WILLIAM P. AVERY is Associate Professor and Vice Chairperson of the Department of Political Science, University of Nebraska-Lincoln. His articles have appeared in the American Journal of Political Science, Foro Internacional, International Organization, International Studies Quarterly, Journal of Common Market Studies, and Mondes en DeTveloppement. He is currently undertaking studies on the impact of Venezuela's oil wealth on its domestic and foreign policies.

THOMAS BUERGENTHAL is Fulbright and Jaworski Professor of International Law, University of Texas at Austin. He is a member of a number of editorial boards, including the American Journal of Inter- national Law. He is an Associate Reporter for the Restatement of the Foreign Relations Law of the United States. Among his books are International Protection of Human Rights (coauthored) and Inter- national Human Rights and International Education (coauthored).

ASBJ0RN EIDE is Senior Research Fellow of the International Peace Research Institute, Oslo, and was a lecturer at the Faculty of Law before joining the Institute. He has twice been the Executive Director of that Institute and has served four years as the Secretary-General of the International Peace Research Association. He has served on mis- sions for Amnesty International to Czechoslovakia and to the Middle East and has been an advisor to or member of Norwegian delegations to international conferences dealing with normative developments in the field of human rights.

DAVID P. FORSYTHE is Professor of Political Science at the Univer- sity of Nebraska-Lincoln, currently on leave as Visiting Professor of International Relations, University of Odense, Denmark. He has been a visiting fellow at the Center of International Studies, Princeton University. Widely published on the subject of human rights, he is author of Humanitarian Politics: The International Committee of the Red Cross.

DONALD M. FRASER, a former member of Congress, is counsel to Members of Congress for Peace Through Law. He chaired the sub- committee on International Organizations of the House Committee

on International Relations. In 1973 he began the inquiry into U.S. foreign policy and human rights, issued a report on the subject in 1974, and has continued an active interest in the human rights field. An attorney by profession, he served in the Minnesota State Senate for eight years before being elected to Congress in 1962.

MARGARET E. GALEY taught at Purdue University in the Depart- ment of Political Science and is a staff consultant on international organizations, human rights, and ocean and environment issues for the Committee on Foreign Affairs of the U.S. House of Representatives. She was Congressional Staff Advisor to the 27th session of the Com- mission on the Status of Women.

LOUIS B. SOHN is Bemis Professor of International Law and John Harvey Gregory Lecturer on International Organizations at the Harvard Law School. He took part in the San Francisco Conference which established the United Nations, and from time to time has worked for the Office of Legal Affairs of the United Nations. He is at present Deputy Delegate of the United States to the United Nations Law of the Sea Conference. He is the Chairman of the Commission to Study the Organization of Peace. Apart from many articles on human rights and related subjects, he has edited the Cases on United Nations Law and written International Protection of Human Rights (coauthored).

JUDITH V. TORNEY is Professor of Psychology at the University of Illinois at Chicago Circle. She is Associate Editor of the International Studies Quarterly and a member of several other editorial boards. Among her books are Civic Education in Ten Countries: An Empirical Study (coauthored) and International Human Rights and International Education (coauthored).

SANDY VOGELGESANG is a Foreign Service Officer at the Depart- ment of State. She has served as a Member of the Policy Planning Staff for Secretaries of State Henry Kissinger and Cyrus Vance and now acts as Special Assistant on Policy Planning for West and East Europe and the Soviet Union. She has just completed a year as an International Affairs Fellow at the Council on Foreign Relations where she wrote extensively on the subject of human rights. Among her publications are The Long Dark Night of the Soul: the American Intellectual Left and the Vietnam War and "What Price Principle? U.S. Policy on Human Rights?" (Foreign Affairs).

One of the most important tasks in analyzing underdevelopment- the process of how it came about and its principal structural characteristics - is the task of relating the factors of stagnation in one country to the world economic systems as a whole. Senegal, a small, poor and peripheral country, is a perfect example of this process.

The editor has chosen not to impose on this volume a single historical perspective. Rather, some of the contributions consider the internal features of capitalist exploitaion in Marxist terms, while others have interpreted Senegal's history in terms of the Latin American structuralist tradition,

The topics range from the mercantile economy of the Kingdom of Walo (1600-1831) to colonial rule and structural change in Sine-Saloum to the consequences of the major Sahelian drought (1968-73), which clarifies the antagonism between the urban ruling class and rural cash-crop (peanut) producers. With the coming of the colonial powers to Africa, new forms of labor and production were imposed on Africans. Increasing numbers of Africans were wrenched from their previous means of production and constrained to place their labor power at the disposal of alien forces from Europe. This volume provides a fresh approach to the study of Africa's labor history by providing nine case studies from nine different areas in Africa on how laborers reacted to inequitable forced-labor situations. As a whole these studies analyze the struggle of the African working classes from their beginnings in the late 1800s to the very recent past of 1975.

This book is about the expansion of capitalism in the Third World. It is one of the few accounts linking contemporary differences in the political and economic structure of underdeveloped countries to the historically specific way in which these have become part of the world economy. Focusing on the most securely capitalist of all underdeveloped regions of the continent of Latin America - the author traces the growth of urban- based industrialism and its impact, both externally and internally. He shows how it has transformed the economy and produced new political and social pressures, whose significance can be seen in the daily economic activities, social relationships and even religious behavior of people in Third- World cities. This analysis explains and uses the concepts of dependent development and core periphery: there is also a critical review of current theories about urbanization in the third world and, in particular, a discus- sion of the debate on marginality.

The nature of the urban working class in underdeveloped countries, with its potential for organization and collective aspirations, will be a crucial factor in the future. This book conveys both the flavor of life in the cities of the Third World and the immediacy of their problems.

Science policy decisions, once the concern only of technical experts and plan- ners, are increasingly becoming the province of a concerned and vocal public. Reacting to this trend, governments are attempting to devise new ways of in- creasing citizen participation in this critical area-both officially and on an ad hoc basis-while attempting to preserve the latitude to make long term policy choices requiring technical expertise. Professor Nelkin presents a discussion of how this situation has evolved in three European countries-Sweden, Austria, and the Netherlands-in hopes of providing comparative data for scholars and policy makers elsewhere. Habermas and Marxism: An Appraisal

by JULIUS SENSAT, Jr., University of Wisconsin-Milwaukee Juergen Habermas has, in recent years, become recognized as one of the foremost Marxist philosophers of today. This book is the first opportunity for the English-speaking world to receive a concise and comprehensive pres- entation of Habermas' philosophy together with a critical evaluation of his thought. Of particular interest are the author's treatment of Habermas' re- interpretation of historical materialism, his examination of declining rates of profit, and his analysis of the theory of the -state.
