Speaking during the meeting where con- cerned residents and patrollers discussed crime trends in policing sector 2, an array of weapons were unveiled. Hammers, chef’s knives, modified scissors and a weapon made from a brick were some of the items confiscated in recent weeks. Sector 2 chairperson David Harris said they were concerned about the reasons vagrants would have these weapons. He urged residents not to dispose of unwant- ed knives or kitchen utensils by placing them in wheelie bins as this could be where the weapons were sourced. While many of these weapons could do seri- ous harm, simple items like pens could also be utilised. Earlier this month, TygerBurger witnessed an altercation between a vagrant and Harris during a community clean-up. Harris, along with resident Ken Spies, headed out to Dor- chester Drive to clean gang tags off the wall of a superette. On arrival, a group of men could be seen sleeping against the wall and the two waited for them to leave. Harris raised concern about two couches dumped on the side of the road and called law enforcement to collect them. As Harris moved the couches closer to the pavement, one of the men who was earlier seen sleeping outside the shop, ran across the road shouting and swear- ing at Harris. The man became violent and threatened to stab Harris and Spies with his pen. Speaking during the meeting, Harris urged residents to be mindful of putting their bins out on collection days. He said in addition to leaving bins out over- night, residents often used wheelie bins to dis- card of unwanted appliances. “Vagrants are getting money from the goods you leave in your bins. They load your un- wanted appliances such as TVs and vacuum cleaners in a trolley, take them to the green belts and strip them for items they can resell.” Ward councillor Heather Brenner said she had recently heard a story of a man who had been feeding homeless people for more than 17 years. “He gave them bread and coffee every day and ministered to them. Sadly, for 17 years they continued to be homeless and we need residents to understand that while they want to help, these hand-outs do not help. Concerns over vagrants carrying weap-ons were raised at a recent public meet-ing in Parklands.

Crime in Milnerton Ridge is decreasingthanks to an active neighbourhoodwatch, saypolice.Speaking during a joint meeting of the Mil-

nerton Ridge Neighbourhood Watch and theMilnerton Ridge Ratepayers’ Association(MRRA) on Monday, sector commander An-dré Fourie lauded the watch for their efforts.He said until January, the suburb was hit

by almost 10 house break-ins a month. Thishad been reduced significantly thanks to ac-tive patrols and residents keeping a close eyeon suspicious activity.Watch chairperson Terence Tichart said

they needed help from all residents.“We are riddled with crime, live in a blame

society, we point fingers and expect some-thing to change. The neighbourhood watch isaimed at creating a safe neighbourhood, uni-fying the community and create an environ-ment that is aesthetically pleasing.Vagrants were a central concern at the

meeting. In his address Rolf Spaeth of theMRRA gave a brief overview of the problem.He highlighted various areas including Race-course Road and the Shell garage where va-grants congregated and urged those presentto become part of the Give Responsibly cam-paign.Commenting on begging at traffic lights,

one resident said hewatched as beggars rotat-ed every 15minutes between intersections.Hebelieves begging is orchestrated and orga-nised in the area.Milnerton Community Police Forum (CPF)

chairperson Karen Visagie said after attend-ing a meeting over the weekend in Brooklyn,she spoke to the City about forming a LocalNetwork Of Care (LNOC) in Ward 4.“Thenetwork creates a register of displaced

people and finds ways to reintegrate them.”She urged residents to not give hand-outs

and rather donate to community organisa-tions.WatchmemberMark Lindsell gave an over-

view of the CCTV project, saying along withCrime Watch, they were rolling out a camerasystem to cover the entire area, with a focuson entry points from the vlei.He said as the camera network grew more

Concerns over developments alongBlaauwberg Road were raised at a re-cent subcouncil meeting.

This follows a rezoning application con-sideredby themunicipality amid increasedcommercial development along this trans-port route.The application, which sought permis-

sion to demolish the current building anddevelop a three-storey office block, receivedtwo objections.According to the report tabled at the

meeting, the current building is zoned asGeneral Residential 5 and the application isto have the land rezoned for the develop-ment to General Business 2.Subcouncil chairperson Heather Bren-

ner raised concerns about the differentparking requirements in the report.

Overlay zoneBut the lack of guidelines ondevelopment

in Blaauwberg Road also came under scru-tiny as councillors explained there were noclear rules on what developments were de-sired following the installation of a MyCiTibus route.Councillor Joy McCarthy said the re-

quest for an office block came amid otherblocks in the area standing vacant.McCarthy also questionedwhy the land usedepartment was not considering a mixeduse development.She questioned what happened with the

request for an overlay zone.“I submitted a motion more than a year

ago and each time an application comesalong Blaauwberg Road, we still don’t havean overlay zone to guide us on what is andwhat is not appropriate and we are beingurged to agree or support the application.”McCarthy further explained with each

application a “bite was being taken out ofthe fabric” of Blaauwberg Road, which sheobjected to.McCarthy named other approved devel-

opments, including a 20-storey building atMarine Circle, and questioned whether theexisting infrastructure was able to copewith increased development.In response, the planning official said she

was unaware of the motion and would lookinto the matter. She also said this applica-

tion could not be refused due to empty offi-ces.

No guidelinesMcCarthy said themotion sought anover-

lay zone which would guide the redevelop-ment of sectional title units into mixed usebuildings to create a “cohesive feel” alongBlaauwberg Road.“In the Blaauwberg Management Strate-

gy, they have emphasised that the commer-cialisation should take place on the otherside of the R27 down towards the beach. Butunfortunately, because we are okayingthings bit by bit, we are getting to whatVoortrekker Road looks like and that is notwhat Iwould like to see in this suburb,” saidMcCarthy.

Brenner explained at the time they wereinformed a traffic assessment was neededbut the funds were not available.“It’s taking a long time, this is our prob-

lem.We are having to deal with issueswith-out any real guidelines as to what Blaauw-berg Road should be looking like. We haveasked for the overlay and it’ s just not hap-pening.”Brenner said the subcouncil would try to

advance their request with the relevant de-partments.The application for the rezoning was ap-

proved.

The driv-er stopped and one of the suspects got outof the car and pointed a firearm at the com-plainant. She reversed and one shot wasfired at the vehicle of the complainant to-

drove off.Awitness called a security compa-ny who contacted police.“Upon her return home, the complainant

noticed that a television and computerequipment were stolen.No one has yet been arrested. Detective

He is donewith gangsterism, drugs andmurder and desperately seeks forgi-veness for his part in the decay of

communities across the Cape Flats.This was the plea by former Hard Livings

gang leader and ex-prisoner Rashied Stag-gie at a church service at the New Directi-ons Grace Church in Parow on Sunday.Staggie admitted to a fully packed audito-

rium that he was, to a large extent, guiltyof the influx of drugs into the Cape and clai-med responsibility for a number of ordereddeaths during his tenure as leader of theHard Livings.

Drug kingpin“Many decisions from myself as leader –

it’s because ofme thatmanypeoplewerekil-led,” he said.“It was because of my decisions that so

much hurt came over people and into theirhomes. I am also the cause of somany drugsbeing pumped into the Cape.”Staggie showed a soft side when he direc-

tly apologised to his own family and the fa-mily of his slain twin brother, Rashaad.Rashaadwas set alight andkilledbymem-

bers of the vigilante group Pagad in frontof his Salt River home in 1996.“I am just aman.Aman that desires atten-

tion and love and to be accepted,” Staggietold the congregants.“I ask the forgiveness of all thepeoplewho

suffered because of the decisions I made,”he said.Staggie said he had “a relatively solid un-

derstandingofwhat drugs coulddo to a com-munity”.“In 2001 I fell into drug abuse. I used all

the kinds of drugs one could use. Manynights I layhighas I slept over inhotels guil-ty of promiscuity.“The pain in the eyes ofmy childrenwhen

I got home will haunt me,” he said.“If I knew then what I know now, I would

have wanted to be a different Rashied Stag-gie. I want towork together –with the policeand gangsters and users and sellers, I wantto get gangsters to quit their activities,” hesaid.

Prison programmeStaggie’s testimony was part of a celebra-

tory programmehosted by the church to ho-nour a groupof graduates, all reformedpris-oners, gangsters, murderers, drug addictsand criminals.The group all successfully underwent a

programmerunby IvanWaldeckof theWes-tern Cape Outreach Community organisati-on.

Waldeck is well-known in church circleson the Cape Flats for his work with formerprisoners and is a former gangster and pris-oner himself.Waldeck said this was the first time in 10

years Staggie spoke publicly.SebastianPetersen, deputy director of the

correctional services department, said pro-grammes such as that run byWaldeckmadehis job easier.Petersen also declared that the depart-

ment would be signing a memorandum ofunderstanding with the church, citing that“any programmes donewith inmateswouldbe done through this church”.“We will get teams (from the Grace

church) into prisons and working with in-mates,” Petersen said.

Tydens die jaarlikse nasionale toneelspel-kompetisie vir hoërskoolleerders in die Kun-stekaap, het die SBA spesiale afrigting aanleerders van die Sekondêre Skool Skurwe-berg (Ceres), asook die Pionierskool op Wor-cester gegee deur ’n spesiale mentorskappro-gram.

Twee leerders van Skurweberg het deurge-dring na die uitdunronde in die Kunstekaapen een leerder van die Pionierskool het ’naanmoedigingsprys tydens hierdie rondesontvang.

Hulle het met die uitnodiging aan die Pio-nierskool na Vaselinetjie die boek vooraf spe-siaal in braille laat druk, sodat die leerdersdit kon lees voor hulle die opvoering byge-woon het.

A hidden relic nestled in the garden of theBlaauwberg Subcouncil offices will soonhave a new home.

And while many have passed this boxwhich stands proudly between a bench anda tree, it has caught the interest of one coun-cillor.

Speaking during the monthly subcouncilmeeting, chairperson Heather Brenner ex-plained she had often wondered what thesignificance of the grey box was.

Chuckles were heard when Brenner ex-

plained how she looked at the box intentlyduring fire drills.

“Three years ago, I put some feelers outand was quite surprised to find out it wasa bell box for jockeys and dates back towhen Milnerton had a racecourse.”

She further said Gold Circle had recentlyshown interest in removing and preservingthe box.

Swift action by a Parklands Neighbour-hood Watch member led to the arrestof three robbers over the weekend.

According to a report from Table Viewpolice, the member noticed a vehicle stop-ping in Wood Drive, Parklands on Satur-day.

Police spokesperson Lieutenant AdrianaChandler says two men got out the vehicleand robbed two people of their cellphones,using a knife.

“The watch member alerted Table Viewpolice who responded with the assistanceof Milnerton police who set up a roadblock.A car chase ensued with the police, neigh-bourhood watch and security companieschasing the suspects. The suspects ap-proached the road block and drove into thepolice vehicle,” she said.

The vehicle was stopped on the N7 wherethe three men were arrested.

Chandler says the cell phones were recov-ered, along with other presumed stolen

items.“At the police station it was revealed that

the suspects were involved in other sepa-rate incidents earlier on the same day.”

They appeared in the Cape Town Magis-trate’s Court on Monday on charges of reck-less and negligent driving, robbery and pos-session of stolen property.

“Table View police praises the communi-ty and other partners for their dedicationtowards the fight against crime,” Chandlersays.

. In a separate case, police are asking forassistance in solving a case where a manwas stabbed.

Chandler says at about 08:00 on Friday,residents found a man with multiple stabwounds underneath a bridge near the rail-way line in Table View.

In ’n klein baksteengeboutjie op die per-seel van die Durbanvillese taxi-staanplekwerk drie vroue voltyds om groepe onop-

geleide, werklose mense te help om metwaardigheid envaardigheid die ekonomie tebetree.

Gelderman sê omtrent 90% van die kandi-date vir hierdie kursus is glad nie rekenaar-geletterd nie.

“Ons leerhulle hoe om ’nFacebook-profiel

te maak, hul CV saam te stel en aan die eindevandie kursus doenhulle dan ’n indiensoplei-ding van drie dae lank by ondernemings indie omgewing wat ons goedgesind is,” sê sy.Hierdie geleenthede lei dikwels tot indiensne-ming.

Die tweede kursus is ’n kantooradministra-sieprogram van tien weke wat meer intensie-we rekenaaropleiding en kommunikasie-vaardighede insluit.

Work on a brand new school for Du-noon has commenced.Construction began several

weeks ago but when questioned about thenewbuilding,manyresidents said theywereunsure of what was happening.Education department spokesperson Jes-

sica Shelver said Dunoon Primary School isone of 38 replacement schools being builtacross the province.“Oneof themajor challenges for education

in South Africa is school infrastructure.Many school buildings across South Africaare still inappropriate structures datingback to the apartheid era and need to be re-placed. This entails tackling inherited back-logs, upgrading and maintaining existingschools while providing new schools for thegrowing population.”She said just over R69m will be spent on

the new school whichwill consist of 38 class-rooms and cater for 1 240 pupils.The site was handed over in February and

construction is expected to be complete inOctober.

Shelver says pupils havemuch to look for-ward to, including an interior enclosed playarea protected from the weather and a largeopen air secure courtyard.“The courtyard is designed in such a way

to minimise the effects of the prevalentwinds in the Cape. All western and easternfacing windows will have sunscreens pro-tecting against the effects of the early morn-ing and late afternoon sun, while north fac-ing buildings are built in suchaway tomaxi-mise indirect light influx, yet protect againsthot summer sun,” she says.The schoolwill also include four specialist

classes for a computer laboratory, musicclassroom,multi-media classroomanda sci-ence laboratory.“There will also be new sports facilities,

including a sports field and two netballcourts. In addition, rain water collectiontanks will be utilised for the sports field andplanter irrigation and new bore holes willbe used for irrigation and flushing of toi-lets,” she further says.The school’s design also includes a special

water saving mechanism which will be in-stalled in all bathrooms to minimise waterwastage.

Shelver says the department is spendingjust over R900m on new and replacementschools across the province.

“In addition, this yearwewill see the com-pletion of 11 new schools, while an extra 15are under construction.”

Montague Gardens was buzzing lastweek as staff from a local companydid their bit to help abused children.

The event was organised byMatla A Banaand saw several people line up to create com-fort packs for police stations across the prov-ince.Founder Monique Strydom explains the

organisation creates the comfort packs,which consist of various items, to assist po-lice in dealing with children who have beenabused.“We create these packs and distribute

them to various police stations. This yearPrimedia assisted Taylor Blinds, who havemade a phenomenal donation of R100 000 to-wards 800 packs,” she said.The packs are created according to age

groups and have everything from a lightsnack to teddy bears.Strydom said in many cases when a case

of sexual assault or rape is opened, childrenwill have to remove their underwear in or-der for it to be taken for testing.“When they are in this traumatised state,

it is often difficult tomake themcomfortableas they give statements and undergo tests.The pack also includes underwear whichhelps the child feel safe and comfortableagain,” she said.Strydom further explained the packs are

designed to address the child’s immediateneeds and provide a “sense of comfort”. Thepacks have become popular at police sta-tions and Strydom said she is always happyto hear police officers’ stories.In one case, an officer reported that the

handover of the pack helped the child trustthe officer and talk about the incident.“In 99% of these cases, the perpetrators

are men and so male detectives often havea hard time getting the children to speak. Inthis case, the officer explained when hehanded over the pack, the child saw the kindgesture and started to trust him. In anothercase a 12-year-old girl wrote a letter to the

officer thanking him for the teddy bear. Shesaid she now had a friendwho loved her, aft-er believing for years that nobody did.”On Friday, staff from Taylor Blinds lined

up andpacked items into the bags. Each staffmember also took time to draw pictures andwrite a motivating note for each child.Managing director AnthonyMederer said

when confronted with child abuse statistics,many feel helpless.“We have about 150 staff who spend most

of their time here and issues such as childabuse are discussed. This is a way for us tosupport our staff but also help themhelp oth-ers,” he adds.

“We urge people to get their fluvaccines. It protects you against thethree most dangerous strains of viru-ses,” said van der Westhuizen.

“We’re expecting a very aggressive fluthis year. America had quite a badseason with resistant strains, necessita-ting a change in the formula for thesouthern hemisphere. Getting thevaccine reduces complications and costsby about 80%,” he said.

Most at risk were pregnant andlactating mothers, immune compromisedpatients and babies over 6 months ofage in crèches, as well as people over 65years of age, he said.

“It takes two weeks for the vaccine tobecome active, therefore it’s best tohave it as soon as possible. The virusthrives in cold weather and replicatesfaster.”

Taking Vitamin C in conjunction withthe vaccine would further boost theimmune system.

The forum will address any topic

that the members feel could

impact their health, environment

and safety from a nuclear

emergency preparedness point

of view.

municipal area around Koeberg;

other persons concerned about

their health and safety from a

point of view are welcome to

Die duo wat onder diename Milan Joan en DieWolf musiek maak, issterk op pad om bekend-heid te verwerf. Liedjiesvan hul debuut-kortal-bum, Brandend vir jouhitte, is reeds op Bok Ra-dio en Bay FM te hoor.

Milan is Zandkloof sestem, terwyl Die Wolf dieskrywer en komponis is.

“Dis nie soos Afrikaan-se musiek nie,” vertel Mi-lan.

Barefoot: Sunningdale Primary learners went barefoot for change. Action­packed racing is due to thrill spectators at Killarney during the Carnival Race Day onSaturday.

With Saturday’s unique Carnival Ra-ce Day offering more top flight va-riety than has ever been experien-

ced at Killarney, there is tremendous exci-tement among petrol-heads of all ages.

The on-track action includes the Caperound of the All-Africa 3-Hour EnduranceRace Series due to finish after dark, a legof the South African Superkart Champi-onship and round four of the Power Seriesfor cars and motorcycles, sponsored byWingfield Motors.

A parade of VW Beetles in honour of themarque’s 80th anniversary (the prototypePeople’s Car was unveiled in Germany inmid 1935), will take place during the lunchbreak, with the lucky winners of highspeed laps in a racing sports Porsche com-petition to receive their award shortly af-terwards. There will also be a display ofmotorcycle stunt riding.

Static attractions will be an Exotic andSports Car Show that includes several his-toric motorcycles under cover in the spaci-ous new pit block. The popular Engen F1simulators will be available to budding Le-wis Hamiltons in the same building. Outs-ide, a multifaceted fun fair and amusementpark will offer entertainment of a differentnature in the adjacent parking area.

American muscleWhile entries for the 3-Hour Race include

six Porsches, all with two or even threedrivers, the battle up front is more likelyto be fought between a trio of Junos, a Dod-ge Viper and possibly a Panoz Esperante.

The formidable Juno attack is being ledby Western Cape champion Francis Carru-thers, with co-drivers Nick Adcock and De-an McCarroll in an SS3 V6. They will haveto face Craig Jarvis and Marcel Angel inJarvis’s recently acquired brutal V10, 8.4litre Dodge Viper, and an American-sour-ced V8 Panoz Esperante shared by Dave Al-

Low­slungThen there’s the potentially awesome

spectacle of the Superkart races where thedrivers’ backside is a few inches off theground, in these tiny projectiles with no sus-pension and wheels the size of chocolate coa-ted doughnuts. However, they are poweredby 250cc motors with six speed sequentialgearboxes and can hit over 200 km/h on theback straight and lap quicker than the migh-ty Wesbank V8’s of a couple of years ago.

The perennially hard-fought Bold MarineGTi Challenge racing is expected to be oneof the highlights of the programme. YoungMarco Busi and Christopher Swart swappedplaces at the head of the field last month andthey should be the ones to watch.

While 15-year-old Joshua Dolinschek willseek to repeat his recent single seater For-mula Libre victory, the battle in the MutluBatteries Classic Cars and the Cars Unlimi-ted Fine Car events, which includes DaveRowley’s rare, modified VW Beetle, is expec-ted to be much closer.

With the first race to start at 10.00am, theAfrican 3-Hour is the final event and is toget under way at 4.15pm. Admission is R60for adults and R20 for scholars under 16.There is no charge for kids under 12. Ticketsare also available from Computicket.

New tour aims tomake cycling saferThe Pedal Power Association has partne-red with one of the more successful roadcycle tours in South Africa, the Cape 2Knysna Cycle Tour (28 June – 3 July) tocreate awareness that will keep cyclistssafe on our roads.

Participants of the Tour will ride in StayWider of the Rider cycling jerseys whichsend out a very visible message – moto-rists, give us space.

The PPA’s primary role is to protect andempower cyclists. The new “Stay Wider ofthe Rider” campaign which launched inFebruary this year ahead of the CycleTour aims to create maximum awarenessamongst all road users, specifically moto-rists, which will hopefully lead to safer ro-ads for cyclists.

Thousands of people have pledged theirsupport for the safe cycling campaign byriding in a “Stay Wider of the Rider” jer-sey.

“Visibility is a key issue that contribu-tes towards cycling accidents on our ro-ads. The new “Stay Wider of the Rider” sa-fe cycling jerseys are highly visible and in-clude the simple “Stay Wider of the Rider”message,” explains Steve Hayward chair-

man of the Pedal Power Association. “Ri-ders participating will be visible from faraway.”

The PPA launched the very successful‘Cyclists Stay Alive at 1.5’ campaign backin 2011 which resulted in a one-metre pas-sing law which was promulgated in 2013in the Western Cape. The PPA will conti-nue to lobby for a 1.5 metre passing distan-ce.
