In February, residents met with City of Cape Town officials to discuss progress and considerations for the plan. With picturesque views of Table Moun- tain and Robben Island, the beachfront is the backdrop for many photo shoots and events, but in recent months residents have cried foul over the condition of the beach. The erosion of dunes, collapsing parking lots and buried boardwalks are among the main concerns. According to documents sent to TygerBur- ger, the proposed policy plan includes vari- ous development possibilities including the conversion of Marine Drive into a dual car- riageway. City of Cape Town Mayco member for en- ergy, environmental and spatial planning, Johan van der Merwe, explains the plan aims to guide future public and private in- vestment and redevelopment along the Ta- ble View beachfront. According to the presentation, the sub- council identified the need for a develop- ment framework to address rising sea levels, coastal management, recreational amenity upgrades and economic opportunities.     hat makes the Table View beach-

    front unique? What are some the

    greatest challenges and what defin-

    ing characteristics should be enhanced?

    These are some of the questions locals and

    authorities are pondering with the proposal

    for aTableViewBeachfront LocalAreaPoli-

    cy Plan.

    In February, residents met with City of

    Cape Town officials to discuss progress and

    considerations for the plan.

    With picturesque views of Table Moun-

    tain andRobben Island, the beachfront is the

    The group has also provided input in terms

    of the various user groups of the beachfront

    and their requirements and needs.

    It should be noted that the City has not

    presented any draft proposals to the refer-

    ence group as this will be done as part of

    a formal public engagement process.

    The City has invested R223 000 into the

    plan for the completion of a conceptual

    transport study, which has been used to in-

    form the plan. All other work has been com-

    pleted by City staff.

    According to thepresentationgivenat the

    meeting, a suggestion was tabled for the

    conversion of Marine Drive into a dual car-

    riageway. Van der Merwe explains future

    development of the broader area, as well as

    the needs of the Koeberg Nuclear Emergen-

    cy Plan, require the road to be dualled in

    the future.

    Thedocuments also includeaproposal for

    a slipway and Van der Merwe explains

    there is currently a beach launch spot for

    small craft opposite Doodles, a well-known

    restaurant. The community expressed the

    desire for this to be retained and therefore

    it is reflected on the maps, he says, adding

    that the proposed plan will inform future

    commercial and residential developments.

    Asked about the time line for implemen-

    tation of the plan, Van der Merwe says the

    project team is in the process of completing

    a draft plan.

    The first draft plan will be finalised in

    the last quarter of 2016 and will be made

    available for public comment as part of a

    formal public engagement process. Imple-

    mentation of the plan is dependent on avail-

    able public and private sector funding.

    Speaking at the meeting City officials ex-

    plained theMaintenanceManagement Plan

    (MMP) also played a role in establishing the

    Table View Local Area Policy Plan.

    Resident Mandy Da Matta thanked offi-

    cials for the initiative and progress.

    If youknowhowhungry this community

    is to be involved with their own environ-

    ment ... But there has been a definite lack

    on the Citys side to get those communica-

    tion channels open. The people are dying to

    get that communication channel open, pro-

    ductive and positive.

    DaMatta further said if residents and the

    Cityworked closer, the vision for the beach-

    front could soon be a reality.

    This is why we do this.

    These are the words of local community

    medic Kim Jurgens as she recalls the event

    which led to the delivery of a baby boy at

    Table View Police Station over the week-

    end.

    Socialmedia buzzed as residents congrat-

    ulated and thanked Jurgens for her work.

    She explains during the early hours of

    Sunday morning she received a call about

    a woman who had

    gone into labour and

    needed assistance. It

    was just before 03:00

    and I was told the

    momhad gone into la-

    bour and the birth

    was imminent.

    On arrival, Jurgens

    called for an ambu-

    lance and assisted the

    woman to a more pri-

    vate area of the sta-

    tion.

    She continued to

    monitor the woman

    and just before 05:30 a

    baby boy was born.

    I said its a boy!

    and you could hear

    the shouts of joy from

    outside the room.

    When the baby was

    placed on the moms

    chest, the daddy took

    out a blanket and booties he had bought.

    It was just so beautiful. I thought this

    was exactly why we do this.

    The ambulance arrived shortly after and

    the mother and her healthy baby were tak-

    en to hospital.

    Jurgens says she had assistedmothers in

    labour in the past, but this was a new and

    wonderful experience.

    Community Medics was first established

    in Camps Bay in the 1990s and there were

    a fewparamedics in the communitywho as-

    sisted during emergencies due to the long

    wait for an ambulance. From there it grew

    and the organisation started incorporating

    other communities in the City Bowl.

    In an earlier interview, Kevin Jones,

    CommunityMedics trustee andmanager of

    the Table View division, said for a while

    several paramedics in Table View were of-

    fering the same ser-

    vice, but in April last

    year they decided to

    formalise and join

    Community Medics.

    Jones said the aim

    was to reduce re-

    sponse time and pro-

    vide a world class ser-

    vice for free. As par-

    amedics live in Table

    View, they are able to

    respond quicker.

    Currently the ser-

    vice is available to

    residents in Big Bay,

    Bloubergstrand,

    Bloubergrant, Fla-

    mingo Vlei, Park-

    lands, Parklands

    North, Rivergate,

    Sunningdale, Sunset

    Beach, Table View,

    West Beach, Dunoon

    and Site 5. Future ex-

    pansion plans include providing the ser-

    vice to Milnerton and Melkbosstrand.

    Jones said the service was only possible

    thanks to the support from the community.

    visited Germany as part of a six-week

    tour. The group attended school, toured

    aim of Operation Smile

    s the Table View police precinct a victim

    of its own success?

    This was the question raised by crime-

    fighters at a public meeting in Parklands

    last week to discuss crime.

    Amid news that the Parklands satellite

    police stationmay close in 2017, crimefight-

    ers voiced their discontentwith a reduction

    of police resources. The Parklands station

    is a satellite station for Table View Police

    Station and was established to accommo-

    date the growing population.

    However, earlier this year theTableView

    Community Police Forum (CPF) revealed

    they had been informed the station would

    be closed. According to provincial police, at

    this stage the station is under review and

    no final decision has been taken.

    At themeeting it was said that senior offi-

    cers from the provincial police department

    had conducted site inspections and crime-

    fighters say they have drawn incorrect con-

    clusions that Parklands was a wealthy area

    andpeople could simplydrive toTableView

    to report a crime.

    CPF chairperson David Harris explained

    income groups in Parklands varied and the

    station was used by residents from West

    Beach to Site 5 informal settlement. He said

    while researching police to population rati-

    os, he found that in Table View there was

    more than 1000 people for every police offi-

    cer.

    The fact that with the watches and secu-

    rity companies we have achieved what we

    have achievedwith a station that is 50%un-

    der manned, is nothing short of a miracle.

    Crime is the primary responsibility of the

    police and we cannot be content with a re-

    duction in resources as the area expands.

    Thosepresent discussedwhether the clos-

    ing of the station would lead to less people

    reporting crime and this, ultimately affect-

    ing resources given to Table View police.

    They also discussed the possibility of pro-

    posing the station be moved to accommo-

    date residents living in Site 5.

    The CPF has also written to the provin-

    cial police commissioner expressing their

    concerns.

    In his crime report, sector manager War-

    rant Officer Niekie Knoetzen painted a

    bleak picture about drugs in Parklands

    Main Road. He said that of all the drug ar-

    rests in the entire precinct during Februa-

    ry, just over 70% of the arrests were execut-

    ed in Parklands. He said robberies were de-

    clining, but officers were keeping a close

    eye on all reports and thanked the Park-

    lands and Table View neighbourhood

    watches for their assistance.

    Harris also reported on a plan to have

    neighbourhood watch members trained as

    City of Cape Town Law Enforcement auxil-

    iary officers. He said the CPF had gone into

    discussionwith theMaycomember for safe-

    ty and security, JP Smith, and said individ-

    uals would have to undergo three weeks of

    training.

    According to a statement issued by the

    City during 2013, auxiliary officers are vol-

    unteers recruited from neighbourhood

    watches across the city andwillwork amin-

    imum of 16 hours a month without compen-

    sation. They will be deployed under super-

    vision of experienced Law Enforcement of-

    ficers in accordance with the Citys needs,

    but will also patrol their own communities.

    Harris explained they hope to have sever-

    al people trained to assist with by-law in-

    fringements in the greater Table View com-

    munity.

    Summer Greens residents have raised the

    alarm about vacant land on the boundary

    of the suburb which they say has become

    a hub of illegal activity.

    Among some of their main concerns are

    drug dealing, illegal dumping, vagrancy

    and drug abuse. During a site visit last

    week, residents explain the complexity of

    the problem is further exacerbated by dif-

    ferent land ownership. Situated along a

    railway line, the three ervenmake up rail-

    way land and twoparts are zoned as public

    open space. The land in question is situat-

    ed next to a childrens play park and a row

    of residences.

    Residents explain the land closest to

    their homes is owned by the City of Cape

    Town. We wrote letters in June last year

    in the hope that they could assist, but to

    date we have received no response and

    seennoaction. Theproblem is the drug ad-

    dicts who sleep on the Citys land and

    shoot up [drugs]. It makes the area very

    unsafe and the neighbourhood watch of-

    ten has to collect used needles, says a res-

    ident who asked not to be named.

    Residents say a fence was erected

    around Emerald Park by the City and,

    within a few days, drug users had broken

    the fence to gain access to the vacant plots.

    Summer Greens Neighbourhood Watch

    (SGNHW) chairperson Gary Jacobs says

    the vacant plots have been a thorn in the

    side of patrollers for several years.He says

    in addition to drug use, thewatch is aware

    of dealers who come to the area to sell.

    The biggest problem is that the area is

    beingusedas a thoroughfare. There are all

    sorts of people coming in and the drug

    dealers openly do their business. It is an

    ongoing battle and thewatch patrols there

    regularly. When they see us, they run.

    He says he agrees with residents that a

    permanent solution isneededandbelieves

    the introduction of a permanent barrier

    on City land would be the ideal solution.

    At this moment there is no control and

    theyare all free to dowhat theywant.With

    it so close to a park we all worry about the

    safety of our children. This is also a very

    nice escape route for criminals.

    At the time of going to press, the City

    of Cape Town could not respond to any

    questions posed by the TygerBurger.

    Milnerton family has raised the

    alarm about security at the Maitland

    cemetery after their family gravewas

    destroyed by thieves.

    Linda Hannival says she was devastated

    when she heard granite slabswhich formed

    the tombstone of the triple grave had been

    stolen and the grave site destroyed. During

    a site visit last week, tears flow asHannival

    recalls the horrible ordeal.

    The grave site, she explains, was used to

    bury several members of the Van Graan

    family including her parents.

    Its a triple grave and we decided after

    the passing of my mom that we would now

    seal it up. Three granite slabs were placed

    over it and a tombstone with their pictures

    and the family name was put on the grave.

    Herewewould come to feel closer to our rel-

    atives and this is just heartbreaking.

    The theft was discovered by her brother

    and the family reported the case toKensing-

    ton police for investigation.

    Hannival says over the years theyhad be-

    come accustomed to the theft of small ob-

    jects placed on the grave like flowers and

    vases but never imagined that thieves

    would steal heavy granite slabs.

    Machinery used

    As she places fresh flowers in the dam-

    aged grave site she points towards the con-

    crete edges and says: Look at this. You can

    see that some form of machinery or tools

    were used to remove this. Whoever stole it

    knew what they were doing.

    The incident has raised various ques-

    tions about safety at the cemetery as the

    family questions how three big slabs were

    removed and taken without cemetery staff

    noticing.

    The cemetery is supposed to be locked

    at night but one has towonder how they got

    it right and what vehicle was used.

    City of Cape Towns Mayco member for

    community services and special projects,

    Belinda Walker, says they are aware and

    condemn such disrespectful and inconsid-

    erate behaviour.

    She says there have been there have been

    sporadic incidents of gravestone theft and

    vandalism in this cemetery but there has

    been no other reports of gravestone theft in

    the past year.

    All incidents of theft of this nature are

    reported to the Kensington Police Station

    as a criminal case (desecration of graves).

    We rely heavily on the assistance of local

    police and lawenforcement personnel to as-

    sist City Parks in addressing problems of

    vagrancy and theft in this cemetery.

    Walker explains the Maitland cemetery

    is a very large cemetery (113 ha) withmany

    points of access and it is therefore difficult

    to secure it entirely.

    She says with any facility that size, with

    manydarkareas andmanypoints of access,

    it is impossible to ensure that it is 100% se-

    cure but the City has done all that it can

    to secure it as far as possible, within availa-

    ble resources.

    Entrances locked at night

    If loiterers or vagrants are found in the

    cemetery after hours, they are instructed to

    move. Vandalism in cemeteries has always

    been a matter of concern for the City and

    we appeal to residents to work with us by

    reporting any suspicious activity at or

    around the cemetery to Law Enforcement

    on 021 596 1999 or to the South African Po-

    lice Service.We also urge residents tomake

    certain that tombstones and granite slabs

    are well secured on the graves to help pre-

    vent removal of the items.

    Responding to questions about security,

    she says the cemetery has 24-hour security

    guards who patrol the perimeter.

    The boundary fence has also been up-

    graded recently, but it has been repeatedly

    vandalised and the City Parks Department

    attends to any repairs as quickly as possi-

    ble.

    However, depending on the extent of the

    damage, the funding required for repairs

    can be difficult to source.

    All legal entrances are locked at night.

    Asked how a vehicle containing three

    large slabs left the cemetery unnoticed,

    Walker again says: Maitland Cemetery

    has 24-hour security guards who patrol the

    perimeter of the cemetery. The City Parks

    Department has taken this up with the se-

    curity company hired to secure this ceme-

    tery.

    esidents living in Melkbosstrand and

    the greater Table View area are ad-

    vised to remain calm when hearing

    the Koeberg sirens today (Wednesday).

    This week Eskom officials will be con-

    ducting a full-volume test of the Koeberg si-

    rens and according to a statement, if neces-

    sary, retestingwill be performedon individ-

    ual sirens on Thursday and Friday.

    Various communities in the 16kmUrgent

    Protective Action Zone (UPZ) will be affect-

    ed, but officials warn residents to remain

    calm as this is only a test.

    The Koeberg Nuclear Power Station Pub-

    licWarning Systemhas been installedwith-

    in the UPZ around

    the station as per the

    Koeberg Emergency

    Plan to notify resi-

    dents and visitors to

    the area in the un-

    likely event of an

    emergency at Koe-

    berg Power Station.

    Koeberguses a ra-

    dio system, which

    controls the commu-

    nication between the

    control centres and

    each individual si-

    ren. Communication

    checks are per-

    formed daily and any

    sirens not in work-

    ing conditions are re-

    paired as soonaspos-

    sible. A weekly

    check is also con-

    ducted to power up

    the siren amplifiers

    to check their func-

    tionality. These tests

    are silent, and you

    will most likely be

    unaware of the tests

    being performed at

    any given time. Once

    a year though, as is

    legally required and

    aworldbest practice,

    a full volume test is

    performed in order to check that the sirens

    are audible.

    The duration of the test is approximately

    fifteen minutes per siren, and consists of a

    voice clip indicating that a test is being per-

    formed, and the sound of the nuclear alarm

    (slow rising tone). This is where residents

    are needed to play their part in the Koeberg

    Emergency Plan.

    Should you be in the vicinity of a siren

    that is not working on the day that the test

    is performed, please contact Koeberg Stake-

    holder Management on 021 550 5227 or

    021 550 5758. Individual sirens that do not

    operate as expected may be retested on

    Thursday and Friday.

    The dates of the test have also been high-

    lighted in the annual Koeberg emergency

    calendar, which residents will have re-

    ceived during January. The calendar ex-

    plains the levels of emergency that may oc-

    cur at Koeberg, what to do in case of such

    an emergency. Residents that have not re-

    ceived one of these calendars, can contact

    Stakeholder Management at the aforemen-

    tioned contact num-

    bers.

    make sure that they

    do not be surprised

    and end up panick-

    ing when, in an un-

    luckily event of an

    emergency at Koe-

    berg Nuclear Power

    Station, they hear

    the sirens sounded

    on full volume. We

    thank the media,

    relevant authori-

    tieswhoare part of our emergency plan, our

    neighbours and all stakeholders for all the

    collaboration work with regard to Koeberg

    emergency planning. Lastly we thank our

    Eskom Koeberg Power Station nuclear pro-

    fessionals and all contractors/suppliers for

    operating and maintaining the plant safely

    for the past 30 years and more, and we en-

    courage them to do the same until and dur-

    ing decommissioning in future.

    Table View police are on the hunt for robbers

    who held up a man in Blaauwberg Road last

    week.

    According to a police report the complain-

    ant was at a business at 23:15 on Monday 22

    February when he noticed a dark vehicle

    stopping nearby.

    Police spokesperson Lieutenant Adriana

    Chandler says one of the occupants exited the

    vehicle andpointed a firearm. Anothermale

    exited the vehicle and walked to one of the

    vehicles on the business property and re-

    moved a car battery. The suspects got back

    into the vehicle and drove off. The complain-

    ant was not injured and no arrests have yet

    been made.

    In a separate case a woman was accosted

    by knife-wielding robbers in Gie Road on

    Wednesday 24 February at 09:10.

    pants threatened the complainant with a

    knife and grabbed her handbag and jewel-

    lery, got back into the vehicle and sped away.

    The complainant was not injured during

    the incident.

    ou waited your whole life to buy a Rot-

    tweiler puppy and when you can final-

    ly afford one, it gets parvovirus and

    dies within two weeks after you bought it

    from the breeder.

    This is the scenario involving a disgrun-

    tled couple after they bought a puppy from

    a breeder who charges R6000 per puppy.

    The man got a 50% discount from the

    breeder, his colleagues wife, and was able

    topickup the longed-forpuppywithinweeks

    after its birth, and with only onemore injec-

    tion to go.

    However, the puppy almost immediately

    got gravely ill.

    I had incurred costs from the vet when

    I rushedmydog to the animal clinic inKenil-

    worth after it had developed parvovirus, but

    it was already too late. They said they could

    try to help him, but chances were that he

    wouldnt pull through, said the man, who

    asked not to be named.

    It would have cost him R15 000, he said, to

    have the puppy treated, but he and his wife

    decided against this and to rather have the

    puppy euthanised, as this was too steep and

    the puppys odds to survive were so slim. If

    they get this disease, its basically over for

    them.

    Theman saidwhen they collected the pup-

    py, the breeder said it was due for one last

    inoculation.

    When we got there, we were told the dog

    still needed its final vaccination. We only

    had the dog for two weeks. The breeder fail-

    ed to get the third injection.

    After the dog died, the couple had a disa-

    greementwith the breeder,who they said re-

    fused to reimburse them, or allow them to

    have a new puppy.

    The breeder told us the breed was very

    susceptible to this virus and there was noth-

    ing they could have done differently. Its al-

    ways been a childhood dreamofmine to own

    a Rottweiler. I saved up to buy this one, he

    said.

    TygerBurger put the question to the staff

    at the Tygerberg Animal Hospital (TAH) of

    what couldhave beendone to save the puppy

    in this instance, and what others can do

    should they suspect the virus in their own

    dog.

    According to veterinarian Dr Ryan Nor-

    rie, they see a lot of darker coloured dogs be-

    ing infected with the parvovirus.

    We do happen to see a lot of what we call

    black and tan dogs, such as Rottweilers and

    Germanshepherds, but all dogs are suscepti-

    ble to the virus. Some dogs have a stronger

    immune system than others, he said.

    According to him, prices for treatment

    vary based on the treatment plan followed

    and the number of days a puppy will stay in

    isolation a highly sterilised room where

    the animal is kept separate.

    When a dog or puppy is admitted into iso-

    lation, they will be placed on a drip that will

    contain a number of antibiotics, pain medi-

    cation, and a five-course dewormer.

    Glucose, proteins and electrolytes are

    continuously checked in order to tailor

    treatment where needed. If a patient is not

    improving with the initial treatment plan,

    then we will formulate a new one until we

    find one that is accepted, he said.

    Norrie added it was vital that the patient

    is kept hydrated and fed a big challenge,

    as the patient will suffer from diarrhoea and

    vomiting.

    At this point the patient can be given anti-

    nausea and anti-ulcer medication, and is

    usually force-fed with new syringes with ev-

    ery feed. However, sometimes nasal feeding

    with tubes becomes necessary, he said.

    TAHwill bathe the patient often and apply

    petroleum jelly and baby powder to sensi-

    tive areas because of the constant diarrhoea,

    with fresh bedding given with every bath.

    The isolation ward, equipment, doctors,

    nurses and orderlies are constantly being

    sprayed with F10 to ensure the virus is not

    spread, Norrie said.

    Their isolation ward is also monitored

    around the clock, with calming music play-

    ing in the room and staff dedicated to giving

    the patients love.

    We find that extra love andTLCcanmake

    a difference to a scared and depressed fur ba-

    by. It is very important to have constant

    monitoring as you just dont knowwith par-

    vovirus!

    roperty andbusiness owners inMarco-

    ni Beam and Montague Gardens are

    lobbying to complete a need analysis

    survey amid plans to institute a Special Rat-

    ings Area (SRA).

    A fewweeks ago, the boldnewplan to tack-

    le crime and grime in the business districts

    was revealed by Jonty de la Porte, chairper-

    son of the steering committee. According to

    the City of Cape Town, an SRA refers to a

    clearly defined geographical area in which

    property owners contribute additional rates

    to fund top-up services for that specific ar-

    ea as per the approved business plan.

    Those interested met at Milnerton police

    station recently to discuss a way forward

    and what they could expect.

    The steering committee sought help from

    Derek Bock, chief operations officer of the

    Voortrekker Corridor Improvement Dis-

    trict (VRCID). Speakingat themeeting,Bock

    gave an overview of the establishment of the

    VRCID, its aims and the results obtained.

    Inhis presentation,Eddie Scott, an official

    from the City of Cape Towns finance depart-

    ment, explained there were 33 SRAs in Cape

    Town.

    He said the establishment of an SRA was

    focused on top-up services and the munici-

    palitys role was not to advocate for an SRA,

    but to facilitate andensure legal compliance.

    He said SRAs had four main pillars to oper-

    ate from, and these include tackling crime,

    grime, social development and environmen-

    tal issues.

    He explained that if approved, property

    owners are billed an additional levy on their

    rates account, and this levy is paid over by

    the City to those managing the SRA. The

    levy, he said, was determined by the busi-

    ness plan for the SRA

    which is sent to council for

    approval.

    According to informa-

    tion provided by the City,

    SRAs are governed by Sec-

    tion 22 of the Municipal

    Property Rates Act

    (MPRA), theMunicipal Fi-

    nance Management Act

    (MFMA), the Companies

    Act (Non Profit Company

    NPC), the SA Constitu-

    tion and the City of Cape

    Towns Special Rating Ar-

    ea By-law of 2012.

    With the associated

    costs of an SRA, property

    owners are billed an addi-

    tional tariff based on the

    value of their property ac-

    cording to the most recent

    municipal evaluations.

    This is measured in mil-

    lions.

    Scott said the road to es-

    tablish an SRA was long

    with various boxes to tick. Among some of

    the main requirements is public participa-

    tion where every property owner gets the

    opportunity to vote. In order for the SRA

    to be approved, the committee needs to ob-

    tain a 51% yes vote from all property own-

    ers. In addition, the committee will have to

    address any objections raised by thosewho

    vote against the SRA.

    In his presentation, De la Porte high-

    lighted all the issues inMontague Gardens

    and Marconi Beam, with various images

    depicting illegal shelters, dumping, evi-

    dence of theft and general degradation.

    He explained the boundaries for the pro-

    posed SRA are the N7, Bosmansdam Road,

    KoebergRoad andStella Road. Joe SlovoPark

    will be excluded from the SRA as it will only

    include business properties.

    De la Porte said they were hoping to make

    their full submission to theCity bySeptember

    2016 to ensure theSRAis functioningbyJuly

    2017. The first step is for property owners to

    complete the survey.

    The area around Tyger Valley

    Centre buzzed with excitement

    as almost 5000 runners took

    to the streets to participate in

    the annual Tyger Run.

    The three Tygers TygerBur-

    ger, Tygerberg 104fm and

    Tyger Valley Centre joined

    hands to host the event.

    All the proceeds of the 5km

    event were donated to anoth-

    er Tyger, the TygerBear Foun-

    dation, and runners donated

    teddy bears on the day.

    The TygerBear Foundation

    offers therapy, support and

    training to members of the

    community who have experi-

    enced some form of trauma

    (which include abuse, neglect,

    gang violence, illness and

    malnutrition).

    Top cop calls it a day after 36 yrs

    fter spending 36 years in the South

    African Police Service, Brigadier Ri-

    aan Booysen says its time to make

    way.

    Booysen has been the commander of the

    Wynberg police station for the past four

    years. He is taking early retirement, as he

    believes its time to give new blood the op-

    portunity to lead.

    He says its now time to concentrate on

    other things, as he has done his work over

    the years.

    Born in Philippi, he matriculated from

    ZwaanswykHigh School inRetreat in 1978.

    He became a soldier and underwent mili-

    tary training at Kimberly Infantry School

    in Pretoria. Thereafter heworked in sever-

    al departments, including the department

    of transport. Thats where he got a transfer

    to the police in 1983. Brig Booysen started

    his police career atWynbergpolice station.

    He was later transferred to Claremont

    where he became a detective in 1985.

    Career started, ended in Wynberg

    Booysen says Wynberg holds a special

    place in his heart, because this iswhere his

    career as a police officer took off and end-

    ed.

    He was also baptised at the Dutch Re-

    formed Church, which is a few metres

    away from the police station, and met his

    wife of 33 years, Judith, at the church.

    Starting out as a young detective he was

    worriedwhether hewould know the differ-

    ence between murder and death due to a

    natural cause.

    Iwaswondering if Iwould be able to dis-

    tinguish the two. Fortunately, I had the

    best trainers, very experienced people, and

    they made everything very easy. This was

    my dream. I was very excited, but themost

    exciting part of the job was walking out of

    the courtroom knowing you have secured

    a conviction. It gives a sense of fulfilment

    and being able to go back to the community

    and say this is what you can do, he says.

    As a detective Booysen has had an excit-

    ing career. He has worked on high-profile

    cases, such as police killings, several Pa-

    gadmurder and explosives cases, the Gold-

    en Arrow bus killings and the murder of

    Marike de Klerk, ex-wife of former presi-

    dent FWdeKlerk.He also helped in the Siz-

    zler murders case in Sea Point and worked

    on several armed robberies and rape cases

    in which international tourists were the

    victims.

    He was the detective commander at po-

    lice stations in Manenberg, Nyanga,

    Grassy Park, Gugulethu, Diep River and

    Athlone, where he had to deal with inquest

    and murder cases. He and his team dealt

    with 1600 murder and inquest cases from

    ga in just one year.

    He was also appointed as a police diver

    and had to recover several corpses and pie-

    ces of evidence.

    In 2000 he became the provincial com-

    mander of serious and violent crimes,

    where he led units like urban terror, mur-

    der, robbery, gangs, taxi violence, firearms

    and the child protection unit.

    In 2006 he was appointed the Woodstock

    cluster commander and later that year he

    took responsibility for the Cape Town clus-

    ter. He was also the station commander at

    Strand police station before heading back

    to the Wynberg police station in 2012 as its

    nothing more to achieve. Its now time to

    give the new generation an opportunity to

    Though he is a man of vast experience,

    he attributes all his success to teamwork.

    There are people who work tirelessly

    behind the scenes and they make work

    easy for you.Without them Iwouldnt have

    achieved the things I have. What is really

    important is to work as a team and a team

    is only as strong as its weakest link. When

    someone is lagging behind, things dont

    work. With the cases that I worked with,

    chain evidence was vital, although one in-

    vestigator would have to see a high-profile

    case through court. Having everyone on

    the same level was of utmost importance

    as you cant do everything alone.

    withDisabilities (WCAPD) has found anew

    home in Milnerton, which was officially

    opened on Thursday 18 February by chair-

    person Eddie Orsmond of Paarl.

    Milnerton is not new to the organisation

    as they have operated from Begonia Street

    formanyyears, andRobertsonHouse is one

    of 27 branches across the province.

    We had to relocate and were lucky to

    find a new home at 320 Koeberg Road, mak-

    ing us much more visible, says director of

    governance, Elmien Grobbelaar.

    Our new offices are much more accessi-

    ble to people with disabilities, especially

    since we are getting a MyCiTi bus stop on

    our doorstep. We will ensure that those

    with communication or visual difficulties

    Oasis Retirement Resort at

    Century City, has been sold

    out five months ahead of

    completion.

    The last two of the 50

    apartments in the 11-storey

    building were sold in the

    value of sales in the building

    The first time she laid eyes on him, Alana

    Witbergs heart was ripped from her chest.

    He had the saddest eyes I had ever seen

    on any animal, she says about Snowy, the

    little Arctic fox that was rescued by the

    NSPCA from a petting zoo in Johannes-

    burg last year and relocated to Butterfly

    World Tropical Gardens near Cape Town.

    Alana is the curator at the park.

    When asked by the NSPCA if we could

    accommodate him we said yes in a heart-

    beat. He was in a terrible condition over-

    weight with overgrown nails and rotten

    teeth. It was clear that he had a tough life,

    she says.

    The four-year-old male is a victim of the

    illegal exotic pet trade in SouthAfrica, and

    is believed to be one of 16 Arctic foxes re-

    corded in South Africa.

    Since arriving in October last year, the

    team at ButterflyWorld had gone the extra

    mile to ensure that the remaining years of

    Snowys life another three to eight years

    will be as comfortable as possible.

    Arctic foxes originate from the arctic

    regions of the northern hemisphere, and

    are adapted to living in very cold environ-

    ments. Thehottest summerdays they expe-

    rience in the ice tundras are 17 degrees,

    while they are quite comfortable at -50 de-

    grees during the long winters, she says.

    Leila in for companionship.Although she

    seems to rule the roostwithher dominant

    personality, the pair get on verywell, and

    Snowy happily submits, says Alana and

    adds that Snowy will soon be getting the

    snip.

    WhenAlana tookhimout of his cool en-

    closure for one of two daily strolls, it was

    clear that much had changed for this

    adorable little creature. He was in tip-top

    condition, playful and curiouswith lively

    and inquisitive little eyes.

    He loves his strolls andneeds the exer-

    cise, but cant stay outside in this climate

    for too long. He starts panting very quick-

    ly if it is too warm.

    Snowy is now an ambassador at the

    park in their attempt to bring about

    awareness regarding the exotic animals

    pet trade. We hope that his story will

    make people think twice before keeping

    an exotic pet.

    If you would like to meet Snowy you

    can go along to the park during his daily

    walks. On Saturdays and Sundays this is

    between 10:00 and 11:00 and again at 15:00

    and 16:00, depending on the temperature.

    He will be walked on his harness by

    an animal handler who can answer any

    questions and assist with a photo oppor-

    tunity.
