme (UISP) in the area.This involves the formalisation of the in-

formal settlement where residents are of-fered 1:1 services. Formal tenure is alsoawarded to qualifying residents.“Construction of the serviced sites will

commence when suitable land has been pre-pared for some residents who will have tobe decanted. The UISP will deliver fully ser-viced sites on an approved formal layout.”She says during the last count in 2013,

there were 2415 households. Questionedabout access by emergency vehicles intoDoornbach, Van Minnen says while they dostruggle, there is sufficient road width forthem to enter.She further says the formal sites will be

developed with formal roads and water andsanitation services. Those identified benefi-ciaries will be relocated to their specific sitein the new layout.“A detailed cost estimate will be submit-

ted before construction starts.”

Reports about a balaclava gang operat-ing in Milnerton are false.According to the rumours spread in

Tygerhof, three armedmenwearing balacla-vas allegedly storm residents’ homes and tieup occupants while they steal valuables.Residents claimed they knew of two cases

which tookplace inGlanville andPringle ro-ads. In both these cases, they said the occu-pants were tied up and the suspects wore ba-laclavas.However, according to Milnerton police

this is not the case. Police spokespersonWarrant Officer Daphne O’Reilly says onMonday 7 March shortly after midnight ahouse robbery was reported where a televi-

sion and a wallet were taken. She says therewere threemen, none ofwhomwore balacla-vas, who stabbed a male resident as he triedto fight them off. “There is no informationavailable on how the suspects fled thescene.”In the second incidentwhich took place on

Tuesday 8 March at 06:00 a house break-inwas reported. She says various valuableswere stolen but it is unclear how many sus-pects were involved.“In this incident the complainant was

sleeping and only realised therewas a housebreak-in when he woke up and found theitems missing and sliding door forced open.No information is available on how the sus-pect(s) fled the scene.”

.Meanwhile, Table View police have con-firmed two incidents in the last week of

house robberies where the suspects were al-legedly wearing balaclavas.The first incident took place on Friday 4

March during the early hours. Policespokesperson Lieutenant Adriana Chandlersays the complainantwas sitting smoking inthe garden at his home in Gie Road when hewas approached by three men wearing bala-clavas. Twoof themwere armedwithpangasand a crowbar.“The suspects took the complainant inside

the house to his bedroom, where they boundhishands and feet. The suspects tookproper-ty of the complainant, including a flat screentelevision. The men then fled the scene.”The Table View resident hopped to his

neighbour’s house for help.Chandler says two days later a woman liv-

ing in the same street reported that she and

her friend were asleep when she was wokenup by the kitchen light being switched on atabout 01:15.“She noticed three men wearing balacla-

vas who told the complainant and a friendto keep quiet. One of the men was armedwith a firearm. The suspect pointed the fire-arm at the friend and another accomplicetied the friend’s hands with shoelaces. Thesuspects demanded to know where the safewas. The men started to search the houseand took a television, jewellery, cellphones,backpacks, a cooler bag and a laptop.”Chandler explains the suspects gained en-

try by forcing the back door open.No arrestshave been made.According to Melkbosstrand police no

similar cases have been reported in theirprecinct.

Two weeks ago I was readingTygerBurger which highlightedthe point of the N1 and N2emergency assistance number–021 946 1646. I put the contactinto my cellphone, not thinkingI would ever need it.On Sunday 13 March I was

on the N2 coming from Athlo-ne along Jan Smuts Drive.Driving just past the airport Inoticed my car smoking andthe heat gauge going up. Islowed down just about 500mbefore the R300 turn-off. Not asafe area to stop at all ... Icalled the number, gave themthe logistics of where I wasand told them I was all alone(the scariest time ever). Withinfive minutes a police vanpulled up behind me with twoofficers who waited with me.Then a traffic services cararrived with a female and maleofficer and (phew, what arelief) then a white patrol vanthat brought water and assist-ed me. They were kind, helpfuland patient and I am utterlygrateful for this service, so abig “Thank You” to everybodywho assisted me. Thank you tothe best run City in SouthAfrica. I sent the emergencynumber to all my girl friends.

Water will become more expensivein the future, as more expensiveschemes will be needed to supply

additional water to Cape Town.This was said by Paul Rhode of bulk wa-

ter planning of the City of Cape Town at adiscussion of water supply, which was re-cently hosted by the Durbanville Commu-nity Forum and Ward 21 of Subcouncil 7(Koeberg).The discussion was presented by Rhode

and Pierre Maritz, manager of water retic-ulation of the City.“Everyone is now very concerned about

water supply, with restrictions havingbeen implemented. People suddenly real-ised they can runout ofwater,”Rhode said.

Less water to be usedThe City of Cape Town gets its water

from the dams around Cape Town. Thesedams are the Voëlvlei, Berg River andTheewaterskloof dams, as well as Wem-mershoek, Steenbras Upper and SteenbrasLower dams, he explained.“With the low rainfall over the past win-

ter, we have less water to use. Thus, waterrestrictions were implemented to ensurethat we will have sufficient water over thecoming two to three summers,” Rhodesaid.“Since the year 2000, we realised we

needed to manage water demand, whichwe’ve done in a number of ways. We haveencouraged water conservation by, for ex-ample, recommending water wise garden-ing, installing water saving shower headsand dual-flushing toilets.“We have also instituted pressure man-

agement to reduce the pressure on pipe-

lines to reduce leaks.“We also focused on pipeline replace-

ment to prevent bursts and education atschools on how to conserve water,” he con-tinued.“As a result of these efforts, in the last

10 years the per capitawateruse byCapeto-nians has decreased.“We know we currently have a drought

situation. The rainfall during 2015 wasamongst the lowest in the 100 year rainfallrecord at the Steenbras dam and was alsolow at Wemmershoek dam,” Rhode said.“The Voëlvlei dam was only 50% full at

the end of thewinter last year. In response,the City minimised use from the Voëlvleidamafterwinter. Ifwedidnotdo this, someareas in the surrounding Swartland areacould be running out of water before win-ter,” he said.“Restrictions are our planned way to

deal with short term shortages caused bydroughts. Elsewhere, new infrastructurehas sometimes been built in response todroughts – admittedly out of necessity, butonce weather patterns return to normal,the additional infrastructure is not neededor used,” he said.

Planning 25 to 30 years aheadAccording to Rhode it already looks like

residents are responding to water restric-tions and that the City is using less water.“Currently the water demand is about

10% lower than the same time last year.“Regarding the way forward, we will

need to build new water supply schemesand infrastructure when the capacity ofthe current system is fully utilised. Thereare long lead times needed for planningand construction of new water supply in-frastructure. We are looking 25 to 30 yearsahead with our planning for water infra-

structure supply, to make sure we canbuild new infrastructure in time,” hewarned.“The national Department of Water and

Sanitation is proceeding with the firstphase of augmenting theVoëlvlei dam.TheCity is currently conducting feasibilitystudies on threeother water sup-ply options andwill use the resultsof these studies todecidewhat futurewater supply in-frastructure willbe built,” Rhodesaid.“The City is

growing rapidly ina northerly direc-tion and that iswhere we willneed additionalwater to supply the growing areas inKraai-fontein and Durbanville.“In the next six to eight years we will be

constructing the new bulk water augmen-tation scheme, which will supply waterfrom the Theewaterskloof and Berg Riverdams to the City.“This bulk water augmentation scheme

will comprise a newwater treatment plant,bulk reservoirs and pipelines. The watertreatment plant and a reservoir will bebuilt in the vicinity of Muldersvlei, whileanother bulk reservoir will be built northof Durbanville,” he said.

Infrastructure getting oldPipelines will be built between the Berg

River dam and the new water treatmentplant, and from the water treatment plantinto the bulk water distribution system

supplying water into the City. The totalcost of the scheme will be R1,7 billion.“Regarding climate change, we are not

yet seeinga significant change in long termrainfall patterns in the catchment areas ofour dams, and it is difficult to say if the cur-rent drought is linked to climate change.

This is some-thing we arewatching care-fully in ourlong term plan-ning.“Another

possibility infuture, withgrowing waterdemand, is theincreasingcompetition be-tween urbanusers and agri-cultural use

and different urban centres for water. Thiswill have to be carefullymanaged to ensureboth economic growth and food security.“In Cape Town we will face growing de-

mand into the future andwill have to buildmore expensive resources, which will alsocontribute to water being more expensive.“Currently we pay more for electricity

than water, but that will change in future.The City will not be able to provide watercheaply anymore.“Desalination, in which reversed osmo-

sis is used to purify seawater, for instance,is very expensive,” Rhode said.“A lot of our existing infrastructure is al-

so getting old. Some parts of our systemaremore than 100 years old. Refurbishmentand maintenance of our existing systemwill also drive the price ofwater upwards,”Rhode said.

Matrics get opportunity for ‘Dawn of Justice’

With every kilogram of bottle tops collected,enough money can be raised to give onechild that was born with a cleft lip or palatea life-changing operation.This year, Operation Smile has partnered

a cleft lip and/or a cleft palate. Childrenborn with cleft conditions may suffer tor-ments, malnourishment and difficulty withspeech,” says Adva Brivik from OperationSmile. “It is estimated that two billion, orone quarter of the world’s population, lackaccess to care. Having cleared the gunge from their ex-hausts after the opening meeting ofthe Power Series at Killarney last

month, competitors are now preparing toshoot the lights out during the second roundon Saturday. The series is sponsored byWingfield Motors.Adding to the excitement will be the ap-

pearance of two top British drivers in the V8Masters events. Stephen Young, who isbased in London, has become a regular inthese parts and it came as no real surprisewhenhewonone of the races during the firstround. However Pat Gormley has not beento the Cape before and may need time to getused to the track.One certainty is that neither of them can

expect any mercy from local hotshots likechampion Richard Schreuder, Craig Jarvis,Franco Donadio and Charles Arton.

Then, although it didn’t win, Dave Row-ley’s historic VW Beetle captured thehearts of the spectators in the Fine Carevents, a category now sponsored by KentHomes. Giving as good as he got, Rowleyeventually settled for second not far be-hind Geoff Bihl’s extremely quick Porsche944 S.Two others who endeared themselves to

the crowd that day, were 15 year old For-mula Mygale driver Joshua Dolinschekand Dee–Jay Booysen in his home builtFerrari (sort of) lookalike in the singleseater Formula Libre category. But whileDolinschek, who is the youngest main cir-cuit driver in the Western Cape, snatchedan overall victory, Booy-sen was only ableto complete one race and finished welldown on the points tally. It is going to beinteresting to see him in action during a(hopefully) trouble free round. Nick Ad-cock was one of the most prominent driv-

ers who missed the first round of the MakitaFormula Supercar events in order to competein the Africa 6-hour endurance race at Phaki-sa in the Free State. His stay-away was cer-tainly justified when he (and his co-drivers)won the gruelling event in fine style.Moving on to the Crossley andWebb Sports

& GT events, if Adcock is at the wheel of the

French Ligier that he drove in the 6-Hour,his battle with former titleholder FrancisCarruthers (Juno SS3) andDawie Joubert inhis Lotus Exige, could be another one of themeeting’s highlights. With 18 races on theprogrammeandaplethora of newkiddie andfamily attractions at Killarney, there shouldbe something for everybody on Saturday.

Bianca earns rosette: Bianca Adams,a Grade 12 learner at Milnerton High School,competed at the recent Equestrian GradedDressage show at the Constantia ValleyRiding Club and came second in the NoviceDressage test 4. She also attended showjumping at the Europa Equestrian centreand received a rosette for her clear roundon the 80cm. She will compete in a multi­disciplinary show in George from 19 to 23March.
