Technical Section Ballot 2013-TS1b-01 (Ballot Due Date 7/9/2013) The following three Technical Section 1b standards were balloted for reconfirmation and publication in the 2014 edition. Results of the ballot can be found in Appendix A, Attachment 1. T 134-05 (2009), “Moisture-Density Relations of Soil-Cement Mixtures” Yes -12 , No -0, No response – 4, no comments The standard passed the Technical Section Ballot for reconfirmation with no comments and is reconfirmed for the 2014 Edition of the Materials Book.

T 206-09, “Penetration Test and Split-Barrel Sampling of Soils” Yes -9, No -0, No Response -6, No Comments The standard passed the Technical Section Ballot for reconfirmation with no comments and is reconfirmed for the 2014 Edition of the Materials Book. To be Published. T 252-09, “Measurements of Pore Pressures in Soils” Yes -13, No -0, No Response -3, No Comments The standard passed the Technical Section Ballot for reconfirmation with no comments and is reconfirmed for the 2014 Edition of the Materials Book. To be Published.
Technical Section Ballot 2013-TS1b-02 (Ballot Due Date 7/9/2013) To adopt a new provisional standard entitled “In-Place Density and Moisture Content of Soil and Soil-Aggregate Using Complex Impedance Methodology. Yes - 9, No - 2, No Response -3, 4 Affirmative with Comment Ballot Results are found in Appendix A, Attachment 2. The chair proposes that the status of the standard be discussed to determine if changes to the standard can be made for a potential concurrent SOM/Technical Section Ballot in the fall. Task Force 10-04 is responsible for development of the new standard. Resolution of Negative Votes and Comments: Cecil and Dennis discussed the issues that came from the ballot. NY Comments: Editorial comments on typographical errors will be addressed. OK Negative: Explanation requested. Cecil read proposed language. Scott Seiter agreed that the additional language should address their concerns. NM Negative: Utilization of the Instrument. How accurate is the instrument? Dennis has collected up data to show how this instrument compares to other methods. This ASTM research document is published and can be referenced in the standard. ASTM standard uses the darts. The proposed provisional AASHTO standard uses the two different surface plate methods. Dennis presented several case studies showing the comparisons of the EDG with the nuclear method. Bryce concerned with all the different types of soils and their chemistries. Useful and descriptive dialogue on how the machine is utilized and it would be good to see what’s been done. Agreed to rescind the negative. VA Comments: Precision and Bias. Also calibration of the equipment. Dennis indicated that more data would be needed at this point before a precision and bias can be developed. FL Comment: Dennis indicated that they would work closely with FL to resolve their comments. Research support by the Task Force - VA indicated that it would be useful to try and capture the man power efforts to use EDG. VA volunteered to join Task Force. NM also joined the Task Force. A motion was made by the Technical Section to revise the standard based on the Technical Section Ballot comments and negative vote and forward the standard to concurrent SOM/TS ballot. Revisions will be made and reviewed by Task Force 10-04 by the first week of September. (M/S – OK/TN Motion Passed).
V. Task Force Reports
A. TASK FORCE 10-02:
Research needed changes to update T 298. - James Williams (MS), Larry Lockett Lyndi Blackburn(AL), Bert Wentz (LA), David Horhota (FL)
Task Force 10-02 was initiated to address comments from Florida and Mississippi concerning the need to update T 298. Since publication of this standard, embedded and wireless transducers have become common and are not addressed in the current standard. Report from Mississippi on progress to date – Updated pictures have been obtained from field personnel. Mississippi will work with toward having a draft revision in the upcoming year for Technical Section Ballot. (NOTE TO SELF SEND JAMES THE REVISED VERSION OF T298) Chairman to send to Technical Section Ballot.
B. TASK FORCE 10-04: Development of a new provisional standard for the In-Place Determination of Density and Water Content of Soil and Aggregate by Subsurface Electrical Method.

Task Force 10-04 was initiated to develop a provisional standard for the In-Place Determination of Density and Water Content of Soil and Aggregate by Subsurface Electrical Method for future Technical Section Ballot. 2012 TS 1b Meeting: Dennis Anderson presented the draft version of a new specification. See Appendix B, Attachment 1. Upon review and formatting by the Chair, it will be forwarded to Technical Section Ballot in the coming year. Discussion: The Chair asked if the technical section will support the balloting of the draft standard. Kaiser (NV) asked if the technical section would endorse the investigation of alternatives to using the nuclear gauge for determining compaction levels in the field through NCHRP. Wintz (LA) indicated that the LTRC had investigated several of these non-nuclear devices. The members unanimously agreed to endorse this needs statement with NCHRP. (M/S – Kaiser, NV/ Babish VA) The needs statement is in Appendix D. 2013 TS 1b Update: A new provisional standard was balloted in June 2013. Problems with the ballot may warrant either re-balloting through the Technical Section or moving to concurrent SOM/Technical Section

Ballot. There were two negative votes and 5 affirmative votes with comments. Guidance is needed from the Technical Section on a direction to take with this standard. Added to Task Force: Greg Uherek, AASHTO; Andy Babish, Virginia; Bryce Simons, New Mexico; Mike Santi; Idaho. The Task Force will be continued to revise the standard as necessary based on future ballots. GUIDANCE FROM TS: TS Determined to send to Concurrent Ballot.
C. TASK FORCE 12-01
Address comments on Technical Section Ballot 12-01 to revise M 147. - Andy Babish (VA), Jamie Blanton (LA), Georgene Geary (GA), Scott Seiter (OK), and James
Williams, (MS) Task Force 12-01 was established to address comments on Technical Section Ballot 12-01 to revise M 147. Andy Babish (VA) suggested clarification of the term “normal” as it relates to specific gravity and absorption. The Task Force agreed to propose wording for Section 1.1 for future consideration by the Technical Section. Report to be given at Mid-year webinar.
D. TASK FORCE 12-02 Address negative votes and comments related to Technical Section Ballot 12-04 to revise T 99 and T 180. - Garth Newman (WAQTC), Scott Seiter (OK), Jamie Blanton (LA), David Horhota (FL), James
Williams (MS) Task Force to address negative votes and comments related to TS-12-04 Ballot to revise T 99 and T 180. This Task Force will also address the revisions to T-135 and T 136 regarding the curing of specimen according to M 201. The Task Force members are: Jamie Blanton (LA), Scott Seiter (OK), Garth Newman (WAQTC), James Williams (MS), and David Horhota (FL). WAQTC has written a white paper, that will be submitted to the Task Force. Garth Newman will lead this effort.
VI. New Business
A. AMRL / CCRL Comments/Issues Maria Knake of AMRL provided comments and suggested changes T 191, Density of Soil In-Place by the Sand-Cone Method. See Appendix B for recommended changes.

Section 5.3 only SI units are given "five centimeters" both unit types are provided at all other locations.5.4 "Statistical variance may increase for soil compacted less than 88%". Is this degree of possible variance known ? Might it be large enough to possibly show passing results (ie:90% in select areas)? 8.3 "...maximum particle size less than five centimeters No. 4 sieve with a five centimeter screen." is confusing12.1.7 "Lift number ir ekevatuib ir deotg" appears to be giberish.12.1.10 formating, a space is needed between section number and sentence.
Overall, NYSDOT is not sure that this device can deliver on the promise of accurate and reliable density and moisture testing, but we are willing to approve it as a provisional practice so that its accuracy may be ascertained by others.

The negative vote pertains to the numerous errors and omissions within the proposed standard, and is not a reflection on the technology. There are way too many mistakes within the standard to list them. From what I can tell, there are three different methods based on the types of sensors or electrodes. The three methods should be made clear in the scope, apparatus, and calibration sections as well as the procedure section.
It is stated that temperature can affect the model and results, but it is unclear if temperature measurements are taken during the model determination or the actual project testing. The issues with temperature should carry through in the calculation and interpretation section with more than just a passing comment about temperature compensation using an empirical procedure.
If there are technical references such as TRB, NCHRP, etc., research that supports or explains this technology more, it should be referenced and/or included in some background information in an appendix possibly.
The calculation/interpretation of results section is not written for a technician who may not be real familiar with linear regression equations and how to use them to get an answer. There needs to be a lot of work in this section.

Thre seems to be too many exclusion and exceptions where this technology eiither doesn't work or hasn't been shown to work. Additionally there seems to be very little information supporting the credibility or acceptability of this technology for very High-Dollar acceptance and (worst-case) legal useage.I believe there needs to be more and better documentaiton that this technology is generatlly useful on most, if not all types of soils likely to be encountered in the U.S.

-------------------------------------------------------------------Virginia votes affirmative for provisional status however, prior to this standard moving from provisional status to fully adopted status, the following items should be addressed;1) A precision and bias should be developed. I think this may be problematic for this test. This proposed test seems to have a lot of room for variability not only for different soil/aggregate types, but also for technician use. It would be difficult for any state to use this standard in an acceptance program.
2) There also seems to be a great deal of work required to obtain soil/moisture calibration information for each project or soil type. There is no information given on calibration requirements for the equipment. Equipment calibration requirements should be developed and included or referenced.

Not sure if Equation 2 is needed? In the paragraph above this equation, it states "the dry density of the unknown in-place soil is determined by taking the difference of the wet density and the water mass per unit volume as determined from the Soil Model regression equations". Since the 2 parameters determined from the regression equations are wet density and water mass per unit volume, you can't obtain dry density directly from Equations 2 & 3 without some math manipulation. Since the final results needed are dry density and water content, Equations 2 & 3 on their own could be confusing. My recommendation is to replace Equation 2 with "dry density = wet density - water mass per unit volume".
