The following day, he inspected the site chosen for construction of the railway station at Technological University (Pyay) and groundwork on Pyay (Shwedagar)-Paukkhaung railroad sec- tion. At the briefing hall of Paukkhaung Station yard Project, Lt-Gen Ko Ko gave instructions on Railroad, road projects ongoing for smooth transport in Bago Division the project and inspected construction tasks. Next, Lt-Gen Ko Ko inspected Pyay- Paukkhaung road section under construction. At the briefing hall of Kyetmanit Station of the Project for Upgrading Pyay-Paukkhaung-Toungoo Road, he heard a supplementary report by Chairman of Bago Division PDC Commander of Southern Com- mand Maj-Gen Hla Min. He also stressed the need of meeting the set standards. The State is striving for industrialdevelopment by tapping rich naturalresources in the country and enlisting thestrength of the people. With the extendedestablishment of industrial zones andfactories and workshops, production ofimport-substitute items has increased.

The Ministries of Industry-1 and -2are manufacturing consumer goods,medicine and foodstuff, diesel engines,heavy machinery and machine parts. Dueto the emergence of more heavy industries,percentage of industrial sector involvementin GDP has increased year by year.

No (2) Tyre and Rubber ProductsFactory (Bilin) of the Ministry of Industry-2 was opened on 10 February. It canproduce 300,000 tyres of eleven kinds ayear and other rubber products, includingpenstock rubber pipes and gloves forhospital use.

The nation has acquired modernproduction techniques as a result ofestablishing more industrial regions andzones, modern factories and import-substitute product factories, therebycontributing to regional development withjob opportunities.

Nowadays, measures are beingtaken to be able to increase export itemsand build more import-substitute productfactories by reducing import items. So it isnecessary to manufacture products thatare good in quality and quantity and thatare in demand.

Myanma industrial sector willdevelop significantly if each and everyfactory tries to run at full capacity,manufactures quality products as targetedand gets full supply of raw materials.

BAGHDAD, 13 Feb — Seven people were killedand another was wounded after Iraqi and US forcesraided a village in Iraq’s southeastern province ofMissan, an Iraqi official said on Friday.

Major General Mohammed al-Askari, spokesmanfor the Iraqi Defence Ministry, said 12 others weredetained in the joint raid operation targeting wantedmilitants in the village near the border between Iraqand Iran in the early hours on Friday.

The first was conducted by a female suicidebomber. The other two were roadside explosive de-vices. They occurred on a road that links Najaf, some160 km south of Baghdad, to Kufa, about seven kmeast of Najaf, the source said.

Mexican soldiers discovertunnel near US border

TIJUANA, 13 Feb — Mexican troops have found anunfinished tunnel apparently designed to burrow un-der the US border starting from a Mexican customsfacility. Drug smugglers and human traffickers oftenuse such tunnels. Mexico’s customs service has beenbeset by corruption for decades.

A statement issued Friday by Mexico’s army says sol-diers found the 16-yard-long (15-meter) tunnel at Mexi-can federal customs in Tijuana. The army says the tunnelis 3 feet (1 meter) across but provides no other details.US Immigration and Customs Enforcement spokes-woman Lauren Mack says the Mexican army has toldUS officials that the tunnel was about 160 feet (50meters) from reaching the border.—Internet

TEGUCIGALPA, 13 Feb— The Honduran govern-ment on Friday declareda state of emergency forthe agriculture sectoragainst possible impactsof the climate phenom-enon El Nino, and orderedthe adoption of measuresto avoid a possible lack ofbasic grains.

The Honduran Councilof Ministers assigned600,000 US dollars to aid7,000 agriculture produc-ers in the country, in or-der to get the harvest of20,000 tons of beans, tocover the demand of Julyand August.

Honduran Agricultureand Livestock Minister,Jacobo Regalado, said

that they had set the goalof producing 20,000 tonsof beans in 2010.

Regalado added thatthe harvest should beready before the rainingseason, the last days ofMay, and the beans will becommercialized betweenJune and July.

HARBIN, 13 Feb—Northeast China’s HeilongjiangProvince has planned to open a new transport line link-ing the province with Birobidzhan, capital of Russia’sJewish Autonomous Oblast.

Li Xiaohao, road transport official with the pro-vincial communications and transport bureau, saidearlier this week that both passenger and cargo serv-ices will be opened on the 410 km route linking YichunCity, Heilongjiang with Birobidzhan.

Turkish President visits Bangladeshwith trade, investment on agenda

HONG KONG, 13 Feb—The global recession,which started late 2008,hit Asia hard as its econo-mies were mainly pow-ered by manufacturingsector that exports most ofthe products to industrial-ized economies.

Thanks to swift gov-ernment response — in-cluding reduction of inter-est rates, decreasing bankreserve requirements andstimulus spending —Asian economies led the

global recovery from theworst recession in dec-ades. The Asian Develop-ment Bank (ADB) saidthe region’s GDP wouldgrow by 4.5 percent lastyear, a rate higher thanmany other parts of theworld.

Experts, however, alsowarned that early signs ofgrowth will not necessar-ily translate to a long termrecovery, especially asexport-reliant Asianeconomies were still

hinged on the perform-ance of developed coun-tries in 2010. And thereare no indications yet thatthe crisis that crippled theUS and Europe is finallyover.

A question is thusraised for Asian govern-ments in 2010 on how andwhen to implement theirexit strategies. It would beone of the key issues af-fecting Asia’s sustainedrecovery.

BAKU, 13 Feb—TheState Oil Co of theAzerbaijan Republic saidit would start constructionthis year of a 124-milenatural gas pipeline toIran, gas officials said.

Nazim Samadzade, thedeputy chief at AzerigasPU, said SOCAR is set tobuild the Sangachal-Azadkend-Astara pipe-line, Azerbaijan’s Trendnews agency reports.

“It is expected thatconstruction of the newpipeline will begin in2010,” he added.

Samadzade said the

decision was made to ex-pand its pipeline optionsto Iran because current in-frastructure was inad-equate for increased gasexports.

Iran said the mountain-ous terrain in its northernprovinces prevents tran-sits from energy-rich re-gions in the south of thecountry, forcing it to relyon imports.

BRUSSELS, 13 Feb—In-dustrial production in theeuro zone dropped by 1.7percent in Decembercompared with the previ-ous month, indicating re-covery remained fragile,the European Union(EU)’s statistics bureauEurostat said on Friday.

In December, eurozoneproduction of intermediategoods decreased by 2.4percent on monthly basis.Capital goods fell by 1.6percent. However, durable

consumer goods and non-durable consumer goodsrose by 0.7 percent and 1.0percent respectively.Energy increased by 2.1percent.

Compared with De-cember 2008, industrialproduction in the 16 EUnations that use the eurodeclined by 5.0 percent.

For the whole year of2009, the average produc-tion index fell by 14.9 per-cent from the previousyear.—Xinhua

The creation ofroad design is interrelatedwith the design of vehicle.Depending on length,width and height of thedesign vehicle, it is

necessary to create thesmooth bends and clearvision for the roads in linewith the prescribedstandards on the width of

traffic islands and thebreadth of motor roads.

The vehicles failingto meet the set standardsdestroy the roads.Moreover, these vehiclesdelay the runs of smallcars and cause damagesto the engines and bodyparts. Therefore, the costof repair is greater thanthe expected.

In the internationaltraffic rules, the truckswith loads are allowed todrive along the side laneof the road. When thetrucks take over eachother, they are allowed todrive on the middle laneof the road. Afterovertaking other vehicle,

the truck has to re-enterthe designated lane.

Thus, the small carscan quickly take themiddle lane for their run.In Myanmar, the smallcars cannot drive speedilyon the road since the trucksare on the middle lane.The traffic rules mentionthat the vehicle wishingto overtake another onemust pasts it from the leftlane. Therefore, thebreach of trucks in trafficrules is very dangerous forthe small cars. The vehiclethat overtakes another onefrom the right lane breaksthe traffic rules. If thevehicle in the frontsuddenly enters the sidelane, the traffic accidentwill happen. In overtakingthe truck on the left lane

in line with the trafficrules, the front scene ofthe vehicle will be blockedby the truck. Therefore,the vehicle may collidewith the small car on theopposite lane. Especially,it will be more dangerouson the narrow hilly roads.

If the trucks areallowed to drive on theside lane of the road inaccordance with theinternational traffic rules,it is necessary to createthe design of side lane forthe trucks and the innerlane for the small cars. Ifso, the road layer of theside lane will be thickerthan that of the lane forsmall cars. That is meantto save road constructioncosts.

The role of motor

road is the mostimportant in the transportsector of Myanmar. Withthe aim of developing thetransport and productionsector and enhancing thelivelihoods of the people,the government hasconstructed the roads andbridges. Up to November2009, the Ministry ofConstruction built andmaintained 21,154 milesand 2 furlongs, up 7519miles and two furlongsfrom 13,635 miles in1998. The governmenthas provided the fundsto construct more roadsannually. Maintenanceof roads for all-weatheruse will contribute tosecure and smoothtransport.

The maximum weight on each axle isdesignated as 10 tons. Therefore, it is necessary toprohibit the run of vehicles with overloads on themotor roads owned by the Ministry of Construction.The road damage caused by a vehicle with threeaxles weighing 40 tons in total is equal to that of 18vehicles with two axles weighing 13 tons each.

Only when the trucks follows payloadmentioned in the catalogue of automobilemanufacturer, will the vehicle and road users be freefrom traffic accidents. The roads are to be constructedin accord with the rules of road designers for theirdurability. The total weight of vehicle and axles forthe roads in Myanmar is to be designated as follows:-Six-wheel truck with two axles13 tons (6.5 tons

which is responsible for road construction andmaintenance work are to understand this system,and they will have to organize the public tofollow it the point cooperation with the trafficpolice.

(b) It is necessary to set up offices in order to dealwith system management and road maintenanceworks.

(c) It is required to install devices to measure theweigh of the axle at the toll gates. This devicemust withstand 45-ton loads. Weighing machinemust be usable while the car is in non-motion ormoving at 5-10 kph. It must be a simple devicewithout applying electronic equipment. Theportable devices must be used for surpriseconducting check on trucks with overloads and

for inspecting the one assuring equipment at tollgates.The system will help ensure traffic safety,

minimize road damage and maintenance cost ofvehicle. The following points will disseminateknowledge to the people through articles on today’svehicles and motorways in Myanmar

- to explain facts about the traffic rules to thevehicle owners and transport organizations, and

- to practise such system and to cooperate withroad construction and maintenance organizationsand companies in implementing the proper trafficsystem.

- Moreover, it is necessary to fix the standardsand norms for expected vehicles in the future.

- It is true that overloaded and under loaded carswill pass through the toll gate. The flexibleinternational traffic rules are as follows:-

- The places of commodities are to be adjustedonboard the vehicle.

- Overloads are to be allowed till reaching thedesignated weight and the fact should be takeninto account in the creation of roadsconstruction.

- Rate for excessive load must be fixed.- The excessive load must be loaded on other

trucks.- Reloading is not required for perishable goods

In previous article, I gave answer to the question"What is KNU?" Now, there has been a popularquestion "Which way, KNU?"

To reply to that question, it is needed to identifywhere KNU is now, and then which way KNU istaking. To be able to give a correct answer in thatregard, we have to find out to what extent KNU hasachieved its initial goal of working for the liberationand a prosperous future of Kayin nationals.

The phrase "liberation of Kayin State", whichcame into existence about 60 years ago, is now absolutenonsense. The armed struggle line KNU practises tosecede from the Union due to dissension sowed by thecolonialists and its narrow-minded attitude has beenfound fruitless. Those who really suffered a wide vari-ety of evil consequences of its armed insurgency mostare local people. That point is supported by a greatnumber of events Kayin State has encountered so far.According to the terrible experiences of local people,KNU has to give up its old stereotype of secession fromthe motherland without fail.

From time immemorial, Kayin nationals havelived in the Union together with other nationalraces, sharing joys and sorrows. They also have tomake the Union their home in harmony with othernational races as long as the world exists. Nationalraces differ in name such as Kachin, Kayah, Kayin,Chin, Mon, Rakhine, Shan and Bamar. Variousnational races live in amity in each of the regionsacross the Union. Therefore, in each and everyregion, there should no longer be any prejudicedattitudes with which a national race demands forunnecessary privileges in its interest.

Therefore, KNU's attempt for Kayin State lib-eration is unacceptable not only to local Kayin nation-als in Kayin State but also to other national people. Thearmed insurgency KNU practises under the pretext ofliberation of Kayin State is repugnant to the entirepeople.

No one has trust in KNU's goal of creating abetter future for Kayin nationals. What has KNU donein over past 60 years in the interest of their country andpeople? KNU has constructed no dams and bridges,but destroyed numberless facilities in Kayin State,which has come to common knowledge. Its subversiveacts have strong negative impact not only on Kayin

nationals but also on many innocent civilians psysicallyand mentally.

Our Kayin nationals are by nature open-mindedand willing to lead a peaceful life, and love peace. Theyhave immense attachment to their native land and valueand adore their customs and traditions. Nevertheless,Kayin State lacked stability and peace for more than60 years due to the fact that KNU sticks to armedstrife which it claims for a better future of its ownrace. So, the black sheep's misbehavior has cast ashadow over Kayin nationals' characteristics of open-ness and honesty. Many of Kayin nationals havecome under pressure to flee their native state forrefugee camps in a neighbouring country because ofKNU. According to my firsthand experience, there,their traditions and customs have become dim, andthey are under suppression as refugees in a foreigncountry.

As a matter of fact, Kayin refugee camps in thepast were to provide temporary accommodation forthose local people who fled their state on the ground ofbattles. Later, KNU leaders, politician expatriates, andorganizations under the name of relief organizationscame to exploit the refugee camps to gain funds of USdollars. Vividly clear, they are resorting to variousmeans to force Kayin nationals to flee for the camps,because the more refugees there are in camps, the moredollars they will earn.

To be blunt, refugee camps are the places whereKNU troops of us stay to temporarily keep themselvesaway from military attacks. But now, the camps havebecome a place where outlaws anxious to exploit refu-gees rights set up their bases. Refugees are troops andtheir family members of KNU, those who were relo-cated due to mines planted in their villages, non-Kayincriminals who absconded from the nation, and traf-ficked people who enter the neighbouring country withfake visas with the hope of migrating to a third foreigncountry. In that regard, what is the worst is that KNU hasto accomodate massive influx of aliens from the south-ern part of Thailand as refugees, despite its knowledgethat they are so-called refugees. The number of realrefugees is very low, and the majority of the refugeesare those who are there for economic gains fromrefugee camps. They are trying to earn dollars at theexpense of the dignity of their people. According to

the objective conditions, it can be found that KNU’spolicy of better future for Kayin nationals is inreality making its own people the downtrodden inforeign countries through refugee camps.

That is why Kayin nationals in the nation hate andabhor KNU. Our Kayin nationals' real desire of a betterfuture is development of our native land and life security.We hate to be in a state of panic, and we have a greathunger for a peaceful lifestyle with dignity.

I am sure that the supporters of KNU are not Kayinnationals. They are indeed ideologists in foreign countries,opportunist politicians who rely on and exploit KNU intheir interest, aliens who wish to destabilize the nation, andforeign opportunist businessmen doing well in businessdue to KNU. In particular, anti-government politicalactivists in foreign countries are under deep fear that KNUand the government will reach a peace agreement. So, theydrive a wedge between KNU and the government, andbrand KNU's armed insurgency as revolution to reinforcethe armed insurgency. I have faced many times thatwhenever KNU holds peace talks with the government,there are problems stirred up by external elements.

Many of the KNU members have no wish to handdown the armed insurgency to their younger genera-tions. Some KNU leaders struggling for their survival inthe nation, and the majority of subordinates have saidthat they are wary of armed conflicts. The majority of thepeople have strong desire for peace and do not wish toface evil consequences.

In my opinion, peace talks are aimed at fulfill-ing the wishes of the people, not deciding on theresult: win or loss. It will be virtually impossible forKNU members to escape from the circle of terroristacts, if they let themselves swayed by the words ofanti-peace elements that making peace is a means ofsurrender. They should have realized the value ofpeace, comparing their living conditions and that ofother national race groups that have made peace.

The democratization process has taken its shapethat can guarantee equal rights for all national racesunder the State policy of non-disintegration of the Unionand non-disintegration of national solidarity. The Stateconstitution approved with the massive support of thepeople guarantees rights with which national races candevelop their characteristics, customs and traditionswithout infringing the goal of non-disintegration of theUnion. To be frank, they should not waste the goldenopportunity to hold arms legally.

I would like to make a suggestion that theygive up their lifestyle of being minions of opportun-ist politicians, and certain countries that are desper-ate to destabilize our country. It is time they quitsticking to old stereotypes, realized the objectiveconditions, and chose the correct path, as aspired bythe public.

So, the people of us will have to watch and seewhich way KNU will choose: the way of honouring thepeople's desire of regional stability and peace, or cling-ing on to armed struggle line at the instigation ofexpatriate politicians and aliens.

Researchers assessed the diets of 712people in New York and divided theminto three groups based on how closelythey were following the Mediterraneandiet.

The Mediterranean diet is high invegetables, legumes, fruits, cereals, fish

and monounsaturated fatty acids such asolive oil, and is low in saturated fat, dairyproducts, meat and poultry and moder-ate amounts of alcohol.

Dr Nikolaos Scarmeas, the study au-thor from the Columbia University Medi-cal Center in New York, and colleaguesconducted magnetic resonance imagingbrain scans of the people an average ofsix years later. A total of 238 people hadat least one area of brain damage.

children without eczema todemonstrate psychologicalabnormalities, in particularemotional problems, as 10-year-olds.

Also, children whoseeczema persisted beyondthe first two years of lifewere more likely to havemental health problemsthan children who had ec-zema only in infancy.

“This indicates that ec-zema can precede and leadto behavioral and psycho-logical problems in chil-dren,” Heinrich said in a

statement.The study, published in

the Journal of Allergy andClinical Immunology,tracked 5,991 children bornbetween 1995-1998. BOSTON, 13 Feb —People with anorexianervosa have strikinglyhigh levels of fat within theirbone marrow, US research-ers found.

Researchers at Chil-dren’s Hospital Boston saidtheir findings are based onMRI imaging of the knees

of 20 girls with anorexiaand 20 healthy girls of thesame age.

“It’s counter-intuitivethat an emaciated youngwoman with almost no sub-cutaneous fat would be stor-ing fat in her marrow,” DrCatherine Gordon, the se-nior investigator and direc-

tor of the bone health pro-gram at Children’s Hospi-tal Boston, said in a state-ment. For the study, the kneemagnetic resonance imag-ing images were read byradiologists who were un-aware of the patient’s clini-cal status.

Compared with con-trols, the patients with an-orexia had markedly in-creased fat content — visu-alized as “yellow marrow”— and less than half asmuch healthy red marrowin the lower thigh bone andupper shinbone.

“Bone formation is verylow in girls with anorexia,and that’s a particular prob-lem because they are grow-ing adolescents who shouldbe maximally formingbones,” Gordon said. “Butbecause of the hormonalalterations induced by mal-nutrition, the bone marrowstops yielding the neededcells to form bone. Insteadthe stem cells are pushedtoward fat formation.”

That historic evidenceis located near the centerof Mar’s Gale Crater.There hundreds of ex-posed rock layers form amound as tall as theRockies, revealing arecord that matches whathas been proposed in re-cent years as the dominantplanet-wide pattern forearly Mars.

“Looking at the layersfrom the …oldest to theyoungest, you see a se-quence of changing rocksthat resulted from changesin environmental condi-tions through time,” saidRalph Milliken of NASA’sJet Propulsion Laboratoryin Pasadena, Calif. “Thisthick sequence of rocksappears to be showing dif-ferent steps in the drying-out of Mars.”

The scientists, usinginstruments on the NASAspacecraft, determinedclay minerals, which formunder very wet condi-tions, are concentrated in

layers near the bottom ofthe Gale stack. Abovethat, sulfate minerals areintermixed with the clays.Sulfates form in wet con-ditions and can be depos-ited when the water inwhich they are dissolvedevaporates, the research-ers said. NAY PYI TAW, 13 Feb—Some cases of NewInfluenza A (H1N1) have been reported in ChinState, Yangon Division and Shan State since thebeginning of February. Ministry of Health incollaboration with authorities concerned is tak-ing preventive measures against the pandemicdisease.

In the recent outbreak in a hostel in DagonMyothit (North), Yangon, two more patients werehospitalized, raising the number of hospitalizedpatients to 49. Ministry of Health is trying to keepthe epidemic under control.

In another case, two more persons inMingaladon Township, Yangon Division weretested virus positive while two patients werefound to be infected with the virus in a religiousschool in Dagon Myothit (North), all of whomwere hospitalized. Other 197 living in the schoolare being kept in quarantine and under surveil-lance.

Ministry of Health has urged the people tostrictly follow the warnings on preventive meas-ures against the virus and to partake in the cam-paign against the epidemic.—MNA
