Pensioner beaten to deathREYANA STEYN
BLOOD all over the bed, floor, walls and furniture– a once-loving home was
reduced to chaos and scatteredpersonal belongings when aBridgetown home was invadedby an intruder who beat the el-derly homeowner so savagelythat it resulted in his death.
Athlone police say the incident isthe most gruesome crime ever com-mitted in Bridgetown.
William Fredericks (70) was fatal-ly beaten after he woke to the soundof shattering glass and found astranger beside his bed at 02:00 onSunday 29 May.
The stranger beat Frederickswith his own walking stick, a chairand whatever else was in his reach. When Fredericks’ daughter came tohis aid, she too was beaten.
“The man and his 56-year-olddaughter were in the comfort oftheir home when a robber entered
their home,” says Warrant OfficerIan Bennett, Athlone police spokes-person.
“The man woke to sounds in hishouse. He discovered an unknownman; the man beat him and whenhis daughter came to assist, she toowas attacked. The man fled thescene, taking nothing.”
Bennett says the woman ma-naged to contact the police and theywere both taken to hospital.
“The man sustained serious headinjuries and died due to his injuriesin hospital on Sunday afternoon.Crime scene investigators gatheredforensic evidence and the case willreceive our highest priority.”
The woman is still in hospital ina serious, but stable condition.
A case of murder and house rob-bery was opened and is being inves-tigated by Athlone police detec-tives.
Bennett urges the community tocome forward with information.
“Give up the perpetrator who wasinvolved in this senseless attack; if
he is from the Athlone area, wewant his family to report him to thepolice station.”
Concern is mounting for vulnera-ble, elderly people. “We are ex-tremely concerned about the well-being of our seniors, and want themto take extra care in securing theirsafety. We urge the greater commu-nity to get involved in ensuring thatthey are kept safe,” said Bennett.
“We understand that our seniorsdon’t always want to be drawn intolegal battles, but we have a moralobligation and constitutional dutyto protect the vulnerable.”
This is the first time ever that arobbery has turned this gruesomein Bridgetown, says Bennett.
“The major problem we experi-ence in this area is theft out of a mo-tor vehicle, theft of a motor vehicleand the occasional business rob-beries, but nothing this gruesome.“Police will not tolerate such acrime in thearea, andall effortswillbe made to arrest this suspect.”
He added: “Don’t let your chil-
dren harm you, because withoutyou they are nothing, so we encou-rage those who find themselves inthese situations to seek help fromthe police or organisations workingwith the elderly, such as HEAL orSocial Development.”
Haanif Loonat, Nyanga ClusterCommunity Policing Forum chair-person, says what Fredericks wentthrough is a tragedy.
“We can’t allow criminals tocome into our home, and we mustdo everything in our power to catchthese criminals and prevent some-thing like this from happeningagain. In most robberies it is peoplefrom the area. The man who com-mitted this crime was possibly adrug addict, an opportunist lookingfor money to feed his habit.”
Anyone with information regar-ding this incident, or anyone whohas information about the suspect,is asked to contact Sergeant CarlZass on (021) 697-9238, or the sectormanager, Warrant Officer MauriceDavids, on 082 469 1877.

Evicted family moves back inTAMMY PETERSEN
LEGAL action will be taken against twoManenberg families who disregarded aneviction order, as well as a community or-ganisation that assisted them by movingtheir furniture back into a council flat af-ter it was removed by City of Cape Townofficials.
But the tenants say that while they expectedthis outcome, they have no other choice butto stay where they are.
Beverley Pedro (42) says she literally wetherself when City employees marched into thehome she has lived in for almost three yearson Wednesday and started carrying out herfurniture as she watched helplessly.
The mother of three, who suffers from TB,asthma, depression and chronic arthritis, de-scribes the day as the “worst in [her] life” andsays she lives in fear that the officials will re-turn and forcibly remove her and her family.
Pedro and Falzielah Jacobs moved into theColleen Court flat in August 2008 to care fortheir neighbour and legal tenant, Gairoenisadu Toit, who was dying of lung cancer.
The 63-year-old died three months later andthe two continued to live in the flat, and werelater joined by their families.
The house is occupied by Pedro, her daugh-ter Mishqah (22), her two sons aged 18 and 14and her grandson, who is only two years old.
The family lives in the bedroom of the flat, while Jacobs, her husband Shaheed, and theiryear-old baby live in the lounge.
A week after Du Toit’s death, City officialsvisited the flat and told the two that they hadto vacate the rental unit but, says Pedro, thiswas not an option as she had nowhere else togo.
“If they had offered us alternative accommo-
dation it would have been a different storybut they didn’t. We stayed put and our fami-lies also moved in because they had no-where to live.”
Despite numerous letters addressed toPedro and Jacobs being delivered, the twostill did not move out.
“We went to the rent office to explain oursituation on numerous occasions. I tookmedical certificateswhichconfirm that I ama sick woman, but the rent officials didn’twant to hear any of it. They kept telling uswe must get out,” Pedro explains.
Jacobs says the two families had no choicebut to stay as they had no alternative.
“Where must I go with my baby? You can-not toss people out on the street if they willbe stranded and homeless with a perfectlysuitable home standing open. Do they reallythink we are the only families living in acouncil flat illegally? There are dozens ofothers!”
The letters continued to stream in, but thefamily stayed put.
“Then in November last year, the sheriffof the court came knocking and delivered asummons for us to appear in court in Janu-ary,” Pedro says. “I was not feeling well atthe time, but when the date arrived, I waswilling to go and represent myself.”
But, she says, they arrived half an hourlate at the Wynberg Magistrate’s Court thatday.
“We travelled by taxi so we got there a bitlate. We also didn’t know exactly where togo, so finding the correct courtroom alsoproved to be a mission.
“But when we eventually got there, wewere told that because we weren’t presentat the proceedings, the judgment was in fa-vour of the city council, and there was noth-ing we could do about it,” Mishqah says.
In February, council officials again visit-ed the flat.
“They found me flat on my back in bed, sick as a dog. But the kind officials whocame that day said they would report thatI was ill and that they would come back atanother time,” Beverley says.
The family, however, contacted ProudlyManenberg and informed them of the situa-tion. The organisation then took it to Com-munities for Social Change, who met withformer mayor Dan Plato and council offi-cials in April. However, the City stuck totheir guns and reiterated that the familieswere living in the flat illegally.
“The day after the meeting, one of the la-dies from the rent office came here and toldme they would be moving us to Blik-
kiesdorp. What do they want me to go dothere? Die?” she asks.
“The conditions in that settlement are in-humane. I will not last six months in thatsandy, filthy place. They will carry me out ina casket.”
Beverley says the situation was quiet untilWednesday, when a convoy or policemen andremoval employees arrived on their door-step.
“About 30 of them came into my house justbefore 09:00 and started walking around inthe flat. I was standing there in my pyjamas, confused about what was going on.
“One of the men told me I could get dressedin the bathroom, and when I came out, halfof my furniture was standing in the court-yard,” Beverley says, close to tears.
“When I looked outside, people were stand-
ing and watching, unable to do anything be-cause the police were standing there, armedwith long guns like they were waiting forpeople to make a wrong move.
“Once they were done, they told me to getout of the flat or they would remove me likethey had removed my furniture. I didn’thave a choice – I left.”
The locks were also removed and the doorwas boarded shut with a metal sheet.
However, the convoy had barely left whenmembers of Proudly Manenberg broke openthe door and started carrying the families’furniture back into the flat.
Richard Mathee, the deputy chairpersonof the organisation, says evictions “will notbe tolerated”.
“There is ahugehousingbackloganduntilthe authorities can solve it, they have abso-lutely no right to throw people out of homes.Where do they expect these families to go?The people are desperate!”
Members of the organisation also formeda human chain around the stairs leading tothe flat after the family moved back in.
“Die DA government het mooi gewag tot-dat die voting klaar is, nou treat hulle diemense so. Hulle is soos varke!” a womanscreamed.
Grace Blouw, the City’s manager for Exist-ing Housing, confirms that Proudly Manen-berg requested a moratorium to be placed onall evictions, especially for the Pedros, butthat it was explained to them “on a numberof occasions” that a court order had alreadybeen obtained
“At a meeting on 7 April, Proudly Manen-berg once again requested that the City stopthe eviction at 28 Colleen Court.
“Proudly Manenberg refused to acceptthat it could not be done. At a later stage, al-
ternative accommodation was offered to thefamily, which they initially accepted, but af-ter consultation with Proudly Manenbergthey decided against our offer.”
She says the Sheriff then carried out his du-ty as instructed by the court.
Blouw says illegal tenants will only be al-lowed to stay in a unit if they have been inoccupation prior to 1 March 2006 and qualifyin terms of the City’s set criteria.
“The next qualifying applicant from the da-tabase will be allocated the dwelling,” sheadds.

Pregnant woman given ‘wrong medication’REYANA STEYN
IMAGINE battling to breathe, scared that you won’t get
enough oxygen not only foryourself, but for your unbornchild, and then being givenmedication which could harmyour child.
This is what a six-month preg-nant woman from Athlone claimsshe experienced at Hanover ParkDay Hospital after she had difficul-ty breathing on Saturday 14 May.
Ellen Less (24), an asthmatic, was taken to the day hospital afterher chest tightened and she haddifficulty breathing.
“I have had asthma since I wasa baby, and I always get treatmentfor it, but it is even worse now thatI am pregnant,” says Less.
“This is my first child and Iwould do anything to protect himor her, but the way I was treatedat the Hanover Park Day Hospitalwas horrible.
“As soon as I had difficultybreathing my family contacted anambulance, which came to myhouse. They then checked mypulse rate and tried to stabiliseme, but decided to take me to thehospital.”
At the hospital she was placedon a nebuliser – a device used toadminister medication in the formof a mist into the lungs. Afterspending several hours there, at03:00 the following morning herchest tightened again, but the doc-tor who had helped her had leftand another doctor was on duty.
When she asked the doctor to be
placed on the nebuliser again asshe was having difficulty breath-ing, one of the nursing sisters toldLess that her folder was not withthem.
Less then told them that a folderwas opened up for her the minuteshe arrived at Hanover Park DayHospital.
“I couldn’t believe they said myfolder wasn’t with them,” saysLess.
“I then got infuriated becausemy chest was pulling tight and Ineed to be assisted immediately, yet they wanted to work accordingto a folder, which they didn’thave.”
After much deliberation, a nurs-ing sister placed Less on the neb-uliser and the doctor gave hermedication, “Austell Paraceta-mol’’, and sent her home, but whenLess checked the medication itstated that it was not suitable forpregnant women.
She took the medication back tothe hospital and explained to thedoctor that it was unsuitable forher. The doctor insisted that it wasfine for her to use the medication, and she shouldn’t pay attention tothe label. “I toldher Iwaspregnantand that the label said it was notestablished whether it was safe forpregnant people, but the doctor
said I should ignore that and couldtake the medication. I refused totake the medication, even thoughI was in a huge amount of pain.”
Less went to a private doctor onMonday morning and he told hershe had done the right thing not totake the medication.
Less says she “can’t understandhow a qualified doctor could giveme medication which could haveharmed my baby”.
“I specifically told the doctor Iwas pregnant, but she insisted itwas fine to take the medication. What also bothers me is that Icould have expressed myself, butwhat about the children who can’t.
“At the hospital there were nu-merous mothers who broughttheir children and babies who hadthe same problem, and they weretold there was no medication forthem,” says Less.
“How can a hospital that is sup-posed to care of the sick treat peo-ple that way?”
Charmaine Less, Ellen’s moth-er, is furious about the way herdaughter was treated.
“People are treated like dirt, andthis must stop. Something must bedone about this. When they be-come part of the medical team, they take a vow to help people, yetpeople get treated unfairly. I amsick and tired of this.
“I wonder how they treat ourelderly citizens if this is how theytreat pregnant people?”
Faiza Steyn, the spokespersonfor the Provincial Health Depart-ment, says the facility was una-ware of the problem. “It is unfortu-nate that Ms Less did not forward
a written complaint to the facilitymanager or return during theweek to discuss the matter withsenior management as per the fa-cility’s complaints route. Thiscould have effectively addressedand allayed concerns. There arevisible complaints boxes in the fa-cility which patients are encour-aged to use.”
She says; “Paracetamol is theanalgesic and antipyretic ofchoice during all three trimesters.Prolonged administration of highdoses may have toxic effects on thefetus; however, therapeutic dosesused for limited periods are con-sidered safe. Paracetamol is bestknown as Panado.”
Steyn says the actions to be tak-en will be for management of thefacility to arrange a meeting withthe patient within the required 25days to address written com-plaints.
“No action will be taken againstthe doctor for giving what is popu-larlyknownaspanado.An investi-gation will be undertaken to estab-lish how the doctor gave the expla-nation and should theinvestigation reveal that the clari-fication was not adequately done, the doctor will be shown how to ex-plain and clarify these misunder-standings better in future.”
She added that patients need toforward complaints about prob-lems with the facility serviceswhen they are not provided ade-quately. “Hanover Park CHC alsoreceives compliments in our com-plements and complaints boxesand these are monitored monthlyand reported to management.”

“The body of a 53-year-old man wasfound on Monday 23May at 16:00,” saysWarrant Officer IanBennett, Athlone po-lice spokesperson.
“The body was dis-covered by a man us-ing the footpath. Itseems that the manfell into the Vygekraal canal along Klip-fontein Road between Riverside PrimarySchool and Mary Harding School.”
Bennett says the police were then noti-fied and SAPS members discovered thebody.
“It is unknown how he ended up in thecanal. The body had no visible injuries, therefore no foul play is suspected.”
He was identified last Wednesday by hisfamily, who had been searching for himin Athlone.
Lillian April, Van Niekerk’s sister, saysshewas shockedwhensheheardwhathap-pened.
“He left the house on Sunday 22 May,and was on his way to his friend. When hedidn’t come home I assumed he slept over.
“But by Wednesday I knew somethingmust be wrong, so I went to the police sta-
tion to report him missing.”She says she was then taken to Salt River
Mortuary, where she identified her broth-er, who had drowned.
“It’s terrible how he died, but I will rath-er remember who he was. He loved to helppeople, he was very humble. If you neededhim he was there.
“He had his faults, like anyone does, buthe had a good heart and hated violence. Healso enjoyed reading newspapers.”
April says it is a loss for her because VanNiekerk looked after her and took care ofthings around the house, but she knows heis in a better place.
The church service for his funeral willbe held at St John’s Church in Vygeskraal.

The firearm was not reported stolen and isregistered to a resident of Belgravia Estate.
“A case of possession of an unlicensed fire-arm was opened and is being investigated. Aseparate case will be opened against the legalowner of the firearm,” says Bennett.
“Athlone police want to encourage thecommunity members who are legal ownersof firearms not to get involve with residentsthat are involved with gang activities anddrugs.
“Police would also like to encourage mem-bers of the community to assist in stoppingthedrug trade.Thiswill definitely contributeto the safety of the Athlone area.”

Baby Calebtrial datedraws closerREYANA STEYN
THE case of a mother and her boy-friend accused of beating the woman’sson to death in her Manenberg flat lastyear, has been postponed to Friday 10June in the Cape Town High Court.
Chantal Booysen and Quinton Ay-sen, also known as “Orre”, appearedin the Cape High Court last Friday forthe murder of Caleb Booysen (2).
Caleb’s lifeless body was found inhis Pam Court home on Friday 21 May2010. It is alleged that Booysen and Ay-sen had slammed the toddler’s headinto a wall.
A post-mortem examination foundthe child did not die from naturalcauses, and that he had suffered abuseover time.
He had suffered multiple injuries, including brain haemorrhage, liverproblems, a broken arm and wrist, and bruises all over his body (“Shockafter baby bashed to death”, People’sPost, 1 June 2010).
When Booysen appeared in the Ath-lone Magistrate’s Court for her bailapplication on Monday 30 August2010, she shocked the court when shesaid Caleb ate Mandrax tablets hefound on the floor and that he con-stantly cried for food.
She said she would become frustrat-ed and beat him. However, she deniedgiving Caleb drugs. The day Calebdied, Booysen said, she had left thehouse with the boy asleep in the careof Aysen. When she returned she dis-covered Caleb’s badly-bruised bodyunder a blanket on a couch.

Man killed in armed robberyREYANA STEYN
AMAN was killed duringan armed robbery at a
shop in Sherwood Park onThursday, and, within fourdays, another store was hit, this time in the Athlone In-dustrial Area yesterday.
“The robbery where the manwas killed took place at Big D’sSupermarket in George Streetat 19:10,” says Captain WynandMuller, Manenberg crime pre-vention officer and acting po-lice spokesperson.
“Three armed men bargedinto the shop, and ordered everyone to theground. The 54-year-old man, who was in
shock, didn’t move and one of the robbersshot him in the stomach.”
Muller says the man died onthe scene.
“The robbers then took an un-disclosed amount of cash, air-time vouchers and the owner’scellphone before they left thescene on foot.”
No arrests were made, but po-lice are urging anyone with in-formation to come forward.
Randal April, chairperson ofthe Manenberg Community Po-licing Forum, says “extrememeasures” will be put into placeto ensure that it doesn’t happenagain.
“Police are already visible in the area, do-ing stops-and-searches and patrolling the
area, and now we will have to do even more.“People and business owners must be
aware and alert to their surroundings, andensure that they have taken every step toensure that their businesses and them-selves are safe.”
People’s Post tried to gain comment fromBig D’s Supermarket, but was unable to doso by the time of going to print.
.Yesterday, a group of brazen robberswent to Capricorn Panel Beaters and madeoff with R90 000 worth of goods and a car.
“One man went to the store at 09:00 andsaid he got stuck and asked if hecould please be towed,” saysMuller.
“As the workers wanted to as-sist him, they opened the safetygate and on doing so threearmed men entered the premis-
es.“They ordered everyone to the ground
and took R90 000 worth of power tools aswell as one of the workers’ cars, a red Nis-san.”
Muller says no shots were fired and noone was injured.
“No arrests have been made and policeare investigating.”
Anyone with information on the two inci-dents and the robbers can call Manenbergpolice station on (021) 699-9400 or CrimeStop on 08600 10111.

Providing relief tothousands all overMELISSA LE ROUX
THE Mustadafin Foundation in BelgraviaRoad, Athlone, will be providing relief to
people in disadvantaged communities for 25years on Saturday 11 June.
The foundation plans to mark this mile-stone of steadfast and dedicated communityservice with a gala dinner on Saturday 11June at the Good Hope Centre in Cape Town.
Established in 1986, the non-profit organisa-tion has been serving communities in needwith food, disaster relief, communitydevelop-ment and education.
The foundation hosted a media roadshowon Thursday 19 May, showing various printand broadcasting media representativessome of their projects.
The tour took the participants throughManenberg, Nyanga, Khayelitsha, Cross-roads, Mitchell’s Plain and back to Manen-berg. The aims of the roadshow were to high-light:
. A day in the life of a Mustadafin Founda-tion field worker.
. A day in the life of a community memberbeing assisted by the Mustadafin Foundation;and
. The experience of “Living from theHeart” – people in the community working to-gether to help those in need – implemented atall seven of the foundation’s communityprojects.
The first stop of the roadshow was EdendalePre-Primary in Manenberg. The foundationfirst became involved with the preschool in2007, when there were many children roam-ing the streets, andbeing exposed todrugsandgangsters. This is according to Nazlie Behard-ien, secretary of the foundation. “Gangster-ism and drugs were taking over in this com-munity, and druglords were becoming rolemodels for these children,” she says.
In 2008, the foundation helped to set the
school up with a proper preschool pro-gramme. The school now has three class-rooms – two bilingual and one Afrikaans – anda computer lab, where the children are ableto learn more skills. The organisation alsohelped to put up a jungle gym, so that the chil-dren could play and learn in an environmentsuited for a child.
The Tafelsig United Aids Project (TUAP),was initiated by the Mustadafin Foundationin 1999, after one of Mustadafin Foundation’sstaff members became infected with HIV/Aids.
The vision of the TUAP is to:. Provide ahome for childrenwhohave lost
their parents to Aids, or who are infected orabandoned.
. Seek good families who would be willingto take care of an orphan.
. Financially support these families tolighten their burden; and
. Provide the parents with parenting skills. The Mustadafin Foundation also feeds
15 000 people daily, is recognised as one of thetop five welfare and relief organisations inSouth Africa, is one of five relief partners forthe City of Cape Town and has successfullysent 150 youngsters back to school.

Wanza dismisses campaign funding claimsTAMMY PETERSEN
CLAIMS that Proudly Manenberg fundedits chairperson’s bid to become a wardcouncillor from the salaries of its workershave been rubbished by the independentcandidate.
Mario Wanza stood for election in threewards, spending R60 000 on T-shirts, postersand registration with the Independent Elec-toral Commission.
He stood as a candidate in wards 42 and 46after being elected by the organisationthrough a nomination process.
He received a total of 411 votes.Last week, residents contacted People’s
Post claiming that workers involved in acleaning and greening project were paidshort on their May salaries, receiving lessthan half of their R1 000 monthly payment.“The people must suffer while he smiles onthe posters, trying to get votes,” one womantold People’s Post. “His posters don’t put foodon the people’s tables. Is this how a communi-ty worker acts? Shouldn’t he be more worriedabout the wellbeing of the residents?”
Another woman who contacted the news-paper claimed money allocated to the work-ers was being used for “big glossy posters, fly-ers and T-shirts with his face on it”. She fur-ther claimed the first-time candidate was also
paying for cars and bakkies to be spray-painted and that Proudly Manenberg work-ers were told to raise R50 000 to cover thecosts of the campaign. “Workers got paidonly R120 as a bonus in April to buy onionsand pickled fish, and R360 in May. Wheredid the other money go? Is he campaigningon the backs of the poor people in Manen-berg?” she asked.
But Wanza responds that the organisa-tion does not have access to the workers’money, as the project locals are involvedin forms part of the Extended Public WorksProgramme, which is run by national gov-ernment. “Workers’ salaries are depositedstraight into their bankaccounts.Themon-ey used for the Proudly Manenberg elec-tion campaign was received via donationsand other funds the organisation has,” hesays.
Caroline O’Reilly, the project manager atTeba Development, an NGO contracted bythe Department of Co-operative Go-vernance to roll out the public works pro-gramme, confirms that workers’ salariesare paid directly into their accounts.
In November last year, when Wanza wasappointed chairperson of Proudly Manen-berg, People’s Post reported that the execu-tive committee of the organisation also de-cided to have a representative run for wardcouncillor (“Finance factor clouds confer-
ence”, 16 November2010). Wanza says the or-ganisation was transpar-ent throughout its elec-tion campaign, and thatmembers were informedthat the bid would costR60 000.
“The money was takenout of the ProudlyManenberg funds, andfundraisers will be heldby the various zones sothat the money can bepushed back into our ac-count. Private partnersalso gave us money forthe campaign,” Wanzasays.
He adds that com-plaints surrounding the organisation’s move torun in the election are being made by peoplewho are “trying to cause divisions withinProudly Manenberg”. “We are not here to en-
tertain individuals spinning negative storiesabout us. If they have questions, they cancome take it up with us. There is too muchwork to do to waste time on such things.”

New library for RiversideREYANA STEYN
PUPILS from Riverside PrimarySchool will have a better chance ofreading and learning now that theschool has a brand new library.
The library launch took place onMonday 23 May. The library was spon-sored by the Old Mutual InvestmentGroup South Africa (OMIGSA) and Co-ca-Cola.
The school caters for 174 pupils fromAthlone, Grassy Park, Mitchell’s Plain,Khayelitsha, Langa and Gugulethu, hasbeen in Athlone for 80 years, and is partof the Seventh Day Adventist Church, which operates various schools anduniversities around the world.
Nick Fortuin says he is excited to seeall the plans finally come together.
“It began in 2006, when Jolene Kock,an OMIGSA employee, saw the need fora library at the school and led theproject for a library; getting shelves in-stalled and the walls painted.
“Later, new project leader, NerinaJosephs took over and a computer, TVand software were added, as well as
qualified librarians to ensure that thelibrary ran smoothly.”
Fortuin says Coca-Cola then came onboard and adopted a classroom, paint-ing and skimming its walls.
They also donated a new sink andwhite board.
Teacher Veronica Edwards says theschool has never had a library before.“The children have access to a world ofknowledge – there is a computer, TVand an endless number of books.
“This will open up a whole new worldfor them.”
Fellow teacher, Tina Koesnell, saysshe can see how excited the childrenare. “The children can come to theschool and find a book and enjoy a goodread.
“We want to instill a love of books andreading. They should do it when theyare at home too, not just as a school sub-ject. Reading must become fun forthem.”
The library has books in English, Af-rikaans and Xhosa.
Fortuin thanked all the sponsors whomade the library possible, and all theteachers for their help.

City funding forhomeless sheltersVERNA VAN DIEMEN
THE City of Cape Town will contrib-ute almost R1 million to shelters for
the homeless this winter.
It announced last weekthat it would be allocatingR400 000 to the Haven NightShelter which will, in turn, distribute to shelters acrossCape Town.
The Haven has 14 branch-es across Cape Town, andhas an annual budget ofR15 million funded by theNational Lottery, the pro-vincial Department of SocialDevelopment and membersof the public.
The City will also appor-tion R500 000 to the Havenwhich was not allocated lastyear.
Hassan Khan, chief execu-tive officer of the Haven, says that the funds will beused as a top-up service dur-ing winter.
“We have enough infrastructure, with950 beds across the 14 shelters, and this isfor extra mattresses, blanketsand meals,” he says.
Khan says last year was a par-ticularly bad winter for the Ha-ven, because it had not receivedthe funding from the City and theWorld Cup also brought in extrahomeless people.
“We used our reserves last year and wepulled through,” he says.
Seventeen organisations, including nineof the Haven Night Shelter branches, ap-plied for funding last year.
Khan says that they are notanticipating such a big influxof homeless people as lastyear.
“There will be the usual ref-ugees who will be looking forrefuge, but our goal is to re-integrate people back intotheir own families,” he said.
Mattresses are replaced allthe time and those returninghome are sent off with a blan-ket.
Lungelo Nokwaza, from theCity’s Department of SocialDevelopment, says they are“finalising the funding proc-ess”.
Nokwaza confirms that theCity will be paying last yearand this year’s money to theHaven Night Shelter to dis-tribute to other shelters.
He could not confirm the exact date.

Strings attached to love story“OUROBOROS”, an excitingpuppetry production by one ofSouthAfrica’s leading creativeteams, will take centre stage atthe Baxter Theatre from 1 to 11June.
Directed by 2010 StandardBank Young Artist Award win-ner for Theatre, Janni Younge, with master puppeteers BasilJones and Adrian Kohler, thistale of dreaming and the cyclesof life has been created withevocative imagery.

Audiences witness the un-folding drama of their livesfrom birth to death. Their in-teractions form a web of rela-tionships, revealing the interdependence ofthe past, present and future.
The production, created and designed byYoung, is inspired by the work of US poet lau-reate Billy Collins, and was first presented togreat acclaim on the main programme of theNational Arts Festival in 2010.
It offers a swirling interaction of perform-ers, exquisitely-created puppets, filigreeshadow work and Michael Clark’s animation.
The show is set to original music by NeoMuyanga, with puppet dance choreographyby Mamela Nyamza.
The 13 main puppets are manipulated by asuperb cast comprising Jason Potgieter, Cin-dy Mkaza, Gabriel Marchand, Tali Cervati,Beren Belknap and 2007 Fleur du Cap Best Ac-

Inconvenient truthTHE Protection of Information Bill, also knownas the “Secrecy Bill”, is nothing but bad newsfor transparency in government.
The Bill seems to challenge the very founda-tion on which South African legislation is de-veloped – the Constitution – which ensures free-dom of expression and that of the press.
In a shocking act last week, ANC MPs on aparliamentary committee tasked with debatingand finalising the Bill made headlines whenthey insisted that matters in this regard be fast-tracked to meet a deadline of 24 June.
This despite other parties’ representatives onthe committee calling for continued brain-storming, discussion and consideration of ob-jections to the controversial legislation.
Once a world bastion for press freedom, SAhas now been demoted to the status of only “par-tially free” by the international freedom moni-toring group, Freedom House.
The regression is a sad state of affairs whenconsidering thevast promiseof a free anddemo-cratic country made at the very dawn of democ-racy. Seventeen years later, the same politicalparty that served as the catalyst for the fall ofoppression and unjust governance is now, insome ways, increasingly at loggerheads withthe media, and respect for transparency of thestate is under serious threat.
The Secrecy Bill will serve as more than asimple annoyance and inconvenience for jour-nalists, and has a far-reaching impact on the fu-ture of the electorate. If left unchallenged it willnot only muzzle the media, but will also rob eve-ry ordinary citizen of their right to hold ac-countable the very leaders they elect to power.Government officials at any level will be ableto classify information as secret, a privilegewhich, in itself, could easily be abused.
The Bill also ushers in minimal protection ofinformants, which means that the distributionand publication of information regarded asclassified could provoke imprisonment.
Various organisations and individuals havepublicly reiterated the effects this legislationwill have on us all, and they have called for are-draft of the proposed legislation.
The truth is always worth fighting for.

Housing matters. Stop upgrading the old flats – rather
start building flats for poor people. We arein for a very cold winter and people needa roof over their heads immediately. VivaDA. Henry
. When giving people good houses, givethem an agreement too. They will be ableto rent it out, but they can’t sell it. Onlyone family can stay in a house or they loseit. One member of the family must be em-ployed. The can’t get the house if they al-ready have a house.
. To Zille and Zuma, why when buyinga house and taking a home loan do bankscharge us triple the amount when we payback? They must give service and not robus.
Broadcast blues. I hope that e.tv naked news does not
air, but what about that stupid “SMS andget naked pics”? Please take that off too!
. A friend of mine came home to findhis domestic worker watching a blue mov-ie that she had found. Win
Consumer woes. When eating from food outlets take
note of what you put into your mouth, aswe discovered a thread of artificial hairin a slice of pizza! Oh my, had we justmunched away who knows what elsecould have been in that pizza. They takeprecaution by wearing hair nets and ban-danas, but it’s a mystery how that hair gotin the filling!
Thank you. Thank you David Kramer and the cast
of “Breyani” for an entertaining show andillustrating the history of coloureds.Taliep Petersen was missed, and we willnever forget.
Local government elections. The ANC lost Ward 48 because
they did their door-to-door campaign-ing at the last minute. They shouldlearn from this and actually deliverin future, but not only in the weeks lead-ing up to an election but from one electionall the way to the next.
. Now that voting is done and the timehas come to put the shoulder to the wheel, who can we, the voters, go to when thesepublic servants are not doing their well-paid jobs?
. Zille, I want to see action not words.I hate shacks. Why don’t you give the peo-ple the ad in People’s Post for jobs? Wendyhouses don’t have plumbing and electrici-ty and you can’t install a fireplace. The so-lution is that you must give these peoplea proper roof over their heads, becausethey also have a toilet problem. I want youto live in it for a month. This is a dare.
Service delivery suggestions. The City of Cape Town could save a
considerable amount of money in the longterm by offering electronic billing for allratepayers who are online. Postal billingis a waste of time, money, paper, postage, energy and resources.
. Now that we have voted for the DA,why can’t they scrap rates in all areas?
Political sentiment. Julius, your hate song is racism in re-
verse. Mandela freed the country, he didnot sing this song. Educated people nor-mally vote for educated candidates. Keepthe past in the past – move on. Now it istime to help the people.
. Way to go! The ANC have a rapist asa mayor. Why do you give all Pollsmoorprisoners jobs? I see you trafficking drugstoo – so many criminals. Why don’t youjust hire shebeen owners too?
. The reason the ANC did so badly isdue to four names: Zuma, Malema, Man-tashe and Ehrenreich!
THE killing of two police officers has onceagain highlighted the risk police have to facein the line of duty to protect us, the citizens ofSouth Africa.
General Bheki Cele, in a media statement, stated that communities and the media muststop being unsympathetic towards the police, and that the killing of our police officers is anational crisis.
On reading this, and being a retired policeofficer myself, and knowing the importance ofcommunity support, I decided to make a pro-posal that would show that we, the community, cherish, support, appreciate and are proud ofour police force.
My proposal is that on a date and time framein the very near future, implement the follow-ing:
In each province, on the same date and time, the police march through the capital city ofeach province, followed by the communities inamassplacarddisplayof support for thepolice.
That in each province where that march istaking place, a 21-gun salute is fired to honourour police, and at a given time after that, everyvehicle to blow their hooters and every churchbell ring out in honour of our men and womenin blue. At every police station members ofthose respective communities, with their spir-itual leaders, gather and pray for the membersdoing duty for them, and also voice their com-mitment in support of the police.
Radio stations for that period to entertainsupport pledges from listeners. Pledges on pub-lic platforms by community leaders. Stickersstating “support our police” to be distributed,to be stuck on vehicles of the community. Fi-nally, every national and community newspa-per writing about the community support forthe police.
While writing this above proposal, a feelingof national pride swelled in my body as I real-ised what an impact it would have on the law-abiding citizens and the criminal element inSouth Africa.KEITH BLAKEOttery
I WONDER how many Telkom customers havebeen through this absolutely unnecessary frus-tration of having your phone repaired, andknowing the fault is on their side.
My friend who lives alone, had several ail-ments. The phone was out of order.
After phoning several times explaining whyit is urgent, Telkom fixed it, knowing the fault
was from an outside pole. The phone was outof order two weeks after Telkom fixed it. Theyeventually came to fix it after nine days, tellingher once again it is the pole outside. But I’msure if it was a European area, no way wouldthey have taken this long to fix it.MRS E. BOWERSSteenberg

The upsidedown worldof dirty old EskomTONY ROBINSON
IN a recent column we looked at solarwaterheatersandhowtheycould saveR300 a month on your electricity bill. Now let’s turn all that upside downand look at it from the point of viewof the municipality and Eskom.
Every solar geyser installed means asaving for you and a loss of roughly R3 500a year in income for the City of CapeTown. A thousand installations will takethe annual loss in revenue to R3,5 mil-lion.
Cape Town, however, hasa population in excess ofthree million, so the idea ofsolar panels on 250 000roofs is not unreasonable, but it would cost the CityR875 million a year in lostrevenue at today’s prices.Next year the figure willtop the billion rand mark. And that will make a hugehole in the municipal budg-et!
Less than 10% of thecountry’s population livesin Cape Town, so we canmultiply the local figure by10 and that means a potential loss ofR10 billion a year for municipalitiesacross the country. The Eskom share ofthe loss would probably be R5 billion orR6 billion.
Solar water heaters are something of anightmare for the municipalities and Es-kom.
Of course they have to make the rightnoises, so Eskom tells us to tweak the gey-ser temperature, use fluorescent lightsand not to put too much water in the ket-tle to save electricity.
What we are seeing, folks, are conjur-
ing tricks. A big distracting fuss over lit-tle things like keeping the fridge doorclosed while great and highly profitableamounts of electricity continue to be con-sumed by electric geysers.
The national energy plan says demandside management has barely scratchedthe surface of the potential saving. Andthen it ignores the obvious benefits andpredicts a huge increase in demand andthe desperate need for half a dozen nucle-ar power stations.
If the government was serious aboutthe energy crisis there would be a planto phase out the pure electric geyser over,
say, five years. Perhaps evena tax on electric geysers tosubsidise solar water heat-ers.
The other evil in Eskom’snightmare is gas. A com-bined cycle gas power sta-tion would be cheaper, clean-er and more efficient thananything Eskom is buildingnow.
Evenworse is that itwouldopen the way for a reticulat-ed supply of natural gas to in-dustrial areas, and make itpossible for many factoriesto use gas for their process
heat. And Eskom would lose major cus-tomers.
In fact, three plans for gas power sta-tions in the Western Cape have alreadybeen shot down. They were probably seenas the thin end of a dangerous wedge.
So the upside-down picture is that solarwater heaters, gas and serious energysaving are bad for dirty old Eskom, eventhough they would be good for the coun-try, the climate and for us.
The great truth, folks, is that the elec-tricity you don’t use is the cheapest elec-tricity of all.

Pacesetting Stormersface a flyhalf crisisTASMIN CUPIDO
WHEN the DHL Stormers takeon the new kids in the SuperRugby competition, the Mel-bourne Rebels, on Friday, theywill be looking to make it threewins out of four matches ontour.
But with injuries in vital posi-tions plaguing the Cape side, thedecision of who to field against theside that has impressed criticsthroughout the season, will deter-mine just how the Stormers endtheir four-week Australasian tour.
After losing the services of theirpoint-scoring machine and flyhalf,Peter Grant, just last week, theStormers have been dealt anotherblow with the loss of scrumhalf De-waldt Duvenhage, who sustainedan injury to his ankle during theside’s 16-3 victory over the Brum-bies in the Australian capital ofCanberra the past weekend.
Duvenhage, who flew backhome on Sunday, will be replacedby seasoned scrumhalf Ricky Jan-uarie, while head coach AllisterCoetzee will have a tough time se-lecting a suitable replacement forGrant.
He opted for 20-year-old KurtColeman for the Brumbies clash,
and says he was satisfied with hisperformance.
“I am very pleased with Kurt’sperformance – he’s still veryyoung, and this is still very muchpart of his apprenticeship,” Co-etzee said after the match.
“He needs to gain a lot more ex-perience, but it really is great thathe is doing so in a winning side.”
Despite being impressed withColeman, Coetzee has also askedformer Lions utility back and nowGriquas flyhalf, Earl Rose, to jointhe squad in Melbourne.
He has also called on the servic-es of Vodacom Cup flyhalf andscrumhalf, Louis Schreuder.
During the match against theBrumbies it was evident that themen from the Cape tried their bestto keep Coleman protected, keep-ing the ball away from him when-ever they could.
Rose, despite having more expe-rience than Coleman, has been in-consistent over the past couple ofseasons – with his career beingmarred by off-the-field incidents. But his natural talent and abilityto read the match may be the trig-ger needed in the Stormers back-line.
However, the question of wheth-er Rose is really the only optionavailable to the men in navy-blue-
and-white needs to be asked. Theinjury list sees Grant, Gray vanAswegen, Lionel Cronjé and SamLane benched at the moment.
But in the beginning stages ofthe season, who would be wearingthe coveted number-10 jersey wasa toss up between Van Aswegen,Cronjé and Elgar Watts – a Bolandplayer who impressed all duringthe warm-up matches.
Watts, who was part of the train-ing squad since December lastyear, is fit and has been playingimpressive rugby in a strugglingBoland outfit.
He has proven that he has theability to dictate the backlinewhile playing for the Pumas in lastyear’s Currie Cup, and has also no-tably worked on his placement andfrom-hand kicking.
Then there’s the impressive fly-half, Dimitri Catrakilis, from cur-rent Varsity Cup champions FNBUCT, who has also been over-looked.
Talks that Catrakilis may beleaving the Cape to ply his tradewith the EP Kings has surfaced.
In the end, Coetzee will probablybe using the match against theRebels to test combinations and ce-ment the strongest players to pos-sibly take over from his first-choice players.

The Midas touchThe Midas touchBRIAN GAFFNEY
AJAX CAPE TOWN FC ace, ThulaniSerero, made sure his name will be
embossed in gold in the annals of South Af-rican soccer history when he won four ma-jor awards at the 2010/11 PremiershipAwards ceremony held in Johannesburgon Sunday evening.
Serero (21) was awarded the Premier SoccerLeague (PSL) Footballer of the Year, as wellas the Absa Premiership Player of the Season,Players’ Player of the Season and Absa Red-Hot Young Player of the Season awards.
The Soweto-born Serero – who joins defend-ing Dutch champions Ajax Amsterdam
FC (which has signed him up) on 27 June forpre-season training – received a record totalof R600 000 in prize money at the glitteringawards ceremony.
Serero’s achievement of winning the PSLPlayer of the Year earned him R250 000 in theface of challenges from two other nomi-nees – Ajax defender Clayton Daniels and Or-lando Pirates midfielder Andile Jali.
Serero – a nominee for five Premiershipawards – was denied a clean sweep when helost out to Tlou Segolela of triple championsPirates, who won the Absa-lutely AwesomeGoal Award.
Serero hit the target 11 times this past sea-son. He joined Ajax in 2008 and won the PSLYoung Footballer award for the 2009/2010 sea-son.
Jali (21), received the Nedbank Cup YoungPlayer of theTournament award (R100 000) onSunday evening. Kaizer Chiefs’ KnowledgeMusono won the Telkom Knockout Player ofthe Tournament (R250 000) and BloemfonteinCeltic’s Patrick Tignyemb walked off with thePremiership Goalkeeper award (R50 000).
Dutch coach, Ruud Krol, who guided Pi-rates to the Premiership, Nedbank Cup andTop Eight championship titles, received theCoach of the Year award (R75 000).
Serero’s domination of the Premiershipawards crowned a golden season in his pro-fessional career. Serero also won the Playerof the Year award at Ajax’s presentation din-ner at Cape Town Stadium on Wednesdayevening.
Another popular Ajax award winner wasKensington-born Granwald Scott. The 23-year-old Scott started
out with Kensington AFC juniors and de-buted for Ajax at age 17 in the PSL in 2004.
Scottwaspreferredas awidemidfielderun-til Dutch coach, Foppe de Haan – during histwo-year spell – switched him to a defensivecentral midfield position.
Scott flourished in his new role until he sus-tained a knee injury that sidelined him forAjax’s final two crucial league clashes.
His absence hit Ajax hard, as they suc-cumbed 4-0 to Chiefs and drew 2-2 with Mar-itzburg United – with the results affordingPirates the chance to snatch the title fromAjax with a better goal difference record.
The other Ajax individual award winnersfor 2010/11 were Thembinkozi “Terror” Fan-teni (Golden Boot Award) and Khama Billiat(Rookie of the Year).
