The Agenda for this meeting of the Pilot Board of the Port of Corpus ChristiAuthority ("PCCA") is set forth below.

PUBLIC NOTICE is given that the Pilot Board may go into executive session at anytime during the meeting to discuss matters listed on the agenda when authorized
to do so by the provisions of Section 418.183 or Chapter 551 of the TexasGovernment Code. In the event the Pilot Board elects to go into executive sessionregarding any agenda item, the presiding officer will publicly announce the section
or sections of the Texas Government Code authorizing the executive session.

The Board of Pilot Commissioners for the Port of Corpus Christi Authority (the “Pilot Board”) met on Tuesday, November 12, 2019, at 8:15 a.m., at the Congressman Solomon P. Ortiz International Center (Nueces Room), 402 Harbor Drive, Corpus Christi, Texas.

Action: On motion made by Mr. Bowers and seconded by Mr. Squires, the Pilot Board approved the minutes of the August 20, 2019 Pilot Board meeting, in the form presented to the meeting.
4. Open Agenda:
4a. 2019 3rd Quarter Aransas-Corpus Christi Pilot Work Hours Visual Inspection Report: Staff recommended approval of the 2019 3rd Quarter Aransas-Corpus Christi Pilot Work Hours Visual Inspection Report performed on October 1, 2019 per Sec V of the Rules and Regulations Governing Pilots and Pilotage on the Corpus Christi Ship Channel.
Action: On motion made and seconded, the Pilot Board approved Staff’s recommendation.
4b. License Renewal of Captain Trip Webb: Staff recommended approval of the renewal of Captain Webb’s’ expiring Branch Pilot’s license to the Governor per Texas Transportation Code Sec. 70.040.
Action: On motion made by Mr. Engel and seconded by Mr. Bowers, the Pilot Board postponed consideration of the renewal of Captain Webb’s Branch Pilot’s license.
4c. Appointment of Captain Justin Anderson from the Deputy Branch Pilot Pool: Staff recommended approval of the appointment of Captain Justin Anderson

Action: On motion made by Mr. Engel and seconded by Mr. Bowers, the Pilot Board postponed consideration of the appointment of Captain Anderson to the Aransas-Corpus Christi Pilot’s Deputy Branch Pilot Training Program.
4d. Appointment of Captain Kate Fossati from the Deputy Branch Pilot Pool: Staff recommended approval of the appointment of Captain Kate Fossati from the Deputy Branch Pilot Pool to the Aransas-Corpus Christi Pilot’s Deputy Branch Pilot Training Program.
Action: On motion made by Mr. Engel and seconded by Mr. Bowers, the Pilot Board postponed consideration of the appointment of Captain Fossati to the Aransas-Corpus Christi Pilot’s Deputy Branch Pilot Training Program.
5. Recess Open Meeting and Convene Executive Session: At 8:18 a.m. Mr. Zahn announced that the Pilot Board would go into executive session pursuant to §551.071 of the Texas Government Code to deliberate agenda item 5a, which was described in the agenda as follows:
5a. Receive legal advice from PCCA’s counsel regarding Pilot Board duties and Deputy and Branch Pilot qualifications pursuant to Chapter 70 of the Texas Transportation Code. (§551.071)
6. At 9:08 a.m., the Chairman reconvened in Open Session.

SUMMARY: Staff requests the Pilot Board review and recommend renewal of Captain Earl Webb’s expiring Branch Pilot’s license to the Governor per Texas Transportation Code Section 70.040.
BACKGROUND: Captain Webb is a tenured Branch Pilot commissioned by the Governor of the State of Texas to serve upon the waters under the jurisdiction of the Port of Corpus Christi Authority. Staff requests the Pilot Board review and recommend renewal of Captain Webb’s expiring Branch Pilot’s license to the Governor per Texas Transportation Code Section 70.040. Staff has verified the qualifications of Captain Webb which included a criminal background check and updated mariner credential confirmation with the National Maritime Center. Staff has also confirmed with USCG there are no actions pending against Capt. Webb’s license.
ALTERNATIVES: N/A
CONFORMITY TO PORT POLICY: Complies with Chapter 70 of the Texas Transportation Code which sets forth the statutory authority of the Pilot Board to govern pilotage in the Port of Corpus Christi.
EMERGENCY: No, however, Capt. Webb’s Branch Pilot License will expire January 1, 2020, if not renewed.

SUMMARY: The Aransas-Corpus Christi Pilots have selected Capt. Justin Andersonfrom the Deputy Pilot Pool. The applicant was vetted by the Application Review Committee, which is made up of two Aransas-Corpus Christi Pilot representatives and one Port of Corpus Christi representative. The Aransas-Corpus Christi Pilots followed the application procedures previously approved by the Pilot Board. Staff recommends the appointment of Capt. Justin Anderson to the trainee program.
BACKGROUND: The Pilot Board for the Port of Corpus Christi Authority previously established minimum standards Deputy Branch Pilot applicants must meet to enter into the pool of qualified applicants eligible for appointment to the Deputy Branch Pilot Training Program. The Pilot Board also established an Application Review Committee made up of two Aransas-Corpus Christi Pilot representatives and one Port of Corpus Christi representative to review the applicants and determine if the applicant meets the necessary standards to enter the Deputy Pilot Pool. Section 70.037 of the Texas Transportation Code provides that the Aransas-Corpus Christi Pilots appoint Deputy Branch Pilots subject to examination and approval by the Pilot Board. The Aransas-Corpus Christi Pilots have selected Capt. Anderson from the Deputy Pilot Pool. The Application Review Committee has confirmed that Capt. Anderson meets the qualification requirements established by the Pilot Board. Moreover, Port staff performed independent investigation into the qualifications of Capt. Anderson which included a criminal background check and updated mariner credential confirmation with the National Maritime Center. Staff has also confirmed with USCG there are no actions pending against Capt. Anderson’s credentials.

Port Commission meeting so his qualifications can be presented. We also respectfully request that the
Port of Corpus Christi Authority perform a criminal background check as required by the Deputy Pilot
Applicant procedure.
Upon successful completion of the United States Coast Guard’s First Class Pilot Exam and the Deputy Pilot
riding observer period, we will present to the Board a formal request for recommendation that the Pilot
Board approve Captain Anderson as a Deputy Branch Pilot.
