Project Team Report / Work Product

•  Review of SAFETUG Data Analysis Project •  PWS Tug fleet

–  SAFETUG data and final results –  Classification society standards for escort tugs

•  Comparative analysis of North Sea and PWS waves –  Analysis of wave energies driving SAFETUG testing –  Comparison of PWS waves with North Sea waves –  “Analysis of SAFETUG Wave Spectra with Respect to

PWS Wave Conditions—Project Report” –  Action requested – Report Acceptance

9/16/2010 Board Meeting

Staff and Volunteers Both Assisted PWSRCAC’s Participation in SAFETUG

•  Driven by board positions: –  All laden tankers to be escorted by 2 tugs (PRT and ETT [tether]) –  Tugs at Hinchinbrook to be highly maneuverable with high bollard pull

•  POVTS (and then other committees)) and staff started interaction with MARIN (Maritime Institute of the Netherlands)

•  SAFETUG is a project with 2 phases –  Consortium of shipping industry leaders including PWSRCAC –  ~$100,000 participation fee (Phase I and Phase II)

•  Data Analysis Project team formed –  Analyze SAFETUG data with respect to PWSRCAC interests –  Promote organizational understanding of options and trade-offs

associated with developing recommendations for the PWS tug fleet

SAFETUG Data Analysis Project Team

•  Responsible Committees: OSPR , POVTS, SAC, TOEM

•  Staff: Tom Kuckertz, Donna Schantz, Mark Swanson, Linda Swiss, Jacquelyn Olson

•  PWSRCAC Council Members: John French, Steve Lewis, Walt Parker, Stan Stephens

•  Committee members :Bob Jaynes, Bob Benda, Jerry Brookman, Gordon Scott, Cliff Chambers

•  Outside expertise on an as volunteered basis

Project Team Activities

•  Observation of exercises in mid PWS •  5 project team meetings (Most recent: 8/23/2010) •  Compilation and distribution of data to be analyzed

–  2 DVD-ROMS distributed –  SAFETUG website

•  Work products –  Recommendation for use classification society standards –  Analysis of North Sea waves vis a vis PWS waves (for

acceptance) 9/16/2010 Board Meeting

What is the applicability of SAFETUG results to PWS tugs?

•  Classification societies developing standards for escort tugs using SAFETUG results

•  How would the PWS “escort” tugs be classified if compared with developing classification society standards?

9/16/2010 Board Meeting

Behaviour of 2 tugs is investigated in MARIN Tank:

ASD – Azimuthing Stern Drive (PRT?)VWT – Voith Water Tractor (ETT?)

Not optimised ASD tug Moderately optimised VWT tug

9/16/2010 Board Meeting

Attentive, Aware and Alert have the Z-drive

Propulsion systems are quite large

9/16/2010 Board Meeting

To what extent are the waves used in the SAFETUG simulations similar to the waves of interest to PWSRCAC? •  JONSWAP (North Sea) wave energy

spectra –  6 operational test points –  7 ultimately stability test points

•  PWS and GOA wave energy spectra –  6 operational test points – West Orca Bay and Seal Rocks

In the North Sea, the probability on a wave with wave height between 1-2 meter and a period between 6-7 seconds is 100 ‰

Findings and Conclusions

•  SAFETUG testing conditions appear to adequately cover wave spectra found in central PWS in both summer and winter

•  SAFETUG testing conditions appear to adequately cover wave spectra found in the GOA during summer but not during winter.

9/16/2010 Board Meeting

Action Requested

•  Accept the white paper “Analysis of SAFETUG Wave Spectra with Respect to PWS Wave Conditions—Project Report” as documenting that activities reported therein of the SAFETUG Data Analysis project team are in accordance with the tasking given to the project team.
