Elegant and understated, the composition is less ambitious than the descending pair of pintail ducks that won him Colorado in March. In all fairness, he found out about the contest two days before the deadline. Making a tight squeeze even tighter, Clifton was helping his wife, Terri, prepare for an annual 5K race she hosts as director of the Chad Clifton Foundation, a nonprofit organization that raises money for wounded soldiers. Terri told him to paint. “You can’t wait for optimum conditions to succeed,” she said. He started at 6 a.m., Thursday, July 22, cutting and prepping the board. As the gesso dried, he drove to Rehoboth Art & Framing and ordered his matting. By Friday afternoon, the painting was on its way to the Michigan Duck Hunter’s Association in Midland, Mich. Houston, TX --(Ammoland.com)- It’s been a good year for duck stamp

artist Richard Clifton. Since October 2009, the wildlife artist has won

three state duck stamp prizes, making this year a bright spot in an

already illustrious career.

“It’s still a hoot to win,” he said. “I don’t enter to get fourth.”

His latest victory, Michigan, was won with a lone drake mallard. Elegant

and understated, the composition is less ambitious than the descending

pair of pintail ducks that won him Colorado in March. In all fairness, he

found out about the contest two days before the deadline.

Making a tight squeeze even tighter, Clifton was helping his wife, Terri,

prepare for an annual 5K race she hosts as director of the Chad Clifton

Foundation, a nonprofit organization that raises money for wounded

soldiers.

Terri told him to paint. “You can’t wait for optimum

conditions to succeed,” she said.

He started at 6 a.m., Thursday, July 22, cutting and prepping the board.

As the gesso dried, he drove to Rehoboth Art & Framing and ordered his

matting. By Friday afternoon, the painting was on its way to the

Michigan Duck Hunter’s Association in Midland, Mich.

Two weeks later, he sat in his gallery, knowing they’d be judging the

paintings that evening, waiting for a call. When none came, he shrugged

it off and returned to the house to watch TV. Terri came home a few

hours later. Checking her email, she said to Clifton: “You didn’t tell me

you’d won Michigan.”

“I didn’t know,” he said. The call had come minutes after he

Though he’s been painting for more than three decades, he never gets

tired of winning, he said.

laws that prohibit law-abiding Americans eighteen through twenty years

The case was filed Tuesday evening in the United States District Court

for the Northern District of Texas Lubbock Division. James D’Cruz of

Lubbock, TX is the plaintiff in this case.

“In Heller and McDonald, the U.S. Supreme Court clearly

stated that the Second Amendment guarantees a

fundamental, individual right to keep and bear arms for all

law-abiding Americans,” said Chris W. Cox, executive

director of NRA’s Institute for Legislative Action.

“That right is not limited only to Americans twenty-one years

of age and older. Indeed, throughout our nation’s history,

adults beginning at age eighteen have served in the military

and fought for this country with honor. But while the

Supreme Court has consistently made clear that the federal

government cannot ban or unduly restrict sales of items

protected by the Constitution, the federal government

continues to prohibit these adults from purchasing handguns

from federally licensed dealers, which represent the largest

and most accessible means of purchasing handguns.”

The suit asserts: “At eighteen years of age, law-abiding

citizens in this country are considered adults for almost all

purposes and certainly for the purposes of the exercise of

fundamental constitutional rights. Indeed, at eighteen,

citizens are eligible (and male citizens could be conscripted)

to serve in the military-to fight and die by arms for the

country. Yet, Section 922(b)(1) prohibits law-abiding adults

in this age group from lawfully purchasing — from the most

prevalent and readily available source – what the Supreme

Court has called “the quintessential self-defense weapon” and

“the most popular weapon chosen by Americans for self-

defense in the home.”

The plaintiff, Mr. D’Cruz, is well-trained in the proper handling and use

of firearms, including handguns. His initial training was with his

grandfather, a World War II veteran, who wanted his grandchildren to

understand the proper and safe techniques for use and storage of

firearms. Mr. D’Cruz received further training from his father and as a

member of the Navy Junior Reserve Officer’s Training Corps, where he

achieved the rank of Lieutenant Junior Grade.

During his junior and senior years of high school, Mr. D’Cruz was a

member of the JROTC’s marksmanship team, and as member of that

team has competed in regional and national marksmanship

competitions. Mr. D’Cruz received numerous awards, including a first

place medal for marksmanship, in a regional competition. Mr. D’Cruz

also received a Foreign Legion unit award for marksmanship.

The case is D’Cruz v. BATFE.

Twelve Convicted in Richland County Montana Illegal Hunting

Case

GLASGOW, Mont. --(Ammoland.com)- Ten residents of Wisconsin

and North Dakota and two residents of Montana have been convicted as

part of a multi-year investigation of illegal hunting activities in rural

Richland County.

According to FWP Criminal Investigator Lennie Buhmann and Savage-

based FWP Warden Randy Hutzenbiler, the total amount of fines, bond

and restitution collected in the case was $17,416. The 12 defendants also

lost a total of 63 years of hunting, fishing, and trapping privileges in the

34 states involved in the Interstate Wildlife Violators Compact.

Buhmann and Hutzenbiler said the case primarily revolved around

Montana residents – Paul D. Leinen, 60, and James A. Leinen, 66, both

of Poplar – loaning hunting licenses to non-resident family members

and friends so they could illegally kill big game animals.

Paul D. Leinen and James A. Leinen each were charged with loaning a

license to another person and failing to properly validate a license. They

were each fined $370 and lost their hunting, fishing, and trapping

privileges for 10 years.

The two-year investigation, which also involved the North Dakota

Department of Game and Fish and the Wisconsin Department of Natural

Resources, led to a search warrant being issued on vehicles and a private

residence along the Missouri River in Richland County.

Other defendants and their criminal case dispositions in

Richland County and Roosevelt County Justice Courts include:

• Clete C. Leinen, 70, of Fairmount, N.D., who was initially charged

with possession of an unlawfully killed white-tailed buck; loaning a

license to another person; and purchasing resident hunting and

fishing licenses as a non-resident. As part of a plea agreement, he

pleaded guilty only to the residency charges. He was fined $846

and lost his privileges to hunt, fish and trap for 10 years.

• Michael L. Leinen, 65, and Ron M. Leinen Jr., 40, both of West

Bend, WI. The elder Leinen used another person’s license and

killed a white-tailed buck without a license. He was assessed $1,270

in bond forfeiture and restitution. The younger man used another

person’s license (two counts) and possessed an unlawfully killed

antelope. He forfeited a $1,005 bond. Both men lost privileges to

hunt, fish and trap for two years.

• Scott Vercauteren, 37, and Lanna Vercauteren, 36, both of

Campbellsport, WI. Lanna loaned a license to another person and

forfeited $235 bond. Scott killed three mule deer bucks, a turkey

and an antelope without licenses; used other people’s licenses and

failed to properly validate a license. Total bond forfeited and

restitution, $5,040. Lost privileges to hunt, fish and trap for three

years.

• Scott Morenzien, 32, of Fond du Lac, WI. Possessed an unlawfully

killed mule deer buck. Total bond forfeited and restitution, $1,035.

Lost privileges to hunt, fish and trap for two years.

• Larry Morenzien, 51, of Kewaskum, WI. Possessed an unlawfully

killed white-tailed buck and mule deer buck. Total bond forfeited

and restitution, $2,070. Lost privileges to hunt, fish and trap for

two years.

• Dennis G. Wittkopf, 67, and Scott D. Wittkopf, 32, both of Fond du

Lac, WI. Each possessed two unlawfully killed white-tailed bucks

and each paid $2,070 in forfeited bond and restitution. Dennis lost

privileges to hunt, fish and trap for two years. Tammy Wittkopf,

also of Fond du Lac, possessed a single unlawfully killed white-

tailed buck. She paid $1,035 in forfeited bond and restitution.

Tammy and Scott Wittkopf each lost privileges to hunt, fish and

trap for 10 years.

Ohio --(Ammoland.com)- Regular readers of Buckeye Firearms

Foundation website are familiar with the refrain ” elections matter.”

Buckeye Firearms Association feels that elections are the most important

component of firearm rights: without pro-gun legislators, prosecutors,

judges and law enforcement, your fundamental right to own firearms

and your fundamental right to self-defense are in constant peril.

To give the reader an illustration of the importance of elections, we need

to look no further than the final day of testimony on SB239 (restaurant

carry and eliminating car carry restrictions) and SB247 (fixing Ohio’s

restoration of rights statute).

On this day, those opposed to your rights got their opportunity to testify

in front of the Senate. The tone, and content, of the testimony starkly

reveals the difference between elected and unelected officials.

Ohio Association of Chiefs of Police

John Gilchrist Esq. is the professional/paid lobbyist for the Ohio

Association of Chiefs of Police (OACP.) In Ohio, Chiefs of Police are

unelected officials, most often appointed by a mayor or a city council.

There is no direct accountability to the voters. The OACP has opposed

every single piece of pro-gun legislation that empowers civilians,

including the original concealed carry law. This time was no different.

During his testimony, Gilchrist opined that statistics are ” worthless”

(thus the Senators should ignore any empirical evidence and/or what

other states are doing.) He also spouted the tired refrain that guns and

alcohol don’t mix, that licensees are a safety risk and that he wants

licensee information to be public record. Gilchrist’s justification for

making the licensee records public is that no one is telling the sheriff

when a licensee is arrested (i.e. the police aren’t doing their job.)

Ohio Fraternal Order of Police

Mark Drumm is the professional/paid lobbyist for the Ohio Fraternal

Order of Police. The FOP is a union that represents sworn police officers

and is funded through union dues deducted from wages paid to police

officers (i.e. funded by your tax dollars.) Neither the labor union

leadership nor the members are directly accountable to voters. The FOP

opposes SB239, according to Drumm, in part because it would: allow

licensees to drive around twirling guns on their finger, allow the use of

quick draw holsters that are a danger to police and require those going to

restaurants to have ” designated shooters.” Drumm also testified that

police officers should be allowed to drink in restaurants and/or while

consuming because they are ” better trained,” ” better decision makers,”

and have received weapons retention training. (I should note that I had

the OPOTC training curriculum in my hands as Drumm testified, and

sure enough, there isn’t any training about how to carry while

intoxicated, no training on carrying concealed and no explanation of

how a person would get into a situation where there would be a ” gun

snatch” when the gun is concealed.) The tone, content and manner of his

testimony was condescending and insulting to gun owners.

Cleveland Police Patrolman’s Association

Steve Loomis is the officer designated to represent the Cleveland Police

Patrolman’s Association (CPPA). The CPPA is a union that represents

sworn Cleveland police officers and is funded through union dues

deducted from wages paid to police officers (i.e. funded by your tax

dollars.) Neither the labor union leadership nor the members are

directly accountable to voters. I note that Loomis is a designated officer

versus a paid/professional lobbyist to point out that he isn’t doing this

for a living. I make this point because I hope Loomis was simply having

an ” off day,” as he generally has been polite, professional and supportive

of concealed carry. His testimony on this day was quite the opposite.

The CPPA is convinced that, if SB239 passes, drunken fools will be

getting into gun fights instead of fist fights. (If a licensee is convicted of

being in a fist fight, they are ineligible for a concealed handgun license

(CHL) for 3 years, so obviously licensees aren’t getting into drunken fist

fights now.) Perhaps most concerning Loomis opined several times that

his officers were now more likely to shoot licensees during traffic stops

and when responding to ” bar fights.” While his tone and demeanor were

polite and professional, the content of his testimony was incredibly

insulting to gun owners.

Buckeye State Sheriff’s Association

McKenzie Davis is a professional/paid lobbyist that represents the

Buckeye State Sheriff’s Association (BSSA). The BSSA is group organized

to collectively represent Ohio’s 88 sheriffs, who are all elected officials

and directly accountable to voters every four years. BSSA pointed out

that they have supported most improvements to Ohio’s concealed carry

law, and that they were the only group to support the original concealed

carry law that established the license. BSSA testified that ” guns and

alcohol don’t mix” and that it was OK for officers to be in bars because

they are better trained. Davis’ testimony was about three minutes, was

polite and professional; he made the few points in opposition and then

he sat down.

Ohio Association of Prosecuting Attorneys

John Murphy is a professional/paid lobbyist that represents the Ohio

Association of Prosecuting Attorneys (OPAA). The OPAA is a group

organized collectively to represent Ohio’s 88 prosecuting attorneys, who

are all elected officials directly accountable to voters every 4 years. OPAA

also includes prosecutorial staff, such as assistant prosecutors and victim

advocates. The group is funded with dues almost always paid from tax

dollars, either from prosecutor’s general funds or furtherance of justice

funds (i.e. your tax dollars.) Murphy testified that OPAA was OK with

removing the vehicle carry restrictions but had concerns about the

restaurant carry portion. Murphy’s testimony was polite, subdued and to

the point. I should note that Dave Yost, candidate for state Auditor, is on

the current Executive Committee of OPAA, and Yost did a lot of work

educating his fellow prosecutors on the technical issues involved in these

two bills.

No one testified in opposition to SB247.

I hope this summary of testimony helps illustrate the difference between

elected and unelected officials. The elected officials take the time to

understand the issues, analyze them critically and then make a decision.

If they don’t agree with something, they make that point in a

professional way and then don’t belabor the point, appealing to

emotional arguments or insults. The unelected officials/groups act much

differently, with much more arrogance and contempt for your rights.

Direct accountability matters a lot, and there are two parts to direct

accountability: first, the position must be elected (i.e. it is well past time

to pass a constitutional amendment requiring chiefs of police be elected)

and second, you must work in support of, and get out and vote for, pro-

gun candidates.

Revolver being rapid fired using 125 grain high-velocity .357 Magnum

factory loads.

Anyone who has fired a .357 Magnum with hot high-recoiling 125 grain

loads knows just what we are talking about here; especially true with a 2-

inch barrel.

You will notice the lack of recoil and incredible lack of muzzle flip.

Accuracy is scary good due to the control factor thanks to the ergonomics

Robert John Ronning, 42, of Salida, owner of Ronning Arms Inc. in

Modesto, a federal firearms licensee, was arrested today on charges of

illegal gun sales, including the unlawful transfers of unregistered

silencers and a machine gun.

According to a criminal complaint filed earlier this week, ATF became

involved in an investigation of a drug trafficking organization in

approximately February 2009. As part of the investigation, quantities of

methamphetamine, machine guns, and assault weapons were purchased.

It appeared that some of the firearms came from Ronning Arms Inc.

Following the arrest of the initial targets of this investigation, an

undercover agent and others were able to purchase two silencers, seven

assault weapons, and a machine gun from Robert Ronning at his place of

business, in violation of federal law.

U.S. Attorney Wagner said, “Selling guns to unknown

individuals, especially those without identification, is a

dangerous business. Guns trafficked back to Mexico help fuel

the cartels and perpetuate the violence over the border.

Licensees who hide behind their licenses to traffic in guns

violate the trust that the government bestows upon them.”

“ATF partners with local law enforcement agencies to

aggressively pursue firearms traffickers who are diverting

firearms from lawful commerce into the hands of violent

criminals,” stated Special Agent in Charge Stephen C.

Herkins.

“In this case, the illegal sales of several high-caliber firearms

that were earmarked for the black market were purchased

and intercepted by an ATF Agent acting in an undercover

capacity. This is an excellent example of ATF doing what we

do best, preventing criminals from possessing guns.”

The maximum statutory penalty is 10 years in prison and a $250,000

fine for unlawfully possessing or transferring a machine gun and 10 years

in prison for unlawful transfer, receipt and possession of an unregistered

firearm and the related conspiracy. The actual sentence, however, will be

determined at the discretion of the court after consideration of any

applicable statutory factors and the Federal Sentencing Guidelines,

which take into account a number of variables.

Ronning Arms Inc Criminal Complaint

This case is the product of an extensive Organized Crime Drug

Enforcement Task Force investigation by special agents of the ATF, in

conjunction with the Drug Enforcement Administration and the San

Joaquin County Metropolitan Task Force. Assistant United States

Attorney Jill Thomas is prosecuting the case.

The charges are only allegations and the defendant is presumed innocent

until and unless proven guilty beyond a reasonable doubt.

Houston, TX --(Ammoland.com)- The Connecticut Department of

Environmental Protection has announced that the hunting privileges

associated with the Connecticut Migratory Bird Conservation Stamp

(duck stamp) are changing to a calendar year, January 1 through

December 31.

To facilitate this change, for the remainder of calendar year 2010 and

2011, the DEP will issue a 2010-2011 Duck Stamp with privileges that

begin on July 1, 2010 and end on December 31, 2011.

Starting in 2012, duck hunting privileges will be for a calendar year,

January 1 through December 31. This change is due to legislation passed

in April 2010 by the Connecticut State Legislature. The legislation also

increased the cost of the Duck Stamp to $13.

The Migratory Bird Conservation Fund also has been recreated, meaning

that all money collected from the sale of stamps will once again go

directly toward wetland conservation projects and improvement of

waterfowl hunting access in Connecticut.

Connecticut Duck Stamp 2010-2011

Over $1.1 million has been raised and spent on wetland habitat

conservation in Connecticut since 1993, when the Connecticut Migratory

Bird Conservation Stamp Program was initiated. These funds have been

provided, in large part, by hunters. A substantial portion of the $1.1

million also was raised through sales to Duck Stamp collectors and to

collectors of artistic prints from 1993 to 2002 when the production and

sale of prints was discontinued.

Hunters 16 years of age or older are required to purchase a Connecticut

Duck Stamp every year if they plan to hunt waterfowl in Connecticut.

However, anyone who has an interest in wetland and waterfowl

conservation can purchase and collect stamps. The stamps feature a

different waterfowl species each year.

The 2010-2011 stamp features an illustration of the common goldeneye

by Clint Herdman, a wildlife artist from Beacon Falls, Connecticut. Mr.

Herdman is an avid conservationist and the current Vice President of the

Connecticut Waterfowlers Association. He and several other sportsmen

worked with the State Legislature to help get the Connecticut Migratory

Bird Conservation Fund recreated.

Team ITI’s Morgan Allen Secures ESP Division Title At 2010

SHACKLESFORD, VA --(Ammoland.com)- Morgan Allen of Team

International Training, Inc. (ITI) secured the ESP Division title at the

2010 MI State IDPA Championship held in Dorr, MI from August 28-29,

2010.

Allen took home the title with a score of 217.13 (44). This is the sixth

state championship in the 2010 competitive season that Allen has

entered and he is now six for six in state championship division titles.

Allen won two of the thirteen overall stages. Over 230 shooters came out

to compete in the heat on the new, sandy range.

Morgan Allen”It’s a privilege to represent ITI, using skills

taught in their Competition Pistol classes that cross over into

the real world via IDPA matches like the Michigan State

Championship,” commented Allen.
