Breederivier Year 16 • 28 Augustus 2012 | Tel. 023 626 5212 Mountain Reserve ‘in decline’ DALEEN FOUCHÉ T HE Montagu Mountain Reserve – a tourism at- traction described as “the climbing mecca” of South Africa – is in danger of serious neglect if the management of this area is not reviewed. This is according to Ron Brun- nings, who addressed the Mon- tagu Eco Club at their annual general meeting on Thursday. Brunnings served on the Mon- tagu Mountain Reserve Adviso- ry Board, which was dissolved earlier this month. According to him, the advisory board’s offi- cial term ended in 2008, but a new board was not appointed. It was therefore decided that the board continues its work as an un-con- stituted body. Brunnins says that the board was disbanded be- cause local authorities no longer “heed its advice”. Brunnings, who is increasing- ly concerned about the reserve and its assets, says the Lange- berg Municipality, custodian of the reserve, has no formal staff allocation and no dedicated budget, except for R30 000 per year for trail cleaning, which must be shared with Dassies- hoek Reserve in Robertson. “Following the last local go- vernment election, it appears as though council and the Lange- berg Municipality have dis- tanced themselves further and further from their responsibili- ties regarding the reserve.” Another concern, voiced by Brunnings, is that the munici- pality may re-proclaim the mountain reserve and leave it unprotected. He says it would therefore be “preferable” that the reserve be re-proclaimed in terms of the Protected Areas Act. Brunnings says that the advi- sory board compiled a manage- ment plan for the reserve, which was completed in 2006. But six years later, it must still be considered by council, despite being placed on the agenda on five separate occasions. There- fore the management plan has not been circulated for public comment, he says. But with the disbandment of the advisory board, Brunnings intends to make the document public. The Montagu Mountain Re- serve attracts between 4 000 and 5 000 people per year, comprised of walkers, hikers and rock climbers. Brunnings estimates that the reserve generates about R60 000 a year, despite little or no gate monitoring. Justin Lawson, a climbing guide in Montagu, says the re- serve is important for tourism in Montagu and estimates that climbers spend R64 000 per month and R800 000 per year in Montagu. He believes that, if managed correctly, Montagu could follow the lead of Clanwil- liam, which has an annual in- come of over R4 million generat- ed by climbing activities in the area. Brunnings says that on “a positive note”, the municipality recently advertised positions for a Protected Areas Advisory Committee. The Montagu Mountain Re- serve’s 1 288 hectares are home to a variety of fauna and flora. It surrounds Montagu on three sides. “In essence, the Montagu Mountain Reserve is an asset that we cannot afford to ignore. It is there for conservation, edu- cation, recreation and job crea- tion.” . The Langeberg Municipali- ty was contacted for comment but could not respond before the Gazette went to print.

Substance abuse notleft unchallenged

DALEEN FOUCHÉ

THE shocking discoverythat 65% of 90 studentsat Langeberg High

School tested positive for druguse earlier this year, contrib-uted to the establishment ofthe Langeberg SubstanceAbuse Action Group.

The group was establishedinMaythisyear, whenvariousorganisations gathered totackle the problem of sub-stance abuse in the Langeberg.

Magda Vorster, chief execu-tive officer (CEO) of the Gra-ham and Rhona Beck SkillsCentre, says a substance abuseworkshop was arranged after“desperate parents” ap-proached the centre with a re-quest to host activities to keepthe youth busy and away fromdrugs. But Vorster says that ifone is to tackle the drug de-pendency problem, it has to beapproached from all three an-gles: prevention, treatmentand after-care.

Thus, the action group was

established with the input ofvarious non-profit organisa-tions, interested parties andgovernmental departments in-cluding the Langeberg Munic-ipality. “It is not a new organi-sation, but rather a groupmade up of existing organisa-tions and using existing infra-structure.”

Vorster says a facilitatorhelped the group write a pro-grammefor fightingsubstanceabuse in the area. She explainsthat the programme is mo-delled on a national pro-gramme, written for munici-palities to fight substanceabuse. One of the more imme-diate needs that the actiongroup has identified, is to cre-ate a safe and appropriateplace where people can gothrough detoxification.

Dr Adriaan Landman, prin-cipal of Langeberg HighSchool, says the action grouphas submitted a request to themayor for a space where peo-ple may receive “immediatetreatment” for substance

abuse. So far, the action group has

identified which organisa-tions are responsible for eachpart of the programme. It hasalso started creating a net-work of people and organisa-tions that can help drug ad-dicts and their families.

But, Vorster says, the pro-gramme is still in its babyshoes and is a long-term strate-gy. The immediate action is toemployavolunteertomana24-hour helpline. The volunteerwill be able to put the callerthrough to the appropriate or-ganisation for help.

Another “first step” is totrain five volunteers in coun-selling.

Vorster, however, says thelong-term goal of the group isto establish “a much needed”rehabilitation centre” for theLangeberg area. She says al-though there are rehabilita-tion centres in Cape Town andone in Worcester, these are dif-ficult to access because theyare mostly full.

Action group is working on a long-term plan

BusinessChamberactive inLangebergMELODY MITCHELL, convenor ofthe Langeberg Chamber of Business, writes:

A recent report in the Gazette impliedthat the Langeberg Business Chamber isonly active in Montagu.

This is incorrect. The Langeberg Business Chamber is

representativeoftheentiremunicipalar-ea, with members from all of the fivetowns within the municipal boundary.

It was created many years ago as anamalgamation of several local businesschambers inorder tobetter represent theentire region.

The Langeberg Business Chamberserves all itsmembers as an independentnon-profit association that is not affiliat-ed with any political organisation.

The Chamber gives advice and assist-ance to local businesses, provides net-working opportunities and informationsharing, and consults with the munici-pality and other authorities to representand ensure the smooth running of busi-ness in our region.

There is no independent businesschamber operating in Montagu.
