    Item No.1: Confirmation of the Minutes of 33rd Meeting of WRPCThe minutes of 33rd meeting of WRPC held on 1st February 2017 at Diu

    were forwarded to the members vide letter No. WRPC/33rd WRPC Mtg.

    /AS/2017/3445 dated 23.03.2017.

    No comments have been received. Committee may confirm theminutes.

    Part-A

    Item No. 2: Error in computation of MVARh by SEM at 400/220kVMagarwada (PG)

    Background from 75th CCM:

    WRLDC vide its letter no. WRLDC/MO/1551/217 dated 03.05.17

    intimated that the Main and Standby SEMs installed at the HV and LV

    side of the 400/220 kV ICTs at Magarwada (PG) are considered for

    computing the drawal of UT Daman and Diu from Magarwada (PG).

    Electricity Department, UT of DD vide their letter dtd. 23/03/17 had

    reported error in computation of MVARh by SEM at 400/220KV

    Magarwada (PG) since 16th March 2015.

    After analysis it was understood that the available PT ratios used for Main

    Meters on 400 kV and Standby Meters on the 220 kV side of the 400/220

    kV ICTs at Magarwada (PG) are 420 kV/110 V and 245 kV/110 V

    respectively instead of the standard PT ratios 400 kV/110 V and 220

    kV/110 V respectively. Consequently, on the 400 kV side of the ICT, the

    voltage range referred for computation of reactive energy interchange of

    UT of DD at Magarwada (PG) by the Main SEM is “407.4 kV (LV) to 432.6

    kV (HV)” instead of “388 kV (LV) to 412 kV (HV)” as stipulated in the

    IEGC. Likewise on the 220 kV side the voltage range referred by Standby

    SEMs for computation of reactive energy interchange of UT of DD at

    Magarwada (PG) is “237.65 kV (LV) to 252.35 kV (HV)” instead of “213.4

    kV (LV) to 226.6 kV (HV)” as stipulated in the IEGC. As a result, the

    computation of reactive interchange of UT of DD at Magarwada (PG) by

    Main as well as Standby Meters is incorrect.

    WRLDC advised WRTS-2 to explore the various possibilities of correcting

    the computation error either with the help of the meter manufacturer or

    by replacing the PTs having appropriate ratio. POWERGRID vide their

    email dated 01st May 2017 informed as under:

    “We had discussed the matter with the R&D head of M/s Elster

    (Honeywell). R&D head suggested to change the reference voltage in the

    meter configuration. Subsequently with the help of M/s Elster Engineer we

    could able to change the reference voltage successfully as below.

    w.r.t 400/220 kV ICT 1&2 at Magarwada, POWERGRID

    1. Reference voltage of Energy meter installed on 400kV side of ICT = 60.5

    volts

    2. Reference voltage of Energy meter installed on 220kV side of ICT = 57.0

    volts

    Date of change of above configuration : 21-APR-2017 at Appx 12:45 hrs

    afternoon.

    The meter is kept under observation for MVAH reading.

    Kindly do the required changes at WRLDC and WRPC end to nullify the

    Error in MVARH calculation for high and low accumulators in Energy

    meter.”

    Executive Engineer DD vide letter no. ED/EE/SLDC/2016-17/2415

    dated 08.06.17 has requested to issue the revised reactive energy charges

    for the period 16.03.2015 to 21.04.2017 accounts as they have paid the

    REC due to erroneous VAR meter readings.

    WRPC vide letter no. WRPC/Comml-I/corr./2017/ dated 14.06.17 has

    requested WRLDC to provide the revised VAR data for DD for the above

    period so that necessary revisions may be issued.

    Further regarding the methodology for settlement of the reactive energy

    charges paid by DD due to erroneous data, following option was

    suggested/proposed in CCM:

    The total amount paid by DD toward the REC on account of

    erroneous recording may be settled/reimbursed from the amount

    attributed to PSDF fund from weekly accounts.

    Discussions in 75th CCM:WRLDC representative opined that the adjustment on account of excess

    amount paid by D&D could be possible from weekly DSM pool accounts

    and further she stated that this arrangement needs to be ratified in the

    34th WRPC/TCC.

    CCM recommendations:-The committee recommended that the total amount (to be revised)paid by D&D towards REC due to erroneous reactive data should bereimbursed. The adjustments to D&D shall be made weekly byadjusting any excess leftover amount in the DSM pool fund aftercompleting obligations towards ancillary services operations. Afterthe adjustment is made towards DD the remaining amount shall bepassed on to PSDF.

    Further the committee recommended the above methodology shallbe put up in the ensuing 34th TCC/WRPC for further guidance/ratification.TCC/WRPC may like to discuss the same.

    Item No. 3: LILO of 220 KV S/C Haldarva – Jhagadia line at NTPCJhanor PS – Regarding extending necessary support by Jhanor toGETCO

    CE, SLDC Gujarat vide letter dated 03.07.2017 informed that in36th Standing Committee meeting of CEA on Power System Planning inWR held on 29th August 2013 at NRPC, Katwaria Sarai, New Delhi, theLILO of 220 KV S/C Haldarva – Jhagadia line at NTPC Jhanor PS wasproposed by GETCO. NTPC stated that no space was available within thefenced area of present switchyard. However, Space for extension of theswitchyard was available for two no. 220 kV bays for LILO of Haldarva –Jhagadia 220 kV S/C line at Jhanor TPS.

    After further discussion, LILO of Haldarva – Jhagadia 220 kV S/C line atJhanor TPS by GETCO was agreed. The line work of LILO is completed.For extension of 220 KV bus and for construction work of bays, thenecessary drawings and documents are submitted by GETCO to NTPCbased on various site visits and inputs from NTPC Jhanor.

    During peak conditions, at least two machines of Jhanor remains on bar.The loading on each 220 KV D/C Jhanor - Haldarva line (existing) alwaysremains on higher side around 180 to 225 MW. Many times, generation atJhanor have been restricted due to higher loading on 220 KV D/C Jhanor–Haldarva line. In addition, it is very difficult to permit outages on 220 KVD/C Jhanor – Haldarva line.

    Therefore, it is utmost necessary that joint efforts by NTPC Jhanor &GETCO shall have to be made for extension of 220 KV bus andconstruction work of bays for LILO of 220 KV Haldarva – Jhagadia line atJhanor to improve system reliability.

    TCC/WRPC may like to discuss the same.

    Item No. 4: Increase in GETCO Transmission loss due to high powerflow on + 500 KV Mundra-Mohindergarh Bi-Pole HVDC line

    Managing Director, GETCO vide letter No. MD/STU-ISTS/505/572/08

    dated 05.07.2017(Copy enclosed) informed that + 500 KV Mundra –

    Mohindergarh Bi-Pole HVDC line was established by M/s. Adani as a

    dedicated line to provide power supply to Haryana from Unit No. 7, 8 and

    9 each having capacity of 660 MW located at Mundra, Gujarat. Initially,

    power flow on above HVDC line was restricted within 1250-1500 MW by

    NLDC to handle N-1 contingency criteria as per CEA transmission

    planning criteria.

    Subsequently, M/s. Adani was issued an ISTS transmission license by

    CERC for its dedicated transmission system associated with Mundra and

    Mohindergarh complex. Later on, to balance regional power flow through

    other tie-lines between WR-NR & ER-NR corridors, NLDC is allowing high

    power flow of the order of 2500 MW on + 500 KV Mundra – Mohindergarh

    Bi-Pole HVDC line.

    It is observed that power flow on + 500 KV Mundra – Mohindergarh

    HVDC line is maintained high as compared to generation from Unit No 7,

    8 & 9 of APL, Mundra TPS. This is resulting into additional Inter-State

    power flow through GETCO network thereby increased current flow and

    higher I2R losses for the State network. Related data is as under:

    It can be seen from above that additional power flow in HVDC line

    (Column-6 of above Table) has been maximum in June’16 and this flow

    through GETCO network is causing higher I2R losses. In addition to

    above, following data clearly depicts impact on local transmission network

    due to additional power flow on + 500 KV Mundra – Mohindergarh Bi-Pole

    It is observed from above data that, along with other local grid

    parameters, power flow from Unit No. 1-6 to Unit No. 7-9 at APL complex

    is having large impact on local Gujarat system in the area. Many times,

    APL complex is drawing power from Gujarat system to feed excess power

    on HVDC system. Further, such scenarios must be resulting into excess

    power drawl by Gujarat system through Inter-State tie lines, which will

    have huge commercial impact on GUVNL under PoC mechanism.

    The implementing agency i.e. NLDC is already requested to look into the

    matter vide our letters dated 31/01/2017 & 03.05.2017. However,

    response from NLDC is awaited.

    Also, any commercial impact viz. increase in Intra-State transmission

    losses and sharing of ISTS transmission charges & losses under PoC

    mechanism may be compensated to GUVNL.

    493rd OCC meeting decision:

    The issue was discussed in detailed in 493rd OCC meeting and it was

    suggested that WRLDC in consultation with Gujarat shall study the

    quantum of power that circulated though the loop.

    TCC/WRPC may like to discuss the same.

    Part-B

    Item No. 5: Status of alternate/standby supply arrangement byIndian Railways when source of power (RGPPL) is not available.

    Background from 75th CCM:

    GUVNL vide its letter no. Guj-SLDC/SCH/F-12/2008 dated 25.04.17 has

    intimated that in the previous CCM/WRPC/TCC meetings, Indian

    Railways was asked to take up the above issue seriously and suggested to

    enter in to standby arrangement. The action taken by Indian Railways in

    the matter is to be discussed.

    WRPC received a draft Power Supply Agreement (PSA) from GUVNL vide

    letter no. GUVNL/COM/GM(IPP)/RE/284 dated 22.03. The draft PSA is

    sent to RGPPL, MPPMCL, MSEDCL and other concerned entities and the

    comments are awaited from the concerned entities.

    Discussions in 75th CCM: -

    GUVNL representative stated that on receipt of the PSA (Power Supply

    Agreement), Indian railways has requested for block-wise tariff instead of

    temporary tariff. He stated that the temporary tariff quoted to Indian

    Railways is the tariff approved by Hon’ble GERC and the block-wise tariff

    as suggested by Indian Railways is not feasible. Further he requested the

    committee to insist on Indian Railways for signing of PSA at the earliest.

    Maharashtra representative also agreed to the views of GUVNL.

    RGPPL representative stated that Indian railways are willing to sign the

    PSA and the process is being delayed due to need of certain clarifications

    by Indian Railways which have been communicated to Gujarat and

    Maharashtra. Further he requested for an urgent meeting of Indian

    railways, Gujarat,MP and Maharshtra for signing of PSA and clarification

    of any queries.

    Decision / Recommendation of 75th CCM :

    Committee recommended to RGPPL / Indian Railways requesting toconvene a meeting with Maharashtra, GUVNL and RGPPL at theearliest so that the matter can be resolved amicably.

    Subsequently, WRPC coordinated with the concern entities to participate

    in a meeting to resolve this issue amicably. The meeting is scheduled to

    be held on 21/07/17 at WRPC. The outcome of this meeting will be put

    up before TCC /WRPC

    TCC/WRPC may like to discuss the same.

    ITEM No. 6. Establishing pump mode operation at SSP:

    Background from 496th OCC:

    The matter for establishment of pumped mode operation at SSPwas discussed in 496th OCC meeting. In the meeting following wasinformed.

    1. Construction of Garudeswar weir (will take at least one year)

    2. Up-gradation of RBPH Units. (will take at least one and halfyears)

    The construction work of weir is awarded in May – 2012. Presently,approx. 35% of Construction work of Garudeshwar Dam is completed.

    For pumping mode operation of 6 x 200 MW RBPH Units, thesupply, installation and commissioning of isolated phase bus ducts,Static Frequency converter and phase reversal switch along with allrequire accessories will be required.

    The SSNNL has prepared estimates amounting around 68 CroreRupee for equipment required for operating RBPH in pumping mode andsubmitted to CWC/CEA for their scrutiny and then same will besubmitted to Planning Commission by SSNNL.

    In the meeting, CE, SLDC Gujarat stated that up-gradation ofRBPH Units (for establishing pump mode operation) is a very neededproject and it will be helpful for sorting out the problems of all threeassociated states of Gujarat, MP and Maharashtra. Representative fromMP informed that approval for above project has to be taken from Govt ofMP. GM, WRLDC suggested that since the project will be funded fromPSDF, there will not be any financial burden on any state. He alsosuggested that a high level meeting involving Gujarat, MP, Maharashtraand NCA can be convened and the project can be carried ahead.

    CE, SLDC Gujarat vide letter dated 03.07.2017 requested WRPCsecretariat to discuss the above matter once again in TCC/WRPCmeeting. In the above letter subsequent development in this matter hasbeen communicated as follows;

    “As per the information received from the Chief Engineer (D & V),SSNNL, Vadodara on 08.06.17 (letter attached), the schedule date ofcompletion of Garudeswar weir is Nov’17. Looking to present status, it

    may be completed in June’18. For upgradation of RBPH units to operatein pump mode, the principal approval from SSCAC (Sardar SarovarConstruction Advisory Committee) and NCA is pending. The expected timeframe for upgradation of RBPH units for operation in pump mode wouldbe two to two and half years from date of placement of order.”

    Item No. 7. Operation of Kadana and Bhira in Pumping Mode

    WRLDC vide email dated 11.07.2017 intimated that out of the installedgeneration capacity of 109 GW in Western Region, 78 % capacity iscoal/gas fired, 15.4 % (16.8 GW) is RES and only 6.7% (7.4 GW) is hydro.Even with limited hydro capacity, the power generation from hydrostations is often constrained due to scarcity of water or other socialobligations with respect to water releases (e.g. constant schedule).

    In view of the above, efforts need to be urgently made to rejuvenate theavailable pumping facility at Kadana (4x60 MW) and Bhira (1x150 MW)HEP that are not being utilized due to various commercial and technicalconstraints.

    The matter has already been discussed in several OCC meetings.

    TCC/WRPC may like to deliberate on the measures to be taken toexpedite

    Item No. 8 : Power Swing Studies for Multiple tripping of evacuationlines at CGPL (Leading to tripping 5x830 MW generators)and 400 kV lines at 400 kV Bachhau S/S.

    Back ground:

    A complete blackout at CGPL took place on 13.07.2016. A groupcomprising of CGPL, GETCO, Powergrid WR-II, WRLDC and WRPCrepresentatives met at Vadodara on 18.07.2016 to discuss the blackout.Later in the 127th PCM, Committee suggested that CGPL, GETCO,WRLDC will form a group to study the power swing phenomenon observedin the CGPL system. CGPL, GETCO and WRLDC were requested to sendthe details of the incidental system before the occurrence and relevanttripping data (DRs, PMU recordings etc.) to WRPC. Based on thediscussions and details received, a report is prepared by WRPC and it isavailable in WRPC website under PCM Minutes.

    The following conclusions and recommendations based on reportprepared by the above group were discussed in the 128th/129th PCM &33rd WRPC meeting;

    Power Swing phenomenon:Prior to the event, the CGPL generation was around 2875 MW. During theevent CGPL Units had fed the three phase fault at Varsana for a durationof 350 ms. Along with this event, three 400 kV lines also got trippedwhich was followed by a continuous decline of voltage for 290ms. Thevoltage started rising, this was detected as a power swing entering inzone-1 by the line DPS at CGPL end and the lines tripped.

    The reasons for excitation of the oscillations need to be found out sincethese oscillations were not damped out resulting in a severe power swing.A transient study by modeling the proper network is required to done.

    128th PCM discussion: The sub-Committee deliberated on the issue andit was recommended that the studies be carried out through IIT-B. Thescope of these studies shall be to examine the cause of power swing,various factors that contributed to CGPL machines going Out of Step andsuggest remedial measures. CGPL would provide overall coordination incarrying out the studies. WRLDC would provide necessary coordination in

    providing the system data to IIT-B. The matter may be put up to theTCC/WRPC for its approval for funding the studies.

    33rd WRPC: In the 33rd WRPC meeting the PC recommendation wasagreed. It was informed that the quotation for carrying out the abovestudies has been received from IIT-B. It was decided that CGPL wouldfund the studies. CGPL informed that they would revert back afterconsulting their management.

    129th PCM Discussions : CGPL representative informed that theirmanagement is not ready to fund the studies. Further he stated that thedisturbance originated from the grid side, the studies shall be done byeither WRPC/WRLDC. Member Secretary enquired as to whether thegroup studied the disturbance and could figure out the exact cause.EE(P), WRPC informed that the group of protection experts in WR haddone the analysis and based on the analysis the report was prepared andrecommended to carry out above studies through external agency havingexpertise in the field of studies. Accordingly IIT-B was approached forcarrying out these studies. A quote of around 35 lakhs was received fromIIT-B.

    PGCIL and GETCO were requested to prepare/process the proposal ofgetting the studies carried out by IIT-B through the PSDF.

    GETCO representative informed that they are not in a position toprepare/process the proposal. PGCIL representative also informed theirinability on taking up the proposal through the PSDF route.

    M/s APL representative stated that at APL Tirora generating station thereare two nos. of 400kV evacuating lines to 400kV Wardha S/s. At thisgenerating station they have adopted delayed tripping in Zone-1 on powerswing. As soon as the swing is detected on the lines, generation unit istripped at this plant. This helps in damping out the oscillations and theseverity of the swing is reduced. The power swing phenomenon wasobserved on many occasions on these lines and the situation was verywell handled with this scheme of tripping one unit immediately ondetection of power swing and adopting settings for delayed tripping oflines under Zone-1 power swing detection.

    It was informed that as per Task Force recommendations the DPS shouldtrip instantaneously if the power swing is detected in Zone-1.

    CGPL representative stated that they may consider even generating unittripping under the scenario of power swing.

    After detailed discussions on the issue and inability expressed byGETCO and PGCIL for the proposal for getting the studies fundedthrough PSDF, the matter may be referred to WRPC.

    TCC/WRPC may like to discuss the same.

    Item No. 9: Interconnection between CGPL UMPP and Adani MundraSTPS in Gujarat – provision of 400/220 KV ICT at CGPL Mundra andcompensation mechanism for 220 KV S/C CGPL Mundra –Nanikhakhar line & bays

    Background:In the 33rd WRPC meeting, WRPC recommended that since this ICT is being

    brought for system benefit, it should be under PSDF funding. Therefore it

    was recommended that GETCO shall apply for the project with PSDF

    authorities and WRPC approval for the same is accorded.

    Managing Director, GETCO vide letter no MD/STU/505/07 dated

    05.07.2017(Copy enclosed) that technical requirement of 400/220 KV ICT

    at CGPL Mundra is already agreed in SCM as well as TCC / WRPC

    forums.

    In this regard this is to clarify that the generation switchyard belongs to a

    private party (CGPL) and entire evacuation scheme is developed by PGCIL

    under ISTS scheme. GETCO being a STU for Gujarat State has no direct

    role in entire project. Therefore, if GETCO will apply for PSDF funding

    then there will be issues related to implementation / execution,

    ownership and operation & maintenance of the said asset at CGPL

    switchyard.

    At this juncture, it is pertinent to note that 2 Nos. of 400 KV feeder bays

    at CGPL Mundra switchyard is under implementation by PGCIL for

    accommodation of 400 KV D/C CGPL Mundra – Bhuj Pool line identified

    as a strengthening scheme after implementation of planned evacuation

    scheme. Therefore, looking to the above mentioned issues and PGCIL

    presence in CGPL switchyard, it is suggested that PGCIL shall apply for

    PSDF funding for 400/220 KV ICT at CGPL Mundra and implement the

    same.

    Also, 220 KV S/C CGPL Mundra – Nanikhakhar line & associated 220 KV

    bay at Nanikhakhar is to be maintained by GETCO, suitable commercial

    mechanism may be developed for compensation.

    TCC/WRPC may like to discuss the same.

    Item No. 10 Reliable Communication Scheme under Central Sectorfor Western Region

    PGCIL informed vide email dated 12.07.2017 that WRPC in its 33rd

    TCC/WRPC meeting held on 31st Jan 17 and 01st Feb’17 at Diu,

    approved Reliable Communication scheme of 3402 Kms of OPGW based

    communication network at an estimated cost of Rs. 85 Cr. Subsequently,

    POWERGRID worked out detailed cost estimate of the scheme and

    prepared DPR for the same. The estimated cost comes out to Rs. 89.74

    Cr. Tender activities have also been initiated based on DPR.

    TCC/WRPC may like to discuss / note as above.

    Item No. 11: Progress of downstream network whose terminatingbays are under construction by POWERGRID

    PGCIL informed vide email dated 12.07.2017 that CERC vide some of its

    recent orders has strongly commented against assets mismatch noticed at

    the time of declaration of DOCO & has advised the following:

    "In case of cost plus, the mismatch between Generation / Downstream

    network / upstream network, Transmission licensee will not burden the

    consumers and the charges would be compensated through the IA

    between the parties".

    CERC has not included such assets in PoC and in cases of declaration of

    DOCO, it has been directed to recover transmission charges from

    concerned Generator / STU / Discoms. Further, following has been

    mentioned in the CERC (IEGC) (Fourth Amendment) Regulations, 2016,

    dated 6/4/16 under 5.4. Proviso (iii):

    “Where the transmission system executed by a transmission licensee is required to be

    connected to the transmission system executed by any other transmission licensee and

    both transmission systems are executed in a manner other than through tariff based

    competitive bidding, the transmission licensee shall endeavor to match the commissioning

    of its transmission system with the transmission system of the other licensee as far as

    practicable and shall ensure the same through an appropriate Implementation

    Agreement.”

    STUs may provide status of implementation of their 220kV lines. Further,

    constituents are requested to complete the 220 kV lines in matching time

    frame of the 220 kV bays.

    For the new schemes implementation agreement needs to be signed

    between POWERGRID and the STU, as per the CERC amendment

    mentioned above. But until that is finalized, the constituents can give

    their commitments for implementation of the 220 kV lines for the new

    220 kV bays that is yet to be taken up for implementation by

    POWERGRID so that they could be implemented in matching time frame.

    For other 220 kV line bays constituents needs to implement the

    associated 220 kV lines. The constituents would furnish a realistic

    schedule for implementation of 220 kV lines associated with 220 kV bays

    at new 400/ 220 kV substations / substation augmentation, so that 220

    kV bays (by POWERGRID) along with the associated 220 kV lines (by

    STUs) could be implemented in matching time frame. The same was

    agreed in 41st Meeting of Standing Committee on Power System Planning

    in Western Region held on 21.12.2016 at NRPC, Katwaria Sarai, New

    Delhi.

    Bhachau, Bhuj Pool, Parli, Solapur, Kolhapur and Rajgarh Substations of

    POWERGRID from various RE generation developers in WR.

    MSETCL has raised the bills to Railway as per the LTOA capacity granted

    to respective State on Railway.

    However as per discussion under 72nd CCM, if RGPPL –New Koyna

    (Maharashtra) and RGPPL –Nagothane (Maharashtra) declared as ISTS

    lines then it is to be clarified in the meeting regarding the recovery of

    transmission charges for RGPPL allocation to other State i.e. (Gujarat,

    Jharkhand and Madhya Pradesh).

    Discussions in 75th CCM: -

    MSETCL representative sought clarification regarding the recovery of

    transmission charges for RGPPL allocation to other state , if RGPPL –NewKoyna (Maharashtra) and RGPPL –Nagothane (Maharashtra) declared as

    ISTS lines as per the discussin under 72nd CCM.

    WRLDC representative stated that in this case para VII of sub clause (t)

    of clause (1) of regulation 7 of CERC (Sharing of Interstate Transmission

    Charges and losses) regulations,2010 is applicable which is reproduced

    below :

    “ ……….in case an ISGS is connected only to STU network and the shares

    of the beneficieries of the said station are being delivered through the STU

    network,such a line of the STU network shall be considered as an ISTS for

    the purpose of this regulation………”

    Further WRLDC stated that lines emanating from RGPPL may be treated

    as ISTS; Maharashtra may approach the Hon’ble commission and get the

    tariff approved for such transmission lines.

    RGPPL representative stated that if the clause 2-k and para VII of sub

    clause (t) of clause (1) of regulation 7 of CERC (Sharing of Interstate

    Transmission Charges and losses) regulations,2010 when read together,

    it is clear that until these lines are approved as ISTS , the POC charges

    cannot be applied to a beneficiary for drawl of power.

    Further RGPPL quoted Hon’ble CERC order in a similar case under

    Petition no.291/MP/2015 dated 30.03.2017,para no. 12 of which is

    reproduced as below:

    “We are of the view that since the injection point and drawal point for

    evacuation of power to Andhra Pradesh are the same, there cannot be

    losses and therefore, for computation of drawal schedule of Andhra

    Pradesh from Simhadri STPS Stage-I, PoC injection losses and drawal

    losses shall not be applied. Further, ISTS transmission charges shall not be

    leviable on Andhra Pradesh for drawal of its share from Simhadri STPS

    Stage-I as ISTS is not used for transmission of power.”

    In conclusion RGPPL stated that , since injection point and drawl points

    for drawl of Railways’ share in Maharashtra are same and these lines

    have not been declared deemed ISTS and approved by commission, no

    PoC charges and losses can be levied for drawl of Railway’s share from

    RGPPL Maharashtra.

    In response to the statement made by RGPPL, WRLDC expressed the view

    that para-12 of CERC order under Petition no.291/MP/2015 cannot be

    applied to any other cases.

    MSETCL representative informed that as the line is not ISTS, CTU

    charges are not applicable. Therefore for RGPPL power, no CTU charges

    should be applied.

    Decision of 75th CCM :75th CCM noted the varying arguments of MSETCL, RGPPL andWRLDC, therefore consensus could not be developed in the CCMforum.

    In this context RGPPL vide its letter REF.No.:RGPPL/WRLDC/201712.07.2017 requested to discuss this issue in TCC/WRPC meeting.

    TCC/WRPC may like to discuss the same.

    Item No. 15: MSETCL Proposal for declaration of 132 kV Nepanagar(Madhya Pradesh)- Dharni (Maharashtra) line as an Inter StateTransmission Line (ISTS) .

    33rd WRPC/TCC Discussions:TCC members deliberated the issue in depth and in principal approved

    charging/commissioning of 132kV Nepanagar (MPPTCL)-Dharni

    (MSETCL) Inter- State line, subject to following;

    (i) The 132kV Nepanagar (MPPTCL)-Dharni (MSETCL) Inter-State line

    from Dharni S/S to Nepanagar S/S would be operated in radial mode.

    (ii) The commercial settlement of power between MSEDCL and MP Discom

    will be decided as per mutual agreement between them in the due course

    of time.

    (iii) Till the commercial settlement of power between MSEDCL and

    MPDiscom is decided, the line be kept idle charged.

    (iv) The 132kV Nepanagar (MPPTCL)-Dharni (MSETCL) line will not be

    treated as ISTS or deemed ISTS line, which was agreed by MSETCL.

    Subsequently, CE, STU, MSETCL vide letter dated 29th May, 2017,

    requested to take up this issue in next WRPC meeting and declare 132 kV

    Nepanagar (Madhya Pradesh)- Dharni' (Maharashtra) line as an Inter

    State Transmission Line (ISTS), also this scheme will be taken in

    upcoming CEA standing Committee meeting. The issue was also

    specifications for Interface Energy Meters (IEM), Automated Meter

    SE (C), WRPC requested members of the committee to give their

    comments/feedback within 10 days so that the same may be incorporated

    in the technical specifications of Interface Energy Meters (IEM) and put

    up before the 34th TCC/WRPC for further necessary guidance.

    Item No. 17 EXTENSION OF LILO ARRANGEMENT FOR EVACUATIONOF POWER BY ESSAR POWER M.P. LTD., 2X600 MW (“EPMPL”)

    Agenda Background:

    As per CERC order dated 28.09.2016 on Petition no. 30/MP/2014, “CTU

    shall take up all the existing cases of connectivity on interim LILO with the

    RPC of respective regions within a period of one month from the date of

    issue of this order for review and decision on disconnection of the interim

    arrangements through LILO. All such interim arrangements through LILO

    shall be disconnected within a period of three months of the issue of this

    order unless the RPC grants extension for continuation of LILO keeping in

    view of all relevant factors.”

    The progress of all dedicated transmission lines of IPPs in Western

    Region, which were connected through interim arrangement, was

    reviewed in 41st SCM in WR held on 21.12.2016

    Out of 6 dedicated transmission lines to different IPP’s only following two

    dedicated lines have not been completed:

    1. VVL – Dharamjaygarh PS 400kV D/c line for evacuation

    of Vandana Vidyut Ltd. (VVL) (2x135+270MW) (IPP) which

    was connected through LILO of 1st ckt of 400kV Korba -

    Birsinghpur D/c line. This LILO arrangements is presently

    disconnected as per Hon’ble CERC order.

    2. EPMPL - Bilaspur PS 400kV D/c (triple) line forevacuation of Essar Power M.P. Ltd (EPMPL)(2x600MW)(IPP) which is presently connected throughLILO of 1st ckt of 400kV Korba STPS – Vindhyachal STPSD/c line. .

    The SCM directed VVL to complete the balance work by march 2017whereas EPMPL was also directed to complete the line before monsoon of2017. LILO arrangements of VVL was disconnected due to non completion ofdedicated line.

    The matter of contuation of interim LILO of Essar was also discussedduring 33rd TCC/WRPC meeting. The relevant abstract is follows:

    Quote:

    “TCC discussed the issue and recommended that the decision to grant

    interim connectivity to M/s VVL was taken by Standing Committee on PSP,

    and further they have decided to remove the interim connectivity to M/s

    VVL. Also M/s VVL agreed for the same in the SCM. Hence the TCC

    endorsed the decision of SCM and recommended to open the interim

    connectivity for M/s VVL by 31st March 2017, if not already done.

    Regarding EPMPL case, SE(Comml) WRPC informed that SCM had

    permitted interim connectivity only upto June 2017 to complete the works

    otherwise the interim connectivity shall be opened..

    As given in the agenda, TCC discussed the Hon’ble CERC order and noted

    that Hon’ble CERC has directed CTU to bring such cases to RPC.

    Accordingly future cases may be brought to RPC notice.

    In the EPMPL case, TCC recommended that hitherto the SCM on PSP

    decided on such decisions. It noted that representatives from EPMPL, CTU,

    CEA & STUs of WR had deliberated in detail and had given directions to

    EPMPL to complete the line by 30th June 2017. Considering this TCC

    endorsed the decision of SCM and recommended that EPMPL shall

    complete the line by 30th June 2017, else the interim connection would be

    removed by CTU. Hence forth such cases shall be brought to the RPC forum

    by CTU.

    WRPC:

    WRPC agreed to TCC recommendation of opening the interim connectivity

    for M/s VVL by 31st March 2017, if not already done. Further WRPC agreed

    to the TCC recommendation for EPMPL case to complete the line by 30th

    June 2017 and CTU to discuss such issues in WRPC forum.”

    Unquote:

    M/s Essar Power M.P. Ltd., 2x600 MW (“EPMPL”) vide letter no. 4003/10Dated: 1st June, 2017 requested WRPC Secretariat for extension of LILOarrangement for evacuation of power on 400 kV Vindhyachal – Korbacircuit-I of PGCIL.

    Subsequently, WRPC Secretariat informed to M/s Essar Power thatextension of interim LILO arrangement for injection of firm power can notconsidered since the extension can only be granted by WRPC forum butnot WRPC Secretariat alone. Also it was not convenient to call a specialWRPC meeting within short notice as the next meeting of WRPC is alreadyscheduled in July, 2017.

    Subsequently M/s Essar Power filed a petition before Hon’ble CERC forextension of LILO arrangement. Hon’ble CERC vide Petition no127/MP/2017 with I.A.No. 36/2017 Order dated 30.06.2017 directed toWRPC to take decision on the matter on or before 05.07.2017.

    Since the 34th TCC/WRPC meeting is scheduled on 27th & 28th July,2017, WRPC secretariat after taking approval from competent authorityintimated CTU to continue interim LILO arrangement till a decision istaken in the said WRPC meeting.

    Item No.19: Status of implementation of SAMAST reportrecommendations

    WRLDC vide its letter no. WRLDC/MO/1551/217 dated 03.05.17

    intimated that a committee had been constituted on 18 Nov 2015, by the

    Forum of Regulators (FOR) to evolve a roadmap for implementation and

    ensure timely action on the following:

    Deployment and implementation of framework on forecasting,

    scheduling and deviation settlement of wind & solar generating

    stations at the state level

    Introduction /implementation of Availability Based Tariff (ABT)

    framework at the State level as mandated in the National Electricity

    Policy and Tariff Policy

    Introduction of Ancillary Services and Reserves at the State level

    Implementation of Automatic Generation and primary control

    within States

    Provide periodic reports to the FOR

    Based on the extensive discussions with the State, Regional and National

    Load Despatch Centres and deriving from the learning from the

    experience at the State and Interstate level a comprehensive report titled

    “Scheduling, Metering, Accounting and Settlement of Transactions in

    Electricity” (SAMAST), was submitted by the Technical Committee to the

    FOR. The FOR had endorsed the report and recommended its

    implementation at the State level. The Report provided a roadmap for

    implementation of the recommendations. The report is available at

    The committee requested SLDC from DD, DNH and Goa to update theprogress in the implementation of the SAMAST report as they havenot been received yet.

    Item No 20: SPS and Islanding Schemes:

    A) Commissioning of NEW SPS in connection with synchronizationof SR AND NEW Grid

    Revision in SPS : With commissioning of 765kV Kolhapur-Kudgi (PG) D/C(initially charged at 400kV), revision of SPS and the present status ofimplementation of the SPS by various agencies involved was communicatedby NLDC vide letter dated 23.12.2015. NLDC vide letter dated 16th March2016, superseding all the previous communications in relation to the NEW-SR SPS have intimated revision in the SPS on NEW-SR corridor forimplementation.

    All the revised NLDC SPS has been implemented except generation backdown & load shedding of 200-300MW in Maharashtra envisaged at SPS-5and load shedding of 200-300MW in Maharashtra at SPS-6.

    33rd TCC/WRPC discussions :NDLC representative sated that SRconstituents have already implemented the SPS. There is objection ofMaharashtra for SPS-5 and the same is not implemented byMaharashtra. He requested that MSETCL may implement the aboveSPS.

    GM WRLDC informed that this stalemate is more than two years old. Ifregional constituents have an issue, the same should be discussed andresolved at a national level.

    SE(C&P) WRPC informed that right from the time SR was synchronised,WR constituents had implemented the SPSs suggested by NLDC. Nowhere WR has failed to comply to NLDC SPS. However whether so muchreduction in generation or tripping loads is required or not was not

    clear from the start. There were many questions on the logic,assumptions and subsequent field experience which were raised byWRPC to NLDC by way of letters. However NLDC has yet to respond tothe same. Now Maharashtra also has raised concerns on SPS-5. Theseand other concerns have to be addressed. He opined that there has to befirst discussions involving NLDC and constituents of WR so that one canunderstand, appreciate or moderate NLDC logic. However there is noresponse from NLDC on the meeting nor replies to queries of WR sincethe first time SR was integrated. Unless there is first clarity in eachother’s view points, it would be futile to take the issue at a nationallevel.

    TCC agreed with suggestion to hold meeting involving NLDC and WRconstituents and studying the issues including SPS-5 and other SPSbefore taking up at a National Level.

    WRPC agreed to TCC suggestions for meeting to discuss NLDC SPS.

    129th PCM discussion : MSETCL representative stated that the meetingwas not held. He further informed that manual actions such asgeneration pick up at New Koyna Hydro station and load shedding isbeing done in Maharashtra System immediately, on instructions fromWRLDC. Further he informed that more Automatic Under Voltageschemes have been implemented in Western Maharashtra to take care ofloadings and under Voltage scenarios in Western Maharashtra. Furtherthe network has changed significantly, since formulation/last revision ofthe SPS by NLDC.

    Member secretary WRPC requested WRLDC to coordinate withNLDC in arranging the meeting.

    B) SPS for 765kV Agra-Gwalior for load shedding in NR andautomatic generation backing down in WR:

    The 765kV Agra-Gwalior for load shedding in NR and automaticgeneration backing down in WR was discussed in the PCM and the statusas regards to improvement in the SPS is as follows;

    129th PCM Discussion : PGCIL representative informed that the OPGWlaying on Gwalior-Satna section would be completed by July 17 andSasan-Satna section would be completed by Oct 17.

    WRLDC representative regarding non sensing/operation of SPS on 12thApril 2017, informed that though the loadings on the lines prior totripping at Agra was more than the SPS condition, the MW flow droppedsignificantly after the fault which persisted for the duration of un-clearedfault and hence the loss of load was not sensed at Gwalior end. FurtherWRLDC sought clarification as to whether the redundancy in the SPS byway of sensing the SPS conditions and sending both from Agra end andGwalior end has been done by PGCIL.

    PGCIL representative informed that the same has not been done. Hefurther stated that the SPS at Gwalior end was checked and a drift in theMW transducer was observed. The faulty transducer was replaced.

    PCM suggested that the SPS conditions at both Agra and Gwalior endbe sensed independently and if SPS conditions at either end aresatisfied their shall be independent signal generation and a decisionbased on the signals generated at both ends should be transmitted tothe generators of WR and loads in NR, as the case may be, so thatthere is adequate redundancy in the SPS. Further as regards totesting the SPS, secondary injection method should be done whilecarrying out the mock testing of SPS, so that any deviations in themeasurements and the measurement circuit for the SPS is alsothoroughly checked.

    C) : New SPS for evacuation of power from Unit No.1 at Mauda Stage-II NTPC Generating station :

    Back ground: Mouda Stage-I (2x500MW has already been commissioned.The Mouda Stage-II 660MW unit has been declared CoD on 01.02.2017.The total IC of Mouda Complex has became 1660MW. Presently powerfrom Mauda NTPC complex comprising of Stage-I & Stage-II is evacuatedthrough 400kV Mouda-Wardha D/C. The line length is 124km/ckt., withquad moose conductor. CTU intimated that the system remains stableunder full dispatch of about 1520MW on this D/C lines. To addresssevere contingency, CTU has proposed that a suitable SPS is required tobe planned for evacuation of 660MW Unit-1 of Stage-II of Mauda STPS.

    An SPS for evacuation of power from Unit No.1 at Mouda Stage-II NTPCwas formulated in the meeting held on 01.02.2017 at Diu.

    Frequency:During the period of January 2017 to June 2017, the grid operated in the

    IEGC frequency range of 49.90 Hz to 50.05 Hz for 70.46 % to 74.49 % of

    time. The frequencies below 49.9 Hz were from 5.30 % to 9.09 % of time

    during January 2017 to June 2017. In higher frequency regime, system

    frequency remained above 50.05 Hz from 16.45 % to 23.35 % of time

    during January 2017 to June 2017. The monthly average frequency was

    Item No. 31: Anticipated Power Supply Position In WesternRegion For The Period From August 2017 To October2017

    The anticipated power supply position in the region for the period from

    August 2017 to October 2017 is at Annexure-31. The period underconsideration is monsoon season and it is lean demand period. The

    anticipated regional demand is likely to vary between 42500 MW to 49000

    MW and the capacity surplus will be around 10.0 - 15.0 %. In terms of

    energy, the unrestricted requirement is expected to range from 28500

    MUs to 32700 MUs with regional energy surplus of around 10.0 % to 14.0

    %.
