    HELD ON 12TH MAY 2014 AT MUMBAI ITEM No. 1: CONFIRMATION OF THE MINUTES

    Superintending Engineer(Opn), WRPC stated that the minutes of 458TH meeting

    of Operation & Coordination Sub-Committee of WRPC held on 16th April 2014 at

    Mumbai, were forwarded vide letter No. WRPC/OPN/OCC-Minutes/2014-15/3653 dated

    30.04.2014.

    EE, Daman & Diu vide letter dated have submitted their comments on item No. 8.3 and requested to include their statement in the minutes of 458th meeting as below : “In 456th OCC meeting at Vadodara, it was discussed that 66KV Vapi Dabhel line will be ready to be shifted to Powergrid network after commissioning of 400KV Magarwada in May 2014. In 458th OCC, the Powergrid representative informed that the commissioning of 400KV Magarwada is scheduled by June 2014” OCC discussed and agreed to include comments from DD as above in the ITEM NO 8.3 of minutes of 458th OCC. The minutes were confirmed with above modification. ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OF APRIL

    2014. SE(Operation), WRPC requested WRLDC to brief the Committee on Grid Operation experiences during April 2014. Chief Manager, WRLDC in the presentation ( copy attached at Annexure – 2 in soft copy) concentrated broadly on the performance of the grid for month of April 2014 as below: 2.1 Frequency Particulars

    The average frequency during the month of April 2014 was 49.95 Hz. The

    maximum instantaneous frequency was 50.56 Hz on 20th April 2014 while

    minimum instantaneous frequency was 49.49 Hz on 26th April 2014. The

    frequency profile during April 2014 was as under:

    2.2 Operational Discipline There was a net inter-regional export of 3443 MUs against scheduled 3179 MUs by WR.

    2.3 Voltage Profile Voltage profile at some of 765/400 kV sub-stations during the month of April

    2014 furnished by WRLDC is enclosed at Annex-2.3.

    SE(O), WRPC intimated that region will face high voltage problem in monsoon season and therefore requested to comply with the remedies suggested by WRLDC during presentation and also requested for taking the reactor in service.

    2.4 U/F Relay Operations

    As per WRLDC records during April 2014 the system frequency didn’t touch 49.2 Hz

    and UF relay operation reported by any constituents. The Sub-Committee noted as above.

    2.5 Power Cuts / Load Restrictions

    Details of Power Cuts and Regulatory measures during April 2014 as furnished by

    the state utilities are given in Annex. 2.5. The Sub-Committee noted as above.

    2.6 Details of Generating Units under Forced outages Details of generating units under forced outages during April 2014 are given in

    Annex-2.6.

    2.7 Details of Generating Units under Planned outages

    The details of generating units under Planned Outages during April 2014 are given in Annex-2.7

    ITEM NO.3: OPERATIONAL PLANNING 3.1 Proposed Planned maintenance programme of generating units.

    The maintenance programme of generating units for May 2014 & June 2014 was

    discussed. The Sub-Committee finalized the outage schedule of generating units for the above period and the modified outages plan is placed at Annexure-3.1.

    3.2 A. Outage Programme of Transmission Lines/elements

    SE(Opn), WRPC informed that for the 459th OCC transmission elements outages

    planning data, must be submitted on or before 02.06.2014. Inter-regional outages proposal must be submitted on 02.06.2014 so that it can be take up with the counterpart of other region as well as NLDC.

    The Committee discussed the maintenance Programme for transmission

    lines/elements for the months of May 2014 & June 2014 is given in Annex 3.2 A & B. The Sub-Committee discussed and finalized the maintenance programme

    proposed above. B. Line outages planned vs. implemented:

    In 453rd OCC meeting it was decided that WRLDC shall submit the list of

    planned transmission element outages vs. actual availed or emergency outages

    during the April 2014. WRLDC had submitted the list of emergency outages(Attached

    at Annexure-3.2-C).

    The Sub-Committee may discuss.

    3.3 Anticipated Power Supply Position for the months – June 2014 & July 2014 Details of anticipated restricted & un-restricted demands for the months of June 2014 &

    July 2014 are given in Annex 3.3 (A).

    ITEM NO. 4: OPERATIONAL STATISTICS FOR THE MONTH OF APRIL 2014 The details of actual generation, demand, drawl of power from grid; exchanges etc. are given in the following Annexures: Annex 4.1 - Actual Generation and Requirement for April 2014 Annex 4.2 - Peak Demand: Schedule Vs Actual for April 2014 Annex 4.3 - Integrated Operation of the System and Operation of Inter State Tie lines for April 2014 Annex 4.7 – Details of level of Major Reservoirs in Western Region for April 2014

    ITEM NO. 5: SYSTEM DISTURBANCES IN WESTERN REGION

    There was no major grid disturbance in the Western Region during the month. The

    tripping details during the month received from WRLDC is enclosed at Annexure-5.

    The Sub-Committee may like to discuss. ITEM NO. 6 Healthiness status of SERs/DRs of equipment in the system.

    ITEM NO. 8: MISCELLANEOUS OPERATIONAL ITEMS (A) FOLLOW-UP 8.1 QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN

    All the constituents were requested to submit the CMP report for the Third quarter

    (January 2014 to March 2014) for the year 2013-14.

    The Sub-Committee members may like to note and furnish details in respect of above. 8.2 STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR REGARDING

    SE(O), WRPC requested constituents to intimate the status of physical & cyber

    security in Power Sector for the Third quarter (January 2014 to March 2014).

    The Sub-Committee may like to note and furnish details in respect of above. 8.3 COLLECTION OF DATA REGARDING POWER SUPPLY IN

    RGGVY VILLAGES ON MONTHLY BASIS

    CE(GM), CEA vide letter No. 1/A1/MRP/GM-14/ dated 31.01.2014 intimated the

    decision by MoP to monitor the supply of power for minimum 6 – 8 hours to the

    villages electrified under RGGVY Scheme or any other rural electrification scheme.

    Members were requested to furnish the data in enclosed format to CEA/WRPC

    Secretariat at the following email addresses:

    [email protected] [email protected] [email protected] Member Secretary, WRPC stated that the above data may please be sent preferably

    by 3rd working day of each month in respect of previous month as it needs to be

    communicated by this office to CEA.

    It has been observed that data upto March 2014 except Maharashtra has been received. SE(O), WRPC intimated that nomination of coordinating officers were received from all but the data was awaited for April-2014 and requested all to send the data urgently in the prescribed formats already furnished by WRPC. The Sub Committee agreed to comply. 8.4 SHIFTING OF FEEDERS FROM GETCO TO DD & DNH

    8.4.1 During last meeting, DNH representative informed that regarding power evacuation from 400 KV Kala PGCIL S/s to DNH, due to High Court STAY for one

    location work was held up. Balance 220 KV line work will be completed by April 2014

    end and request was made to GETCO to consider the above situation before

    disconnecting power to DNH. The copy of the order passed by District Magistrate of Dadra and Nagar Haveli was sent to GETCO/WRPC/WRLDC/others by DNH. DNH representative intimated that petition was heard by Hon’ble JERC on 9.05.2014 and Hon’ble JERC have directed the parties to file written submissions within 4 days. PGCIL representative intimated that they would complete the line within 15 days of lifting of stay in this case. 8.4.2 Executive Engineer, DD vide letter dated 6.05.2014 (copy enclosed at Annexure-8.4) have intimated that the decision of OCC for shifting of load from 66 kV Vapi-Dabhel feeder (May-2014) after commissioning of 400 kV Magarwada (GIS) s/s. However, PGCIL vide letter dated 16.4.2014 addressed to Secretary, UT of DD and DNH have intimated that the work is delayed due to local protests and PGCIL is making all efforts to complete the Magarwada s/s by June 2014. EE, DD during the meeting intimated that the delay in commissioning of various feeders is mostly due to external factors and agencies and therefore requested SLDC, GETCO to revisit their decision to open relevant feeders. He further intimated they are completely ready with all the lines if permission is given to them to connect with ISTS network at Vapi. CE, SLDC, GETCO while agreeing to statement by EE, DD stated that they had earlier offered to repair one of the Magarwada transformer but there was not reply from DD side. Also, at Vapi there is no margins available to connect any additional load and hence currently commissioning of new S/s, transformer, feeders is must needed. PGCIL representative intimated that Vapi-Dabhel feeder would be completed by July-2014. Member Secretary, WRPC after hearing the view of all directed EE, DD to arrange for a meeting amongst DD/DNH/GETCO/SLDC Gujarat/PGCIL WR-II/WRPC/WRLDC involving Secretary (Power) from Gujarat and DD/DNH. DD representative agreed to convene a meeting shortly after finalizing with Secretary(P), DNH. 8.5 Rescheduling of SIPAT unit No. 5 for boiler license renewal: SLDC, GETCO have intimated that AGM (OS), NTPC, WR-II, vide his letter No. WR-II/OS/2014 dated 22.04.14, had requested for rescheduling of outage of Sipat unit No. 5 (500 MW of which share of GUVNL is 137 MW) for boiler license renewal from 27.04.14 to 01.05.14 instead of earlier approved period from 27.10.14 to 31.10.14 citing the reason of acute coal shortage and subsequent review of their present plant condition. Accordingly, WRPC has concurred the above outage subject to real time condition.

    GETCO further intimated that granting approval for such unplanned large sized unit outage especially when the system is catering its peak summer demand is not at all desirable and also, NTPC should have made all out efforts to resolve the issue of acute coal shortage and ensure full availability of coal for running their units to their full capacity at such times. GETCO requested that WRPC shall take cognizance of the constituent States in writing prior to granting such outage which is likely to create scarcity of power in the State. NTPC representative intimated that overhauling of the aforesaid unit have already been carried out as coal stock was low during that period hence the generation would not had been available to Beneficiaries even if the outage had not been taken. Member Secretary, WRPC stated that due consideration for shortage of coal during said period and utilizing opportunity outage is good for the grid as a whole but requested all the Constituents to submit the outage proposal to OCC and carry out the same only if approved in OCC. 8.6 Not availing the approved outage of 400 KV APL-Sami line No. 2 by M/s. APL SLDC, GETCO have intimated that M/s. APL had requested on 26.04.14 for availing outage of 400 KV APL-Sami line No. 2 for attending hot spot at Loc. No. 79 top phase and 159 bottom phase on 27.04.14 and they were permitted to avail the same. Accordingly, code was issued by WRLDC for taking out the FSC of the said line. After the FSC was taken out, SLDC-Gujarat requested M/s. APL to reduce their generation in view of possible overloading of 220 KV D/C Hadala-Nyara line (which was already carrying around 220 MW on each line) as line loading of 400 KV APL-Hadala would increase due to outage of 400 KV APL-Sami line No. 2. Despite repeated instructions, M/s. APL didn’t follow our advice and the FSC was taken back in service after about 40 minutes without availing the approved outage of 400 KV APL-Sami line No. 2. Such indolent attitude of M/s. APL shows that they were neither interested in availing the approved outage nor serious about the instructions given to them by the system operator. Whenever any agency wishes to avail outage of any transmission element, they should strictly adhere to the instructions of the load despatcher who is entrusted the job of maintaining the system security, safety and reliability. The instructions of the system operator should be scrupulously followed. APL representative clarified their stand as follows:

    1) APL has always followed SLDC/RLDC/NLDC instructions in letter and spirit.

    2) In the referred incidence also, switching operations of FSC were carried out only after receipt of valid code. As the code for tripping the line was not received, the said line was not opened. So in this case also we followed all the instructions of SLDC.

    3) We would have availed the shut down on 27-04-14, had the code been issued for the same.

    4) The transmission and Generation are two separate entities of APL

    5) DC revision can be advised by generator himself only in case of tripping, synchronization of a unit or due to change in capacity due auxiliary problems

    6) SLDC/RLDC are empowered vide grid code to reduce the generation for any constraints by revising schedules on their own. Sequence to be followed for curtailment is also well established i.e. short term first then medium term and lastly long term

    7) APL request SLDC to continue practice of advising APL generator the revised schedules in advance so as to take action as desired and without any ambiguity”

    The Sub-Committee noted as above. 8.7 Frequent tripping of 400 KV CGPL-Jetpur lines SLDC, GETCO have intimated that on 27.04.14, the 400 KV CGPL-Jetpur line No. 1 tripped on Jetpur: Z-I, R-E, 60.17 Kms. Mundra: Z-I, R-E, 271.1 Kms. at 06:08 Hrs and was restored at 06:25 Hrs and later Auto Reclosure of the said line operated repeatedly thrice during 06:44 Hrs to 06:50 Hrs. Subsequently, 400 KV CGPL-Jetpur line No. 2 also tripped on Jetpur: Z-I, B-E, 53.14 Kms. Mundra: Z-II, B-E, 279 Kms at 06:50 Hrs and was restored at 07:44 Hrs. Also, 400 KV CGPL-Jetpur line No. 2 tripped on 28.04.14 too on Mundra: R-E, Z-1, 162.2 Kms Jetpur: R-E, Z-1, 164.3 Kms at 17:15 Hrs and was restored at 17:37 Hrs. Fortunately, during the above trippings, the CGPL unit No. 10 was under AOH and the total generation from CGPL-Mundra complex was reasonably less and hence, there was no system disturbance. Had the same kind of incident happened when all the five units of CGPL-Mundra complex were running with full generation of around 3750 MW, it would have certainly caused a severe grid disturbance. It’s been quite a long time since the evacuation lines of CGPL-Mundra complex have been commissioned and the system cannot afford to have such frequent trippings of important power evacuation lines. It is highly essential that M/s. PGCIL shall do the needful in order to avoid the recurrence of such incidents at least in future so that the system is not jeopardized. CE, SLDC, GETCO requested PGCIL to carry out outage on low load day(Sundays) and staggered holiday(Wednesdays) to the extent possible. PGCIL representative intimated that lines are frequently tripping due to insulator scaling and replacement work is going on. Replying to request by GETCO, PGCIL representative intimated that they have real trouble with the manpower movement and cannot perform the insulator replacement activity in a day.

    Member Secretary, WRPC requested GETCO to let PGCIL complete the replacement of insulators work in the remaining stretch as it is going to benefit to GETCO and WR grid as whole in long run.

    GETCO agreed to do the needful. 8.8 Strengthening evacuation facility of UMPP Mundra SLDC, GETCO have intimated that a meeting was convened by the Chief Engineer (SP&PA), CEA on 06.05.2014 at CEA, New Delhi to examine the feasibility of utilizing the upcoming 400 KV D/C Essar Salaya (Stage-II) - Bhachau (Bhimasar) Triple Snowbird transmission line. CE, SLDC, GETCO intimated during the meeting that Salaya TPP is not going to be commissioned for at least three years from now and hence the transmission network created needs to be utilized for enhancing reliability of power system. It was preliminarily concluded to terminate this line at Essar Vadinar Stage-I project. Simultaneously, PGCIL is also doing additional 400 KV D/C CGPL Mundra - Bhachau transmission lines and hence, it was proposed to utilize this 400 KV D/C Essar Vadinar - Bhachau CTU line as additional evacuation facility of Mundra UMPP as all of us are aware that there is acute need of enhancing the evacuation facility of Mundra UMPP. OCC appreciated the proposal submitted by GETCO. Member Secretary, WRPC requested to approach SP&PA division of CEA with the proposal and request them to hold special meeting of Standing Committee urgently so take the decision. The decision can then be vetted by WRPC in forthcoming meeting during June 2014.

    The Sub-Committee noted as above. ITEM No. 9 : ITEMS FROM WRLDC: WRLDC enumerated the problems that could be encountered during monsoon and requested constituents to follow following suggestions to mitigate the situation. 9.1 Preparedness for the ensuing monsoon season:

    The following situations are anticipated based on previous experience during the monsoon.

    • Reduction in agricultural load • Sudden reduction of load due to tripping of 11kV/lower kV lines due to stormy

    and inclement weather conditions leading to high frequency. Less requisition at all ISGS units during all the day except for 2-3 hours during peak where the requisitions are maximum.

    • Sudden rise in demand during dry spells leading to low frequency during peak hours.

    • High voltages and network depletion due to manual opening of EHV lines on high voltage or due to tripping of trunk lines on tower collapse

    • Violation of flow gates limits and TTC/ATC limits of inter-regional corridors

    Suggestion to tackle the above expected scenarios:

    • Ensuring that all L/Rs and B/Rs are healthy and kept in service. • MVAR absorption by generating units to the machine’s reactive capability limit • Coordination of taps of GTs, UATs and STs at power stations • Review of ICT taps at load centers • Review Voltage grading and time grading adopted in O/V relays. • Shunt capacitor bank switching at distribution level • Availing Reserve Shutdown and controlling of under drawal / over injection. • Weather forecast to be duly considered during operation planning.

    Member Secretary, WRPC emphasized the suggestions of WRLDC and requested constituents to be more vigilant during coming months.

    9.2 Controlling high voltage scenario in Monsoon

    WRLDC explained that controlling high voltage situation in WR grid was a challenge during the last monsoon season. The nodes where high voltage was observed during last year monsoon are given under.

    Madhya Pradesh: Commissioning of Bus Reactors envisaged at Sujalpur, Bhopal, Damoh, Gwalior, Nagda (50 MVAR), Indirasagar, Satpura, Sasan (Line Reactor-2), Sasan (Bus Reactor), Itarsi, Seoni to be expedited. Maharashtra: Bus Reactors envisaged at Aurangabad, Nanded, Sholapur, Kolhapur, Akola, Parli are yet to be commissioned. Status of Dhule CSR may be apprised. Chhattisgarh: Bus Reactors envisaged at Bhatapara, Raipur, Raigarh to be expedited. Gujarat: Reactors envisaged at Pirana & Bachau are yet to be commissioned. It was requested the implementing agencies may expedite the progress of commissioning of the envisaged shunt reactors to contain expected high voltage condition in the ensuing monsoon season.

    OCC noted as above. 9.3 Updating List of Important Grid elements of Western Region:

    WRLDC representative stated that draft list of Important Grid elements of Western Regional Grid for 2014 – 15 is available on website of WRLDC. Members were requested to review the list. Corrections received upto 20th May 2014 shall be incorporated and final list shall be uploaded on 23rd May 2014.

    The criteria used for including elements in the above list are as under a. All 400 kV and higher kV lines, EHV AC and HVDC links/poles irrespective of

    ownership b. All ICTs connected at 400 kV level and above. c. All 220 kV lines emanating from ISTS / ISGS substations d. All Inter Regional transmission lines irrespective of voltage level/ownership e. All Inter-state transmission lines irrespective of voltage level and ownership f. All shunt reactive elements connected at 400 kV and higher level of voltage g. All FACT devices in the WR grid h. All generating units mandated for FGMO/RGMO under sec 5.2(f) of IEGC.

    As per the outage coordination procedure, proposal from planned outage of the above elements for construction / maintenance related activities scheduled in a month have to be submitted in OCC meeting of the preceding month. After concurrence in OCC meeting preparedness to avail the outage shall be sent to WRLDC in D-3 for reliability consent. In line with IEGC section 5.2 (c) and (d), switching of elements included in the above list to be done only after prior concurrence / operation code from WRLDC control room

    in real time. Manual / Automatic tripping of the above elements to be reported to WRLDC and concerned SLDC as per the IEGC reporting format. Section 5.2. (c) and (d) of IEGC are reproduced under for reference. Section 5.2.c: “No important element of the National/Regional grid shall be deliberately opened or removed from service at any time, except when specifically instructed by RLDC or with specific and prior clearance of RLDC. The list of such important grid elements on which the above stipulations apply shall be prepared by the RLDC in consultation with the concerned Users, CTU and STUs, and be available at the websites of NLDC/RLDC/SLDCs. In case of opening/removal of any important element of the grid under an emergency situation, the same shall be communicated to RLDC at the earliest possible time after the event. RLDC shall inform the opening/removal of the important elements of the regional grid, to NLDC, and to the concerned Regional Entities (whose grid would be affected by it) as specified in the detailed operating procedure by NLDC.” Section 5.2.d: “Any tripping, whether manual or automatic, of any of the above elements of Regional grid shall be precisely intimated by the concerned SLDC/CTU/User to RLDC as soon as possible, say within ten minutes of the event. The reason (to the extent determined) and the likely time of restoration shall also be intimated. All reasonable attempts shall be made for the elements’ restoration as soon as possible. RLDC shall inform the tripping of the important elements of the regional grid, to NLDC and to the concerned Regional Entities (whose grid would be affected by it) as specified in the detailed operating procedure by NLDC.”

    OCC noted as above. 9.4 Status of telemetry in Western Region WRLDC representative stated that CERC vide its suo motu order in petition SM/007/2014 dated 25-April-2014 has directed as under: “The Commission vide order dated 19.12.2013 in Petition No. 56/SM/2013 had directed as under: We are at pains to observe that despite the Commission’s sustained initiative for the implementation of the statutory mandate, the progress achieved is far from satisfactory. We are constrained to place on record that the overall scenario is very precarious. Accordingly, we issue the following directions: (a) POWERGRID shall complete the telemetry on all its sub-stations within six months of the issue of order failing which action under Section 142 of the Act may be initiated. After six months, NLDC/ RLDC shall submit status report in this regard.

    (b) Notice under section 142 of the Electricity Act, 2003 be issued against utilities which have not responded to NLDC as contained in the Annexure to this order.” Non availability of telemetry from substations within Maharashtra was discussed in the

    457th and 458th OCC meeting wherein it was committed that the data would be made

    available from 88 stations by 30th April 2014.

    As per last updated status on 30th April 2014, integration of the only the following 17

    out of 88 locations has been completed and data are reporting to MSETCL through

    Tata Teleservices (TTSL) links and to WRLDC on ICCP.

    MSETCL apprised the status of availability of telemetry from the remaining stations of Maharashtra. During the 457th OCC meeting it was confirmed by Chhattisgarh that the issues pertaining to Korba (W) extn, 220 kV Saraipalli and 400 kV Raita would be resolved within 45 days. Likewise DD informed that the telemetry issues of Magarwada substation would be attended within two months. Representatives from Madhya Pradesh, Goa, and DNH informed that they would revert back regarding the progress of pending telemetry issues. POWERGRID had assured that the communication link for availability of PMU Data from Satna, Dehgam, and Boisar would be made available

    within one month at WRLDC. However the same is yet to be established. POWERGRID had also assured that the telemetry issues with 765 kV Gwalior, Durg, Kotra and Tamnar would be resolved on priority. MPPTCL vide letter dated 29.04.2014 have intimated that telemetry discrepancies for following PGCIL lines are persisting since long time :

    1. 400 kV SGTPS-Balco (from SGTPS end) 2. 400 kV Indore(MPPTCL)-Indore(PGCIL)-1 (at 400 kV Indore MPPTCL s/s) 3. 400 kV Indore(MPPTCL)-Indore(PGCIL)-2 (at 400 kV Indore MPPTCL s/s)

    The Sub-Committee noted as above.

    9.5 Mock Black start Exercise a) Black start at SSP (by NCA /Gujarat)

    During the 456th OCCM and the 54th PSC meeting of NCA it was decided that NCA

    would organize a separate meeting of SLDC-GETCO along with other stakeholders

    (preferably at SSP, Gujarat) to finalize the procedure for mock black start drill of

    RBPH unit. Tentative date was suggested on 22nd May, 2014.

    b) Healthiness of black start facilities in hydro stations in Madhya Pradesh During the last OCC-M, SLDC-Madhya Pradesh had reported non-availability of DG set at Pench and Bargi. Likewise Governor problem was reported at Tons, Birsinghpur and Medikheda, Rajghat.

    SLDC MP representatative intimated that on 22.05.2014 a meeting is scheduled in MP to discuss the dates of testing of black start facilities alongwith other modalities. Proposed dates for black start are as below : Gandhisagar : 21.05.2014 ISP : 30.05.2014 Pench : 09.06.2014 9.6 Commissioning of SPS at 400/220 kV Vapi

    In this regard communication were sent from WRLDC on 22nd Oct 2013 as well on 02nd May 2014. POWERGRID also has been raising the issue vide its letter dated 31st Oct 2013 and 23rd April 2014. It is a matter of concern that even after one year, the scheme approved by WRPC is yet to be commissioned by UT-DNH. The MVA loading of one of the three ICTs at Vapi in April 2014 is illustrated below:

    CE, SLDC, GETCO intimated that a demo of similar scheme was shown to DD/ DNH representatives. Member Secretary, WRPC once again stressed the importance of early implementation of SPS at Vapi for grid security. DD/DNH representatives agreed to complete the SPS within a month. 9.7 SPS at Sipat

    WRLDC vide letter No. WRLDC/MO-I/1719/2013 dt 21.6.13 requested to take up this matter with the concerned for early implementation of the SPS.

    NTPC representative intimated that corporate approval for the above SPS scheme has been obtained and accordingly ICT shutdown have been proposed and approved on 20-21.05.2014 and hence the SPS will be ready and operational by this month end. 9.8 Modification of SPS at CGPL Mundra for tripping of evacuation feeders.

    A blackout occurred at CGPL Mundra on 12.03.2014. During discussion in the meeting at Mumbai on 19.03.2014 it was agreed to review the existing SPS at CGPL Mundra for tripping of one or more evacuation lines. WRPC vide its letter dated 25th March 2014 sent a revised SPS proposal with two alternate options (Option-A and

    Option-B) was to CGPL for their comments. CGPL vide its letter dated 29th March 2014 proposed a third option (Option-C). Thereafter SLDC GETCO vide its letter suggested to include tripping of 400 kV Bachau-Vadavi (Ranchodpura) in the SPS logic. WRLDC vide its letter dated 11th April 2014 suggested that the envisaged SPS for N-2 contingencies that were already agreed by CTU, SLDC GETCO and CGPL, were inadvertently missed in the revised scheme. The matter was therefore discussed again in 458th OCCM. After due deliberations in the 458th OCC, the following revised scheme was agreed.

    CGPL representatives intimated that since the disturbance two-three meetings on

    SPS requirement have been taken place and every time change in the SPS scheme is

    proposed.

    Member Secretary, WRPC stated that PCM meeting is scheduled on 15.05.2014 and

    final SPS scheme to be implemented will be deliberated and finalized during the PCM.

    9.9 SPS at 4x300 MW Balco IPP The SPS at 2010 MW Balco (4x67.5MW + 4x135 MW + 4x300 MW) was to be commissioned by Nov 2013 before commissioning of first unit of 4x300 MW Balco IPP. For the new SPS scheme envisaged for the Balco CTU connection, namely the Grid Islanding and Load Management Scheme (GILMS), Balco had reported to have placed an order with M/s SEL. As discussed earlier, the scheme suggested by WRLDC may be implemented before commissioning of first unit of 300 MW. It was intimated during the 456th OCCM by the Balco representatives that the SPS shall be commissioned by March 2014.

    9.10 Taking 220 kV Kolhapur-Mudsinghi-Chikodi- Belgam line in service for

    exchange of power

    The matter was discussed in the 458th OCC meeting wherein, MSETCL representative stated that the matter is sub-judice in MERC and hearing was scheduled on 16.4.2014. SLDC, MSETCL representative intimated that on 30.04.2014 hearing was held and case was closed and final order is awaited.

    9.11 RGMO / FGMO of mandated generators in Western Region

    The list of state/utility wise RGMO/FGMO mandated units in WR is as under as per the information available with WRLDC. As recommended by the WRPC report [item 4.0(v)] on the black out at CGPL dated 17.04.14 all these units were to give their MW vs. frequency plot showing their compliance to sec 5.2(f) of IEGC by 22.04.2014. The status as on 8.5.2014 is also given in the table in the last column.

    All the utilities may submit the details as recommended by the WRPC at the earliest in excel file. *SLDC MPPTCL, intimated in 458th OCCM that in Madhya Pradesh total FGMO/RGMO mandated units are 52 out of which FGMO/RGMO is available at 12 units and not available at 40 units. MPPTCL was requested to furnish the exact unit wise break-up for the above statistics, to WRLDC and WRPC. That data is yet to be submitted by MPPTCL. SLDC MPPTCL may kindly submit the same as soon as possible for updating and further reporting to the CEA and the CERC. Governor Response on 12.03.2014 MPPTCL vide letter dated 30.04.14 have furnished governor response on 12.03.2014.     9.13 Implementation of the revised AUFLS in Goa, DD and DNH

    It was decided during the 455th and 456th OCC meeting as well as during 25th WRPC meeting that Goa, DD and DNH shall complete the implementation of the revised AUFLS in Goa, DD and DNH at the earliest. Goa has intimated in the 458th meeting that the AUFLS has been implemented. Representatives from the DD and DNH indicated that due to election code of conduct tendering and other processes were stalled and they would initiate action and comply with decision of WRPC.

    9.14 Crisis Management Plan for Railways Member Secretary, WRPC requested Western Railway representative to give the status on the issue. Railway Representative stated that pursuant to the Grid Disturbance in July 2012, a meeting to review the Crisis Management Plan (CMP) in respect of back-up arrangement of Indian Railways was convened by Director (OM), Ministry of Power on 5th June 2013, in New Delhi wherein Director Electrical Engineering (PS), Ministry of Railways and Chief Electrical Distribution Engineer, Northern

    Railways attended. Few decisions taken in the meeting that were to be implemented at SLDCs and RLDCs are briefly listed below: a. Feeders supplying to Railways to be clearly displayed in SLDCs so that these
