SebasƟan and I gathered with about 125 Franciscan Friars of the Province of Saint Barbara for the “provincial chapter” at Old Mission San Luis Rey in Oceanside, CA. The “provincial chapter” happens every three years. All friars are expected to aƩend this event unless they are excused for good reason by the Provincial. The deniƟon of a Provincial chapter, according to the General ConsƟtuƟons of the Order of Friars Minor, is “To examine the present state of life and acƟvity of the friars of the Province, to search for and propose suitable means for its growth and improvement, to discuss and, by common council, to decide on new undertakings and aairs of major importance and to carry out elecƟons.” The Province of St. Barbara is governed by a Provincial, a Vicar Provincial, and six counselors or Denitors. The Provin- cial and Vicar Provincial are elected for a six-year term. These two individuals can be reelected for an addiƟonal three-year term. The denitors are elected for three years and can be re-elected for three consecuƟve terms, for a total of nine years. This year we elected Fr. David Gaa, OFM (former ExecuƟve Director and Pastor of Old Mission San Luis Rey in Oceanside, CA) as Provincial; Fr. MarƟn Ibarra, OFM (former Director of Casa Franciscan in Guaymas, Mexico) as Vicar Provincial; the new Denitors are Fr. Anthony Garibaldi, OFM, the new Guardian at Old Mission San Luis Rey; Fr. Dan Lackey, OFM, Province Director of Development; Bro. John GuƟerrez, OFM, Hospital Emergency Medicine Technician; Fr. GarreƩ Galvin, OFM, Professor Of Old Testament at the Franciscan School of Theology; Fr. Bill Minkel, OFM, Missionary with the Tohono O’odham NaƟve Americans near Tucson, AZ; and Fr. Joe Schwab, OFM, ExecuƟve Director of Franciscan Renewal Center, ScoƩsdale, AZ. These men are the provincial admin- istraƟon for the next six years and will make all the decisions regarding our life and ministry as friars as well as about all areas of nances. From the end of February to the middle of March, this council will be meeƟng to discuss and decide where most friars will be assigned to ministry for the next few years. Not all friars will be moved, but many will be assigned to new ministries. I understand that there are rumors circulaƟng in the parish that the friars will be leaving our ministry here at St. Francis of Assisi Parish. There was discussion at Chapter about reducing the Province ministerial commitments, but nothing on specic ministries. I can honestly say that the new provincial council has been advised that the province needs to remove itself from some current provincial ministerial com- mitments. The number of ministries that we will relinquish is undetermined at this Ɵme. My hunch is that, throughout the province, we will need to let go of at least 3-4 ministerial sites over the next two to four years. It is impossible to tell today where these places will be. There is no need to worry that the Franciscans will be packing their trunks in the next year, if we will be packing at all. Regarding Fr. SebasƟan and me, there is nothing certain about our assignments unƟl we are directly informed by the Provincial about whether we are to stay here or to leave our ministry at St. Francis. Please be paƟent and hope-lled. We did spend Ɵme at the Chapter on how beƩer to encourage young men to enter our way of life. When I joined the Franciscans about 18 years ago, there were around 250 friars in the province. Today there are around 165. We have men entering into formaƟon, but not enough to replace those who have died, those who are too old to minister any longer, and those who have chosen to leave religious life. So, new men are crucial. If you know of anyone in our parish that you think would make a good Franciscan friar, please tell him, and invite him to consider a Franciscan vocaƟon. The last area that was discussed was the friars’ Fraternal Life. This is the foundaƟon of who we are as Franciscans. One of the dierences between diocesan clergy and Fran- ciscan clergy is that the fraternal and prayer life of the friars takes rst seat, while ministry is second seat. Our fraternal life cannot be eclipsed by our ministries. We discussed the need for guardians (friars chosen to be responsible for a friary and the friars living there) to be trained in being good anima- tors, in order to promote our fraternal lives together. I promise to keep you informed as to what develops over the next several months regarding the Franciscan ministry at St. Francis of Assisi. UnƟl next week….May the Lord Give You Peace….kjl

From January 10-15, 2016, Fr. Sebas an and I gathered with about 125 Franciscan Friars of the Province of

Lent: A Time for Ecological Conversion Wednesday, February 17 7:00 pm in Brunsman Hall

Presented by Betsy Reifsnider, Catholic Climate Advisor. With Pope Francis’

environmental encyclical as our backdrop, we will expand our list of Lenten prac ces and consider ways to transform our lives and protect all God’s crea on. With a change of mind and heart we will respond compassionately to “the cry of the earth and cry of the poor.”

What (we) need is an “ecological conversion,” whereby the eff ects of (our) encounter with Jesus Christ becomes evi-dent in (our) rela onship with the world around (us). Living our voca ons to be projectors of god’s handiwork is essen al to a life of virtue; it is not an op onal or a secondary aspect of our Chris an experience. -- Pope Francis, Laudato Si

Parish Lenten Retreatwith Fr. Joseph Nangle, OFM

Monday-Thursday, February 22-25

AFranciscan formed in the days before Va can II, Fr. Nangle

followed the call of the poor into a life- and mind-changing career in Lima, Peru where he spent 15 years organizing parish communi es, true to the vision of the groundbreaking 1968 Medellin confer-ence of La n American bishops. In recent decades, he has lived in Washington, D.C., in the Assisi com-munity, helping to animate the work of jus ce from the poli cal center of U.S. society. Un l recently, he co-directed the Franciscan Lay Mission service, which sends lay workers into Third World pastoral ministries around the globe and helps them readjust when they return.

Fr. Nangle has authored numerous books. Some of you will remember that he presented a retreat here at St. Francis in 2009, “Engaged Spirituality.” His refl ec ons are infused with a sense of wisdom and joy, which he links to solidarity: “Francis felt that being treated as a poor person, being mistaken for one, even by a fellow friar, was ‘perfect joy.’”

Annual Catholic Appeal Franciscans for Justice

FranciscansForJus ce.org | FACEBOOK: Franciscans for Jus ce

This Sunday's Gospel asks us to reframe our view of what Jesus

teaches, reframing beyond the eyes of our U.S. cultural values, to what Jesus actually teaches us today! In Everything Must Change: When the World's Biggest Problems and Jesus' Good News Collide, Brian McLaren writes:

“Jesus claims to be anointed by the Spirit of the Lord to do what these words said: proclaim good news to the poor (the Roman Empire, through taxa on, created a new class of poor tenant farmers), proclaim freedom for prisoners (likely implying those who are held against their will under Rome's imperial control), and, proclaim new sight for the blind (with blindness referring to his physical healings, or perhaps to the removal of blindness that would come through his insigh ul teaching, or both). He would also proclaim the year of the Lord's favor — referring to the Jubilee year when all are to be released from debt and lands are returned to the families that had owned them in the past, relevant on many levels for people whose lands had been seized both by the Romans and by opportunis c fellow Jews.” [Pope Francis has proclaimed 2016 as a jubilee year of mercy.]

“In between these proclama ons is a single phrase that may appear to be a redundancy, but actually is not. Not only will he proclaim freedom for prisoners or cap ves, but he will also actually set the oppressed free. Those are revolu onary words for oppressed people. Those are the words of a liberator.”

What can you do to bring liberty, or make life a li le easier for today's cap ves and oppressed?

Photos show areas where paint has peeled away, and restoration artist prepping the damaged area prior to painting.

The Annual Catholic Ap-peal is our annual tradi on

that connects us to thousands of people who need our help every day. This year, our Appeal Week-end takes place two weeks from now, on the weekend of February 6/7. Last year, through your generosity, our parish contributed $62,091 to the Appeal. Our 25% share was used to provide assistance to those in need. This year, funds from the Annual Catholic Appeal will help us to con nue this important program.

Through our support, we can assure that many vital so-cial service programs con nue to assist tens of thousands of people in need, assist with the forma on of diocesan semi-narians, and provide need-based tui on assistance to deserv-ing families in our most economically-challenged communi- es. Your gi makes a diff erence

in someone’s life. Please prayer-fully consider what you can give.

Programs supported through the Annual Catholic Appeal include: Sacramento Food Bank & Family Services, Loaves and Fishes, Sacramento Life Center, Stanford Se lement Neighborhood Center, and Well-spring Women’s Center.

Only near the poor, close to “the tears of things,” in solidarity with suff ering, can we understand ourselves,

love one another well, imitate Jesus, and live his full Gospel.—Richard Rohr, OFM
