UN Reform - TerrorismProposal: 1. “…any action that is intended to cause death or serious

bodily harm to civilians or non-combatants, when the purpose of such an act, by its nature or context is to intimidate a population or to compel a Government or an international organization to do or to abstain from doing any act, constitutes an act of terrorism.”

2. Conclude a comprehensive convention on terrorism before the end of the 60th session of the GA.

Outcome1. “We strongly condemn terrorism … as it constitutes one

of the most serious threats to international peace and security
