COLLECTIVE CHOICE IN EDUCATION Mary Jean Bowman, Editor, University of Chicago, Dept. of Economics Public funding for education has become more and more of a battlefield in this era of taxpayer revolts. Despite the attention this subject has garnered in the popular press, there has been surprisingly little economic research into collective behavior with respect to education. In view of these trends, it was decided that the third conference under the Ford-sponsored U.K./U.S. Programme in the Economics of Education should bring together studies relating to collective choice in education, with some emphasis on studies in educational finance. The studies in this volume represent an exchange of ideas on this topic between economists in the United Kingdom and the United States. The commonalities and differences that arose in the course of this conference enabled economists from each side of the Atlantic to gain a new perspective on current issues in education, as well as a more balanced assessment of approaches that might prove promising in the future. This technique allows management to estimate future manpower requirements and availabilities, to compare and analyze these forecasts for possible discrepancies, and to evaluate the impact of alternative policies on demand and supply of personnel, career opportunities, and salary costs. Welfare WELFARE REFORM IN AMERICA edited by Paul M. Sommers, Middlebury College Since this country first declared "war on poverty", two massive efforts to reform welfare, one by Richard Nixon and one by Jimmy Carter, have been proposed. Both measures were defeated in Congress. Most modest efforts at reform have, however, changed the economic landscape, and improving the efficiency, equity, and responsiveness of antipoverty programs continues to be a politically significant issue. The papers in this volume, from the second annual Middlebury Conference on Economic Issues, puts into perspective nearly two decades of federal antipoverty programs and considers the prospects for reform. Although the conference itself was held in April 1980, many of the papers have been revised since that time to take into account the changes in the policy environment under the Reagan Administration. Included are discussions of the current state of the antipoverty effort, various welfare reform alternatives, and the implementation of new initiatives to change work behavior and productivity.
