• The local dimension of development is a topic ofgreat interest for the disciplines of planning,opening new scenarios especially for theeffectiveness assessment of planning.

The traditional articulation of planning levelsshould be the subject of a reconsideration,especially in those territories still characterized byaccentuated phenomena of backwardness interms of economic development or by markedimbalance in terms of services provision andaccessibility planning.

The identification of local systems for the widearea government, not consistent with thetraditional provincial administrative boundaries,represents an attempt to overcome the rigidity ofinstitutional predefined geographical areas and toidentify "relevant areas" for the promotion ofsustainable development local self-sustaining(Dematteis, Magnaghi 2002).

• Identifying a territorial dimension whichfacilitates the integration between the social andeconomic planning and scheduling of resourcesposes significant environmental and territorialissues and implications for technical and politicaldimension.

• The aim is to identify spatial and institutionaldimensions able to pursue and implement realforms of territorial government in reference to theactual ability to manage resources and to plan fortheir use.

• EU planning has given strong impetus to localdevelopment and the supra-municipal scaleappears to be privileged to host a regionalstrategic vision and to provide guidance to itspursuit.

The work emphasizes the need for an appropriaterelationship between the project area and the“relevant territory”, overcoming the traditionalrelationship between institutional borders and theplanning space.

• The identity of the SLoT is defined not only in terms ofa sense of belonging, that is something essentiallybased on the memory of the past, but also in terms oforganization of the system, i.e. a sense of cohesionand continuity into the future and a capacity, oftenexplicit, conscious of self-representation, interactingwith similar ability of over-local territory, respectingformulas of cooperation, conflict and negotiation.

• In this sense, it is not the case of identifying anexisting territorial system, but to find a series of cluesand subjective and objective preconditions that makepossible and highly likely the construction, in a givengeographical area, of a territorial system able toachieve development goals autonomously. We look atan area where it is possible to promote good policiesand effective actions for the development, startingfrom the construction of credible and shared strategicprojects.

• The Agri Valley, located in the southern Basilicataand characterized by important morphologicalemergencies that are the natural boundaries andidentity elements, represents an area of particularinterest for the whole Region due to the presenceof a significant wealth of natural andanthropogenic, for local development processes,the role of the hinge area in relation withneighboring Campania and also for the presenceof significant oil extractions.

• The territory of the Val d'Agri has been recentlyaffected by a number of programming tools, withreference to different institutional boundarieswith overlapping problems connected to theabsence of adequate physical planning strategiesbased on clear objectives. Many policyinstruments have been often disconnected andsometimes competing and overlapping, poorlyintegrated and synergistic, with partial results andlimited, and often below expectations.

• The research of a proper territorial dimension fordeveloping new processes of effective planning inthe Val d'Agri is based on an analysis supportedby the implementation of a GIS, built with the aimto combine natural levels and structures(geographic and economic) with the cognitive andsocial elements (landscapes, ecologies,anthropology)in order to strengthen relationshipsand to connect with the local dimension of thesupra-municipal size.

• The data collected and processed were organizedaccording to three levels of detail relating to:

- an overview of the entire area in which majorcategories are reproduced using the elements that bestrepresent the characteristics and values of the area;

- a deepening of the municipality scale where the dataare of a more accurate description and location;

- a deepening of the elements of particular interest fromthe point of view of a tourist use by drawing cards, richdescriptions and iconographic documents, which haveenriched the general data base.

- For each itinerary, through consultation of thedatabase,it is possible to identify the route, the modeand times of the journey, the opportunity to discoverthe typical features, if there are more opportunities tovisit, thereby generating attention and interest of thepotential user.

- The research has been completed with the definition ofmeasures (mainly interventions), tangible andintangible, to ensure the effective implementation ofthe project and with the indication of possible fundingtools.

A RENEWED APPROACH TO STRATEGIC AND STRUCTURAL PLANNING FOR THE VAL D’AGRI

-The recognition of key features and of structural andunvarying territorial resources of the “relevant territory”have led to a first reflection ,in the starting phase of thePSI (Integrated Structural Plan).

-The proposal is to imagine a tool that can facilitate aplanning process with a strong multi-scale interaction andcoherence between the strategic- structural dimensionand the operational management and implementation ofinterventions.

STRATEGIC DIMENSIONThe scale of the entire affected area is considered as a strategicdimen-sion to promote and animate a local development project thatcomes out from the territory and local communities in a stronglyshared way, through credible development scenarios and appropriateassessments of the economic and financial resources

PHYSICAL PLANNING AND TERRITORIAL STRUCTUREthe physical planning and the territorial structure are generally basedon the definition of the structural features of the area and haveconsistency with the strategic development choices, in particular onthe smaller municipal aggregation scale in which the theme of thefunctional and services organization, employment opportunities andinvestments, an adequate internal accessibility are the bases for themain choices for settlement improving The” territorialisation” ofstrategic choices can be realized at the scale of restricted territorialportions.

ACTUAL OPERATIONAL PLANAt the municipal scale the actual operational plan develops coherentlywith the strategic and structural choices defined at a supra-municipalscale.

CONCLUSION

- The construction of an adequate, systematic andintegrated knowledge concerning the resources andcharacters of the area allows us to develop localdevelopment projects/scenarios useful to probe the“relevance” of the territory for development strategies.

- The just started planning process refers to localgovernance instruments articulated on a strategicdimension implementing the operational plan, indicatingle-vels of institutional responsibility and appropriateforms of institutional cooperation.
