The second phase will beadministered on April 30.

HC stays Rs. 329 crore tenderon PIL by local activistBy Our Staff Reporter

Based on a PIL filed by C. Karthikeyan (a social activist) and memberof the Federation of Anti-Corruption Team India (20, Vyasar Street,North Usman Road, T. Nagar), Madras High Court on March 28 stayedthe tender process for procurement of LED bulbs and fittings for streetlights for Rs. 329 crores in the State.

The first bench of Acting Chief Justice Huluvadi and Justices G.Ramesh and RMT Teekka Raman, before whom the PIL came up,granted an interim stay for two weeks.

The tender for supply of 9,06,310 LED lights with fittings was invitedthrough e-tender notice.

In the PIL, the petitioner alleged that seeking a report on the qualityof LED bulbs from Chennai Corporation Electrical Department wasillegal and will lead to irregularities.

He said that The National Accreditation Board for Testing andCalibration Laboratories (NABL) is the competent authority to testsamples.

Samples of all prospective bidders had already been tested by NABLand the same cannot be done by an incompetent authority such as theCorporation Electrical Department, petitioner contended.

The PIL further assailed the legality of condition 5 of the tender, whichmandated bidders submit proof of completing similar work for not lessthan 50% of the value of the bid in a single deal, for a State or CentralGovernment department, Board, Government undertaking or a localbody.

Most bidders will be unable to participate because of the condition,which created a monopoly among bidders, it said.

The PIL wanted these conditions to be quashed and the technical biddeclared illegal, besides a direction to send samples to an NABLaccredited laboratory.

No age limit to write NEETexam

During a recent general body meeting, Medical Council ofIndia has passed a resolution removing the limit on the numberof attempts for a candidate in the National Eligibility CumEntrance Test (NEET) and the age at which he/she canappear. On March 16, based on recommendations of theoversight committee and the Union Health Ministry, the MCIsaid both the limitations have been removed. MCI is alsoplanning to relax rules that mandate a person to be 17 yearsto join the course.

The council also passed a resolution seeking a law to protectdoctors against violence and improve safety in hospitals.

Dismantled Lake View Roadname board lying on nearby street

removed when the road was relaid a couple of months back andkept on the pavement of Lakshmi Street close by.

It has still not been re-fixed. The name board was foundresting on the fence of a building on Lakshmi Street a few daysback. The sticker bearing the name has faded and is also tornin a few places.

The slab covering thedrain was removed tocarry out some workand has not been re-fixed properly. It is ly-ing on one side andpartly within the drain.

The opening is close to the corner of the road at the junction where vehicles including MTCbuses take a turn from Kamarajar Salai into Anna Main Road, and hence poses a danger.

Similarly, unwary pedestrians can fall into the drain while crossing the junction, especiallyat night due to poor visibility.

Will the Corporation officials take immediate steps to close the drain?

TAMIL CINEMA AND MUSIC 47Madras Lalithangi Vasanthakumari was born in 1928 into

a musical family. Her mother Lalithangi was a noted musicianof her day and her father Ayyasami Iyer was a scholar andteacher of music. Thus, music was in her genes and she beganto learn classical Carnatic musiceven as a tiny tot. As anattractive lass, she accompanied her mother in the latter’sconcerts singing seconds (‘pin paattu’).

In her teens, she became the disciple of G. N.Balasubramaniam, and it was a turning point in her life andcareer. She imbibed all that was best in her guru’s musicalgenius and added her own to the inheritance. The MLV familythen lived in the Anna Pillai Street area of George Town,Madras.

During the December1946 music festival in Madras, therenowned musical duo Alathur Brothers were scheduled to singin a Sabha but, for some personal reasons, they could not makeit. Much to the surprise of many, the-eighteen-year-youngVasanthakumari took their place and sang! Her performance,scintillatingly sensational, took the listeners by storm. Thatnight a new star rose on the classical Carnatic music horizon….

The January 5, 1947 issue of the popular Tamil weekly‘Ananda Vikatan’ reviewed her performance in its ‘AadalPaadal’ pages, showering praise on her but commented thatshe was imitating GNB too much! It also published a passport-size photograph of MLV in which she looked very attractive!

Because of her good looks and singing talents, not surpris-ingly, motion picture producers went after her to get her intomovies. One of them was the powerful Tamil film producer ofhis day, SM. Letchumanan Chettiar (better known as ‘LenaChettiar’) of Krishna Pictures. MLV appeared in a single scenein Lena’s Tamil production, a musicalmovie, ‘Krishna Bhakthi’ (1948).

In this film she sings, in a king’s court, ‘Entha vedukondhuO’Raghava’, a popular composition of Saint ThyagarajaSwamigal in the raga Saraswathi Manohari. Slim and sensu-ously attractive, MLV looked impressive on screen. And heraccompanying artistes were all women. The on-screen‘mridangam’ player was Kumari N. Rajam, who was an adeptin playing on that inimitable percussion instrument. Duringthe song recording, S. V. S. Narayanan, the noted mridangamartiste of the day, played on that instrument. Kumari Rajam‘acted’ the scene well because she was herself a mridangamplayer.

(Narayanan was the son of S. V. Subbaiah Bhagavathar of‘Jayajaya Gokulabala’ fame, the singing stage and screen starof yesteryears. He too appeared in a single scene in ‘KrishnaBhakthi’ playing on the mridangam in the famous and brilliant‘Kathakaalakshepam’ sequence by the hero, P.U. Chinnappa.Sadly, Narayanan passed away young without his talentsflowering to full bloom.)

(Attractive, slim and talented, Kumari Rajam receivedtraining in fine arts and could sing and dance well. As ‘Baby’Rajam, she was a popular musician in the early 1940s. In heryouthful years, she was a model for the ‘Lux Beauty Soap’ ads.She played major and supporting roles in films like ‘DhanaAmaravathi’ (1947), ‘Ithu Nijama?’ (1948), ‘Ezhai PadumPaadu’ (1950, one of the classics of Tamil cinema), ‘Pavalakodi’(1949) and ‘Krishna Bhakthi’. Sadly, her screen career did nottake off as expected. Later, under the name ‘Thanjavur N.Rajalakshmi’ she emerged as a successful classical dance-teacher and choreographer and, now, she runs aBharathanatyam Dance School in Madras with disciplescoming not only from India but also Singapore and Malaysia.She teaches Carnatic music too. Now in her eighties, she is stillyoung in sprits and bubbling with life and cheer and is a richgranary of film history and anecdotes of many hues aboutTamil movie’s men and women and musicians of the never-to-return, gone-over-the horizon decades.)

Traffic police have im-pounded 53 two-wheelers, carsand commercial vehiclesparked on the exclusive cycletrack in K. K. Nagar ahead ofits official opening which is ex-pected soon.

Fines up to Rs. 500 werelevied on the offenders.

The special drive was con-ducted to discourage parkingof vehicles on the cycle track.

A traffic official toldMambalam Times that illegalparking of vehicles on the cycletrack in P. T. Rajan Salai,Lakshmanswamy Salai andRamaswamy Salai is the big-gest threat to the city’s firstsuch initiative. “We have beenconducting awareness drivesbut still many continue to parktheir vehicles on the cycletrack,” he said. “We are ex-pecting a number of studentsto use the track, and the ve-hicles parked there will not onlyblock the way, but could alsoendanger the lives of the cy-clists”, he added.

Spaces have been markedon the footpath on the oppositeside of the road for the public topark vehicles. Police have alsosaid that cyclists can call thecontrol room or the local sta-tion and complain against ob-structions.

Auto drivers block road on the pretext of poojaSir, On March 19, at 7.30 p.m, the drivers of the autorickshaw

stand on Motilal Street, T. Nagar, paraded more than 10 of theirautorickshaws through the already congested street and con-ducted special poojas. They pilfered power from a nearby EBjunction box. The gathering included the drivers and also the localfringe elements of some political party which controls the autostand. Speeches were delivered and crackers burst much to theannoyance of the road users. All this went on unhindered in thevery presence of the traffic police who were busy regulating thetraffic. No prior permission was sought by the auto drivers fromthe police or Chennai Corporation to conduct the program/poojain a place where the traffic is heavy. Sir, The attack on a woman in a street in T. Nagar by a sackedcolleague in the early hours of March 22, brings back memoriesof a similar attack on Swati in Nungambakkam Railway Station.Had it not been for the quick reflexes of the victim and the incidentswhich led to the assailant getting caught by the public, it wouldhave been a disaster.

While such incidents call for a strict vigil, that these take placein public even after the government has intensified patrollingspeaks volumes of its efficacy. It also becomes incumbent uponthe public to fend for themselves. Residents must unite and re-organize Street Welfare Associations to provide much neededcover for themselves. Traffic woes in Veerasamy StreetSir, Veerasamy Street is a busy street with continuous flow of

traffic from 5 a.m to 11 p.m. There are a number of senior citizensliving on the street. There is a school with two buildings, a marriagehall, a mini function hall and a few commercial establishments onthe street. The traffic in this stretch is heavy during peak hoursand more than normal at other times.

Due to the heavy traffic, there is severe noise pollution due toblaring of horns, and air pollution from the vehicle effluents.

Further, crossing the street is a nightmare for pedestrians,especially senior citizens and students. Under the ‘Smart City’project, 23 pedestrian-friendlystreets are to come up in T.Nagar.

According to a senior Corpo-ration official, out of the Cen-tral fund of Rs. 380 crores re-ceived for the project recently,Rs. 23 crores will be allocatedfor developing pedestrian-friendly streets under the AreaDevelopment Programme.

“The proposed pedestrianzones will be designed in such amanner as to encourage morepeople to give up motor trans-port. Entry for vehicles will berestricted to one side of theroad in some of the 23 interiorroads”, he said.

He said that a dedicated lanewill be earmarked for cyclistsand fitness equipment will alsobe installed on the other side ofthe road.

Apart from the pedestrianplaza on Thyagaraya Road,two multi-level car parkingfacilities have also beenplanned to decongest thestreets.

To appease the shopkeep-ers who are against the pro-posed pedestrian plaza fearingthey will lose business, provi-sion has been made in the de-sign for shoppers to park lightmotor vehicles on the road side.

Harijan Sevak Sangh,founded by Mahatma Gandhiin 1932, is planning toconstruct a hostel to providefree accommodation tounderprivileged women fromdifferent parts of the Statecoming to Chennai to pursuehigher education.

The hostel will be constructedin Nirmala DeshpandeNilayam (77, McNichols Road,Chetpet).

The total area to beconstructed is 31072 sq.ft andthe estimated cost excludingfoundation is Rs. 6 crores.

Shri Geetha Bhawan Trusthas donated Rs. 65 lahks forthe pile foundation.
