"TheArt and Science ofNegotiation is one of the most important books

ever published on the subject. I learned more about

negotiation from reading this book than I have from reading

everything else on the topic." - Lawrence Susskind,

Massachusetts Institute of Technology

An essential tool for serious negotiators looking to improve their performance, Raiffa's book blends shrewd analysis with a touch of art. An expert look at the subject.

Drawn from experiences over 25 years as a professor at Harvard Business School and Kennedy School of Government, and as founder and first director of the International Institute of Applied Systems Analy- sis, this sophisticated new book surpasses other negotiation books, stressing analysis as well as psychology Achieve ethical results.

Emphasizing the need for joint problem solving to achieve results benefiting all parties, Raiffa offers a rational, creative approach to settling disputes.

"Howard Raiffa's clear exposition, keen analysis, and wealth of illus- tration go far toward providing a feeling for the art and an understand- ing of the science of negotiation. His insights into the ethical dilemmas confronted by the responsible negotiator are especially valuable."

-Elliot L. Richardson

RESORT TO ARMS G International and Civil Wars, 1816-1980

by MELVIN SMALL, Department of History, Wayne State University, and J. DAVID SING E R, Department of Political Science, University of Michigan

Until the incidence and contexts of war have been systematically des- cribed, our attempts to understand-and perhaps even eliminate-major conflicts are unlikely to succeed. In 1972, Singer and Small's classic Wages of War introduced thousands of students and researchers to the scientific study of war and peace. The present revised, updated, and expanded vol- ume extends the first edition's unique data set on the frequency, magrni- tude, and severity of international war for 15 years (up to 1980). An en- tirely new section rigorously identifies and describes all those (over 100) civil wars since the Congress of Vienna.

Researchers and students will treasure Resort to Arms for the wealth of ac- cessible information on the dates, protagonists, and costs of international and civil war since 1815. Scholars in international relations, conflict resol- ution, and history will build upon the authors' data and analysis for decades to come.

MANAGING INTERNATIONAL CRISES edited by DAN I E L F R E l, Institu te for Political Research,

University of Zurich

In the absence of "rules" or standardized signals to communicate the inten- tions of opposing nations, the outcomes of contemporary threats-and use -of force can be ominously unclear. Managing International Crises repre- sents twenty years of research by world-renowned scholars from Western nations, the Third World, and the U.S.S.R., who seek to further under- standing of international crisis behavior. They clarify crisis communica- tions, management, and decision-making-and provide guidelines for handling future international crises. Written for both practitioners and scholars, this volume will be an essential sourcebook for researchers and students in conflict resolution, communications, social psychology, foreign policy, and international relations.
