Desperate to find a solution for the traffic congestion prob- lem in the area, a local ward councillor has proposed a road change of her own. Heather Brenner, councillor for Ward 107 and chairperson of the Blaauwberg Subcouncil, submitted a notice of motion during last week’s subcouncil meeting. The motion is a proposal to change the lanes across the Paarden Island bridge to benefit traffic flow during morning rush hour. “A history of inadequate road planning along with massive devel- opment has resulted in the traffic congestion experienced in the Blaauwberg region,” Brenner said in her motivation. She added that while the antici- pated Sandown Link to the N7 and the new MyCiTi public transport system are moves to address the traffic problem it will still not be ad- equate given the expansion and de- velopment of the area. “It will be another two years be- fore the Sandown Link is functional – even if construction commenced immediately ... ” she said. She added that the road construc- tion work currently under way to expand the Integrated Rapid Trans- port (IRT) system along Blaauw- berg Road and soon on Potsdam Road will only worsen the traffic situation, and lead to more frustra- tion for commuters. “My proposal of making two southbound lanes at the Marine Drive/R27 (Paarden Island) bottle- neck bridge over and onto the N1 is not new, but I believe it must be con- sidered now as an interim move to- wards relief for our motorists,” Brenner said, adding that only mi- nor engineering would be required to achieve this. The proposal involves the closure of the Paarden Island bridge to N1 southbound traffic wanting to ac- cess the Marine Drive/R27. “But these could be directed to the next (Woodstock) left off-ramp where minor engineering works would facilitate their right (west) turn over the N1, back onto the N1 where they could take the left (northbound) off-ramp onto the R27.” Brenner reiterated that this pro- posal would involve minimal engi- neering and also provide a cost-ef- fective and immediate solution to the problem. “It could be considered either as a morning peak hour implementa- tion or as a full-time re-routing,” she suggested. Brenner said she was aware of plans for major road changes in the Paarden Island/N1 area that will produce a state-of-the-art solution to prevailing traffic problems. “But these plans are way down the line and costly. We in Blaauw- berg need a solution now.” Brenner asked that a report be made to the local subcouncil on the feasibility of such a project. The motion was accepted by the subcouncil committee with Coun- cillor Cynthia Clayton suggesting that this be investigated as a full- time change to the road infrastruc- ture. Subcouncil manager Peter Dea- con confirmed that the motion and a descriptive schematic were in- deed delivered to Melissa Whitehe- ad, executive director of transport, roads and stormwater department yesterday. “It will be up to her to compile a report on the feasibility of such a project,” Deacon said – this could take up to three months.     A Table View resident is furiousafter a bogus company allegedlyscammed her out of R3 400 afteragreeing to build a pre-cast wallfor her.

    Eloise Venter opened a case at Ta-ble View police after discoveringthat the business she contracted, acertain Optima Walls and Pavers,doesnt even exist.

    She also claims the officer that

    helped her open the case knows thesuspect has been involved in simi-lar scams in the past.

    Venter elaborates on her ordeal:I wanted a pre-cast wall in front ofmy property so I started looking atall the companies advertising in thepaper, on the internet and on Gum-tree. I received various quotationsfrom large to smaller companies. Ispotted an ad from Optima Wallsand Pavers (which had an impres-sive write-up) and decided to get aquotation from them.

    This Table View/Milnerton com-pany responded very quickly to herenquiries and soon she paid R3 400deposit.

    Unfortunately nothing ever ma-terialised after that. The ownerkept giving excuses, but accordingto Venter these were all just lies.

    Next I went to the business ad-dress as listed on the invoice I re-ceived, only to find that anothercompany occupies that address andthey have never heard of theseguys. I did an extensive search on

    the Companies and IntellectualProperty Commission website totrace the company registrationnumber, only to find the companyregistered under that number is ac-tually a financial service in Johan-nesburg!

    Venter goes on to warn every-body to always check the address ofsmall businesses even if it meansgoing to the premises.

    She concludes: Always checkthe company registration numberand insist on references. Do not just

    accept a cell number and email ad-dress as contact details! Insist on alandline as well.

    Table View Police spokesperson,Lieutenant Elizabeth Munro con-firms that a fraud case was laid bythe complainant and that a 55-year-old man is the suspect.

    We cannot give his name, be-cause he hasnt been arrested yet.The investigating officer, Det ConstDesmond November, asks that any-one with information should con-tact him on 078 179 0495.

    Wall, paving company a scam

    A taxi driver was arrested last weekMonday when traffic officials dis-covered he was drunk, did not havea valid drivers licence and also nota permit to transport passengers.

    The suspect also assaulted the of-ficers before attempting to flee.

    While the traffic officers were ongeneral patrol along Koeberg Road(between Plattekloof and Blaauw-berg roads), they noticed a ToyotaQuantum minibus taxi with a fullload of passengers was closely fol-

    lowing the path cut through peaktraffic by a fire and rescue servicestruck in response mode.

    The officers immediately stoppedthe minibus taxi and interviewedthe driver. Apart from not beingable to produce a drivers licenceand a relevant permit, officers alsodetected the smell of liquor on hisbreath, which prompted them toconduct a breathalyser test. Thesuspect would, however, not co-op-erate and was told he would be ar-

    rested.The suspect apparently became

    aggressive, fighting off the two of-ficers by shoving one to the groundand grabbing the other by his shirtwhile threatening him.

    He then fled on foot towards theKillarney Race Track and continu-ally tried to hail other minibus tax-is in an attempt to escape.

    He managed to get into one, butthe officers were able to stop the get-away minibus taxi a few hundred

    metres down the road where thesuspect was found lying on the backseat.

    After struggling to remove himfrom the vehicle and apparentlyhaving to endure constant verbalabuse, officers managed to restrainthe suspect.

    He was taken to the shadow cen-tre where another breathalyser testregistered 0,45mg of alcohol per1 000ml of breath.

    The 26-year-old suspect,who later

    produced a Code 03 learners li-cence, was detained at the Milner-ton Police Station on charges ofdriving under the influence of alco-hol, resisting arrest, assault, andtransporting persons for rewardwithout the necessary permits.

    Spokesperson for Cape Town traf-fic services, Chief Inspector MerleLourens concludes: They didnt letup on doing what they needed to doto get the drunk driver off the roadfor the publics safety.

    Taxi driver was in violation of several laws

    The traffic situation in Table View is set toworsen this coming week with a lane closureat the busy Blaauwberg Road and Raats/Pentz Drive intersections.

    The City of Cape Town has warned motor-ists of the planned closure of one traffic lanenext to the MyCiTi bus station on Blaauw-berg Road, from Saturday 25 February to Fri-day 2 March.

    The lane will be closed for eight days andthe closure is expected to cause considerabletraffic disruption in the area.

    The city strongly advises residents in thearea to, if at all possible, make alternativearrangements regarding their routes andtravel times during these road closures, astraffic congestion is expected to be particu-

    larly bad during early morning and after-noon peak travel times.

    The closure of the lane as well as the tim-ing of the closure is unavoidable, as engi-neers need to divert the underground Chev-ron effluent line which currently still runsunder the Table View MyCiTi station onBlaauwberg Road.

    Chevron has given the city a limited win-dow of opportunity for this work to be com-pleted.

    Last Saturday one west-bound lane onBlaauwberg Road immediately adjacent tothe MyCiTi station, including some 50m be-fore the intersection with Raatz Drive, wasclosed, along with one right turn lane onRaatz Drive.

    These closures will stay in effect until Fri-day 2 March.

    During this week, engineers will work inconjunction with Chevron on diverting theunderground pipes as planned and ensuringthat all safety requirements are met.

    Work will continue throughout the dayand night. Additional traffic and law en-forcement teams will be deployed in the areato assist with the management of traffic.

    Road users are advised to make alterna-tive arrangements, or to allow for extra trav-el time in this area. The movement of MyCi-Ti buses docking at this station will be unaf-fected, although delays are expected.

    The city deeply regrets the disruptioncaused by the planned closure.

    Ziggys Vietnamese twangsounds more like a Oeeeee!*snork*snork* Oeeeee!, whichprobably means, What is this un-derneath the sand? More sand!

    While this newspaper talked toZiggys owner, Brian Thackwray,the adorable pig could not getenough of Milnerton beachs sand.

    Thackwray has been bringingZiggy to the beach virtually everyday for the last two years, but forhis incorrigible pet every day is anew adventure.

    Im usually in a bit of a hurry,because I must go to work, but to-day he is really enjoying himself,he laughs.

    When asked how he knows that

    Ziggy is enjoying it particularlythat day, he responded, Hes not at-tacking me!

    Ziggy is apparently quite a vio-lent little pig, and could easily getfascinated with blood tricklingfrom an exposed ankle. In fact, mostof the times Thackwray is hiding ingumboots.

    Every now and again an unsus-pecting dog strolls past Ziggy, butjust one Oeeee! will send the ca-nine scrambling.

    The braver dogs might find Ziggyinteresting, but according to Thack-wray there would be no contest ifone of these dogs has a liking forpork.

    In response to whether he recom-mends people to purchase a Ziggy oftheir own, Thackwray answers:Hes pig-headed! I wouldnt adviseanyone to get themselves one.

    Ziggy loves walking back homeexactly the way he came by follow-ing his own footsteps in the sand.

    His smell and hearing is betterthan a dogs and hes much cleanertoo, concludes Thackwray.

    Melkbosstrand will soon beboasting a brand new upgrad-ed fire station.

    The Melkbosstrand Fire Bri-gade currently operates from abuilding located on the corner ofBeach Road and 1st Avenue andwill move to a site next to theBirkenhead Shopping Centre.

    The move is part of the plan torelocate the Melkbosstrand Cen-tral Business District (CBD)away from the beachfront.

    Clearing of the constructionsite which will also be where thenew MyCiTi bus station will belocated is already under way.

    The larger fire station will oc-cupy some 550m of building ar-ea.

    Although a bigger facility, thestaff complement and vehicleswill remain the same, said IanSchnetler, chief fire officer of thecitys Fire and Rescue Service.

    The new station will have athree-bay engine room to housethree emergency vehicles andwill have a 10-bedroom sleepingquarters.

    Schnetler said the station willserve the areas of Melk-bosstrand, Duinefontein, Blou-berg, Parklands, West Beach,Sunningdale, as well as the Koe-berg nuclear power station aspart of the power plants emer-gency plan.

    The fire station also covers thesurrounding informal settle-ments and any other area as re-quired by the fire and rescueservice.

    Given the notoriety of the R27and the road accidents that hap-

    pen there the station will alsohave a rescue vehicle to cover in-cidents on this road, as well asthe Otto du Plessis Drive and theN7.

    The new fire station is plannedto be in operation in October thisyear.

    The use of the old fire stationbuilding which was previously acrayfish processing factory, isstill under discussion Fby city of-ficials, Schnetler said.

    The citys property manage-ment department were hesitantto give specifications regardingthe rest of the developmentaround the Birkenhead Shop-ping Centre, including a retire-ment village, as plans are still indraft with planning still underway.

    manager, Kylie Hatton said con-struction on the MyCiTi bus sta-tion in Melkbosstrand will com-mencewhen thewideningofOttodu Plessis Drive is completed.

    Due to many unknown servic-es this construction is behindprogrammeandwill onlybe com-pleted by the end of the year, shesaid.

    The feeder routes will be com-pleted in October this year andbe operational at the beginningof 2013.

    Hatton added that there willnot be a non-motorised lane lead-ing from Melkbosstrand alongthe R27. There will however be acycling lane running along Ottodu Plessis Drive from Melk-bosstrand to the holiday campwhich will also be completed inOctober.

    Breast cancer is something that can be de-tected very early on, but most people do nothave the money or transport to visit a doctor,or even the knowledge that these checkupshave to occur regularly. That is where Pink-Drive comes in.

    This is what Pauline de Klerk, the head oflocal NPO Sharing Abundant Life Together(Salt), had to sayabout theupcomingcollabo-ration between Salt, PinkDrive and the Stel-lenbosch nursing department on Thursday15 March at the View Church in Table View.

    A main focus of the day is to create aware-ness and to educate. People from all areas arewelcome, but we are focusing mainly on Ta-ble View and the surrounding areas such asDu Noon and Joe Slovo, where men andwomen do not have the money to go to an eve-ryday doctor. We also want to stress that thetests are not just for women.

    Breast cancer occurs also in men, just ona much smaller scale, said De Klerk.

    After research, their claims have indeedbeen validated.

    What on earth was this man thinking!The only legal thing on this picture is thatthe little girl is at leastwearing a helmet. Pas-sengers and other ob-jects are not allowed tobe in the front of the rid-er.

    The National RoadTraffic Act states: Noperson or animal or ob-ject shall be carried on amotor cycle, motor tri-cycle or motor quadra-cycle on a public road infront of the driver there-of: Provided that an ob-ject of a non-bulky na-ture may be so carried ifsecurely attached to themotor cycle, motor tri-cycle or motor quadra-cycle or placed in a suit-able carrier fitted there-on for that purpose andcarried in such a way as

    not to obstruct the drivers view or preventhis or her exercising complete control oversuch motor cycle, motor tricycle or motorquadracycle.

    A few safety tips for lifting children on abike:

    1. Always wear proper fitting helmets (rid-er and passenger).

    2. Never carry objects or persons in thefront of the rider ashemaynot exercise prop-er control over the handlebars.

    3. Ensure that you are licensed to ride theparticular class of motorcycle.

    4. Dont lift a child if they are so small thattheir feet cant reach the foot rests; or not bigenough to hold onto the rider tightly.

    An application to extend the urban edge ofthe City of Cape Town to incorporate pro-posed sustainable development along theN7 served before the Blaauwberg Subcoun-cil recently.

    According to their website WesCape is alarge scale city development set to be imple-mented over 20 years.

    It is a project by communiTgrow which is ajoint venture between property developers Bel-landia and Pact Developers, architect firmARG Design and Ariya Projects, a companythat offers a broad spectrum of built environ-ment-related services.

    CommuniTgrow hopes to address the needfor housing, employment, health and economicnourishment in a sustainable manner to previ-ously disadvantaged families with this project.

    Wescape will initially provide over 200 000homes, to households of different economic lev-els and densities to create a community of in-tegrated neighbourhoods.

    Housing will range from houses subsidisedfor families who earn below R3 500 per monththrough to affordable free-standing homes forfamilies earning above the R15 000 per monthlevel. These will include three-bedroom singleresidential homes, two-bedroom semi-detachedstarter homes, two-bedroom three-storey walk-ups and two-bedroom six-floor apartmentbuildings.

    The 3 100 hectares of land earmarked for thisdevelopment is situated in the so-called Atlan-tis corridor and located directly north of the ex-isting urban edge of Cape Town, directly to thewest of the N7, east of the existing Atlantis rail-way line and south of the Dassenberg small-holdings.

    The idea is that the WesCape developmentwhich will constitute about one third of theWestern Growth Corridor will help to link theCentral Business District (CBD) with Atlantisintegrating them spatially and economicallyinto the greater economy.

    It is envisioned that WesCape residents willhave access to the city by means of the existingrailway line which runs the length of the corri-dor and could be upgraded to a commuter lineas well as the MyCiTi bus service.

    CommuniTgrow hopes a buy-in from the citywill initiate the bulk services and other infra-structure necessary to unlock the land in theremainder of the corridor which is only one oftwo directions in which the city can expand.

    The WesCape will incorporate a variety ofsystem strategies with regards to energy andwater, waste disposal, food, buildings and land-scaping with the focus being on sustainability,local food production and recycling.

    It is the hope that WesCape could help to de-densify areas like Khayelitsha and Nyanga.

    NSRI volunteers needed: The National Sea Rescue Institute (NSRI) in Melkbosstrand is currently looking for volunteers who would like to join the organisation.Volunteers must be 16 years or older and should be medically fit to go to sea ona rescue boat andmust be able tomake a commitment to the cause. TheNSRI providesall the required training and skills needed for this very rewarding activity. All courseand training takes place after normal working hours and on weekends. Prospectiveapplicants must live within close proximity to the rescue base in Melkbosstrand orhave reliable transport.     The annual general meeting of the Melk-bos Neighbourhood Watch will be heldon Tuesday 6 March at 19:00 at the VanRiebeeckstrand Primary School hall.During the meeting members of theMelkbosstrand Police Station will givefeedback regarding the local crime situa-tion and will also include a security pres-entation by an expert.

    Crime is a reality in Melkbos. We wererecently hit by a crime wave and there is anincrease in suspicious movements and ac-tivities in the area, said Elmien Vermeu-len, public relations officer of the MelkbosNeighbourhood Watch (MNHW).

    Since its inception in June last year, theMNHW has worked hard in strengtheningits partnership with SAPS.

    We have a firm conviction that to suc-cessfully address crime and the safety andinterests of our residents and businesses,partnerships are crucial, Vermeulen said.

    As an example the MNHW has asked localresidents to support the ACVV Koeberg andtheir social workers in addressing the seri-ous social and welfare problems that exist

    in Melkbos.The safety of our children is also of ex-

    treme importance to us and for that reasonwe work hand in hand with SAPS to visitschools and speak to the childrenabout initi-atives like the Smart Kids project.

    The organisation also liaises closely withthe local ward councillor Marissa Jansenvan Vuuren, the City of Cape Town and theprovincial government.

    Apart from all the projects that the NHWis involved with, we make our voice heardon all issues affecting Melkbosstrand andour input and advice is regularly sought andrequested. We do not hesitate to address ne-glect and the effect of development proposalson the safety of residents, Vermeulen ex-plained.

    She urged all residents to get involved andbecome active in the MNHW in serving thecommunity.

    This is what responsive and responsibleneighbours ought to do.

    We must bike saferA few weeks ago there was a photo of twogirls on a scooter on the N1, and today, 22February, the photo of Dads sleeping beau-ty has left me shattered. I find this photo ir-responsible.

    As a mature person, who recently got mylearners licence for a motorbike, and learn-ing through an academy, I have realised thisis a huge learning curve.

    I got my drivers licence in the 60s. I grewup in a motor family with both cars andbikes, but rules have changed. Every year wehave road safety campaigns, but they tell usnothing.

    I did not know where a motorbike shouldbe on the road, why they ride faster than thetraffic, and move up through lanes at trafficlights, etc.

    Our drivers are aggressive. Few people in-dicate where they are turning, especially atcircles.

    Mothers on the school run at 14:00 are onhand-held cellphones (with blue tooth in thecar not used) or texting, keep me off the roadat that time. Women by tradition are sup-posed to be safer divers!

    Lots of teenagers are bought bikes by par-ents, get a learners licence, and ride with noprotection clothing or guidance.

    What about road safety articles, in the pa-per?

    The City of Cape Town is callingon the public to comment on itsdraft Tall Buildings Policy,whichwill provideguidancedur-ing the early phases of the designand planning process for tallbuildings in Cape Town.

    The City CBD is currently the on-ly area within the city that has a de-fined height limit of 60m, while oth-er areas throughout the city aremainly defined by general zoningregulations which are often outdat-ed.

    The Tall Buildings Policy seeksto promote responsible and sustain-

    able growth, make positive contri-butions to place-making, and en-hance the overall cityscape by en-suring the development of well-integrated tall buildings inappropriate locations, said theCitys mayoral committee memberfor economic, environmental andspatial planning, Belinda Walker.

    Tall buildings can be defined asbuildings that:.Would be significantly higher

    than their neighbours;.Would need a height departure

    under the zoning regulations;.Will have a significant impact

    on the skyline;

    . Are two timeshigher than theirwidth; and. Require special technologies

    for access (eg elevators).The draft policy sets out in simple

    language the necessary informa-tion or submission material neededto effectively evaluate proposals.

    On a more technical level, it alsoprovides a draft of the best-practicedesign guidelines for tall buildingsthat will provide developers and as-sessors with more detailed guid-ance during the design and applica-tion processes.

    The City acknowledges that tall-er buildings are a part of Cape

    Towns future growth, and thatcareful consideration is required intermsof their designand suitabilitywithin Cape Towns context. If de-veloped with sensitivity to the envi-ronment and with awareness of theurban context, tall buildings canserve as beacons of urban improve-ment, Walker said.

    A workshop will be held for inter-ested groups and professional bod-ies to allow the City to obtain spe-cialist support for and input intothe policy and its utilisation.

    It is expected that the final draftTall Buildings Policy will be sub-mitted for policy approval to the ex-

    ecutive mayor in June.The draft policy is available for

    review from tomorrow at the Citys24 subcouncil offices; municipal li-braries; and planning district offic-es; as well as at www.cape-town.gov.za/haveyoursay.

    The City of Cape Towns Fire andRescue Services re-introducedfire and smoke detection camer-as at the Goodwood Fire and Res-cue Command and Control Cen-tre recently and provided a dem-onstration of the high-techequipment last week Thursday.

    According to mayoral committeemember for safety and security, JPSmith, the detection system wascancelled three years ago due tovarious national regulations.

    It threw new spanners into theworks and strangled us with regula-

    tions, because of over-regulation.Whilst that may be necessary, it isalso highly restrictive, especiallyonce you start dealing with private-public partnerships, he explains.

    The detection programme was,and is now again, run by externalprivate donations.

    We had to take the motion tocouncil and this whole process canmake private donors think twiceabout donating to government.

    However, three years down theline and the majority of the CapeTown district is finally being moni-tored again.

    Smith continues: The camerasystem forms an integral part of fire

    and rescue services commitmentto respond to fires as quickly as pos-sible. We constantly explore waysin which technology can make usmore efficient.

    The camera system is designed todetect and plot the location of fireand smoke within a radius of fivekilometres from the cameras loca-tion.

    The information is then transmit-ted to the commandandcontrol cen-tre in Goodwood, where the loca-tion is plotted on a map and the nec-essary vehicles dispatched to theincident.

    The system increases efficiencyand speed and also serves the pur-

    pose of having a record on file ofwhat happened.

    An added feature will assist dis-patched emergency personnel to es-tablish the quickest route to the lo-cation by the use of satellite image-ry.

    This early warning detection sys-tem can also in many occasions re-sult in the fire brigade being dis-patched before a call has even beenlodged.

    Smith emphasises, however, thatthey still rely on the community tophone them in case of an emergen-cy.

    Presently there are six cameras,which cost about R250 000 each.

    They are located at the militarybase in Khayelitsha, Cape Town In-ternational Airport, TygerbergHills, Papegaaiberg, the V&A Wa-terfront and Muizenberg.

    It is planned to expand the systemwith five more cameras, which willbe placed at Helderberg, Conter-manskloof, Bottelary (to coverKraaifontein and surrounds),Kings Blockhouse and Hout Bay.

    For these to be installed, Smithsays he would have to raise betweenR1,2 and R1,5 million.

    He is quite confident that he willbe able to do this and foresees most,if not all, of these cameras to be in-stalled in the next few months.

    Die komitee sal kyk na die nuwe voorgestel-de name, sowel as n reeks voorstelle van vori-ge jare.

    In 2007 het die Stad n reeks van 31 voor-stelle ontvang, waarvan vier intussen gem-plementeer is. Ons nooi die publiek uit omkommentaar te lewer op die oorblywende 27
