Universal Access to Quality Tertiary Education Act
➢ Enacted by the 17th Congress of the Philippines on August 3, 2017
➢ Declared policy is for the State to protect and to promote the rights of all students to quality education at all levels
➢ Make tertiary education accessible by providing adequate funding to increase participation rates in tertiary education
➢ Provide students access to both public and private educational institutions
➢ Prioritize students who are academically able and come from poor families
➢ Recognize the complementary roles of public and private education
Free Higher Education in SUCs and LUCs
➢ Students enrolled in any post-secondary TVET leading to nondegree certificate or diploma programs in any state-run TVIs under TESDA are exempt from paying tuition and other school fees for units they are enrolled in

➢ Students enrolled in a bachelor’s degree, certificate degree, or any comparable undergraduate degree in SUCs and LUCs are exempt from paying tuition and other school fees for units they are enrolled in

Student Loan Program➢ All Filipino students enrolled in a SUC, LUC, private HEI, and TVET programs in
all TVIs registered under TESDA may avail of the program➢ Loan repayment shall be through SSS or GSIS and shall commence once the
beneficiary secures gainful employment

➢ Objective is to support the cost of education or portion thereof to Filipino students enrolled in undergraduate post-secondary programs of SUCs, LUCs, private HEIs and all TVIs
➢ Prioritization shall be given to students in the following order:➢ Students who are part of households included in the Listahanan 2.0, ranked
according to the estimated per capita household income; and ➢ Students not part of the Listahanan 2.0, ranked according to estimated per
capita household income based on submitted documentation of proof of income
➢ Prioritization shall not apply to students in cities and municipalities with no existing SUC or LUC campus
The TES is administered by the Unified Student Financial Assistance System for Tertiary Education (UniFAST) Board.

Qualified Students
Private HEIs in Cities/Municipalities with SUCs/LUCs➢ Student must be in the Listahanan 2.0 of DSWD➢ Listahanan 2.0 is an information management system that
identifies poor households and their locationsPrivate HEIs in Cities/Municipalities with no SUCs/LUCs➢ All Filipino students qualify for TES provided they are residents
of the city/municipality with no SUCs/LUCs

Subsidies for Qualified Students Enrolled in PHEIs
Maximum total subsidy for TES-1 and TES-2 per academic year is Php60,000TES-1➢ Provides tuition and other fees subsidies to qualified students
in PHEIsTES-2➢ Provides allowance for books, transportation, and other day-to-
day educational expenses to the TES Grantee

TES-3A➢ Provides allowance to qualified students with disabilities➢ Php30,000 per academic yearTES-3B➢ Support to students in a program requiring professional license or
certification➢ Php10,000 one-time cost of obtaining the first professional credential or
qualification
PHEIs get 3% administrative fee depending on the total amount of TES billed for the academic year
