New Year

New Beginnings

After another holi-

day season and the turn of a

new year the SNGCSA

Board of Directors would

like to wish everyone a

happy New Year 2012 We

have been hard at work with

buttoning up items like

setting up the Grassroots

meeting in March and hav-

ing a Strategic Planning

Session that was hosted by

TurfStar in Rancho Cor-

dova Much was discussed

and planned out for the new

year and I expect that the

results from the session will

lead to another fantastic

year for our association

I hope that all of us

have had the opportunity to

take a much needed vaca-

tion or rest during the win-

ter The spring is now just

days away here in Northern

California and we all will

find ourselves running

around getting our facilities

in shape for a hopefully

busy year But with this

time comes a chance for us

to reflect on the past year

and a opportunity to look

towards the potential chal-

lenges we will face Please

remember that we all have

challenges and opportuni-

ties and that your fellow

colleagues are only a phone

call away or sometimes a

stone‟s throw Our commu-

nity and association are

here to utilize as a resource

and a way to help each

other out I have found this

to be true this past month

and a half and I now find

more value in my member-

ship

Please remember

that the year is young and

we are looking more like

this will be a year of

drought Be ready if not

this year next year may

include water restrictions

and the proverbial target

will be placed on our backs

as water users If the les-

sons from our last

drought years ago did not

warn us I wish to send the

warning out now Hope-

fully February and March

are wet enough to ease the

pain but I do not think we

should hope that we get the

moisture We should plan

for not getting it and be

glad when we do

I look forward to

seeing everyone at the grass

roots tournament in

March It promises to be a

grand event with new twists

and a great speaker I wish

everyone safe travels to the

GIS and good luck to all the

golfers participating in the

golf portion of the event

Welcome to a new column

idea for our newsletter With tech-

nology advancing ever faster I

think it‟s a great idea if we work as

a group to keep up on all the latest

and greatest gadgets inventions

time-savers tricks and tips I‟ve

come across quite a few great tools

and tips along the way but I‟ll run

out eventually and hope you mem-

bers will help me with this column

by e-mailing me with any great

ideas or gadgets that you think eve-

ryone should know about Nothing

wrong with making all of our lives

a bit easier right Please send all

ideas to jpaynevalleycrestcom

My first Tech Tip is a recommen-

dation for a free program that‟s

opened up worlds of opportunity

for me LogMeIn Simply this

computer program allows you to

access and remotely control any

computer from anywhere at any

time All that is necessary is to

make sure that any computer you

want to access is on connected to

the internet and has this software

actively running in the background

Visit wwwlogmeincom and sign-

up for free with an e-mail and pass-

word Follow the instructions to

install the software on your com-

puter The software can be installed

on multiple computers I have ac-

cess to my home computer office

computer and irrigation computer

Once the program is running you

can use any computer that has an

internet connection to go to the log-

meincom website log in and ac-

cess remote control of any com-

puter in your group It‟s like you‟re

sitting right there at your desk In

fact if someone was sitting in front

of your computer while you were

remotely accessing it they‟d see

the mouse moving around and all

your actions on the screen

What‟s more you can take this

software to the next level by re-

motely remote-controlling your

computer With Droids iPhones

and iPads you can install the Log-

MeIn Ignition program (small one-

time charge to use with mobile de-

vices) and access the same com-

puters on your mobile device A

great tool for running irrigation

from your central control while

you‟re out in the field It deserves

to be noted that Toro has a proprie-

tary app called NSN Connect that

allows you to do the same thing

through SitePro if you have a Toro

system but LogMeIn can be used

on any and all computers

This program is easy to use has no

drawbacks that I‟ve yet found and

enables you to tackle computer

tasks that were infinitely more la-

borious before I‟ve used this pro-

gram to run irrigation in the field

check weather on my central con-

trol from across the country pull

up files I forgot to bring to a meet-

ing do an on-screen training for

someone and remotely trouble-

shoot my grandma‟s laptop

If you have any questions about the

program or how to use it feel free

to give me a call or e-mail I‟m

happy to help Until next

timehellipdon‟t be afraid to geek out

on technology

2010 ADA Standards for

Recreational Facilities

As the Governmental Relations

Committee has been forewarning

golf course superintendent‟s and

general managers the new 2010

ADA Regulations for Recreational

Facilities goes into effect on

March 15 2012 This may impact

your golf facility

This new 2010 law covers the

following golf facilities

Title II covers golf course facili-

ties overseen or operated by a

governmental body (city state or

federal) A transition ADA com-

pliance plan should already be in

effect at these facilities

Title III covers privately owned

or private country club golf facili-

ties that are accessible to the pub-

lic (private clubs who host outside

golf tournaments or social func-

tions fall into this category) A

work plan should be in effect be-

fore March 15 2012 or as soon as

possible after the law goes into

effect

If you are a completely private

club (no public access) such as

California Golf Club or Cypress

Point Club then you do not need

to meet the new 2010 ADA Regu-

lations Their status protects them

from having to comply with the

law However Augusta National

Golf Club (home of the Masters)

has to because they host an out-

side golf tournament every spring

To comply with the 2010 Ameri-

can with Disabilities Act (ADA)

Standards for Accessible Design

and Recreational Access as well

as California‟s Code of Regula-

tions (Title 24) and avoid the pos-

sibility of a complaint driven law-

suit from a disabled person or ad-

vocacy group trying to access

your golf facility each Title II and

Title III golf facility must provide

a defined continuous path of travel

throughout their entire facility

parking lot practice areas build-

ings golf course and on-course

amenities If there are barriers to

a continuous path of travel they

must be removed or a plan to re-

move them (Title II Transition

Plan and Title III Work Plan)

Each barrier poses the possibility

of a lawsuit There is a monetary

value for each violation There

are also new regulations in effect

for new construction at golf facili-

ties that you must comply with the

2010 ADA Standards for Accessi-

ble Design

There is no grandfathered ldquoinrdquo

clause

40 of the federal ADA lawsuits

originate in California (San Diego

and the Bay Area are hot beds for

ADA litigation) Since the ADA

is a complaint driven law ldquodrive

byrdquo litigation can take place with-

out your knowledge If you do not

meet the ADA requirements of a

sink drinking fountain ball

washer or access to a teeing

ground on your golf course or

aisle width counter height dress-

ing room bench height in your pro

shop (just to mention a few of the

regulations) you could be subject

to a law suit

What can you do You can access

the 2010 ADA Recreational

Guidelines at adagovregs2010

and see where your facility may

be in violation The GCSAA Ac-

cess Board and USGA Green Sec-

tion also have produced informa-

tion on becoming ADA compli-

ant You can use this information

to audit your own facility

In many instance golf facilities are

using ADA golf course consult-

ants to produce Transition and

Work Plans to meet ADA regula-

tions Contact Jim Alwine Gov-

ernmental Relations Co-Chairman

(sgccturfsbcglobalnet) for some

referrals to these services Make

sure they are advocates for you

In regards to the necessity of pro-

viding an adaptive golf car at your

golf facility it might be a good

idea to begin planning to do so

This is not part of the current 2010

ADA law as of yet but is currently

being discussed by the Depart-

ment of Justice and a decision is

due out soon

ment relations news go to

While agronomic expertise is criti-

provide superintendents with busi-

ness management tools

Syngenta worked with

Wake Forest to develop a program

that focused on business and finan-

cial management human resource

management negotiation skills and

generational conflicts

Jim was selected from a

talented pool of superintendents

based on an application

process that reviewed their

industry achievements and

an industry-related essay

New Year

New Beginnings

After another holi-

day season and the turn of a

new year the SNGCSA

Board of Directors would

like to wish everyone a

happy New Year 2012 We

have been hard at work with

buttoning up items like

setting up the Grassroots

meeting in March and hav-

ing a Strategic Planning

Session that was hosted by

TurfStar in Rancho Cor-

dova Much was discussed

and planned out for the new

year and I expect that the

results from the session will

lead to another fantastic

year for our association

I hope that all of us

have had the opportunity to

take a much needed vaca-

tion or rest during the win-

ter The spring is now just

days away here in Northern

California and we all will

find ourselves running

around getting our facilities

in shape for a hopefully

busy year But with this

time comes a chance for us

to reflect on the past year

and a opportunity to look

towards the potential chal-

lenges we will face Please

remember that we all have

challenges and opportuni-

ties and that your fellow

colleagues are only a phone

call away or sometimes a

stone‟s throw Our commu-

nity and association are

here to utilize as a resource

and a way to help each

other out I have found this

to be true this past month

and a half and I now find

more value in my member-

ship

Please remember

that the year is young and

we are looking more like

this will be a year of

drought Be ready if not

this year next year may

include water restrictions

and the proverbial target

will be placed on our backs

as water users If the les-

sons from our last

drought years ago did not

warn us I wish to send the

warning out now Hope-

fully February and March

are wet enough to ease the

pain but I do not think we

should hope that we get the

moisture We should plan

for not getting it and be

glad when we do

I look forward to

seeing everyone at the grass

roots tournament in

March It promises to be a

grand event with new twists

and a great speaker I wish

everyone safe travels to the

GIS and good luck to all the

golfers participating in the

golf portion of the event

Jeff

Welcome to a new column

idea for our newsletter With tech-

nology advancing ever faster I

think it‟s a great idea if we work as

a group to keep up on all the latest

and greatest gadgets inventions

time-savers tricks and tips I‟ve

come across quite a few great tools

and tips along the way but I‟ll run

out eventually and hope you mem-

bers will help me with this column

by e-mailing me with any great

ideas or gadgets that you think eve-

ryone should know about Nothing

wrong with making all of our lives

a bit easier right Please send all

ideas to jpaynevalleycrestcom

My first Tech Tip is a recommen-

dation for a free program that‟s

opened up worlds of opportunity

for me LogMeIn Simply this

computer program allows you to

access and remotely control any

computer from anywhere at any

time All that is necessary is to

make sure that any computer you

want to access is on connected to

the internet and has this software

actively running in the background

Visit wwwlogmeincom and sign-

up for free with an e-mail and pass-

word Follow the instructions to

install the software on your com-

puter The software can be installed

on multiple computers I have ac-

cess to my home computer office

computer and irrigation computer

Once the program is running you

can use any computer that has an

internet connection to go to the log-

meincom website log in and ac-

cess remote control of any com-

puter in your group It‟s like you‟re

sitting right there at your desk In

fact if someone was sitting in front

of your computer while you were

remotely accessing it they‟d see

the mouse moving around and all

your actions on the screen

What‟s more you can take this

software to the next level by re-

motely remote-controlling your

computer With Droids iPhones

and iPads you can install the Log-

MeIn Ignition program (small one-

time charge to use with mobile de-

vices) and access the same com-

puters on your mobile device A

great tool for running irrigation

from your central control while

you‟re out in the field It deserves

to be noted that Toro has a proprie-

tary app called NSN Connect that

allows you to do the same thing

through SitePro if you have a Toro

system but LogMeIn can be used

on any and all computers

This program is easy to use has no

drawbacks that I‟ve yet found and

enables you to tackle computer

tasks that were infinitely more la-

borious before I‟ve used this pro-

gram to run irrigation in the field

check weather on my central con-

trol from across the country pull

up files I forgot to bring to a meet-

ing do an on-screen training for

someone and remotely trouble-

shoot my grandma‟s laptop

If you have any questions about the

program or how to use it feel free

to give me a call or e-mail I‟m

happy to help Until next

timehellipdon‟t be afraid to geek out

on technology

2010 ADA Standards for

Recreational Facilities

As the Governmental Relations

Committee has been forewarning

golf course superintendent‟s and

general managers the new 2010

ADA Regulations for Recreational

Facilities goes into effect on

March 15 2012 This may impact

your golf facility

This new 2010 law covers the

following golf facilities

Title II covers golf course facili-

ties overseen or operated by a

governmental body (city state or

federal) A transition ADA com-

pliance plan should already be in

effect at these facilities

Title III covers privately owned

or private country club golf facili-

ties that are accessible to the pub-

lic (private clubs who host outside

golf tournaments or social func-

tions fall into this category) A

work plan should be in effect be-

fore March 15 2012 or as soon as

possible after the law goes into

effect

If you are a completely private

club (no public access) such as

California Golf Club or Cypress

Point Club then you do not need

to meet the new 2010 ADA Regu-

lations Their status protects them

from having to comply with the

law However Augusta National

Golf Club (home of the Masters)

has to because they host an out-

side golf tournament every spring

To comply with the 2010 Ameri-

can with Disabilities Act (ADA)

Standards for Accessible Design

and Recreational Access as well

as California‟s Code of Regula-

tions (Title 24) and avoid the pos-

sibility of a complaint driven law-

suit from a disabled person or ad-

vocacy group trying to access

your golf facility each Title II and

Title III golf facility must provide

a defined continuous path of travel

throughout their entire facility

parking lot practice areas build-

ings golf course and on-course

amenities If there are barriers to

a continuous path of travel they

must be removed or a plan to re-

move them (Title II Transition

Plan and Title III Work Plan)

Each barrier poses the possibility

of a lawsuit There is a monetary

value for each violation There

are also new regulations in effect

for new construction at golf facili-

ties that you must comply with the

2010 ADA Standards for Accessi-

ble Design

There is no grandfathered ldquoinrdquo

clause

40 of the federal ADA lawsuits

originate in California (San Diego

and the Bay Area are hot beds for

ADA litigation) Since the ADA

is a complaint driven law ldquodrive

byrdquo litigation can take place with-

out your knowledge If you do not

meet the ADA requirements of a

sink drinking fountain ball

washer or access to a teeing

ground on your golf course or

aisle width counter height dress-

ing room bench height in your pro

shop (just to mention a few of the

regulations) you could be subject

to a law suit

What can you do You can access

the 2010 ADA Recreational

Guidelines at adagovregs2010

and see where your facility may

be in violation The GCSAA Ac-

cess Board and USGA Green Sec-

tion also have produced informa-

tion on becoming ADA compli-

ant You can use this information

to audit your own facility

In many instance golf facilities are

using ADA golf course consult-

ants to produce Transition and

Work Plans to meet ADA regula-

tions Contact Jim Alwine Gov-

ernmental Relations Co-Chairman

(sgccturfsbcglobalnet) for some

referrals to these services Make

sure they are advocates for you

In regards to the necessity of pro-

viding an adaptive golf car at your

golf facility it might be a good

idea to begin planning to do so

This is not part of the current 2010

ADA law as of yet but is currently

being discussed by the Depart-

ment of Justice and a decision is

due out soon

ment relations news go to

The Syngenta Business

Institute is sponsored by Syngenta

in conjunction with Wake Forest

University‟s graduate school of

business and was held Dec 5 to

Dec 8 in Winston-Salem NC

While agronomic expertise is criti-

cal to superintendent success Syn-

genta also recognized the need to

provide superintendents with busi-

ness management tools

Syngenta worked with

Wake Forest to develop a program

that focused on business and finan-

cial management human resource

management negotiation skills and

generational conflicts

Jim was selected from a

talented pool of superintendents

based on an application

process that reviewed their

educational background

industry achievements and

an industry-related essay

Welcome to a new column

come across quite a few great tools

and tips along the way but I‟ll run

My first Tech Tip is a recommen-

for me LogMeIn Simply this

computer program allows you to

make sure that any computer you

want to access is on connected to

the internet and has this software

actively running in the background

Visit wwwlogmeincom and sign-

up for free with an e-mail and pass-

install the software on your com-

puter The software can be installed

on multiple computers I have ac-

cess to my home computer office

Once the program is running you

can use any computer that has an

internet connection to go to the log-

puter in your group It‟s like you‟re

sitting right there at your desk In

remotely accessing it they‟d see

the mouse moving around and all

your actions on the screen

What‟s more you can take this

software to the next level by re-

motely remote-controlling your

computer With Droids iPhones

and iPads you can install the Log-

MeIn Ignition program (small one-

time charge to use with mobile de-

vices) and access the same com-

puters on your mobile device A

great tool for running irrigation

from your central control while

you‟re out in the field It deserves

to be noted that Toro has a proprie-

tary app called NSN Connect that

allows you to do the same thing

through SitePro if you have a Toro

system but LogMeIn can be used

on any and all computers

This program is easy to use has no

drawbacks that I‟ve yet found and

enables you to tackle computer

tasks that were infinitely more la-

borious before I‟ve used this pro-

gram to run irrigation in the field

check weather on my central con-

trol from across the country pull

up files I forgot to bring to a meet-

ing do an on-screen training for

someone and remotely trouble-

2010 ADA Standards for

Recreational Facilities

As the Governmental Relations

Committee has been forewarning

golf course superintendent‟s and

general managers the new 2010

ADA Regulations for Recreational

Facilities goes into effect on

March 15 2012 This may impact

your golf facility

This new 2010 law covers the

following golf facilities

Title II covers golf course facili-

ties overseen or operated by a

governmental body (city state or

federal) A transition ADA com-

pliance plan should already be in

effect at these facilities

Title III covers privately owned

or private country club golf facili-

ties that are accessible to the pub-

lic (private clubs who host outside

golf tournaments or social func-

tions fall into this category) A

work plan should be in effect be-

fore March 15 2012 or as soon as

possible after the law goes into

effect

If you are a completely private

club (no public access) such as

California Golf Club or Cypress

Point Club then you do not need

to meet the new 2010 ADA Regu-

lations Their status protects them

from having to comply with the

law However Augusta National

Golf Club (home of the Masters)

has to because they host an out-

side golf tournament every spring

To comply with the 2010 Ameri-

can with Disabilities Act (ADA)

Standards for Accessible Design

and Recreational Access as well

as California‟s Code of Regula-

tions (Title 24) and avoid the pos-

sibility of a complaint driven law-

suit from a disabled person or ad-

vocacy group trying to access

your golf facility each Title II and

Title III golf facility must provide

a defined continuous path of travel

throughout their entire facility

parking lot practice areas build-

ings golf course and on-course

amenities If there are barriers to

a continuous path of travel they

must be removed or a plan to re-

move them (Title II Transition

Plan and Title III Work Plan)

Each barrier poses the possibility

of a lawsuit There is a monetary

value for each violation There

are also new regulations in effect

for new construction at golf facili-

ties that you must comply with the

2010 ADA Standards for Accessi-

ble Design

There is no grandfathered ldquoinrdquo

clause

40 of the federal ADA lawsuits

originate in California (San Diego

and the Bay Area are hot beds for

ADA litigation) Since the ADA

is a complaint driven law ldquodrive

byrdquo litigation can take place with-

out your knowledge If you do not

meet the ADA requirements of a

sink drinking fountain ball

washer or access to a teeing

ground on your golf course or

aisle width counter height dress-

ing room bench height in your pro

shop (just to mention a few of the

regulations) you could be subject

to a law suit

What can you do You can access

the 2010 ADA Recreational

Guidelines at adagovregs2010

and see where your facility may

be in violation The GCSAA Ac-

cess Board and USGA Green Sec-

tion also have produced informa-

tion on becoming ADA compli-

ant You can use this information

to audit your own facility

In many instance golf facilities are

using ADA golf course consult-

ants to produce Transition and

Work Plans to meet ADA regula-

tions Contact Jim Alwine Gov-

ernmental Relations Co-Chairman

(sgccturfsbcglobalnet) for some

referrals to these services Make

sure they are advocates for you

In regards to the necessity of pro-

viding an adaptive golf car at your

golf facility it might be a good

idea to begin planning to do so

This is not part of the current 2010

ADA law as of yet but is currently

being discussed by the Depart-

ment of Justice and a decision is

due out soon

ment relations news go to

While agronomic expertise is criti-

provide superintendents with busi-

ness management tools

Syngenta worked with

Wake Forest to develop a program

that focused on business and finan-

cial management human resource

management negotiation skills and

generational conflicts

Jim was selected from a

talented pool of superintendents

process that reviewed their

March 15 2012 This may impact

your golf facility

This new 2010 law covers the

following golf facilities

Title II covers golf course facili-

ties overseen or operated by a

governmental body (city state or

federal) A transition ADA com-

pliance plan should already be in

effect at these facilities

Title III covers privately owned

or private country club golf facili-

ties that are accessible to the pub-

lic (private clubs who host outside

golf tournaments or social func-

tions fall into this category) A

work plan should be in effect be-

fore March 15 2012 or as soon as

possible after the law goes into

effect

If you are a completely private

club (no public access) such as

California Golf Club or Cypress

Point Club then you do not need

to meet the new 2010 ADA Regu-

lations Their status protects them

from having to comply with the

law However Augusta National

Golf Club (home of the Masters)

has to because they host an out-

side golf tournament every spring

To comply with the 2010 Ameri-

can with Disabilities Act (ADA)

Standards for Accessible Design

and Recreational Access as well

as California‟s Code of Regula-

tions (Title 24) and avoid the pos-

sibility of a complaint driven law-

suit from a disabled person or ad-

vocacy group trying to access

your golf facility each Title II and

Title III golf facility must provide

a defined continuous path of travel

throughout their entire facility

parking lot practice areas build-

ings golf course and on-course

amenities If there are barriers to

a continuous path of travel they

must be removed or a plan to re-

move them (Title II Transition

Plan and Title III Work Plan)

Each barrier poses the possibility

of a lawsuit There is a monetary

value for each violation There

are also new regulations in effect

for new construction at golf facili-

ties that you must comply with the

2010 ADA Standards for Accessi-

ble Design

There is no grandfathered ldquoinrdquo

clause

40 of the federal ADA lawsuits

originate in California (San Diego

and the Bay Area are hot beds for

ADA litigation) Since the ADA

is a complaint driven law ldquodrive

byrdquo litigation can take place with-

out your knowledge If you do not

meet the ADA requirements of a

sink drinking fountain ball

washer or access to a teeing

ground on your golf course or

aisle width counter height dress-

ing room bench height in your pro

shop (just to mention a few of the

regulations) you could be subject

to a law suit

What can you do You can access

the 2010 ADA Recreational

Guidelines at adagovregs2010

and see where your facility may

be in violation The GCSAA Ac-

cess Board and USGA Green Sec-

tion also have produced informa-

tion on becoming ADA compli-

ant You can use this information

to audit your own facility

In many instance golf facilities are

using ADA golf course consult-

ants to produce Transition and

Work Plans to meet ADA regula-

tions Contact Jim Alwine Gov-

ernmental Relations Co-Chairman

(sgccturfsbcglobalnet) for some

referrals to these services Make

sure they are advocates for you

In regards to the necessity of pro-

viding an adaptive golf car at your

golf facility it might be a good

idea to begin planning to do so

This is not part of the current 2010

ADA law as of yet but is currently

being discussed by the Depart-

ment of Justice and a decision is

due out soon

Welcome to a new column

idea for our newsletter With tech-

nology advancing ever faster I

think it‟s a great idea if we work as

a group to keep up on all the latest

and greatest gadgets inventions

time-savers tricks and tips I‟ve

come across quite a few great tools

and tips along the way but I‟ll run

out eventually and hope you mem-

bers will help me with this column

by e-mailing me with any great

ideas or gadgets that you think eve-

ryone should know about Nothing

wrong with making all of our lives

a bit easier right Please send all

ideas to jpaynevalleycrestcom

My first Tech Tip is a recommen-

dation for a free program that‟s

opened up worlds of opportunity

for me LogMeIn Simply this

computer program allows you to

access and remotely control any

computer from anywhere at any

time All that is necessary is to

make sure that any computer you

want to access is on connected to

the internet and has this software

actively running in the background

Visit wwwlogmeincom and sign-

up for free with an e-mail and pass-

word Follow the instructions to

install the software on your com-

puter The software can be installed

on multiple computers I have ac-

cess to my home computer office

computer and irrigation computer

Once the program is running you

can use any computer that has an

internet connection to go to the log-

meincom website log in and ac-

cess remote control of any com-

puter in your group It‟s like you‟re

sitting right there at your desk In

fact if someone was sitting in front

of your computer while you were

remotely accessing it they‟d see

the mouse moving around and all

your actions on the screen

What‟s more you can take this

software to the next level by re-

motely remote-controlling your

computer With Droids iPhones

and iPads you can install the Log-

MeIn Ignition program (small one-

time charge to use with mobile de-

vices) and access the same com-

puters on your mobile device A

great tool for running irrigation

from your central control while

you‟re out in the field It deserves

to be noted that Toro has a proprie-

tary app called NSN Connect that

allows you to do the same thing

through SitePro if you have a Toro

system but LogMeIn can be used

on any and all computers

This program is easy to use has no

drawbacks that I‟ve yet found and

enables you to tackle computer

tasks that were infinitely more la-

borious before I‟ve used this pro-

gram to run irrigation in the field

check weather on my central con-

trol from across the country pull

up files I forgot to bring to a meet-

ing do an on-screen training for

someone and remotely trouble-

shoot my grandma‟s laptop

If you have any questions about the

program or how to use it feel free

to give me a call or e-mail I‟m

happy to help Until next

timehellipdon‟t be afraid to geek out

on technology

2010 ADA Standards for

Recreational Facilities

As the Governmental Relations

Committee has been forewarning

golf course superintendent‟s and

general managers the new 2010

ADA Regulations for Recreational

Facilities goes into effect on

March 15 2012 This may impact

your golf facility

This new 2010 law covers the

following golf facilities

Title II covers golf course facili-

ties overseen or operated by a

governmental body (city state or

federal) A transition ADA com-

pliance plan should already be in

effect at these facilities

Title III covers privately owned

or private country club golf facili-

ties that are accessible to the pub-

lic (private clubs who host outside

golf tournaments or social func-

tions fall into this category) A

work plan should be in effect be-

fore March 15 2012 or as soon as

possible after the law goes into

effect

If you are a completely private

club (no public access) such as

California Golf Club or Cypress

Point Club then you do not need

to meet the new 2010 ADA Regu-

lations Their status protects them

from having to comply with the

law However Augusta National

Golf Club (home of the Masters)

has to because they host an out-

side golf tournament every spring

To comply with the 2010 Ameri-

can with Disabilities Act (ADA)

Standards for Accessible Design

and Recreational Access as well

as California‟s Code of Regula-

tions (Title 24) and avoid the pos-

sibility of a complaint driven law-

suit from a disabled person or ad-

vocacy group trying to access

your golf facility each Title II and

Title III golf facility must provide

a defined continuous path of travel

throughout their entire facility

parking lot practice areas build-

ings golf course and on-course

amenities If there are barriers to

a continuous path of travel they

must be removed or a plan to re-

move them (Title II Transition

Plan and Title III Work Plan)

Each barrier poses the possibility

of a lawsuit There is a monetary

value for each violation There

are also new regulations in effect

for new construction at golf facili-

ties that you must comply with the

2010 ADA Standards for Accessi-

ble Design

There is no grandfathered ldquoinrdquo

clause

40 of the federal ADA lawsuits

originate in California (San Diego

and the Bay Area are hot beds for

ADA litigation) Since the ADA

is a complaint driven law ldquodrive

byrdquo litigation can take place with-

out your knowledge If you do not

meet the ADA requirements of a

sink drinking fountain ball

washer or access to a teeing

ground on your golf course or

aisle width counter height dress-

ing room bench height in your pro

shop (just to mention a few of the

regulations) you could be subject

to a law suit

What can you do You can access

the 2010 ADA Recreational

Guidelines at adagovregs2010

and see where your facility may

be in violation The GCSAA Ac-

cess Board and USGA Green Sec-

tion also have produced informa-

tion on becoming ADA compli-

ant You can use this information

to audit your own facility

In many instance golf facilities are

using ADA golf course consult-

ants to produce Transition and

Work Plans to meet ADA regula-

tions Contact Jim Alwine Gov-

ernmental Relations Co-Chairman

(sgccturfsbcglobalnet) for some

referrals to these services Make

sure they are advocates for you

In regards to the necessity of pro-

viding an adaptive golf car at your

golf facility it might be a good

idea to begin planning to do so

This is not part of the current 2010

ADA law as of yet but is currently

being discussed by the Depart-

ment of Justice and a decision is

due out soon

ment relations news go to
