WELCOME TO THE NEW MANAGEMENT TEAM AARON BOWMAN, JOANNE SODERLUND AND

IAN EVANS

Council and staff welcome Aaron Bowman (Chief Executive Officer), Joanne Soderlund (Deputy Chief Executive Officer) and Ian Evans (Manager for Works and Services) to their new positions on the Islands. Ian commenced in his role in early September with both Aaron and Joanne commencing in their respective positions on Monday, 13 October 2014.

Aaron has extensive experience in Local Government and has come from the City of Stirling where he held the position of Manager of Governance and Council Support for approximately 8 years. Aaron has previously held the position of CEO and DCEO at rural local governments in Western Australia. Aaron will be joined by his wife Rhonda and 4 children early in the new year once they have completed their 2014 schooling commitments in Perth.

Joanne, her husband Rik and 2 children, Kimberley (2) and Hudson (6 months), have already settled on West Island. Joanne is a Certified Practicing Accountant and previously worked in private enterprise in Kununurra. Rik is an avid water person and will fit nicely into the water activities on the islands.

Ian is well known to us all having lived on the islands for approximately 5 years and worked with In-Situ (ICM) on the Rumah Baru project and Fulton Hogan on the airstrip resurfacing contract.

Please make yourselves known to Aaron, Joanne and Rik so that their transition to island life and work is made all the easier.

Council dan pekerja-pekerjanya menymbut Aaron Bowman (Chief Executive Officer), Joanne Soderlund (Deputy Chief Executive Officer) dan Ian Evans (Manager for Works and Services) ketempat-tempat kerjaan mereka dipulu. Ian bermula dalam kerjaannya pada awal bulan September dan Aaron dan Joanne bermula dalam tugas-tugas mereka pada hari Senin, 13hb October 2014.

Aaron mempunyai banyak pengalaman dalam Local Government dan telah datang daripada City of Stirling dimana dia memegang kerjaan Manager of Governance and Council Support untuk kira-kira 8 tahun. Aaron kebelakangan telah memegang kerjaan sebagai CEO dan DCEO di local government bahgian rural di Western Australia. Aaron akan ditemani oleh isterinya Rhonda dan 4 anak-anak mereka pada tahun datang setelah mereka menyelesaikan sekolahan mereka di Perth untuk tahun 2014.

Joanne, suaminya Rik dan 2 anak-anak mereka, Kimberley (2 tahun) dan Hudson (6 bulan), telah menetap di Pulu Panjang. Joanne ialah seorang Certified Practicing Accountant dan dahulunya bekerja untuk pehak-pehak peribadi di Kununurra. NOTICE OF PUBLIC ADVERTISEMENT OF APPLICATION FOR PLANNING APPROVAL

BIG BARGE ART CENTRE

PROPOSED CHANGE OF “PURPOSE OF USE” TO “TOURIST FACILITY” AND THE SEEKING OF ADDITIONAL TRUST LAND TO ACCOMMODATE THIS USE

It is hereby notified for public information and comment that the Council has received an application for Planning Approval from Ms Emma Washer, Manager of the Big Barge Art Centre on West Island, seeking the approval of Council to change the “Purpose of Use” of the Art Centre to “Tourist Facility”.

The proponent has advised that the change of “Purpose of Use” is to allow for further development at the Big Barge to accommodate plans for the construction of a tourist chalet and a second Art Gallery and Design Centre space. To achieve this further development, the proponent also seeks approval from Council to acquire an additional 1,000m2 of Trust Land immediately north of the current lease site. The “Tourist Facility” classification can be permitted within the “General Rural” zoning of the Shire of Cocos (Keeling) Islands Town Planning Scheme No.1 on the proviso that Council has exercised its discretion in granting Planning Approval. Further information in relation to the proposed Development Application can be obtained from the undersigned at the Shire Office on 9164 6649. PROPOSED “AQUACULTURE DEVELOPMENT”

ON WEST ISLAND TRUST LAND

It is hereby notified for public information and comment that the Council has received an application for Planning Approval from Mr Greg Cahill, a West Island resident, seeking the approval of Council to develop an Aquaculture business on West Island Trust Land. The proponent has advised that he intends to farm “Red Claw” (Cherax Quadricarinatus), a fresh water crayfish which is native to northern Australia. The proponent has advised that “Red Claw” was recommended for the Cocos (Keeling) Islands in a publication prepared by Fisheries for the “Indian Ocean Territories Aquaculture Plan” and this species has been classified as a non-controlled species on Cocos. To achieve this development, the proponent has also sought the approval from Council to acquire approximately 1 hectare of Trust Land adjacent to the West Island Waste Water Treatment Plant. The proponent has also indicated that it his intention to develop a Palm Nursery and Aquaponic system on the land in conjunction with the aquaculture proposal. The proposed operations can be permitted within the “General Rural” zoning of the Shire of Cocos (Keeling) Islands Town Planning Scheme No.1 on the proviso that Council has exercised its discretion in granting Planning Approval. Expression of Interest

Special Member – Australian Federal Police Cocos (Keeling) Islands

Expressions of Interest are sought from members of the Cocos (Keeling) Islands community interested in applying for a position as a Special Member of the Australian Federal Police. Special Members of the Australian Federal Police (AFP) contribute to the operational support of policing outcomes and other regulatory functions in accordance with the regulatory framework, the AFP Code of Conduct and AFP Governance Instruments. This is a non-ongoing position reviewed every 12 months and paid in accordance with the AFP Enterprise Agreement 2012-2016. Mandatory requirements:

· Current Driver’s Licence · Current Coxswain NC Grade 1 qualification or better.

Desirable requirements:

· Fluency and literacy in the Cocos Malay language. A background character check may be conducted for potential applicants in determining their employment suitability. Applicants should submit a covering letter outlining their interest in being a Special Member of the AFP and a written CV of no more than 2 pages, including certified copies of relevant qualifications and other relevant documents, to: The Officer in Charge Australian Federal Police PO Box 1028 Cocos (Keeling) Islands 6799.

CYCLONE ADVICE The Bureau of Meteorology (BoM) issues cyclone advice to the public. Cocos police then issues community alerts to help keep you safe. Cyclone Warning System

The Bureau of Meteorology (BoM) issues cyclone advice to the public in the form of a Cyclone Watch and Cyclone Warning.

Community Alerts Cocos Police issues Community Alerts to keep people informed and safe. The alert level changes to reflect the increasing risk to your life and advises what you need to do before, during and after a cyclone. Cocos Police issues the following cyclone alerts: Blue, Yellow, Red and All Clear.

Blue Alert - Get ready for a cyclone. You need to start preparing for cyclone weather.

Yellow Alert - Take action and get ready to shelter from a cyclone. You need to prepare for the arrival of a cyclone.

Red Alert - Take shelter from the cyclone. You need to go to the shelter immediately. All Clear - The Cyclone has passed but take care. Wind and Storm surge dangers have passed but you need to take care to avoid the dangers caused by damage.

Cyclone Watch - Is used when damaging winds or gales are expected to affect communities within 48 hours.

Cyclone Warning - Are issued when damaging winds or gales are likely to affect communities within 24 hours.

Remember be safe and clean up your gardens and around your houses now before the cyclone season.

In the event of a cyclone listen to 6CKI (96.0FM on West Island and 102.7FM on Home Island). Emergency messages are also broadcast on Australian Television Stations.

NASIHAT SEKLON Bureau of Meteorology (BoM) mengeluarkan nasihat tentang seklon kepada umum. Cocos Police lalu mengeluarkan amaran untuk masyarakat untuk membantu keselamatan masing-masing. Sistem Amaran Seklon Bureau of Meteorology (BoM) mengeluarkan nasihat tentang seklon kepada umum secara ‘Cyclone Watch and Cyclone Warning’.

Amaran kepada Masayarakat Cocos Police mengeluarkan Amaran Masyarakat untuk terus menasihati dan untuk keselamatan. ‘Cyclone Watch’ - Digunakan bila angin kuat yang datang boleh menguatirkan masyarakat dalam masa 48 jam.

Tropical Cyclone and Tsunami Community Information Sessions

Members from the Bureau of Meteorology’s Tropical Cyclone Services and Tsunami Warning Services will be on conducting community presentations on Cocos (Keeling) Islands.

These presentations will provide the opportunity to discuss any questions members of the public may have in relation to Cyclones and Tsunami, along with their effects on Cocos (Keeling) Islands.

The Territory Controller (Sgt Ian WHYTE) will also be present to discuss any questions relating to emergency procedures during severe weather events.

An interpreter will be available for the community information session on Home Island. The presentations will be held at the following venues and times:

Memba-memba daripada Bureau of Meteorology’s Tropical Cyclone Services and Tsunami Warning Services akan mengadakan persembahan untuk masyarakat di Pulu Cocos (Keeling).

Persembahan ini akan memberikan peluang untuk berbincang tentang soalan-soalan yang memba-memba dari masyarakat mungkin ada yang berkenaan dengan Seklon dan Tsunami, bersamaan kesannya terhadap Pulu Cocos (Keeling).

Manage Building Waste

Up to 40 per cent of waste generated by Australians is building waste. Sending building materials to landfill is a waste of resources that could otherwise be used in a variety of ways. There are a number of ways you can minimise building waste–and you may be able to sell some of your used materials to recover some costs.

Save money

Recycled products can be cheaper than new products

Add historic and unique touches by re-using products and materials

Keep good quality, re-usable and useful materials out of landfill

If you’re building or renovating, work with your designer and builder to plan how you will minimise waste during the project and recycle leftover building materials. This will reduce demand for new materials and lower the volume of waste going to landfill.

When building or renovating, use recycled materials and materials with high recycled content where it is fit for purpose—this helps to lower waste volumes and increase the viability of recycling which in turn will develop the market for recycled resources. Buying recycled goods can also save you a lot of money and add character to your home.

If you are renovating or building yourself, don't forget this important rule. Inaccurate cutting can lead to a lot of wasted product. Use off-cuts where possible.

Home Island Dredging Update Cocos Community CKI Port commenced actual dredging of the Home Island wharf area in September. Dredging works have been progressing well with approximately 300m3 of material moved so far. Operations will be ongoing till December 2014, allowing for stevedoring operations during this time. CKI Port wishes to thank the community for their co-operation during this period and just a reminder, all vessel operators are to maintain a 50m clearance Zone around the barge when in operation, as mooring lines and anchors will be deployed in the water. These anchors will be marked by surface floats. Some areas within the wharf will be barricaded off, with no entry to unauthorised personnel. Trucks and machinery will continue to transit the wharf area and travelling through the kampong, to dispose of dredge material at sites allocated by the shire. CKI Port will provide a further update of progress in November.

Berita Terkini Tentang Dredging di Home Island Masyarakat Cocos CKI Port memulakan dredging dikawasan jembatan Home Island dalam bulan September. Kerjaan dredging telah berjalan dengan baik dengan kira-kira 300m3 pasir/lumpur galian yang diangkat setakat ini. Kerjaan ini akan diteruskan hingga bulan December 2014, dengan mengizinkan kerjaan stevedoring dimasa ini. CKI Port ingin mengucapkan terima kasih kepada masyarakat atas kerjasama mereka dimasa ini dan sebagai peringatan, dimintak semua pemandu sekoci menetapkan batasan 50m zone lapang diseputar barge bila sedang digunakan, kerana tali mooring dan jangkat akan digunakan dan berada dilaut. Jangkar-jangkar ini akan ditandakan dengan buih. Ada kawasan-kawasan dijembatan yang akan digalang, dan tidak diizinkan masok kepada orang-orangnya yang tidak dikhaskan. Truck dan mesin-mesin akan senantiasa keluar-masok dikawasan jembatan dan meliwati kampong untuk membuang hampas-hampas daripada dredge ketempat yang shire telah tetapkan. 6 Food for Healthy Sleep—Eat Good, Sleep Tight

Most of us usually struggle to get a good sleep. Living in this fast paced society does not allow us to focus on our diet properly, however, to enjoy a nice sleep our regular diet should not be ignored.

Following is a small list of some healthy food options, which can provide you with a good-night sleep:

Cherries - Cherries are also quite famous as a sleep regulator because of its ability to manipulate your body clock. It’s a rich source of melatonin, which is known as a hormone manufactured by the pineal gland in your brain.

Warm Milk - A glass of warm milk before bed is filled with amino acids as well as tryptophan, which transforms into serotonin. It has the ability to provide a calming influence in your brain. Milk is also quite a popular option as a rich calcium provider.

Banana - Potassium along with magnesium is very popularly known as a natural muscle relaxant & banana is a rich supplier of both of these. So having a banana is really helpful in getting you a good night’s sleep.

Handful of Almond - Just like some other foods, this is also a rich provider of magnesium, which can help you to get some quality sleep time. Almonds are also quite effect ive in controlling your blood sugar levels during sleep.

Flax Seeds - Flaxseeds are a rich supplier of tryptophan as well as magnesium & omega 3 acids. As we all know tryptophan provide help in excruciating serotonin & magnesium and can be used as a muscle relaxant, omega 3 acids are also quite effective in lowering your depression as well as anxiety. So the combined effects of all these sources can fulfil your dream of a nice night’s sleep.

A Spoon Full of Honey - Presence of natural sugar in honey helps to expand the insulin level & let the tryptophan go into your brain, which can release some relaxing chemicals. Deficiency of glycogen in your liver during the night can also allow your body to release some stress hormones. Consumption of honey is really an effective option for storing glycogen.

These are a list of some foods which can help you to get a good night’s sleep. You can also add walnuts, sweet potatoes, etc. in this list too. However always r e m e m b e r t h a t y o u r consumption should finish at about 45 minutes before bed time.

Two groups of Long Toed Stints were on West Island last week, and very rare for Cocos. These birds were all babies and have flown South from Russia on this years early migration.

There are now nine different species of migrating waders on South Island this week, the curvy beaked Wimbles being the largest.

Fisheries fun facts Under a Service Delivery Agreement with the Department of Infrastructure and Regional Development, The Department of Fisheries WA (DoF) manages commercial fishing, recreational fishing and aquaculture activities at the Indian Ocean Territories (IOTs).

Since 2006, DoF has conducted research on commercial, recreational and iconic fish species, as well as fish habitats and invertebrates. DoF would like to share the research results and some Fun Facts on species found at the IOTs with the community. Watch this space!

Mahi Mahi (Coryphaena spp.; there are two that co-exist at the IOTs)

The mahi mahi or common dolphinfish can be distinguished by their dazzling colours and long dorsal fins that extend almost the entire length of their bodies. Their average weight is between 7 to 13 kilograms and they rarely exceed 15 kilograms. Mahi mahi feed on flying fish, crabs and squid.

Mahi mahi only live to four or five years old. For this reason, they are among the fastest growing fish. Both male and female fish are sexually mature by 4-5 months. They spawn in warm ocean currents throughout much of the year and females may spawn 2-3 times per year, producing between 80,000 and 1,000,000 eggs per event.

Mahi mahi atau nama biasanya dolphinfish boleh dibezakan oleh warna terang mereka dan sirik dibuntut yang hamper sepanjang badan mereka. Berat badan mereka kira-kira 7 hingga 13 kilogram dan jarang-jarang meliwati 15 kilogram. Mahi mahi memakan ikan terbang, kepiting dan sotong.

Mahi mahi hanya hidup hingga empat atau lima tahun. Oleh kerana itu, mereka adalah diantara ikan-ikan yang paling deras membesar. Kedua-dua lelaki dan perempuan menjadi dewasa bila mereka 4-5 bulan. Mereka betelor dalam arus lautan yang hangat sepanjang tahun dan perempuan boleh betelor 2-3 kali setahun, menghasilkan bibit kira-kira 80,000 hingga 1,000,000 telur dalam sekali hasilan.

CLUB CHAMPIONSHIPS 2014 On 28th September & 5th October Club members vied for the title of Club Champion for the 2014 season. The championships are played as a stroke event over two 18 hole rounds where the gross scores for each player are combined to find the champion players for men and ladies. The first round was played in strong winds and, at times, heavy rain. Even in these very trying conditions some great golf was played with Ash James turning in a memorable score of 85, 11 strokes ahead of Pete Clarke in second place. Lin Clarke led the ladies with a creditable 109 gross. Round 2 again saw difficult golfing conditions with very strong and sometimes squally winds. Players struggled to keep the ball in play but again successfully challenged the elements to bring home commendable scores. The completion of the second round saw Lin Clarke emerge as the Ladies Champion. For the men however, the testing conditions saw two players enter the clubhouse on equal gross scores requiring a playoff to decide the overall winner. Ash James and Pete Clarke returned to the 1st hole to battle for the championship. It took only one playoff hole for Pete Clarke to win the game and take out the title of Men’s club Champion 2014.

Nett results for these championships saw Rohan Dyall emerge as the Nett Winner and Bas Nelson as the Nett Runner-up. Club Champion Men – Peter Clarke R1 Gross 96 R2 Gross 96 TOTAL 192 (won 1st playoff hole)
