MRL’s defining momentCSR means “putting stakeholders first”

Just like moving dirt to discover precious metals, MRL, figuratively speaking, is moving also tons of grime from its stakeholders, by patiently reaching out to them, interacting with them, getting their pulse, drawing what it is that they can do for themselves, and

attempting to tap and fully develop their potentials to help them help themselves. In short, it is about looking for “gold” in them. According to Ms. Jesalyn A. Guingguing, Environmental Manager and OIC for Community Relations, “MRL,

precious metals, he does not grumble due to the tons of dirt and grime he encounters along the way. This is what MRL Gold Philippines, Inc. is doing; it does not complain. Of course, the same is true with other explorers too. But one shining example MRL is doing, which is worth emulating, is that it sheds abroad some blessings to its stakeholders living within the periphery of its mining exploration site. This is, for MRL, a policy dubbed as Corporate Social Responsibility (CSR).

through said organizational core value, has endeavored since year 2006 to show its stakeholders that there is indeed a light at the end of the tunnel and that MRL is one with them in lending a helping hand for them to get out of the tunnel and become free.” Surely, what awaited them is the wonderful horizon of human resource development, which can only be done through their cooperation. Now, fast forward to year 2012. Indeed, six year later and still getting stronger, the development interventions provided by MRL for its stakeholders – indigenous people, farmers, fisher folks, women, youth and children – is raking visible and palpable dividends. Together with its partners from the Local Government Units, Academic Institutions, and National Government Agencies, MRL has seen through at least 679 stakeholders who graduated from the portals of its CSR Programs – Solid Wastes Management; Coastal Resource Management; Community Based Skills Training; and Marketing. Out of the said 679 graduates to date, at least 55 of them were able to land gainful employment in the company; 15 were employed in other establishments or companies; 115 enabled

themselves

to be self-employed through entrepreneurial endeavors; 6 continued to take higher education courses under the support of MRL; and the rest were able to acquire, if not enhance, skills that improved them. For example, Bernie S. Nanoy – 29 years of age, a resident of Colorado, Jabonga, Agusan del Norte, and currently the President of the DOLE-registered Coro Mamanwa Community Organization – testified that with the help of MRL and the LGU, his group was able to secure a settlement area, began to establish a riverside community, availed of livelihood trainings and exposures, and started entrepreneurial activities like selling bags and slippers with the use of hyacinth and other indigenous materials, plus fishing and agricultural pursuits for a living. Ms. Ailyn B. Lasutan, also a native of Jabonga, Agusan del Norte, was one

of those who graduated in MRL’s Mobile Computer Literacy Program (MCLP). Shortly after graduation, she was absorbed by MRL as Assistant Trainer for MCLP. Ms. Zaiton N. Sumpo, Lead Trainer of MCLP, revealed that Ms. Lasutan was hired because she is diligent and a fast learner. In the overall context, of course, it is MRL’s way of scouting and utilizing promising graduates in order to generate local employment. Mr. Avelino A. Buyo – another Assistant Trainer, 26 years of age, of pure Mamanwa descent, and who is on regency status as a seminary graduate – is not a product of MRL’s development intervention. But because of his capability and credentials, plus the fact that he is a native in the community, he was absorbed by MRL to help in mentoring trainees under the MCLP. After going through several communities on ocular inspection where MRL has an active presence, this writer noticed that the vibrancy of its development interventions have surely seeped into the community life as per testimony from the stakeholders themselves. Putting it another way, MRL’s CSR has obviously come a long way in (a) improving and enhancing human resource capabilities; (b) establishing resource-based income generating livelihood projects; and (c) providing infrastructure support and basic social services in collaboration with its different stakeholders and

partners. Dwelling on positive results, many of its stakeholders have become self-reliant and productive compared to their pre-MRL days. Collectively speaking, many of them have achieved (a) better economic status; (b) cleaner environment; (c) improved health and sanitation; and (d) more opportunities for employment. The community development interventions have not been an easy attempt and approach for MRL. Nevertheless, it perseveres to plod on, believing that the achievement of seeing lives changed and communities transformed are worth all the hardships and sacrifices. If it reaped said results, it was (and still is) for the reason that MRL stood true to its CSR . . . of “putting its stakeholders first”. In a nutshell, such manner has become MRL’s defining moment.

President Benigno S. Aquino III led the nation in

commemorating the National Heroes Day in ceremonies held at the Libingan ng mga Bayani in Taguig City on Monday.

In keeping with this year’s theme: “Pilipinong Tapat, Magiting at Makabayan: Ikaw ang Bayani sa Tuwid na Daan,” the President paid homage to the known, un-sung and modern-day heroes by honoring their patriotism and valor, which he said, has been a shining example of selflessness and love for country worth emulating by all Filipinos.

The President pointed out though that not all heroes are those who bravely fought and died for our motherland in the historic battles and are now etched in history books but also those who have given their time selflessly in the name of service.

“Pero napatunayan din nating

hinuhubog ang bayani hindi lang sa husay sa pakikidigma, pagharap sa bala o sa pagdidilig ng sariling dugo sa lupang sinilangan. Maipapamalas din ito sa pagsasantabi ng sariling interes, at sa paggawa ng tama nang walang hinahangad na kapalit o pagkilala,” the President said.

He noted that the Filipino citizenry have witnessed the heroism and valor of these modern-day heroes who were instrumental in helping our fellow Filipinos affected by the torrential rains brought about by typhoon Gener and the southwest monsoon recently.

“Nasaksihan natin ang ganitong kabayanihan sa marami nating kababayan–pulis, sundalo, kawani ng gobyerno, pati na karaniwang Pilipino–nang humagupit si Gener at ang Habagat na nagdulot ng malawakang baha sa iba’t ibang bahagi ng Luzon,” the President said.

“Libu-libo ang rumesponde upang saklolohan ang sinalanta ng kalamidad. Hindi man alam ang pangalan o hindi man kaanu-ano ang tinulungan, isinugal nila ang buhay upang magmalasakit sa nangangailangan,” he stressed.

The President called on all Filipinos to emulate these modern-day heroes for the Filipino bayanihan spirit will continue for generations to come.

“Maliit man o malaki, sikat man o hindi, mayroon kang maiaambag—at sa ngalan ng bayan at kapwa, kailangan mong gawin ang iyong magagawa,” the President said.

“Ang mabuti mong halimbawa, manganganak pa ng mas maraming bayani; ang nag-iisa, dadami, upang tuluyan nating makamit ang ating mga hangarim,” he said.

Celebrated every last Monday of August as provided for by Republic Act No. 9492 and reinforced through Proclamation No. 295 signed by President Aquino in December 2011, National Heroes Day commemorates the Cry of Pugad Lawin, the fight for the country’s liberation from Spain by Filipino revolutionaries led by Gat. Andres Bonifacio 116 years ago. (rck)

In a radio interview over dzRB Radyo ng Bayan on Saturday, Deputy Presidential spokesperson Abigail Valte said Brady is already in stable condition and recovering in the hospital.

Valte said Malacanang was concerned about Brady’s health the time it received a report from China. But she said they got an assurance from the Department of Foreign Affairs that it is getting regular bulletins from its post in Beijing about the condition of Ambassador Brady.

“At the moment ang concern is for her recovery. We have very capable fellow workers in the Beijing post who can keep the affairs going on a daily basis,” she

said.Brady was brought to a hospital last

Wednesday after she passed out in her residence in Beijing, according to the DFA.

President Aquino III named Brady the country’s ambassador in China in May 27 this year.

Brady, who turned 70 last Wednesday, is serving her second tour of duty as ambassador to China. She has served the same position from 2006 to 2010.

The Aquino administration hopes that Brady, a veteran diplomat, could find a peaceful solution to the Scarborough Shoal dispute by employing diplomatic means to resolve the issue. (as)

Maguindanao government offers free review classes for civil service exam

The provincial government of

Maguindanao, for the third time since 2009, will provide free civil service review classes for Maguindanaons who will take the Civil Service Commission (CSC) professional and sub-professional examination.

Review classes for civil service eligibility examinations and review classes for licensure examination for teachers (LET) are given free to Maguindanao residents who could hardly pay the necessary payment.

Maguindanao Gov. Esmael Toto Mangudadatu, believing that education is a vital tool in reforming the province and bring people out of the bondage of poverty, is extending the free review classes so that examinees will be at par with those in other regions.

BUTUAN CITY -- The Regional Forum on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) for the Agusan River Basin Management has kicked-off the convergence of Local Government Units (LGUs), Disaster Risk Reduction and Management Officers (DRRMOs), Regional Line Agencies (RLAs), the Civil Society Organizations (CSOs) of Regions 11 and 13.

The alliance building was held recently at the Almont Hotel’s Inland Resort, this city. The Department of the Interior and Local Government (DILG) and Local Government Academy (LGA) in partnership with the Agencie Española de Cooperacion Internacional para el Desarrollo (AECID) and the Office of Senator Loren Legarda have forged this effort in order to harness alliance building and initiate convergence towards a harmonized effort in the development, administration and proper management of the Agusan River Basin. The collaborative approach is aimed at building disaster-resilient local communities and governments. Despite the untimely death of the late DILG Secretary Jesse M. Robredo, who was supposed to grace the event, the activity pushed through with a special tribute presentation in honor of him. The participants to the regional forum provided a grand standing applause as DILG Region 13 Director Lilibeth A. Famacion recalled and revived his outstanding contributions and exemplary service, particularly Secretary Robredo’s marching orders in imposing the total log-ban and in apprehending those connected with the illegal logging activities in Caraga Region. Director Famacion said that this regional forum on DRR-CCA collaborative workshop of the Agusan River Basin is an offshoot and one of the series of activities of the TAPATAN on disaster preparedness – initiated

by the late Secretary Robredo in order to prepare communities in disasters. “Let us make sure that all of the efforts of our late Secretary will not be in vain and we will continue this advocacy to achieve our vision of building disaster resilient communities and local governments”, said Director Famacion.

Butuan City Mayor Ferdinand M. Amante, Jr. said that it is very timely and appropriate for Butuan City to have the collaborative workshop because the city is always at risk for flooding every year. “Thus, there is a need for collaboration with the LGUs along the river basin and I am hopeful that all of us here who are present will achieve convergence to unify our plans,” Mayor Amante . Senator Loren Legarda sent her senatorial staff to document the outputs of the convergence for this will be valuable in her proposed Philippine River Basin System Administration Act of 2012. Senator Legarda was not able to grace the activity and was instead represented by her Chief of Staff Emmanuel de Guzman. A common action agenda among the participants was initiated during the collaboration workshop by signing the pledge of commitment as a start of the convergence efforts in planning for the administration and management of the Agusan River. This will open the road for harmonized actions to mitigate and prepare for climate change and disasters. The workshop attempts to draw a draft on the Agusan River Basin’s management mechanism,

governance structure, financing scheme and performance monitoring/evaluation. DILG 13 OIC-Asst. Regional Director facilitated the workshop and presented the synthesized output. As a result, it was the Mindanao Development Authority (MinDA) who is tasked to organize different stakeholders for the creation of Agusan River Basin Office. “LGUs must adopt River Basin-Based Comprehensive Land Use Plan (CLUP) and strive to synchronize development agenda with other LGUs. LGUs must enforce environmental protection, environmental monitoring systems for floods and other hazards and proper solid waste management. LGUs must lead multi-stakeholder planning and management,” said University of the Philippines Los Baños (UPLB) Chancellor Dr. Rex Victor Cruz. Dr. Aser Javier of UPLB stressed that the common goal is to reduce the vulnerability of communities and achieve a sustainable development. “This can be done in a holistic and multi-stakeholdership process, which is to build up alliance and strengthened cohesive partnership”, added Dr. Javier.

MOU signed to benefit displaced timber workers in Butuan Cityby PIO-Butuan

The line agencies include the Department of Environment and Natural Resources, Department of Labor and Employment, Department of Social Welfare and Development, Department of Trade and Industry, Department of the Interior and Local Government, Technical Education and Skills Development Authority (Tesda), and National Anti-Poverty Commission. The convergence, dubbed “Oplan Logging: Likas, Lunas, Lakas” was initiated by Butuan City Mayor Ferdinand M. Amante Jr., following the intensified implementation of Executive Order 23.

In his message, Amante said that the MOU was a product of a series of consultation meetings with regional directors of the concerned agencies. He also revealed that Budget Secretary Butch Abad has committed to fund the scholarship of 2,000 students from the affected families. Amante added that another 500 trainees will be funded under Tesda. The actual number of affected families will be known on September 15, when the ongoing tagging will be completed.

BUTUAN CITY -- A memorandum of understanding (MOU) was signed between the local government unit of Butuan and different line agencies that provide livelihood and other forms of assistance to the families of displaced workers in the wood industry held at the Almont Hotel’s Inland Resort here.

Agusan del Sur to become coconut seed producer in Caraga Regionby Alexis Cabardo

AGUSAN DEL SUR -- Coconut tree planters have gathered in Bayugan City of this province in order to formulate a plan that would improve the coconut industry in the province and to solve the problem of rhino beetle attack on coconut. During the coconut farmers gathering, the launching of a 30-hectare coconut seed bank also took place at the Pagkain ng Bayan, a provincial government owned demo farm located in Barangay Mabuhay, Bayugan City. According to Philippine Coconut Authority (PCA) Provincial Manager Ramon Barbosa, aside from Bayugan City, a 40-hectare seed garden was also launched in Barangay Sibulin, Trento, Agusan del Sur last August 10, 2012. “Three to four years from now, the two seed gardens will be the suppliers of certified coconut seed, not only here in Agusan del Sur, but the entire region of Caraga. These coconut seeds will replace those old trees that are presently attacked by rhino beetles, due to the cutting down of African palm oil trees that are already

old and are no longer productive. But I want you to know that the attack of the rhino beetles and the coconut disease called brontispa are already under control because we have deployed our coconut technicians to help the famers. Aside from deploying our technicians, PCA has also distributed 11,300 bags fertilizers to our 10,000 registered members,” Barbosa said. Barbosa added that aside from the launching of two seed gardens in Barangay Mabuhay, Bayugan City and Barangay Sibulin in Trento, coconut farmers are presently maintaining more or less a thousand hectares of coconut seeds. Barbosa made a call to all coconut farmers to become members of coconut farmers organizations so they can easily avail of the support given by the PCA.

The DTI Provincial inspection team will conduct helmet inspection in Sindangan from September 5-6 and on September 10-11 in Liloy, Zamboangadel Norte, while succeeding schedule has yet to be set. Under Memorandum Circular No. 01 series of 2012, the motorists and back-riders are given until December 31, 2012 to purchase motorcycle helmets with standard ICC stickers. The DTI said, effective January 1, 2013, the Land Transportation Office (LTO) and the Deputized traffic enforcers of the Philippine National Police will already enforce the strict implementation of the Helmet Law. The ICC sticker attached to the helmet will ensure that the motorist uses the standard protective helmet. Bazanpointed out that the inspection of helmet is free of charge, including its application forms and ICC stickers. For those who want to have

early inspection on their helmets, Basan urged the motorists to visit their office at the Ground Floor of Felicidad Building, beside Land Bank of the Philippines, Miputak, Dipolog City. The motorists are just advised to bring along with them photo-copy of any identification card or the motorcycle’s Certificate of Registration.

The countries surveyed by Food Nutrition Research Institute (FNRI) in 2011 were Vietnam with the highest vegetable consumption at 78% followed by India at 63%,

Nepal at 61%, Thailand at 60%, Sri Lanka at 58%, Malaysia at 49%, Indonesia at 37%, Pakistan at 35% and Bangladesh as the lowest at 18%.

T h e Philippines consumes less vegetable at 35% which puts the country as one of the lowest consumers of vegetables in Asia. The increasing population of the country calls for an increasing demand for food. However, people tend to consume more meat than vegetables. DA looked into enhancing the capability of Filipino people to produce their own food through adoption of various means of vegetable production. To ensure food security and self-sufficiency, and improve vegetable consumption, the Department of Agriculture through its High-Value Crops Development Program (HVCDP), implemented the Gulayan sa Paaralan as an integral component

to answer the country’s

dilemma in food security. DA looks forward that its partnership with the Department of Education (DepEd) will help work things out for the ultimate realization of these efforts as it would be a good legacy not just to the vegetable industry but also to the children and future generations. Thus, 16 municipalities in the Zamboanga Sibugay province were trained on the basic principles of vegetable gardening through the adoption of organic farming technology system. The said municipalities were represented by the teachers-in-charge in the Gulayan Sa Paaralan program therein. Tabak serves venue for ‘Operation Sweet Smile’ by Gideon C. Corgue

PAGADIAN CITY – Parents with cleft palate and cleft lip children on Friday flocked to the 1st Infantry (Tabak) division headquarters to avail free cleft lip and palate surgery dubbed “Operation Sweet Smile” jointly conducted by the Philippine Army and Alpha Phi Omega, Maharlika Foundation, and Southern Zamboanga Alumni Association (APO-SOZA-ALAS) on August 24-27.

Assistant Chief of Staff for Civil Military Operations Lt. Col. Cornelio Arboleda, said the cleft lip operation launched by the 1st infantry division, Maharlika and APO aimed to provide free reconstructive facial surgery to indigent Filipino children and young adult born with cleft palate and cleft lip deformity. Arboleda said the Tabak commander supported the project because it is laudable one. “I am actively supporting this very laudable project because it offers help to indigent families whose children are suffering from facial

deformities, Arboleda said quoting Tabak division commander, BGen Ricardo Rainier Cruz III. At least 78 children from the province and its neighboring places have registered for the operation. “We will help these children live a normal life and socialize with other children of their age. These children can now hold their heads up high and smile sweetly after the surgery,” Arboleda concluded, saying that these children were deprived of the change to enjoy their youth and were discriminated.

CAGAYAN DE ORO CITY - The much-awaited Kagay-an Festival Parade 2012 takes place on Monday, August 27.

The city government, headed by Mayor Vicente Y. Emano, Vice Mayor Caesar Ian E. Acenas and city councilors with department heads, will be leading the city government contingent during the civic-military parade. This year will showcase one of the biggest parades ever with over 100 contingents representing national government offices, 11 public schools and 14 private schools, civic groups and organizations and companies. The Philippine National Police, Philippine Army, Maritime Police, Coast Guard, Boy Scouts of the Philippines, Mindanao Shriners, and a contingent from Misamis Oriental will also join the parade. Northern Mindanao hits $1 billion in exportsby Abe P. Belena

CAGAYAN DE ORO CITY - With the international ports in Cagayan de Oro as jumping boards, exporters in Northern Mindanao finally hit the $1 billion mark in exports last year, making it one of the few exporting regions in the country. This was reported by PhilExport Cagayan de Oro during a meeting during the region’s development council. It started from a base of $300 million in 2002 which inched up yearly at a rate of 1.3 percent except in 2009 when it dived by almost half. Overall, the export industry in Northern Mindanao expanded by 56 percent in the 10-year period. Behind the performance were 190 micro to medium enterprises and 17 large exporters. The region’s 10 top export goods included coconut oil, oleochemicals, canned pineapple, raw sugar, abaca pulp and fiber, copra solvent and

expeller cake, dessicated coconut, sawn lumber, sintered ore and coconut fiber, husk, peat, and coir. These feats were pulled off despite a long list of obstacles that the region’s exporters presented to the regional development council in said meeting.

CAGAYAN DE ORO CITY - A new three-story building of the Maria Reyna-Xavier University Hospital (MR-XUH) was inaugurated on August 20. The structure houses an additional 30 private patient rooms and a cafeteria.

Archbishop Antonio Ledesma SJDD led the rite of blessing assisted by MR-XUH President Fr. Roberto C. Yap, SJ and Fr. Gil Escalante. The private rooms have a stand-by medical apparatus, a sleeping chair, telephone and wall-mounted cable television. This newly completed project is just one of the many laid-out plans that the hospital board has in store for MR-XUH, revealed Sr. Zeta Caridad Rivero, Sisters of St. Paul of Chartres provincial superior. Another five-storey infrastructure, the Medical Arts building, which incorporates environment and energy efficient

designs, is already under construction. Just this July, MR-XUH received a container van full of medical equipment and supplies worth over $300,000 from national and international benefactors, among them Med Share International, Filipino Community of Guam, Ayuda Foundation, the People of Guam and Smart Communications, Inc. These new developments at MR-XUH are aimed at providing better “service to those who are in need of medical care, in the same way that the Lord came to heal all of us,” said Bp. Ledesma. “As a Catholic hospital, our service to the poor and the needy has to be robust,” Fr. Yap said. MR-XUH is a collaboration between the Sisters of St Paul de Chartres, Xavier University and the Archdiocese of Cagayan de Oro. It serves as the base hospital for the XU School of Medicine and the College of Nursing.

The two-day activity is spearheaded by the Metro Cotabato Chamber of Commerce and Industry Foundation Inc. (MCCCIFI) in collaboration with the city government, business chambers and USAID-GEM program.

A coffee forum will be conducted on the first day, where r e p r e s e n t a t i v e s from the Philippine Coffee Board (PCB),

Department of Science and Technology (DOST) and Department of Trade and Industry (DTI) will share their knowledge about coffee industry.

Since there is a high demand of coffee in the country, the summit will help bring out concerns that can help coffee farmers not only in the city but also in nearby towns to enhance coffee production to provide

enough coffee products to the consumers.

MCCCIFI President Dr. Danda Juanday said the summit will pave the way for formulating better product options that can help Cotabato City.

Its goal is to equip different sectors with information about opportunities that coffee industry can give.

“It is time for the city to come up with its own

Cotabato brand coffee,” Juanday added.

The official also stressed that aside from native delicacies, it is better to present to visitors the city’s unique tasting coffee.

KORONADAL CITY -- At least 327 residents in Kalamansig, Sultan Ku-darat have already started work under the emergency employment pro-gram of Department of Labor and Employment (DOLE) – 12.

Information re-leased by the DOLE 12 today said, the employment benefi-ciaries were victims of the June 11 flash flood and storm surge that affected 15 ba-rangays in the area.

Charmaine Dawn Ladot-Sonsona, DOLE 12’s labor communi-cations officer, said Regional Director Chona Mantilla on July 15 turned over checks amounting to P2,013,000 to the local government unit of Kalamansig through Mayor Rolan-do Garcia.

Of the said amount P1,522,000 was al-lotted for the wag-es of 251 displaced workers as masons and laborers in the concreting of munici-

pal roads and drain-age canals. They will be paid P250 and P200 per day, respectively, for 30 days.

The remaining P490,500 will be spent for employment of 76 persons whose jobs as laborers, masons, steelmen, carpenters, and foreman in the construction of a two-storey building.

These emergency employment proj-ects of the displaced workers, Sonsona explained is imple-mented under DOLE’s Tulong Panghanapbu-hay para sa Ating mga Disadvantaged Work-ers” (Tupad).

Under the scheme, DOLE 12 provided the full amount for the labor requirements while the LGU iden-

tified the displaced workers who will par-ticipate in the emer-gency employment project.

Meanwhile, DOLE 12 is awaiting re-lease of additional P742,080 for emer-gency employment in with the adjacent Lebak town, which was also battered by storm surge and flash flood on June 11.

At least 158 dis-placed workers would be given jobs in the construction projects: Municipal Disaster Operations Center; drainage canals in Poblacion I, Poblacion III, and Barangay Tibpuan; and small water impounding project in Sitio Cap-ior, Barangay Barurao I.
