Live and let live, it’s an old chestnut true, but onethat we might more often take heed of. Over thelast few years there has been much moaning in the city about the

behaviour of both residents and of visitors – but is that moaning justified?No one likes to be disturbed, we all like a bit of peace and quiet. At the

same time we nearly all like to have fun and with fun there can be noise –it’s in the nature of things. Brighton and Hove is a city built on a few thingsand these days those things are topped by visitors and by students.

Visitors are invariably here to have fun and students, well simply beinga student is fun.

That is where the city makes money though, and we must be bothgrateful for that and accept the consequences of those factors. If wechoose to live in the busy commercial centre of the city it will no doubt beless peaceful than in the outlying districts. We nearly all have choicesabout where we live and the immediate environment should be a majorfactor in making that choice. If you don’t like noise then find somewherequiet to live rather than moving into somewhere noisy and then kickingup a fuss.

I live next door to students in a residential area of the city not far fromboth universities, very nice they are too and on the whole pretty quiet.They do from time to time have parties and they can be a bit noisy, notterrible but I can hear them. I don’t mind, I was a student once, back inpre-history, and I have no doubt that I was pretty boisterous.

I love living in a vibrant and busy city, filled with young people andtourists – hell bent on having fun. If I had one complaint it would be thatmy student neighbours never invite me to their parties! Who can blamethem though.

Although Brighton is perhaps best known as a tourist destinationfor adults here to enjoy the dining, shopping, night-life and worldclass events, a social shift has been occurring over the past

decade with more and more families with children visiting Brighton.When the i360 got planning consent in 2007 only 16% of visitors to

Brighton and Hove were families with children, which is low compared to theUK average of 39%. This number has been steadily growing and in the lastsurvey by Visit Brighton, this number had increased to 24%. We expect thei360 will accelerate this process further and put Brighton on the map for thefamily visitor.

Families typically are one of the biggest consumers of visitor attractions.As a mum with two young children, I know that families like to enjoy days outwith the kids, particularly looking for ways to keep them entertained duringthe school holidays.Families may haveforegone a foreignholiday or new carduring the recession,but they have stillbeen enjoying daysout; and visitorattractions haveseen steady growthin the number ofpeople visiting them.

We want the i360to be a family-friendly attraction.For younger children,we will be opening achildren's play zoneaimed at the under-8s (with a birthdayparty room) and forolder children therewill an interactivemulti-media tabletand kids' activitybook. In ourrestaurant, we willhave kids menus andactivities. Ourbuilding will haveplenty of babychanging facilities inunisex toilets (howmany other mums,gay dads and singledads get driven madby the old-fashionedestablishments thatthink baby changingshould only be infemale toilets?!).

We hope tocompliment theother familyattractions in the cityto cement Brightonas a familydestination. We all know Woodingdean, Rottingdean and Ovingdean, alongwith Bevendean and Coldean for that matter. But where areStandean, Housedean and Baldean? I found out on a recent

tour of Brighton & HoveCity Council’sDownland Estate.

First, it is worthpointing out just howunique Brighton &Hove City Council is inits vast ownership ofsurrounding farmland.The portfolio includes over 50 different holdings in key locationssurrounding the city. At 10,500 acres, the portfolio dwarves the equivalentholdings of other local authorities.

The estate was bought in phases during the late nineteenth and earlytwentieth centuries by what was then called the Corporation of Brighton.A principal aim was the protection of the water supply and the provisionof delightful countryside. A great politician of the day, Alderman SirHerbert Carden, bought large areas of the land personally and sold it backto the town at cost price.

On my tour agenda was Castle Hill, Housedean Farm, Falmer CourtFarm, Park Wall Farm and Stanmer Park. Housedean in fact sits outside ofthe administrative area of Brighton & Hove (it’s on the A27 on the way toLewes) yet is still owned by the city. The farm’s ongoing efforts to diversifyare impressive, as are developing plans to make Stanmer a gateway intothe South Downs National Park.

Other sites within the portfolio include Deep Bottom Rifle Range(sounds painful), Land at Green Broom, Hog Trough Bottom and PickerhillFarm. Incidentally, Standean and Balsdean are north of Patcham and eastof Woodingdean respectively.

The Downland Estate is managed by Smiths Gore, rather than in-houseby the council. It is certainly on a business footing which is essentialbearing in mind the difficulties that are faced by farmers today and thepropensity of local authorities to be neglectful.www.buildingopinions.com

Icouldn’t be more proud to serve my constituents in Brighton Pavilion.Our city is world-renowned for being creative, vibrant and innovative –but we also face a number of serious challenges. The city is plagued by

serious rates of inequality – in some areas one in three children live inpoverty and life expectancy for the most vulnerable residents is just 47years. My vision for Brighton is of a fairer, greener, more equal city, withworld-class local services, decent affordable homes and flourishingindependent business.

From my weekly surgeries andmy regular case work I know thatgrowing numbers of people areworried about their housingsituation. It’s a scandal that in the6th richest country in the world wehave soaring rates ofhomelessness and housinginsecurity. Those who rent areconcerned about spiralling costs,especially sudden rent increaseswhen their short-term tenanciesexpire. Extremely high houseprices in Brighton means owning ahome is out of reach for many,and, despite efforts by the councilto build more affordable homes,there’s a chronic shortage ofsocial housing. Many childrenborn in the city today won’t beable to afford to live here whenthey get older. We need to get ahandle on this crisis. That meanscontinuing the good work of thelast Green administration inbringing empty homes back into

The Government’s new housing and planning bill marks the start ofa national crusade to transform generation rent into generationbuy. Housing Minister Brandon Lewis MP, who announced the

changes said: “As a one nation government we’re determined that anybodywho works hard and aspires to own their own home has the opportunity todo so.”

This confirmation by the Planning and Housing Minister means thatmore underused offices can now be converted into flats in order to meetacute housing needs in the city, as well as an option for demolition ofdisused buildings or new builds. Of particular importance is theclarification that any already approved schemes have three years inwhich to implement the consent. Prior to this announcement StilesHarold Williams had been the only firm in the sector to receivegovernment clarification on PDR rights. 

Between April 2014 and June this year, almost 4,000 conversions weregiven the go-ahead. Stiles Harold Williams alone have been instrumentalin the sale of more than 1,000,000 square feet of ex-office capacity acrossthe South East andbeyond, which in turnhas brought hundredsof much needed homesonto the market. InCroydon alone this hasresulted in the creationof more than 3,000units.

To further supportthe delivery of newhomes, the rights will also allow the demolition of office buildings andnew buildings for residential use.

Head of Planning for Stiles Harold Williams, Ian Coomber said: “This isa key announcement which we have been anticipating for some time.The development sector has been in hiatus for the past six months, withdevelopers unsure if they could meet the strict May 2016 implementationdate. This game changer has been well received and we expect themarket to be reinvigorated with this announcement. Further changes toPermitted Development are expected over the coming months as thegovernment aims to build one million new homes by 2020.”

P This week I have picked on an

area that, unless you live thereor are in the know, was named

in the late 1920s as The West HoveGarden Estate which comprises ofMiddleton, Derek and St Keyna Avenuesrunning south of New Church Road tothe sea.

In my lengthy time as an estate agentI had never heard it called this. In NewChurch Road you lived in 'Hove' thereisn't and wasn't an East Hove so no needfor a West one!

The advertising was pretty dynamicfor 1929 and it seems descriptions eventhen were meant to entice the willingmodern house buyer.

You can see from the 1889 AldringtonEstate map that the pink plot on the leftat the bottom was an early purchase fora developer and the West Hove GardenEstate was an early standalonedevelopment – for £50 down you had agood choice ranging from £1,095–£1,395.

The agents seeking these wereamusingly called Reason & Tickle whowere based in North Street and in myFamily Tree of Brighton & Hove EstateAgents (a work-in-progress) there is still ablood line from them to the present(answers on a postcard please!)

use and building more affordablehomes. It also means lookingseriously at whether rent controlscould help protect people fromsudden and unaffordableincreases. Lessons from acrossthe world, from San Francisco toBerlin, show that rent controls canwork without destabilising themarket. It’s time to take boldaction to solve the housing crisesand make homelessness andhousing insecurity history inBrighton and Hove.

I also regularly hear from people who have to put up with damp, leakyhomes. The latest figures show that 17,000 people across Brighton andHove are struggling to heat their homes. Despite Government cutbacks onsupport for renewable power projects like the ‘Brighton Energy Co-op’show the real potential in local, community-owned energy production. I’dlike to see solar panels on every suitable house (as well as on publicbuildings). We also need a mass-insulation scheme across the city – whichwould create jobs, cut heating bills and keep people warm in their homes.With the right support from the Government Brighton could lead the wayin welcoming a new era of truly sustainable housing policy.

One of the best things about Brighton is the huge variety ofindependent shops and businesses on offer in our city. To ensure that our‘indie’ culture continues to develop it’s crucial that we vigorously defendlocal shops and communities from the chain stores, multinational fastfood joints and supermarkets trying to spread across the city. The recentapplication by Burger King to open a new branch on East Street remindsus of the need to be on our guard. Local firms should also be given ahelping hand through a cut in the VAT rate for tourism.

The bedrock of any community are public services. That’s why it’scrucial that we do all we can to defend ourlocal services – from hospitals, to librariesand help for older people – from thefurther vicious cuts planned by theConservative Government. Long-sufferingBrighton commuters also need ourrailways to be back in public hands – andinvestment in our train lines to end thecontinuous delays and cancellationspeople currently face.

I love Brighton but it’s clear that it facesmany serious problems. In the comingmonths and years I’ll be working withpeople across Brighton and Hove to do allI can to realise our shared vision for a citythat retains its unique spark but worksmuch better for the people who live here.

My Airbnb endeavours had been going incredibly well. Aftermany years of letting rooms to foreign students, who triedtheir utmost to suck every bit of privacy out of your life like a

top-of-the-range Dyson, here were a new group of people who werewilling to pay four times more and have nothing to do with you. Whatcould possibly go wrong?

They arrived on a Friday night at around 11pm, a beaming youngcouple from Reading with minimal hand luggage. I showed them into thebedroom – MY BEDROOM on loan for the weekend – and left them to it, asthey clearly couldn’t wait to get rid of me. I was busy working all weekend,yet sent them various friendly host texts hoping that they were enjoyingtheir stay and inviting them to call me if they needed anything. I was notperturbed when I heard not apeep – or a bleep – in return.On Sunday afternoon, feelinggenerous, I let them knowthat there was no need tovacate the room until 6pm.Still no affirmative text...

At 9pm, I returned homefrom a gruelling day on thePier. I rushed upstairs to myroom to find the door closedand what I can only describeas the noises of coitus un-interruptus emanating from within. Fuming does not get near. I rappedsharply on the door. First silence, then a very haughty “Hello?”, frombehind the door. “Erm, you were supposed to have left by six”, I said ratherweedily.

“But we’ve booked for three nights”, came the reply. “Oh no, you’vebooked for two nights,” I replied. More silence. “Ah, well we want to stayfor three, is that OK?”, came the response. I went from fuming to ballisticwithin a millisecond, but just managed to hold it together for long enoughto squeak that they had half an hour to finish what they were doing andget out.

I am aware that there is more than just an element of cutting off mynose to spite my face in this instance, as they would have had to pay me£90 cash for the extra night, but I was sooooo furious and had beenlooking forward to my bed all day. Besides, I’d reminded them by text thatthey were due to leave.

Rather than stay and watch them slope back to Reading, I went to thepub and came back an hour later to find the key and a scrunched-uptenner sitting on the hall table.

So now there’s a rather modern dilemma. Do I review them on Airbnb,tell the truth and blemish their lessee life for ever? Or do I just put it downto experience and let them off? Their only crime (apart from riflingthrough my cupboards and using four extra towels when they had twoeach anyway) was to be a bit daft and I’ve certainly been that in the pastmyself.

Plus the extra tenner went down well in the pub...

Right to be accompanied to adisciplinary or grievance hearing

Under section 10 of theEmployment Relations Act 1999 aworker has the right to beaccompanied to a disciplinary orgrievance hearing. The personaccompanying the worker can beeither a fellow worker or an officialor employee of a Trade Union (theworker need not be a member ofthe union nor does the union haveto be recognised).

If the worker is not allowed toexercise his right, or is subjected toa detriment or dismissed, aremedy can be sought in theemployment tribunal. 

There is no right to beaccompanied to other kinds ofmeetings, such as a redundancymeeting; although of course anemployer can always agree to theworker bringing a companion.

It had been thought that thechoice of companion had to bereasonable – what if the workerchose a companion who wasalready in dispute with theemployer to create conflict and badfeeling; or, information would berevealed at the meeting whichwould be of benefit to thecompanion and which theywouldn’t otherwise be aware of?

The right is in fact an absoluteone for a worker to choose acompanion and is not interlinkedwith the statutory requirement forthe request to be accompanieditself to be reasonable.

A recent case held that it was abreach of trust and confidence tonot allow a worker to beaccompanied by someone who felloutside of the statutory criteria. Iffor example, the subject matter ofthe disciplinary charge was verytechnical; it may be appropriate to

Which type of wood floor is right forme, solid or engineered?That depends on where you want to install it. Both solid and engineeredwood floors are made using real wood, so both are environmentallyfriendly and give the same finishedappearance.

Solid Wood FloorSolid wood flooring is exactly what thename implies – a solid piece of woodfrom top to bottom, the thickness ofthe flooring can vary but generallyranges from 18mm-22mm. You can usesolid wood in any room that is aboveground level, they’re ideal infamily/living rooms, dining rooms andbedrooms. About the only place youcan’t use solid flooring is below groundlevel such as in a basement due todamp issues, although the room maybe well built and damp-proof, themoisture reading would still be too highto be suitable for laying solid woodflooring. One of the other manybenefits of solid wood flooring is that itcan be sanded and refinished manytimes allowing your floor to alwayssuit your decor and lifestyle withoutany hassle.

Engineered WoodFlooringEngineered wood floors are still realwood floors which are manufacturedusing multiple layers of woodveneers. The top layer of engineeredwood flooring consists of high-qualityhardwood; the layers that you can’tsee can be of the same species, or ofdifferent species. Each layer runs in perpendicular directions helping tomake it very dimensionally stable, by increasing the stability the floorthen expands and contracts less than solid wood flooring would duringany fluctuations in humidity and/or temperature.

There is typically a choice of 14/15mm and 20/21mm thick engineeredwood flooring. 14/15mm floors can be nailed or stapled to a timbersubfloor such as plywood or wooden planks, or they can be glued downto such a timber subfloor or to a concrete slab, whereas 20/21mm floors

are deemed as “structural” and can belaid directly on top of joists. Anotheroption is to “float” the floor on top ofunderlay, this means the floor is not fixeddown with nails or staples but the tongueand groove of the flooring is glued intoplace, this allows for a faster and thereforecheaper installation. Engineered woodfloors can be used in any room eitherabove or below ground and are ideal forlaying on concrete as well as use in roomssuch as basements as they are moreresistant to moisture than solid woodfloors.
