Due to business-friendly government policies and specially created industrial zones, outside investors in Oman enjoy benefits not available in other countries. With a thriving oil & gas market, Oman is an especially attractive option for manufacturers, traders, and stockists of stainless steel. Megaprojects still under development suggest that the demand for stainless steel will continue to grow in Oman, and with the principle of “in-country value” at the center of the government’s domestic economic policy, companies looking to expand their presence internationally are turning to Oman. In fact, the company oper- ates over 200 producing oil fields, over 8,000 active wells, and 28 production stations. It also boasts some 30,000 km of pipe and flowlines and has laid over 6,000 km of road. Indeed, the PDO has helped put Oman on the map for oil & gas production. Now the country is the 20 th largest producer in the world and ranks 25 th in largest oil reserves. The continued investment in PDO by the Omani government, and the subsequent in- vestment in oil & gas infrastructure by the PDO, means that stainless steel demand will remain high in the coming years. Stainless Steel Due to the activities of the PDO, a num- ber of stainless steel grades are in constant demand within Oman. For SS 316 L, piping, tanks, heat exchangers, container vessels, and pumps are just a few of the many appli- cations that work to support the bustling oil & gas industry. Duplex and super duplex stain- less steel are also used for these applications, as are more specialized nickel alloys. To give a specific figure, some 200km of stainless steel pipe and flowlines are laid annually in Oman, with sizes ranging between .5 to 42 inches. At full capacity, the facility can deliver 6 MM SCMD of sweet gas, 60,000 BPD of oil, and 16 MM SCMD of high pressure sour injection. The RHIP is PDO’s largest project on record. Similarly, the Yibal Khuff project is PDO’s most complex undertaking. It includes an integrated oil and sour gas facility and is lo- cated approximately 350 km south west of the capital, Muscat. At full capacity, the Yibal Khuff field can deliver 5 MM SCMD of associ- ated gas and around 10,000 BPD of oil. Looking to the future, the PDO recently released a statement describing the outlook for projects beyond those currently under development: “We have just come from a wave of large, major gas projects that we have completed, and we are reaping the divi- dends of those large-scale investments, and we have another round of large-scale invest- ments going forward.” Clearly, the contin- ued importance of oil & gas to the economy will ensure the primary of stainless steel in Oman. Opportunities in Oman
Led by a special delegation from Petroleum Development Oman (PDO), the Business Opportunities in Oman workshop at Stainless Steel World Con-ference & Expo in Maastricht, the Netherlands drew a large crowd to the exhibition fl oor. Mr. Al Mahrouqi Kahlan and Mr. Al Hajri Zaher hosted the workshop in two parts, with the fi rst half focused on the potential for foreign investment in Oman. Mr. Kahlan explained how the geography, government, and culture of Oman have created the perfect environment for business. The country is strategically located between Africa and Asia, Mr. Kahlan noted, and its extensive coastline is ideal for transport and logistics. On top of that, he added, Oman’s highly developed infra-structure and corporate-friendly government policies are designed to at-tract savvy investors: for companies operating in one of the 4 free zones within Oman, the government off ers highly competitive real estate rates, 100% foreign ownership, tax exemption for up to 25 years, no personal income tax, and an expat-workforce allowance of up to 70%.
Regarding the stainless steel industry, Mr. Zaher discussed the advan-tages for new and established companies working within Oman’s bor-ders in the second half of the workshop. Thanks to the success of the Petroleum Development Oman (PDO), which boasts 8,000 active wells, the use of corrosion resistant alloys is experiencing exponential growth in Oman. Mr. Zaher emphasized the myriad uses for stainless steel in a region with such strong oil & gas production, particularly the use of stainless steel for applications involving industrial water. He also noted that Oman follows international standards of ISO, ATSM, API, and ASME. Mr. Zaher mentioned a number of mega projects currently under devel-opment, which are set to increase the demand for stainless and which include the Kawthar Gas Plant and the Duqm Refi nery. In the realm of fl ow lines for such projects, the PDO and Oman estimate the use of at least 200km of pipeline annually. Mr. Kahlan and Mr. Zaher concluded the meeting with a short description of the government of Oman’s goal to increase in-country value, and they encouraged the eager listeners to ask any questions.
