Virtual Learning, Weather Prep, and Thanks Submitted by: Kyle Cronan, Superintendent

Moving to Virtual On Sunday, November 8, the decision was made to move the Middle/High School to the virtual model. At that point, we had become aware of eight active COVD-19 cases mixed between students and staff in grades 5-12. Additionally, we had approximately eighty students and staff in the Middle/High School who

were quarantined as close contacts. On October 30, there were no known active cases, so within about a nine-day timeframe, this was a sudden and dramatic increase. Additionally, we were struggling to maintain consistent staffing as we had several staff out due to either isolation or quarantine. Further, since that time, we have had three additional positive cases of COVID-19 identified. Of thirteen identified COVID-19 cases at the Middle/High School since September 1, eleven of those cases have happened after October 30. The decision to switch to the virtual model was made in order to tap the brakes of our reopening plan in an effort to slow the continued spread of COVID-19 within the school setting and to assess if portions of the reopening plan need to be changed in order to further limit the ability of COVID-19 to spread within school. Moving to virtual is difficult for everyone. We are very much aware that students sitting and looking at computer screens for seven hours a day is not ideal. Many meetings and discussions have taken place with staff on how to make virtual learning work. We have encouraged staff to make sure to give students screen breaks and to make sure that the lessons are not ninety minutes of lecture each day; rather that class periods be interactive with both active teaching and student work time built into the class periods. As each subject area is unique, the variety of the lessons will be unique and how the teachers present their lessons will be unique; this is true regardless if we are conducting in-person education or virtual education. In order to give parents and the community more information about how COVID-19 is affecting the schools, we have recently added a COVID-19 Dashboard to our District website. This dashboard will regularly provide information about active cases, quarantines and total cases by school building. Thankfully, since we moved to virtual in the Middle/High School we are slowly clearing COVID-19 cases out of our system. Winter Weather & Snow Days! After a beautiful spring, summer and fall, we are once again facing winter in Wisconsin. As is often said, “If you like change, give it ten minutes and Wisconsin’s weather will change!” Determining if the weather makes conditions unsafe for travel to and from school is vital. Working to quickly notify parents, students, staff and the community is our priority if a decision has been made to cancel school. This District will primarily rely upon an automated call system for anyone that is a parent, student or employee. We are aware that we must provide this information as early as possible so that families can make alternative plans; however, conditions in Central Wisconsin can change quickly and we do not want to lose instruction time for our children if it is safe to be in session. Most often, the decision to close school is done early in the morning, and I will work to get this information out through our calling system and local media as early as practical. Beside the calling system, we use TV Channels 7 & 9 from Wausau along with a variety of local radio stations. Additionally, we will also work to put this information on our website and social media accounts. Further, all school activities are also typically cancelled if school is not in session.

You may be wondering if we will we utilize virtual learning instead of completely calling off school for weather related reason. Yes, that is a possibility once we go beyond the two days typically built into our calendar for inclement weather. If we are in a situation of adding days onto the end of the school year or holding classes virtually, we will opt to move to the virtual model for snow-days. Thanks As 2020 draws to a close, I thank those who do so much for our students to help them be successful. Parents, staff members, community volunteers and so many others work each day to give our students amazing opportunities. Despite all of the challenges this past year, no amount of thanks is enough to express the gratitude that I have for all of our local citizens who do so much to provide a top notch education to our children. COUNSELING NEWS Submitted by: Jennifer Moore

Scholarships Greetings from the Counseling Department. Scholarship season is in full swing. The scholarship list is shared with seniors via Google Docs. Any parents/guardians interested in seeing the list should contact the counseling department for access. Seniors are reminded to check the list on a regular basis as it is subject to change/additions. We also encourage seniors to search out scholarship opportunities on their own.

ACT 2021 As a part of Wisconsin high school assessment testing, all juniors will be given the ACT Plus Writing on March 9, 2021 at JEHS. Students may take the test as many times as they wish, but the March date is the only one given at no cost to the student. Please make sure to mark your calendar with the school ACT testing date. We will move forward with planning, realizing that the date may change due to COVID numbers in our state, county, and school. We will follow all recommended safety measures during testing. Virtual students will be required to attend testing as this is a state mandated test that can’t be taken at home due to ACT restrictions. NCAA Eligibility Any high school student considering playing sports at a Division I or Division II school should visit the NCAA Clearinghouse website to review academic eligibility. 7-12 SCHOOL NEWS Submitted by: Donna Shroda, 7-12 Principal

We are all getting accustomed to change! Last spring, in an unexpected closure, we shortened learning hours, modified assignments, and went to pass/fail grades. This summer, instructors had time to plan for in-class learning and for a possible transition to virtual learning. Therefore, the expectations for virtual learning have changed since last spring. On

November 9th, this fall, the MS/HS transitioned into virtual learning because of the number of students and staff affected by COVID. Classroom expectations did not change. Whether in-person learning or virtual, we are operating on a full schedule, teaching rigorous curriculum, and grading traditionally. I’m sure when we are virtual, your house might be similar to my house with the dining table and the kitchen island converted to student work space; holiday decorations are gone. Students need a designated work space to complete their job of school when we are virtual learning. Please help support their learning environment and review Zoom etiquette for classrooms. While we were on the brief leave from in-school learning, we reassessed our physical makeup in the classrooms, designated further spaces for lunches and even playground areas. It is and will continue to be very important that we keep our cohort groups together, social distance, and wash hands frequently. Everything we do will help us continue to keep our school safe and continue in person learning. Thank you for participating in virtual Parent-Teacher conferences. We were pleased to see so many schedule and participate. Please know that we encourage you to stay active in your child’s education throughout the year. Infinite Campus is available for grade checks, attendance, and messages or emails. If you haven’t set up the parent portal, please contact the counseling office to do so. If you have specific questions regarding the classrooms or assignments, feel free to send the teachers a direct email. As far as co-curricular, the Drama Club is working at putting together virtual plays for our

entertainment. Our high school kids will showcase their talent in two plays titled, The Virtual Family and Mirror, Mirror: A Virtual Fracture Fairy Tale. Students submitted online auditions and advisors, Mrs. Rebischke and Mrs. Kleifgen, assigned roles and started practices. Get your

popcorn ready and look for premier dates to be announced soon. Basketball season began with virtual practices in the middle of November and transitioned to in person in the gym. Mr. Steltenpohl has done an amazing job as athletic director this year overcoming many obstacles.

He has reconfigured schedules, buses, and referees numerous times. Please, express your gratitude to him at the next sporting event attended.

K-6 SCHOOL NEWS Submitted by: Cara Christy, 4K-6 Principal

Our elementary students and parents have done an amazing job of being flexible with all the changes that have been made this school year. We really appreciate the positive feedback we have received from parents and community members and we hope to continue taking every precaution necessary to keep our elementary school open and kids learning. So instead of listing all the things we couldn’t do this school year, I’m going to share a

few things that we have continued to do at Port Edwards Ed Heuer Elementary School, even if they look a little different.

Our students have been able to enjoy recess every day even though they have to stay separated from other classes and grade levels. Our playground is separated into “zones”. Classes are assigned a zone each week and rotate through areas of the playground. This allows our recess supervisors to keep students appropriately distanced as well as properly sanitize equipment. One unintended consequence of using this system is that our kids are now finding new areas of the playground they never played on before and having fun learning new games to play with each other.

Parent-teacher conferences were held at our elementary school this year; however, they were done virtually via computer or telephone. Parents could pick a timeslot to sign-up to meet with a teacher to discuss their child’s progress and the teacher would either call or “Zoom” with them during that appointment time. Even though this sometimes isn’t as ideal as a face-to-face meeting, some parents enjoyed the flexibility it allowed them to find a time that worked best for them to meet with their children’s teachers during their busy day.

Although we have been unable to have any special presentations or special guests this school year, Officers Abbott and Mertes stopped by our school to talk to our classes about school safety. They emphasized the importance of bus safety and also reviewed our ALICE procedures with students. The officers did an excellent job of explaining how important it is to listen to your teacher if there ever is a school emergency, yet making sure our students know they are safe and protected here at school.

So even though we dearly miss some of our yearly traditions that we can’t wait to bring back in future school years, we are thankful that our students have had the opportunity to have some normalcy in their lives at school this past fall. Hopefully, the future will bring more health and happiness for all of us as we look forward to a new year and new beginnings. Wishing you a safe and happy new year!

2. President’s Report A. Board Member Attendance President Daven reported that all Board members were in attendance. B. Next Board Meeting President Daven reported that the next meeting of the Board of Education will be October 14, 2020. 3. Administrative Reports A. Report on 2020-21 Budget Planning and District Procedures When Students/Staff Are Sick – Superintendent Cronan

Superintendent Cronan gave an update on the 2020-21 budget. Final figures will not be set until later this fall but currently, it appears the district will receive an additional $200,000 to $300,000 in revenue, however there is still a chance that the legislature will adjust this. An increase in state aid will mean a possible lower mill rate. The District will not receive the final general aid amount until October 15th. The operating budget is currently being worked on. The District looks to continue with plans to update curriculum and facilities while responding to the needs of Covid 19.

Superintendent reviewed healthcare procedures that are in place for Covid 19. Communication with parents is a priority and the District has shared guidelines to be used should students experience symptoms or become a contact of someone who has been diagnosed with Covid 19.

B. Report on Start of School at the Elementary School – Principal Christy Principal Christy stated that the start has been successful. Ms. Christy assured the Board that measures are being

taken to assure the safety of all children and staff, i.e. social distancing, zones for recess, lunch and dismissal one grade at a time.

Principal Christy noted that lunch and recess time is the same as previous years. C. Report on Start of School at JEMS/JEHS – Principal Shroda Principal Shroda reported that the middle/high school is running smoothly. Ms. Shroda updated the Board with the

precautions that are being taken to assure the safety of all students and staff. Principal Shroda stated that the students have been amazing and have been cooperating with all of the new adjustments. Principal Shroda stated that she impressed with the hard work our custodial staff has put in to keeping our buildings clean.

Superintendent Cronan discussed the options for fans at our venues.

Motion by Hildebrandt, second by Martinson to approve attendance for football games (ms/hs) to allow fans, social

distance, wear masks; volleyball matches to allow 4 tickets per athlete and coach along with 25 students for the home

team and 2 tickets per athlete/coach for visiting team, social distance, wear masks; middle school volleyball to allow 2

tickets per athlete (home and visiting team), social distance, wear masks; no charge to attend fall athletic events. Voting

yes – all. Motion carried.

14. Opportunity for Individual Board Member Comment

McGrath – Reported that she is very happy the renaming of the elementary school, Port Edwards Ed Heuer Elementary

School, is finished. She thanked everyone for their hard work and pleased school is off to a good start.

Thomasgard – Appreciates all of the staff for their hard work they have put into the school year despite these trying times.

Reminded all to be safe.

Hildebrandt – Thanked the staff and faculty for a good plan and for making adjustments as needed to open school

successfully. Means a lot to the students to be in school and to the seniors to have a year as normal as possible.

Martinson - Thanked all staff and the Wood County Health Dept. for all they have done to get our schools started. Great

to see that athletics has started. The district is doing their best to keep all students and staff safe.

Daven – Stated there were many challenges opening schools and appreciates all that everyone has done to have a

successful start.

the COVID-19 public health emergency. b. Waiver of the requirements to complete an Educator Effectiveness Cycle for educators in their Summary

Year in 2020-21, including waivers of the requirements to meet PI 8.01 and Wis. Stat. §§ 115.415 and

B. Reading of the National School Lunch Week Proclamation Vice President Thomasgard read the Proclamation for National School Lunch Week. Mr. Thomasgard praised the food service staff of our district for their efforts. C. Next Board Meeting

Vice President Thomasgard reported that the next meeting will be the Annual Meeting and Budget Hearing on October 26, 2020 at 6:00 p.m. at the Elementary School IMC.

3. Administrative Reports A. Report on the Status of 2020-21 Budget, Enrollment and COVID-19 Response – Superintendent Cronan

Superintendent Cronan reported that the final figures needed to finalize the budget will be received tomorrow. Mr. Cronan reported that the district’s budget is in a good position for the 2020-21 school year. Mr. Cronan reported that there will be an increase in state aid which will decrease the amount the district will need to tax for. Superintendent Cronan reported that the open enrollment number of students going out of our district and students coming into our district is still positive and the decrease in the number of students going out will be a savings on our expenditures.

Superintendent Cronan reported that the district continues to respond to Covid 19 each day. The nursing staff has been trained to administer the Covid 19 test and has received ten tests at this time, that can be administered to students as needed and parent approval. The district will be contacting parents of students that are affected by an identified case.

B. Report on b.e.s.t. Screener – Principal Christy Principal Christy reported on b.e.s.t. (behavioral emotional social traits) This is a universal screener for teachers designed to

build on the behavioral health of students while helping to identify students who may benefit form additional support. This was developed by Dr. Hartwig from UW-Madison and he has worked with our staff on implanting these practices. Our staff stated that working with Dr. Hartwig was one off the most beneficial professional development days they have had. Dr. Hartwig will be working with our staff again on October 30th. Last year the program was through 6th grade, this year, due to a grant written by our counselors, it will go through grade 8.

C. Report on Homecoming Activities – Principal Shroda Principal Shroda reported on all of the activities that took place during Homecoming week. Thanked all advisors for their work to make the week a success. The traditional Homecoming dance was cancelled along with the public pep assembly. With modifications, many other activities took place. The high school students participated in powder buff and powder puff. The parade was held during the day and the route went past the elementary school for all the students to see. The football game was on Friday afternoon and the Homecoming Court was announced at halftime.

Meeting called to order by President, John Daven at 6:36 p.m. President Daven turned chair of the meeting over to Vice President, Leo Thomasgard. Roll Call PRESENT: John Daven, Leo Thomasgard, Kathy McGrath, Cary Hildebrandt, Ben Martinson

ABSENT: None

ALSO PRESENT: Kyle Cronan, Superintendent; Lisa Miller, Business Director OTHERS PRESENT: Donna Shroda, Pat McGrath

1. Consider Approval of Agenda Motion by McGrath, second by Hildebrandt to approve the agenda as posted. Voting yes – all. Motion carried. 2. Adopt the 2020-21 Budget Motion by Hildebrandt, second by McGrath to adopt the 2020-21 Budget. Voting yes – all. Motion carried. 3. Establish the 2020-21 Tax Levy Motion by Hildebrandt, second by McGrath to establish the 2020-21 Tax Levy at .1010046. Voting yes – all.

Motion carried. 4. Consider Approval of Line of Credit in the Amount of $650,000 Motion by McGrath, second by Hildebrandt to approve the line of credit in the amount of $650,000. Voting yes –
