Overview of workshopOne of the main challenges for any security risk environment is how to discourage or stop intruders whilefacilitating legitimate access. This is particularly crucial in the border environment, where unauthorisedaccess threatens not only the security of one nation and its citizens, but also those of neighbouring and finaldestination countries.All too often, the key to illegitimate access is documentation that is either false, has been obtained using falseinformation or has otherwise exploited vulnerabilities in the document procurement or validation processes.New technologies strive to minimise the risk and maintain cost-effectiveness, yet sophisticated anddetermined attacks persist.

Drawing on a range of real case studies, this half-day interactive workshop will conduct an in-depth andcompelling exploration of DocEx (document exploitation) issues including: • What is the difference between fake and fraudulently obtained documentation?• Who is likely to use it and how and from where do they obtain it?• What is the true extent of the risks and threats involved?• What are the strengths & weaknesses of current legal & procedural countermeasures?• What can be done to better secure borders from identity-related threats?

Jerry Hart Jerry Hart is a security, risk and intelligence specialist with twenty years’ international experience of academic and commercial research, securityconsultancy and related operational activities. Gareth EvansGareth Evans works within the UK counter terrorism sector and has 36 years policing experience. A former senior ports officer, he has a broadexperience of the threats and risks associated with border controls and intelligence management. He has worked at a National Level and as an experton border management within EU community twinning projects. He is a member of a national working group on identity crime and currentlyspecialises in identifying threats posed by those who manipulate identity by the use of both false and genuine documents.
