1977 APSA Annual Meeting En Extremis: A Policy Analysis Instructional Unit, conducted by Gayle Avant of Baylor University and Gary E. Thompson of Abilene Christian University. How to use an instructional unit that involves students in (1) discovering some pivotal themes in normative political theory, (2) learning the elements of courtroom procedure, and (3) clarifying perennial issues of juris- prudence. Readings are drawn from political philosophy and ethics, and assignments are exercises and a role- playing simulation. The unit is appropriate for upper-division courses in political philosophy, political analysis and public law. There is one edition of the unit for students and one edition for instructors. Each edition includes readings, exercises and instructions on the execution of a simulation exercise.

Comparative Budgeting: Policy and Process, by John C. Campbell, University of Michigan, and John M. Echols, University of Illinois at Chicago Circle.

The development and use of a public policy SETUPS-an instructional unit on the comparative analysis of (1) policy outputs, (2) change in policy and process. The analysis focuses on how governments make decisions about public policy and governments' decision making priorities. Data are drawn from national budgets for fourteen countries, including the USA, USSR, Western and Eastern European nations. Students are taught how to measure budgets; assess different measures; examine budgetary expenditures for defense, education, health and welfare; determine budgetary changes over time. Students' mastery of the material is indicated by their successful completion of exercises.

Teaching Political Science with Audio-Visual Media, conducted by Dean C. Myers, Indiana State University; Richard Blue, AID; and Gary Hammerstrom, Producer for Zenger Productions.

Faced with students ever more oriented toward non-print media, many political scientists have recognized the desirability of introducing audio-visual material into their courses. These same political scientists soon become aware of how time-consuming and frustrating a task this can be. Becoming familiar with material and hardware, evaluating the material, and finding the most fruitful way to integrate such material into course- work have led many to return to a more satisfying, substantive, preparation for teaching. This workshop is intended to alleviate some of these problems by providing an opportunity to share the ex- perience of colleagues who have endured the frustration and worked with the audio-visual media. It will provide the basic information in an immediately applicable form, and an effort will be made to meet some of the specific needs of participants. Four media will be considered: motion pictures, sound filmstrips, slide-tape modules, and the overhead projector. There will be a discussion of commercially available material and how to find it; of techniques for using the media; of problems involved in their use; of production techniques requiring minimal skill; and hands on experience with these techniques and associated equipment.

Each SETUPS is a module that can be taught in one to two weeks. SETUPS were designed to supplement instruction in introductory courses. But SETUPS have been field tested successfully in upper division courses. SETUPS were developed by faculty in workshops supported by a grant from the National Science Foundation to the American Political Science Associa- tion and hosted by the Inter-University Consortium for Political and Social Research, summer, 1974 and summer 1975.

Each SETUPS Module Includes a Monograph and a Data Set

The monograph is a 51/2" x 81/2" paperback of approximately 100 pages with:

1. A substantive essay on the topic. 2. Analytical exercises.

3. Instructions about how to do the exercises.

4. Suggestions for further readings and exercises.

5. A code book for the data set.

The data sets are prepared and distributed by the Inter-University Con- sortium for Political and Social Research. SETUPS data can be ordered for use with SPSS, OSIRIS or as card image.

Each SETUPS will cost $3.50. Lower prices are arranged for bulk orders. An order for 25 or more SETUPS will entitle you to the data sets for all the SETUPS at no extra charge.

0 The Korean Institute of International Studies (KIIS) is a non-profit independent aca-

demic body aimed at promoting multinational and interdisciplinary research in the fields

of peace and development. It encourages discussion and cooperation among researchers

within and outside the country by holding seminars and conferences. It provides training

programs and sponsors public lectures on contemporary issues of international character. It endeavors to be a clearing center for information and research materials and data. To

contribute effectively to the study of peace and development, the KIIS would welcome

opportunities to set up various joint research projects in cooperation with institutes abroad. It would assist as a host for visiting scholars, researchers and students from overseas. It

publishes The Korean Journal of International Studies, an English quarterly, and some occasional papers in order to make research findings available for circulation. The KIIS also maintains its reference library.

The International Studies welcomes the submission of manuscripts on all aspects of contemporary international relations especially in the fields of peace research and devel-

opment. Manuscripts typed in double space should be submitted, together with a dupli- cate copy, to the Editorial Board of the Institute.
