From the President’s DeskSo happy to put the hot summer behind us. July was one

of the the hottest months on record. I think my AC was on for a solid 3 weeks. Edison was not very kind in their July electricity bill.

But Fall has arrived and our Lake is down only 7.75”, thanks to our wonderful wells that have added almost 42” of water to the Lake since July 1. We are actually 2 1/2” higher than last year at this time, and have 13” more water than 2016!

Your Board has been working hard on balancing our Island maintenance needs and cash flow requirements. The current “big ticket items” include our streets and common area landscaping. We are exploring an “only necessary repair” strategy to save up for a complete street removal and repave in 8-10 years. At that time the streets will be 60 years old and the original foundation layer will need to be rebuilt.

We are looking to replace the landscaping on the Fairbreeze and Freshwind fingers first. They are in the most need and we will be able to try out the latest sprinkler and lighting technologies before working on the other fingers.

We recently sent out a series of revisions to our Architectural and Island Rules and Regulations. Please be sure to read Cary Gerhardt’s article for details on these changes.

The Board has formed a new Emergency Preparedness Committee co-chaired by Donna Larson and Andrew Kane. They have taken the lead on ensuring that we have plans in place should a major disaster occur. An introductory Emergency Preparedness newsletter is on page 5.

Unfortunately speeding on the Island continues to be a problem. The speed limit is 25 mph. There is a 3-way Stop sign LaVenta that is constantly ignored. I know everyone is in a hurry, but this is a dangerous and unacceptable way to drive. We have pedestrians crossing the streets at all hours, so please relax and slow down.

We are also seeing a disturbing increase in the lack of civility on the Island, in particular those actions directed at the guards. There have been many instances where the language and behavior has been appalling and borders on legal assault. There is no place for this on the Island. They are only doing their job, which is to enforce the Island Rules and Regulations that we all agreed to abide by when we joined our community. The Board has taken an extremely aggressive stance against any such behavior and it will not be tolerated at any level. If you have an issue with the rules, please bring it up with the Board.

The holidays are once again upon us. The Island Holiday Light Committee has a few surprises for the display this season. I am told it may be the best ever. Mark your calendars for the Annual Westlake Island Holiday Party scheduled for 6pm Thursday, December 6 at the Yacht Club. If you have never come to this fun event, please join all your neighbors for dinner and drinks. The Annual Westlake Parade of Lights is Sunday, December 2 at 6 pm. Details are inside this issue.

As a reminder, please show our guards your appreciation for all their efforts by contributing to the Annual Guard Holiday Fund. Our guard staff are very dedicated to maintaining a safe, secure and peaceful environment for everyone.

Westlake Lake Management ReportBy Mike Singer

WLMA is very proud to report that the Lake made it through an extremely hot summer with acceptable water levels and water purity.. The Lake is currently 5 inches below the dam crest.. By the way, our catch and release bass fishing has been plentiful this year.. so do not miss out.

We are exploring more well sites with the Golf Course, including on the driving range. As you may know, there are well over 100 well sites in our general area with only four productive wells..so it is not easy to find water this side of the 101..

Our Lake Safety Patrol are doing a top notch job of responding to our boater’s issues .. Keep in mind, if you witness an emergency.. call 911 first, before you call the WLMA office.

Do not forget the Holiday Boat Parade of Lights on Sunday December 2 starting at the Westlake Yacht Club.. Please be sure to decorate and enter your boat wheth-er or not you are a member of the WYC.

Greetings to our fellow island residents. This is our first newsletter since the formation of the Emer-gency Preparedness (EP) Committee by our Board of Directors. While we are pleased to serve and lead the committee, at the end of the day the benefit is for all of us. From our perspective we have two objectives and they are not mutually exclusive. First to provide each resident the information and support to be as prepared as feasible for an emergency, and second that as an island community, we are prepared.

We have some interesting challenges that hopefully will never materialize. Being on an island cer-tainly has its benefits. However, access is limited, and the bridge is a risk. If closed down for structural issues after a quake, we would have limited means to leave or enter the Island. If a major emergency (e.g. a big quake), we may not be able to drive on or off for a period of time. While boats are a resource, they have their limitations. And if power is out, boats cannot travel far or for too long. Absent a fire or structural collapse, staying in a home may be the safest place until order has been restored.

As for a community plan, it is about developing a basic framework for organizing island residents to provide communications, light search and rescue capability, fire suppression and medical care in the event of a major emergency such as a large earthquake. As we develop the plan and identify volun-teers, they will be subject to the direction and control of government agencies such as the Ventura and Los Angeles police and fire departments. The plan we are developing will take time and coordination and well into 2019. It does NOT replace individual household preparation, nor will it likely include any community stockpiling. As the plan is developed we shall share salient details and it will be reviewed and approved by the Board before becoming effective.

So before developing and finalizing our Westlake Island community preparedness plan, each of us should be prepared. Under separate cover each resident has or will shortly receive from us a cover letter, an Emergency Preparedness booklet and a questionnaire to help us help you.

We look forward to adding volunteers to our committee. Let us know if you have an interest, it is not a major time commitment, but your ideas and insights would be valuable. As we proceed we are coordinating with our management company, our Board and our security service for the island. If you have any questions, please call us.

There is never a shortage of activity on the Island when it comes to keeping our common areas main-tained. Several of the Little Gem Magnolias on La Venta are taking their name a little too literally and refusing to grow. We have ordered 36” box replace-ments and will be sending out soil samples to the lab to see what might be causing the lack of growth.

There are several sections on our streets where the asphalt has broken into chunks. The worst is next to the Freshwind/Fairbreeze Finger where there is ma-jor root invasion. That whole section of street will be removed (along with the invading roots) and re-paved. There is also a similar section on Oakshore as well. When that is complete we will be applying 2 coats of sealer to all streets and restriping the as-phalt surface. This will cause some inconvenience as the street areas will be closed for 24 hours. We will schedule two streets at a time, during which period all vehicle traffic will be prohibited and cars must be parked on Oakshore. Ample notice will be provid-ed to all residents. We anticipate this will occur in March or April.

We have also been looking at our antiquated sprin-kler system and are reviewing proposals for new water saving sprinkler heads and “smart” irrigation controllers that sense soil moisture levels and apply water only when and where it Is needed. We believe that we can make a significant impact on our water usage, saving over 50,000 gallons per year.

I guess it is time for another lecture. Believe me, you are as tired of hearing this as I am of saying it. However, in the past 2 weeks, I have picked up two piles on the Island, stepped on one at night in the middle of the sidewalk, and to top it all off, someone decided that is was too much effort to throw their bag into the poop station across the street and dropped it in my just emptied trash bin. That one takes a lot of nerve.

So how do we fix this problem caused by the small minority of dog owners who feel that they have no responsibility for cleaning up after their pets? You can start by letting us know when you see someone leaving a deposit behind. Just notify the guards. You can also remind your dog walkers and relatives to please pick up after your pets. And of course, make sure you have poop bags tied to your lease. There are 4 stations on the Island; two on each side of LaVenta. The furthest station from anywhere on the Island is only 2 blocks away. As I have said before, this is not rocket science. Just pick it up.

One more friendly reminder. Feeding wildlife on the land or water is prohibited. Let the animals learn how to take care of themselves. It is nature’s way.

Leave prescriptions or over the counter medications in original bottle or packaging. Black out personal information on the label but leave medication name visible. Pills both prescription and over the counter sealed in blister packs and liquid prescription and all over the counter medications can also be disposed at the following locations:

Please remember to never flush any type of prescription or non-prescription medications down the drain or into the sewer system as these drugs can enter our oceans and may affect the fish that we eat. They should not be thrown into the trash as they can dissolve in the dump and possibly leak into the soil or ground water below.

Want to save some $$ on your Waste Management Bill! Perhaps you don’t need a large blue trash can anymore – a smaller one would work. Maybe you converted your landscape to drought tolerant and no longer have a need for a large green can and a small one would suit your needs. Contact Waste Management for rates on smaller cans versus larger ones.

Trash, Green & Recycling Cans – Please actively participate in sorting your waste responsibly and correctly. The market for recycled materials has changed. Here is how you can help.

#1. Keep plastic bags (and plastic wrap/film) out of your recycling bin. This includes bags used to collect recyclables at home or at work.

#2. Rinse any food-contaminated containers.Empty any fluids or contents from bottles and containers and rinse before placing in recycling bin.

Breaking down boxes allows for more recyclables in your can. All other waste goes in the blue trash container.

Sprinklers – As we head into the Winter months, it is a good time to check your timers. Plants and grass need less water. Reducing irrigation amounts and times help conserve water and save money. Less sunlight, cooler temperatures, and a reduction in evaporation rates make it unnecessary to water as you would in the Summer. Reducing total watering time by 30-40% is usually a good guideline. Your timers should go on and off before 9AM in the morning or after 5PM in the afternoon. If the water is running down the sidewalks and into the street gutters, you are watering too long. Be Water Wise – you are paying for every drop! Water when you need to and for the duration your landscape requires. All changes in landscaping require review and approval by the Island Architectural Committee.

The security team at Westlake Island appreciates the opportunity that you give us to continue to serve your community. The team takes pride in delivering a high degree of professionalism and customer service to all residents and visitors.

Resident LaneAccording to the Westlake Island HOA Rules and Regulations only residents in vehicles with a current Westlake Island Sticker are permitted to use the resident lane at the Westlake Island gatehouse. If you are in a loaner car, a personal car without a vehicle, an Uber or taxi, or a passenger in another vehicle without a sticker you need to enter the community via the visitor lane.

Approved Work HoursWe continue to have problems with workers on the Island who do not leave when they are required and continue working past the approved hours of 7AM to 5PM, Monday-Friday. There is no grace period, and 5PM is when the workers need to be off the Island, not when they should be stopping work and packing up for the night. Saturday services are limited to interior work plus gardening, painting, pool maintenance, and insect extermination from 9AM to 5PM. All construction sites are closed on Saturdays, and no power tools or other noise generating equipment can be used on Saturdays. Sundays the Island is closed to all work.

See Something, Say SomethingWestlake Village is a historically low crime area, and the Island has even lower crime rates. However, Westlake Village and the Island are not crime free, and all residents should take appropriate precautions to protect your families and properties. Please report any suspicious activity to law enforcement or the gatehouse officers.

AED (Automated External Defibrillator)While on patrol our officers have an AED in the golf cart. The officers are not medical first responders and you should continue to call 911 for all medical emergencies. However, in the very unlikely event they encounter a resident in cardiac distress they will have the AED available.

Holiday SeasonSince we are heading into holiday season, we would like to remind all residents who are planning holiday parties to be sure to provide your party guest lists to the gate well in advance of your event. Please remind your guests to park in approved areas only and not to block driveways. And finally, make sure they are aware that all visitors must produce an ID when arriving at the gatehouse, so to please be prepared.

You might not recognize Russ Mullenix, even though he has worked at Westlake Island since 2013. Russ is part of our graveyard crew, and is generally staffed from 10PM to 6AM. Russ is a small business owner, so when not working at Westlake Island for MPS he owns and operates his own pool service and maintenance company. He enjoys serving the residents and guests of Westlake Island and doesn’t mind staying awake all night in order to do it! If you come home late one night be sure to stop by the gatehouse and say hello to Russ.

Please also welcome some new officers who are working at Westlake Island. Liann and Maddy are both full-time experienced officers who moved to Westlake Island from other MPS sites. Elizabeth is a new officer to MPS who is at Westlake Island three days a week.

Architectural ReportBy Cary Gerhardt

A few years ago, the Architectural Committee went through an ex-tensive review process to revise the rules to bring them more current. The revisions were adopted by the HOA in November 2016.

Since that time, we found that some rules needed even further modification. The most notable area involves the construction of new homes and major remodels to existing homes. We don’t want to dis-courage new development, but we felt that the current rules allow for homes to be too large in comparison to the relatively small lot sizes, and for them to be too close to sidewalks. Here is a brief description of the proposed changes.

•Limittheheightofanycomponentofthestructureto28feetinlieuof 32 feet which will still allow for tall ceilings on the first and second floors as well as adequate attic space.•Morestringentsetbackdistancesinthefront,sideandrearyardstobuffer the enormity of the overall structures.•Clarifythepointsthatmeasurementsaretakenfrom,suchasfrontyard measurements are now to be taken from the back of the sidewalk.•Rearyardmeasurementpointwillbethebackoftheguniteshore-line instead of the “high water mark”.

Another area that needed a couple of revisions was landscaping. There’s been a lot of confusion about the rear yard tree zone, so the Exhibit A plan on the last page of the rules now shows the required zone which is basically the middle 1/3 of the yard.

Because of the many drought tolerant landscape installations, it be-came apparent that we needed language to limit the amount of wood mulch or rock scape to be used and encourage more plant material to be installed.

A few other miscellaneous revisions include the following:

•Satellitedishesinstalledwithoutapprovalmayrequirerelocationtoan approved location at owner’s expense.•HVACunitsmustbeinstalledwheretheyarenotvisiblefromneigh-boring properties, street or lake.•Notrashenclosuresareallowedinthefrontyard.•Plansubmittalfornewhomesormajorremodelsmustincludecol-ored renderings of the proposed completed construction for consider-ation.

We hope these revisions meet with your approval. The Architectural Committee spends a lot of their personal time trying to make the rules more user friendly.

MaintenanceBy Al Baker

A couple of years ago we had the very unpleasant experience of our sewer line becoming plugged up. It was a classic case of Murphy’s Law at work: the clog occurred the day before we had a dinner party scheduled at our home, and there was no way the clog was going to be cleared in time for the party. We ended up canceling the party. It turned out that the nearly 50-year old sewer pipe from our house to the main was failing, and we needed to repair or replace it.

Lately we have noticed that several other homeowners have had similar experiences, and it is a reminder that, in many cases, some of the basic systems of our homes that we take for granted are now almost half a century old. Their useful lives may be nearing an end, but ongoing maintenance often can help avoid unpleasant surprises. Periodic inspection and cleaning of drain lines may help avoid untimely problems. Inspection of heating and air conditioning systems once or twice a year may keep you from having several uncomfortable days without heat or air conditioning. And a checkup of the electrical system may prevent a catastrophic loss.
