I. INTKO1)UCTION AND SCOPE OF WORK l . The nanlc of Project:

2. Objectives of the Project:
The Rural Distribution project (thc Project) focus on rehabilitating and increasing the capacity of existing distribution lines and sub-stations and standardizing them to 110. 35 and 22kV to meet growing demand on electricity more efficiently, provide better quality and quantity of electric powcr for productive uscs, and reduce power system loss.
Especially with 35kV network, focus on improving MV transmissions lincs, adding new MV transn~issions lines and rural distribution substations at alive communes, and connecting from new stations to cxist low voltage networks.
3. Scopc of project:
The Quang ?H RD project covers 43 rural coinmunes of 6 districts, namely, kluong Hoa, Gio Linh, Cam Lo; Hai Lang, Dak Rong, Trieu Phong and Dong Ha town of Quang Tri province with thc following components:
Substations:
- 'lotal new substations to be built: 36 substations with total capacity of 5,860 KVA .
- Total existing substations to be Kehabititatedd: 30 substations with total capacity 4,990 KVA
- Voltage types include followings: 3510.4KV; 22(10)/0.4KV; 10/0.4KV;6/0.4KV.
- Substations include following capacities:50; 100; 160; 200; 250; and 320 KVA.

This is a temporary influent at the constructioon site during construction. Number of employees at the site about 20, divide to 3-4 teams, each team about 5-7 employees. Most of the waste generated shall be domestic wastes from construction camps and construction activities (such as solill excavation, pour concrete, transporting building materials). Amount of waste generated from worker's camp is not much and will be dumped at approved area. Amount of waste generated from construction is also not much and the contractor shall be responsible for ensuring that such waste shall be moved to approved location. The contractor shall have responsibility to restoring the camping site to initial condition prior to denlobilisation from the site .

I'UBLJC CONSULTATIOIV AN11 11JSCLOSUHE During pro-ject preparation stage (2005)$ the following activities were carried out: Activity I: Information & Discussion with Local Authoritics on the 1,ine Routc Activi[v 2: Impact Survey and Statistics Activity 3: Inform the public about the Prqject.
When the survey was completed, Compensation board (in cooperation with commune stafls) has organized meeting with affected households that have land within ROWS and with representatives of villages. In the meeting, Consultants presented different E'ro-ject documents, including: Project summary, draft of RAP. draft of EMP, Pro-jcct maps and other related materials.
Meeting organizers has infornled to participants on the Project objectives, Project potential environmental impacts, impacts on agriculture; colnpensation policy and principles; advice to local people to not build new structure in the areas within the ROWS. Raiscd questions arc answered. 'l'hcir concerns arc notcd and considered by PC3 during Project design and implementation.
Activity 4: Receiving Further Feedback from PAIls
Activity 5: Public disclosure and Clearancc on 1ZMP The Project will receive an investment license only after appropriate modification of location, dcsipn. capacity and/or technology of the project to meet the requirement of environ11:ental protcction and resettlement. To address disclosure requirements of OY 4.0 1, PC3 and consulting company will:
Provide Vietnamese-language copies of the EMP report, RAP, and Project Summary to each commune-level and provincial-level People's Committee in the Project area. Advertise in major local newspapers several times over a two-month period. From February to April of 2006, the advertisement will state the EMP, RAP, and Project Summary is available for public review for a two month period during normal working hours at the following locations: 1) the provincial-level People's Committees; and 2) The commune level Peoples' Committees. English and Vietnamese-language copies of thc EMP will also be sent to thc Vietnam Infbrrnation Development Centre at 63 I,y Thai to in Hanoi. for access by NGOs and public.
English language copies of the EMP report will be sent to World Rank for publication on World Bank Info Shop. Summary of colnlnents noted fiom public consultation meetings during Pre- construction phase
