INTRODUCTION: The purpose of this memorandum is to review current water and wastewater rates and fees pursuant to previous ordinances that have been adopted. The current ordinances provide for an annual review for water and wastewater rates. The connection fee ordinances have established an annual review by the Board. The following ordinance was adopted last year:

Ordinance No. 19-03-02, An Ordinance Concerning Water Rates, establishes a rate increase for one year; and

BACKGROUND: Water/Wastewater rates and connection fees have been reviewed annually by the Board and new ordinances have been passed for any adjustments approved by the Board. Last year, there was no increase for the wastewater rates, no increase in connection fees and a $.03 increase for water rates.

WATER USE RATES

• In prior years the increase for water rates have been of $.01 per 100 gallons for in andout of Village residents. In 2015, the increase was $.02 for in and out of Villageresidents. In FY16/17 and FY17/18 the increase was $.03 per 100 gallons. FY18/19and the increase was $.05 per 100 gallons. Staff is recommending an increase of $.03for FY20/21 and that a new ordinance be adopted. There are only eight “out-of-Village” residents.

• Effective May 1, 2019 water usage charge (in-Village):

= $.54 per 100 gallons of use for water use up to 30,000 gallons = $.49 per 100 gallons of use for water use between 30,000 and 50,000 gallons = $.44 per 100 gallons of use for water use over 50,000 gallons

• Average monthly user bill after 2019 increase based on 5250 gallons: $33.35, an increase of $2.63.

• 2019 water usage charge (out-of-Village):

= $.61 per 100 gallons of use for water use up to 30,000 gallons = $.55 per 100 gallons of use for water use between 30,000 gallons and 50,000 gallons = $.49 per 100 gallons of use for water use over 50,000 gallons

• Average monthly user bill after scheduled 2019 increase based on 5250 gallons: $37.02, an increase of $2.62.

• Proposed May 1, 2020 water usage charge (in-Village):

= $.57 per 100 gallons of use for water use up to 30,000 gallons = $.52 per 100 gallons of use for water use between 30,000 and 50,000 gallons = $.47 per 100 gallons of use for water use over 50,000 gallons

• Average monthly user bill after 2020 increase based on 5250 gallons: $34.92, an

increase of $1.57.

• 2020 water usage charge (out-of-Village):

= $.64 per 100 gallons of use for water use up to 30,000 gallons = $.58 per 100 gallons of use for water use between 30,000 gallons and 50,000 gallons = $.52 per 100 gallons of use for water use over 50,000 gallons

• Average monthly user bill after scheduled 2020 increase based on 5250 gallons: $38.60, an increase of $1.58.

WATER CONNECTION FEES

Ordinance 15-03-01 was adopted in regards to water connection fees. The connection fee shall be reviewed annually by the Board of Trustees if an increase is found necessary; the fee increase will be effective on May 1st of each year. In prior years, the rates have increased $25.00 per connection. In the past few years, staff have recommended a $.00 increase for connection fees. This year staff is recommending a $25.00 increase for FY20/21 connection fees. The next scheduled review shall be February of 2021 with an effective date of May 1, 2021. The current fees are as follows:

• 3/4 or 1 inch service lines - $775.00

• 1 1/4 or 1 1/2 inch services lines - $1,325.00

• 1 3/4 or 2 inch service lines - $2,275.00

WASTEWATER USER RATES In past years, an ordinance provided that the wastewater usage charges shall increase on May 1 annually at a rate of $.04 per 100 gallons until 2011 when the rates increased to $.09 per 100 gallons. The ordinance passed in 2011 was adopted for a four year time period with increases of $.09 in FY11/12, $.10 in FY12/13, $.10 in FY13/14 and $.09 in FY14/15 with annual review. Staff has recommended a $.00 increase for FY15/16, 16/17, 17/18, 18/19, 19/20 and is also recommending a $.00 increase for FY20/21.

• Effective May 1, 2019 wastewater usage rates:

• $1.03 per 100 gallons a month the same as 2014 (in-Village)

• Average monthly user bill for 2018 will remain the same as 2014 based on 5250 gallons: $59.07

• Proposed May 1, 2020 wastewater usage rates:

• $1.03 per 100 gallons a month the same as 2014 (in-Village)

• Average monthly user bill for 2019 will remain the same based on 5250 gallons: $59.07.

WASTEWATER CONNECTION FEES

Ordinance 15-03-02 provided for an increase of $25.00 per unit consistent with prior years ordinances. The Board of Trustees will review and consider an increase to the connection fee, annually, prior to May 1st. If an increase is found to be necessary, such increase would be effective May 1st. Staff is a recommending a $10.00 increase per unit in wastewater connection fees for the upcoming fiscal year. Since we now have a different pricing structure for connections, a $10 increase per until will translate to a $35.00 total increase for residential

connections which puts us back in line with our typical $25.00 per year increase in connections fees.

• Connection fee for one (1) unit is currently $650 per unit of estimated wastewater

usage. A residential single-family home usage is 3.5 (PE) for a total of $2,275.00 plus $50.00 fee.

• Effective a $.00 increase for FY19/20 for wastewater connection fees.

• Proposing a $35.00 increase for FY20/21 for wastewater connection fees.

• Connection fee for one (1) unit is currently $660.00 per unit of estimated wastewater usage. A residential single-family home usage is 3.5 (PE) for a total of $2,310.00 plus $50.00 fee.

PRIOR BOARD ACTION: The Village Board has previously passed ordinances providing for annual increases when necessary. The Board reviews the water/wastewater rates and water/wastewater connection fees annually. DISCUSSION: Staff has provided background information to allow the Board to review, discuss and make a recommendation on water/wastewater rate and connection fee increases. Alternative 1 will allow for the Village to increase water rates only. Advantages:

• Allows for future capital improvement projects and expansion payments for water improvement projects.

Disadvantages:

• Increased water rates for water customers and developers. Alternative 2 will not allow for the Village to increase the water rates.

Advantages:

• Maintain current water rates. Disadvantages:

• The Village could fall behind on capital improvement projects and future expansion projects.

• Not consistent with past practices, but consistent with FY2019 and FY2029. PRIOR BOARD ACTION: In previous years, the Board has approved a water rate increase due to the need of additional revenue for major projects. Staff is proposing a water rate increase of $.03 for FY20/21 a $.02 reduction from last year.

The proposed wastewater rate increase is $.00 for FY 20/21. The rates were reviewed extensively in 2011 in order to accommodate the necessary increases for the next four years to qualify for the IEPA loan. The Village had to show adequate rates are in place to cover the annual debt payment. The rates increased $.38 over four years for the period beginning 05/01/11. The cash flow analysis projected a $.09 increase for FY11/12, a $.10 increase for FY12/13, an increase of $.10 for FY13/14 and a $.09 increase for FY14/15, $.00 for FY15/16 thru FY19/20. COMMUNITY INPUT: In previous years the Board has not requested community input in regards to the annual increases. The increasing operational cost along with capital improvement and the expansion of the wastewater treatment plant has required adjustments in rates. The connection ordinances have been revised and adjusted with previous recommendations from various individuals in the community and staff. BUDGET IMPACT: The estimated increased annual revenue resulting from the new water rate would be approximately $41,160 based upon gallons billed during calendar year 2019 of 137,200,500. Current water rate is $.54 per 100 gallons, based on 5250-gallon usage, a citizen’s water bill would be $33.35 including the $5.00 facility charge. A $.03 per 100-gallon increases raises an average monthly bill of 5250 gallons usage by $1.57. Estimated revenues for 2020/2021 with a $25.00 increase for 40 new connections, including meter cost and inspection would be $48,200.00 Last year the estimation was for 60 homes at an estimated revenue source of $69,300.00. The decrease in connection fees are due to an anticipated decrease in building activities. Estimated revenues for 2020/2021 with a $35.00 increase, $10.00 per unit, a residential single-family home usage is 3.5 (PE) for 40 new connections, and inspection is $94,400.00. Last year staff estimated 60 new connections at $2,325.00 for a total of $139,500.00. STAFF IMPACT: Staff may spend time explaining the water rate increase to customers as well as the time associated with announcing the increase via social media and the Village web page. New rates will be entered into the system per the adopted ordinance. SUMMARY: The additional revenues for the water rates will continue to provide the Village with the ability to undertake some of the projects scheduled in the capital improvements plan for water improvement projects. Even though the water rates were increased $.05 last year, and a $.03 increase is proposed for FY20/21, these increases will aid in funding an estimated 7.5 million dollars in capital improvement projects over the next five years. The current rates for the wastewater should be sufficient for supporting the operational cost and debt payments. The current rates for the water/wastewater connection fees will remain the same to be in comparison with other communities. For reference, the water rates for a resident in the City of Champaign are: Facility Charge: $20.00 per month for 5/8 meter User Charge: $.5851 per 100 gallons Franchise fee: $.39 Municipal Tax: 2.83%

INTRODUCTION: The Village of Mahomet has advertised and received one bid for the Pug and Seal Coat Program associated with the Motor Fuel Tax (MFT) Maintenance Budget approved by the Board of Trustees in January of 2020 and budgeted as part of the proposed FY2021 – FY2025 Capital Improvement Plan.

BACKGROUND: The bid opening was held on March 5, 2020 at 11:00 a.m. We received one bid that was deemed as complete and approximately 7.5% ($29,224.90) less than the estimate of $392,632.50 for the annual MFT seal coat and pug overlay program. The bid was for $363,407.60 and the low bidder were determined to be acceptable. The bid tabulation is attached.

DISCUSSION OF ALTERNATIVES: 1. Award as recommended.2. Eliminate or add any locations.3. No build.

PRIOR BOARD ACTION: The Board of Trustees approved the calendar year 2020 MFT Budget in January of 2020. It included the annual Pug and Seal Coat Program items at the budgeted amount of $392,632.50.

WHEREAS, Village Staff and the Board of Trustees approved the 2020 Motor Fuel Tax Maintenance Budget in January of 2020; and,

WHEREAS, Village Staff and the Board of Trustees are reviewing the FY 2020/2021 Budget and 2021 – 2025 Capital Improvement Plan, which includes the Seal Coat Program Items; and,

WHEREAS, The Bids were opened for the Pug Paving and Seal Coat Program items associated with the 2020 Motor Fuel Tax Maintenance Budget and the seal coat on the asphalt streets in Thornewood on March 5, 2020 at 11:00 a.m.; and,

WHEREAS, one bid was received from Illiana Construction and it is within the approved budget; and,

WHEREAS, Village Staff recommends the award of this project to ILLIANA CONSTRUCTION for the amount of $363,704.64.

NOW, THEREFORE, BE IT RESOLVED this 24th day of March, 2020 by the Board of Trustees of the Village of Mahomet that:

1. The Village of Mahomet Board of Trustees does hereby approve the awarding ofthe Pug Paving and Seal Coat Program, associated with the 2020 Motor FuelTax Maintenance and the seal coat ON the asphalt streets in Thornewood, toILLIANA CONSTRUCTION in the amount of $363,407.90.

MARCH 2020 OPERATORS REPORT

WATER SYSTEMS OPERATION AND MAINTENANCE

1- February 2020 daily average water production 424,000 gallons/day. February 2019 daily average water production 467,000 gallons/day.

2- Submitted annual water pumpage report to the Illinois State Water Survey. 3- Flushed and collected new construction water samples for Sangamon Fields Subdivision. 4- Collected routine bacti samples, submitted monthly EPA reports, completed shutoffs for non-

payment. 5- Repaired a four-inch water main leak on East Dunbar by the water plant. 6- Excavated and replaced a broken meter pit setting at 204 Augusta Drive. 7- GPS mapping of water lines and shut off valves ongoing.

WASTEWATER SYSTEMS OPERATION AND MAINTENANCE

1- February 2020 daily average influent to the plant 887,000 gallons/day. February 2019 daily average influent to the plant 958,000 gallons/day.

2- The South Mahomet lift station force main project is almost complete. This project is extending the 8-inch diameter piping north 450 ft. to another manhole on Peacock Drive.

3- Started putting together sewer segments to be cleaned and televised this summer. Areas focused on will be Oak Creek Subdivision, Sandy Ridge Subdivision, and Pin Oak.

4- Replaced check valve on non-potable water pump #2. 5- Maintenance on the Huber influent Micro screen. 6- Replaced check valve on a pump at South Mahomet lift station. Rebuilt the one that was

replaced.

• Working on drafting site options, drainage comps, cost estimates for potential downtowndevelopments. Met with potential developer and some design coordination with Smith Group, .

• Development team working on review of ROW Ordinance, also IDM review and draft of revisions.• Dealing with builder on issues with encroachment into floodway.• Fehr Graham is working on preliminary alignment and vertical profiles for the Rivertrail. Had a

progress meeting and have another scheduled.• Some more cost estimating and planning for the CIP.• Woke the sleeping giant: South Mahomet Road extension. Coordinating revision of the petition to

the ICC with our attorney at Hinshaw Law. Also communicated with Hanson about a supplement tothe engineering agreement for the railroad crossing. We are asking them to eventually design SouthMahomet Rd all the way to Prairieview Rd, including the Churchill Dr connection. Waiting on the TIFextension to be adopted.

• Attended Highway Engineer’s conference at the U of I. Got updates on grants that we will beapplying for. Learned a few things.

• Received approved traffic signal installation permit at the end of the month. Revised draft ofsignal agreement with IDOT for LoW Rd at Oak St. (communicating with D-5)
