SUBJECT: MARINE CORPS BASE HAWAII PROVOST MARSHAL OFFICE

SAFETY ADVISORY MESSAGE

This advisory is intended to inform military personnel and their families of a

dangerous situation in and around the bar areas in Kailua, HI. During the past 8

months, PMO received reports of military personnel being violently assaulted in this area.

As a result, PMO met with HPD representatives who relayed that this type of scenario

occurs frequently and that the attacks occur to both military and civilian personnel. The

assaults occur in the early morning hours around bar closing times and fit a pattern where

the victims are highly intoxicated and boisterous. The attackers appear to single out their

victims based on the perception that the victims are highly intoxicated and disorderly.

The most recent incident occurred on 29 September 2012 when a Sailor was beaten for

no apparent reason after leaving one of the area drinking establishments. Often the

victims are not in a position to provide accurate descriptions of their attackers, and HPD

representatives have stated that local bar owners and their employees do not always

cooperate with them to identify the perpetrators. This situation results in the perpetrators

avoiding accountability for their actions. PMO is advising unit leaders to warn their

personnel about this area and strongly advises military personnel and their families

to not frequent this area until local business leaders can demonstrate that the area is

safe for all patrons. The area is not on the off-limits list at this time; however, PMO

continues to work with HPD to monitor incidents in this area in order to determine

if the area should be included in the off-limits list. Military personnel are advised to

report suspicious behavior and use additional caution when visiting the following

establishments in Kailua until further notice:

SUBJECT: Facebook Town Hall Meeting

The Garrison Commander, COL Daniel Whitney, will host this quarter's Facebook Town

Hall, Tuesday, 27 NOV 2012, from 1800-1930. The U.S. Army Hawaii community can

get its most pressing questions and concerns addressed during this online town hall.

During the virtual town hall, Subject Matter Experts (SMEs) will directly respond to

questions and comments posted online at the Garrison's Facebook "Events" tab. SMEs

will include Island Palm Communities and the directorates of Emergency Services;

Public Works; and Family and Morale, Welfare and Recreation. Anyone who wants to

interact with SMEs or follow the discussions must have a Facebook account.

Access the Garrison's Facebook page at www.facebook.com/usaghawaii. Click on the

“Events” tab in the upper tool bar, and then click on the November event to access the

Facebook Town Hall page. All questions and comments posted during the Town Hall will

be addressed. Those comments not addressed that evening will be answered during the

days following the event.

Quarterly Town Halls are held to foster free-flowing conversations between the

installation and its customers.

“How do I know if I’m at risk for diabetes? What are some ways I can determine if I need to make changes in my life to prevent devel-oping diabetes?” With November being National Diabetes Awareness Month, this is the perfect time for you to take a look at your numbers and de-termine if it might be time for a change. First of all, determine if you are at risk for diabetes by asking yourself some of the following questions: • Are you overweight or obese? • Do you lead a sedentary life-

style?

• Do you have high cholesterol? • Do you smoke? • Do you have a family history of

diabetes? • Have you had gestational dia-

betes (diabetes during preg-nancy) in the past?

Your age, race, and ethnicity can also impact your risk level. Not sure of your personal risk core? The American Diabetes As-sociation has a Risk Assessment tool at www.diabetes.org/diabetes-basics/prevention/diabetes-risk-test/. If you are at high risk or have already been diagnosed with diabe-tes, be sure to develop a plan of care with your physician to maximize your treatment success. Regular check-ups (at least an-

nually), lab work, blood pressure monitoring and nutrition education are all important components of treatment. If you have not had your HgbA1c or cholesterol panel checked in the past year, now would be a good time to make arrangements to get that done. Whether you have diabetes or are at risk for developing diabetes, you could most likely benefit from making a few dietary and lifestyle changes. If you are overweight or obese, losing just 5-10 percent of your body weight can make a big differ-ence in your lab values. Perhaps start by replacing sug-ary drinks with sugar-free options and cutting down your portions of

high-calorie items to replace with lower calorie, nutrient-dense foods like vegetables and fruit (check out www.choosemyplate.gov for recommendations and additional guidance). To emphasize the importance of healthy lifestyles for diabetes man-agement, Tripler Army Medical Center will be hosting a Diabetes Awareness Fair open to all eligible beneficiaries, Nov. 17, 10 a.m.-3 p.m. in the Anuenue Cafe. Tripler will host a diabetes wellness fair, Nov. 17, 10 a.m.-2 p.m., outside the Oceanside entrance of the hospital. Naval Health Clinic-Hawaii’s Health Promotion mobile “Wellness on Wheels” van will be on site to offer A1C cholesterol tests for patients who want to find out their numbers.

HONOLULU — Tripler Army Medical Center will be hosting a wellness fair in honor of Diabe-tes Awareness Day, Nov. 17, 10 a.m.-2 p.m., here. The diabetes fair will take place in Tripler’s Anuenue Café and is open all eligible benefi-ciaries. The theme of this year’s fair is “Do You Know Your Numbers,” which will focus on A1C and cholesterol levels. Both of the tests deter-mine if a patient is diabetic, or at risk of develop-ing diabetes. The fair will offer attendees the opportunity to meet with vendors from the Defense Commis-sary Agency and visit Army Public Health Nurs-ing demonstration booths about topics such as foot exams, blood pressure screening, body mass index screening and speak with patient educa-tors about a variety of topics to include disaster planning for diabetics. In addition to the numerous resources in-side the Anuenue Café, the Naval Health Clinic Hawaii Health Promotion mobile “Wellness on Wheels” van will be on site outside the Oceans-ide entrance of the hospital offering A1C choles-terol tests for patients who want to find out their numbers. “It is important for diabetic patients to un-derstand there is a lot more than just (diet) that impacts your numbers, and it is more than eat-ing right and showing up to your appointments,” explained Mary Eiger, fair coordinator and di-etitian, Nutrition Care Division, TAMC. “Many things impact your diabetes. It is a lifestyle and there is a culture to diabetes.”

Because diabetes becomes a patient’s lifestyle, Eiger encourages patients with diabetes to bring their families to the event because it will offer education for family members as well. This is the second year that Tripler has hosted a diabetes fair and according to Hope Cooper-Oliver, nurse and patient/diabetic educator, TAMC, it was well received last year. Cooper-Oliver said that the incidence of dia-betes is high in Tripler’s patient population and it is important that the hospital provide the latest information and education for its patients. “It is important for our beneficiaries to have

resources from different vendors all in one place so we can provide one-stop-shopping for infor-mation and education,” Cooper-Oliver said. “I try to coach patients and know it is a lot of work, but it is better to own and not let it own you. (Diabetics) need to take care of (themselves to) be healthy.” In line with the Army Surgeon General’s vi-sion and campaign to influence the life space of Army Medicine’s beneficiaries, Eiger said the fair’s purpose is to educate people on ways to ne-gotiate their life outside of Tripler when they are dealing with diabetes.

The dirtiest race of the year returns to MCB Hawaii!!! Get your teams ready for an exciting 5 mile run through the

mud and dirt on board Marine Corps Base Hawaii Kaneohe Bay. This unique run takes teams through the Nu'upia

ponds and down the Fort Hase beach, over and under obstacles that challenge the strongest of competitors. The

event is open to the public.

Teams

This is a 6-person team event. Teams with children ages 10-13 need to have at least 1 adult (person 18 or over) on

the team. The minimum age to participate in this event is 10.

Packet Pick-Up

Mandatory packet pickup will take place at the Fitness Expo on Friday, 15 February 2013, at the Kahuna's Ballroom

on MCB Hawaii from 1500-1900. Timing chips and race packets will be distributed at the Fitness Expo. **It is the

team's responsibility to keep track of their timing chip and bib number for the race. WE WILL NOT PROVIDE

REPLACEMENT CHIPS ON RACE DAY. Packets will not be available for pickup on race day.

Waiver Form

All teams MUST SUBMIT A SIGNED WAIVER FORM IN ORDER TO RECEIVE THEIR PACKETS AT THE FITNESS

EXPO. Waiver forms are mandatory and must be signed by all 6 team members.
