US Congress Honors….

Hawaii Heroes!

• The Congressional Gold Medal, the highest award bestowed by the US Congress on civilians, was presented on November 2, 2011 in Washington, DC to the 100th Infantry Battalion, 442nd Regimental Combat Team, and Military Intelligence Service.

• The 100th and 442nd were recognized for their unmatched combat record, as they are the most highly decorated unit by size and length of service in the 235-year history of the US Army.

• The Honorable Eric Shinseki, US Secretary of Veterans Administration, a retired US Army General and former Chief of Staff of the US Army, noted that the combat record of the 100th/442nd will probably never be matched.

• The MIS was recognized for its daring service – as interpreters, translators, and even sometimes spies– in the Pacific Theater which enabled the US military to score many victories that helped to shorten the war and save countless thousands of lives.

• Although not included in the Congressional Gold Medal award, the 1399th has long been recognized for its outstanding record of completing 54 major projects throughout Hawaii during WWII.

• Nisei (second generation Japanese Americans) in Hawaii and on the mainland VOLUNTEERED for military service despite being treated as “enemy aliens” following Japan’s attack on Pearl Harbor. Many lost everything they owned, including their businesses and homes.

• In June 2000, almost five decades after the end of WWII, 20 Nisei veterans were awarded our nation’s highest military recognition, the Medal of Honor, for distinguishing themselves conspicuously by gallantry and intrepidity at the risk of their lives above and beyond the call of duty during WWII.

• Volunteers in the community helped to organize the parade, banquet and memorial service, as a thank you to the aging warriors who were awarded our nation’s highest civilian award for service and honor to a country that initially denied them the right to join the military during a time of war.

SUBJECT: Suspension of the Department of Defense (DoD) Decal Requirement

for US Army Installations (Update)

Effective 16, January 2012, USAG-HI will no longer issue of DoD Decals for Privately Owned Vehicles (POV). As a result, the DoD Decal will not be required for access to our installations. Instead, the CAC card and other

approved identification will be the single source used to allow access through any Army installation Access Control Point (ACP). Until then current requirements will remain in effect.

Until 16 JAN 12, current decal requirements will remain in effect. Decals do not need to be removed from POVs if they have not expired. Once a decal expires you will be required to return it to either the Schofield Barracks Provost Marshal Office (PMO) or the Fort Shafter PMO. Joint Base Pearl Harbor-Hickam and Marine Corps Base Hawaii, Kaneohe Bay, have been notified of the Army's upcoming policy. These commands have been asked to honor CAC cards. It will be the responsibility of each Soldier, Family member, Civilian employee and their Commands to ensure that all privately owned vehicles comply with Hawaii State Law and are properly registered; vehicle owners

have current valid insurance and the required state safety sticker. The Security Branch will continue to maintain and issue rank emblem decals for GO and Nominative CSM. Those decals will be issued at the installation Pass Offices located at the Solider Assistance Center, 655-1620, and Fort

Shafter Flats, 438-0982. Rank emblem decals for the rank of COL, CW5, SGM and CSM will also be issued until stocks of those decals have been depleted. After 16 January 2012, weapons registration will be done at the Provost

Marshal Office IAW Policy Memorandum Installation-1, Discipline, Law, and

Order.

HELP GRANT A VETERAN'S WISH THIS HOLIDAY! While many veterans will be spending their holidays on

the streets, hundreds of veterans are no longer homeless

because they are living in programs of U.S.VETS - Hawaii.

The organization provides veterans with many services, and helps meet their basic needs and receiving a gift from

their wish list can help make a veteran's holiday even brighter!

Here are some examples of veterans' stories and their wishes this season...

R.M., a Veteran of the United States Navy, has enjoyed living in Hawaii for over three years now. He is a very kind and soft-spoken individual who loves

helping out wherever he can. He is currently working full-time and planning to

move into a housing unit with the money he has been able to save from all of his hard work. This holiday season, he is wishing for white tennis shoes (13), khaki pants (44x32), and a safari hat (XL).

P.U., a United States Army Veteran, served in the military before leaving the service to teach. She has a degree in physical education and has worked in

the schools helping young teenagers. She loves to cook and has been cooking

for her fellow veterans in the program. Her hope is to someday have her own restaurant. This holiday season, she is wishing for cream dress pants (size 8), Victoria Secret Oakland raiders shirt, skinny jeans (size 8), and Victoria Secret perfume "Heaven."

A.S., a Veteran of the United States Marine Corps, is from Hawaii. He is full of energy and loves to try new things. He runs his own successful business

with his son and is excited to be back on his feet and planning for the next step of moving into the community. This holiday season, he is wishing for low-cut white Adidas shoes (9.5 - 10), black Dickies pants (38), a watch, black backpack, and "Infinity" cologne.

D.M., a post Vietnam Veteran, is originally from Michigan. She has been in Hawaii for over 5 years. She enjoys cooking and going to the beach. She has

recently developed an interest in canoe surfing. Her goals are to find appropriate work and affordable housing. This holiday season, she is wishing for black dress shoes (8W), jeans (size 6), t-shirts (M), a black dress belt, a ladies Timex watch, sunglasses and an HDMI cable.

The year is drawing to an end, and as we turn the page on our calendars to

the month of December, many of us start to panic as holiday time

approaches. It’s a busy time of year, and we often add pressure to our

lives when we try to find that perfect gift for that hard to buy for person.

Well, this year it might be time to stop and smell the roasted vegetables.

The Farmers' Market is a place where you can casually stroll throughout

the vendors and often sample December’s bounty. You can also look for

what food items you might include with your holiday celebrations or

come up with that one of a kind gift. We have some ideas for the foodies

in your life in this newsletter as well as some gift giving recipes.

Yes, December is here and it is holiday time. Just remember that it is also

the time of year when the air is filled with sights, sounds and smells of the

season. Enjoy!

We all want to find gifts to give that put a smile on the face of the

recipient. It seems to get more difficult each year to find a gift to give that

is memorable for the recipient. A trip to the Farmers' Market might be just

the ticket to help find that personalized touch. Here are a few often

overlooked ideas that might help shorten your gift buying list.

• Homemade Jams or Jellies with a serving spoon or spreader

attached with a pretty holiday ribbon makes a very simple hostess

gift. For the bread lover you can tuck that same jar into a basket

with some different varieties of homemade bread.

• For the nut lover on your list, purchase several different types of

whole nuts and put them in a bowl with a unique nutcracker. You

could also add some peanut brittle or nut bread.

• Shelled nuts, roasted or seasoned, also make a nice gift. Put them

in a glass bowl or container and attach nutty recipes. We have

included a recipe below in our Seasonal Recipes section.

• Local bottled Salad Dressing included in a salad bowl with hand

crafted servers would be a great gift for the foodie in your life.

You could add any local vegetables available or homemade

croutons. A local cookbook might be a nice addition.

• You could do the same type of basket with a locally made salsa

and chips. Try cutting tortillas with holiday cookie cutters. Spray

with aerosol oil and shake on some salt or seasoning and bake.

• If you have to send a gift to someone out of state, think about all

the goodies made in your community. A gift basket filled with

local items from your home town makes them feel like they are

right there with you.

• How about getting children involved to make gifts they are

giving? Head outdoors or to the Farmers' Market to find

pinecones, acorns, pods, or other outdoor nature items and make

your own potpourri. Include a pretty glass bowl and your own

label as a reminder that this was made by you. ‘How to’

instructions are included in our Seasonal Recipes section below.

Sugared Walnuts

This is a snack recipe for sugared walnuts made in the crockpot. Pecans

would work nicely too.

16 ounces walnut pieces

1/2 cup melted unsalted butter

1/2 cup confectioners' sugar

1 1/2 teaspoons ground cinnamon

1/4 teaspoon ground allspice

1/4 teaspoon ground ginger

In a slow cooker, stir the walnuts and butter together until well blended. Add

the confectioners' sugar, stirring to coat walnuts evenly. Cover and cook on

HIGH for 15 minutes. Reduce the heat to low and cook uncovered, stirring

occasionally, until the nuts are coated with a crisp glaze, about 2 hours.

Transfer the nuts to a serving bowl. In a small bowl, combine the spices and

sift them over the nuts, stirring to coat evenly. Cool the nuts completely

before serving.

Christmas Potpourri

A spicy holiday blend

1 cup of orange slices

5 -6 cinnamon sticks

½ cup star anise

½ cup dried rose hips

½ cup cloves

½ cup of any type of pods

10 drops (in total) of cinnamon and orange fragrance oils

(Holiday fragrance oils are available too)

Optional: acorns, wooden balls, tree bark, vanilla bean pods

Here are few general instructions that apply to all recipes of potpourri:

• If you are using any elements such as fruits, flowers, or herbs they

need to be dried before they are added to the mixture. The easiest

way is to slice them and let the slices dry naturally by spreading

them out on an old screen in a single layer. If you pack them

tightly together or on top of each other they will decompose. This

process takes about one week. Orange slices can also be dried in

the oven for approximately 2 – 2 1/2 hours at 250 degrees.

• You should collect about 4 times what you need because these

elements will shrink when dried. If you use spices or hard

elements in your potpourri additional drying is not needed.

• Add 6 drops of your favorite essential oil to every cup of dried

potpourri mix.

• Keep the mixture in a closed container for a few weeks to allow

scent to penetrate the different materials.

• Stir or shake gently daily for two weeks.

• Ideas and ingredients to customize your potpourri are endless. One

idea: pods or wooden objects can be painted a festive color or

spray painted a metallic color and added to the mixture.

instead of orange juice.

Winter Berry Hot White Chocolate Tea

Prep Time: 5 minutes

Cook Time: 8 minutes

1 cup white chocolate chips

1 cup light cream or half and half*

1 bottle 100% Natural Lipton® Iced Tea with Pomegranate Blueberry

1/8 tsp. ground nutmeg

Place all ingredients in a medium saucepan and warm over medium heat,

stirring constantly, until chips are completely melted, about 8 minutes (do

not boil).

Serve immediately garnished, if desired, with whipped cream and an

additional sprinkle of nutmeg.

TIP: For an adult version, use 1/4 cup vodka or cherry brandy instead of 1/4

cup of light cream.

*Use fat free half and half to make this dessert drink lower in saturated fat

and calories

Tea Spiced Grog

6 servings

Prep Time: 5 minutes

Stand Time: 20 minutes

2 bottles 100% Natural Lipton® Iced Tea with Lemon

1 cup apple cider or apple juice

5 whole cloves

1 cinnamon stick

Bring all ingredients to a boil over high heat in 2-quart saucepan. Remove

from heat and let stand 20 minutes. Strain out spices and serve warm

garnished, if desired, with sliced apples.

TIP: For a spiked grog, add 1/4 cup light rum or brandy.

Holiday Green Tea Bellini

4 servings

Prep Time: 5 minutes

1 bottle 100% Natural Lipton® Iced Tea Green Tea with Citrus, chilled

1 cup sparkling apple cider, chilled

1/2 cup peach nectar, chilled

Combine all ingredients in a small pitcher; serve immediately. Garnish, if

desired, with fresh raspberries.

TIP: For a more authentic bellini drink, use sweet sparkling white wine

instead of sparkling apple cider.

Frozen Hot Chocolate Tea

Process all ingredients in a blender until smooth. Garnish, if desired, with

roasted mini marshmallows.

TIP: To roast mini marshallows, spread in a single layer on aluminum foil-

lined baking pan. Broil on high 20 seconds or until lightly browned.

TIP: Add 1/4 cup peppermint schnapps for an adult twist.

*For a lower calorie version, use sugar free hot cocoa mix.

New milConnect Portal Offers Access to Benefit Information and More

Active duty service members (ADSMs), retirees and eligible family members can now use the milConnect portal

to access health care eligibility and personnel information, uniformed services identification cards and information on other benefits, including Servicemembers’ Group Life Insurance (SGLI). Available online at http://milconnect.dmdc.mil, milConnect is replacing Defense Manpower Data Center’s (DMDC’s) previous online portal, mydodbenefits.

You can log on to milConnect’s secure site using a Common Access Card (CAC), Defense Finance and Accounting Services user name and password or Department of Defense Self-Service Logon (DS Logon). You may visit a TRICARE Service Center or a Veterans Affairs Regional Office to complete the required in-person proofing process to request a DS Logon. Go to “Frequently Asked Questions” at www.dmdc.osd.mil/dsaccess for more details. If you need a new uniformed services identification (ID) card, you can visit an ID-issuing facility and request a DS Logon at the same time.

Once you have logged on to the site, you can:

• Update your contact information in the Defense Enrollment Eligibility Reporting System (DEERS)

• Print proof of insurance, if enrolled in TRICARE Prime

• Transfer your Post-9/11 G.I. Bill benefits (see “Education” drop list)

• View your medical, dental and pharmacy coverage

Some Notices Are Now Sent by E-mail

Under the milConnect portal, certain kinds of mailed correspondence are being replaced with e-mail notifications and online correspondence for ADSMs. E-mail notifications will be sent to ADSMs for the following products:

• TRICARE Enrollment Cards and Welcome Letter

• Change of Primary Care Manager Letter

• Child Turning 21 Letter

• Child Turning 23 Letter

E-mail notifications will only be sent to the work e-mail assigned to the ADSM’s CAC. If there is no CAC e-mail or the CAC e-mail is invalid, the letters will be mailed via the U.S. Postal Service. n

TRICARE Allows Network Pharmacies to Administer Covered Vaccines

TRICARE is expanding the number of preventive vaccines covered at retail network pharmacies. Until

now, the majority of vaccines were only covered when obtained through a physician’s office.

TRICARE covers age-appropriate vaccines recommended by the Centers for Disease Control and Prevention, including the high-demand shingles vaccine Zostavax. Since late 2009,

TRICARE has covered seasonal flu, H1N1 flu and pneumococcal vaccines at retail pharmacies with nearly 300,000 vaccines administered to date. The expanded program covers immunizations for measles, mumps, shingles and many other preventable diseases.

The next time you need a vaccination, keep the following things in mind if you would like to visit a network pharmacy:

• Although all 50 states authorize pharmacists to administer vaccines, state laws vary on which vaccines may be administered in retail pharmacies. You should contact your pharmacist for more information.

• There is no copayment for covered vaccines administered at a participating network pharmacy.

• Approximately 50,000 retail pharmacies nationwide will be able to administer covered vaccines using Express Scripts, Inc.’s (Express Scripts’) commercial vaccine network.

• The shingles vaccine Zostavax, anticipated to be in high demand through retail pharmacies, is currently in low supply and on back order from the supplier. The vaccine is covered for beneficiaries age 60 and older. If you would like to receive this vaccine, please check with your pharmacy to ask if it is in stock.

Did You Know? TRICARE’s Parent Review Program E-mails Pregnancy Tips

TRICARE’s Parent Review Program offers weekly e-mails to expectant and new parents who receive care at select

military treatment facilities (MTFs) and civilian practices. Beginning in the seventh week of pregnancy, the Parent Review Program e-mails you tips, questions and answers, information about infant development, parenting news and recent research. The e-mails are customized to your stage of pregnancy or your

baby’s age and may include information from the MTF where your obstetric or pediatric care is provided. The e-mails will continue to provide helpful parenting information to you until your child reaches age 3.

Visit www.tricare.mil/baby to sign up and begin receiving Parent Review Program e-mails. n

TRICARE Pharmacy Program Releases New Mobile App

Express Scripts, Inc. (Express Scripts) has launched a mobile pharmacy app called Express Rx as well as a mobile-

optimized website. These tools allow TRICARE beneficiaries to manage prescriptions and access important health information safely and securely from anywhere using a smartphone.

The Express Rx mobile app and mobile-optimized website will allow you to register for TRICARE Pharmacy Home Delivery and switch current prescriptions over to home delivery. You can also order home delivery refills and check your order status. With another feature, you can look up information on your current prescriptions. On GPS-enabled smartphones, the app can direct you to the closest retail network pharmacy.

To ensure security and data protection, you must visit www.express-scripts.com/TRICARE and register through

the member portal before logging on to the Express Rx app or mobile-optimized site. Once registered, the same user name and password allow access to the Express Rx mobile app and mobile-optimized website.

Smartphone users can download the app for free by going to www.express-scripts.com/mobile or by using services like the Apple App Store or Android Market. The mobile-optimized pharmacy website can be accessed by visiting http://m.esrx.com.

Get answers to your general TRICARE questions when you are relaxing at home, standing in line or waiting at the doctor’s office. You can download the TriWest mobile app (www.triwest.com/gomobile) for iPhone, iPad or Android. You will have easy access to information such as:

• Deployment-related health care checklists

• Emergency and urgent care guidelines

• Steps to take after a life-changing event

TriWest Mobile Website

TriWest’s mobile website offers another way to take care of health care business when you are away from your computer. Formatted to fit your phone, m.triwest.com lets you log on to your secure www.triwest.com account to view:

• Specialty care referrals and authorizations

• Claims

• Fees or premiums due (and make a one-time payment)

Text QuickAlerts

If you prefer text over e-mail, TriWest offers text QuickAlert notifications. When you choose to receive QuickAlerts you are notified as soon as your referral, authorization or claim is processed or if a fee is due. You choose which types of notifications you want to receive.

When your text arrives, if you have an Internet connection, the link allows you to log on and see your account. When you get a text that your specialty care was authorized, you can view the referral information, contact your provider and make your appointment. No need to wait until you can get to your computer.

Human Papillomavirus Can Cause Cancer

Woman can develop cervical cancer because of human papillomavirus (HPV), but there is a

vaccine to prevent it.

You may have heard about HPV before, but how does it actually cause cancer?

HPV can cause some cells in the cervix to change.1 Most HPV infections clear up, but in some cases, they do not. When an infection does not clear up, the HPV-infected cells can become pre-cancerous. If they are not found early enough, the infected cells can turn into invasive cancer of the cervix. It is important to get regular Pap smears, which can detect HPV infection in its early, treatable stages.

How to prevent HPV:

• Get vaccinated—girls and women ages 11–26 years old should receive the HPV vaccination, but it can be given to

girls as young as age 9.2 TRICARE covers all vaccinations recommended by the Centers for Disease Control and Prevention.

• Get regular Pap smears—this is the best way to detect pre-cancerous cells before they develop into cancer. TRICARE covers Pap smears under its clinical preventive services benefit, so you will not have to pay anything out of pocket for this screening.
