When oh when is the right time to sell? It’sa question that plagues every homeowner who wishes to move – for whatever reason! It is also

the question that plagues every agent’s life too. And the answer is?Well there is no easy answer. Let’s face it, the financial climate across

the world is a volatile factor, markets can go up and just as easily marketscan go down.

Not long ago a poorly worded newspaper article caused a massivecrash in property prices across the region. In response everyone sat ontheir hands and did nothing, the property market stagnated whilst peoplewaited for prices to rise again. But in a stagnant market prices seemed to

go flat. In the meantime people carried on living in homes that they nolonger liked, no longer served their actual needs whether in terms ofaccommodation or indeed location.

One truth remains, if you need to move you need to move. An additionto the family, new born or elderly, relocation for work or to be closer to aschool or an elderly relative… when you’ve got to go you’ve go to go.

Like so many things in life, property buying and selling contains anelement of risk – there are no guarantees. One thing that you can rely on isthat an estate agent will do their very best to achieve the best possibleprice for your home in the given market. Why would they not, after all, themoney that they earn from the transaction is directly a result of the pricethat they achieve for you.

Word right now is that there is a general shortage of property for sale.This means that those who are looking to buy have fewer choices and inturn this dictates the market and the value of homes.

When is the right time to sell? The right time is when you need change,don’t sit on your hands, get busy and get moving.

So Chancellor GeorgeOsbourne has gonewhere no man has

gone before – he wants toabolish the existing UniformBusiness Rates system and allowLocal Authorities to collect theirown taxes, retain them andallocate the income as theyseem fit. The trouble is, it doesraise certain issues.

For Brighton and Hove city,you would think theannouncement is a positive oneas it is a fairly affluent place tolive and work and with theeconomy seemingly doing well,the income levels will be farhigher then the existing grantsprovided by central Government.So far, so good.

However, there is noguarantee that the collection ofsuch monies from local business will actually go back into the businessarena. There are plenty of alternative demands for the cash, includingsocial services which is veryneedy. In addition, will the needfor a greater income fromBusiness Rates have an effecton planning decisions andencourage local authorities togive permission for morecommercial property to bebuilt? If so, this may beinappropriate.

The new proposals do notcome into play for some timeand will beconstantly reviewedby the Government.The current systemis based on 2008property rents andalthough theplanned revision for2014 wassuspended, manyretailers inparticular, feel thelevels are too highand were gearedprior to theeconomic crash.

The Chancellor specifically referred to the changes as a chance tosupport the ‘devolution of power’ and help the High Street traders,particularly against online businesses. Perhaps one solution would be tolegislate that all online enterprises must have a High Street presence inaddition to online retailing and encourage the occupation of empty shopunits. With vacant rates in some areas up to 20% or more, they need thehelp.

Either way, the SME’s must have support and the current SmallBusiness Rate Relief should be extended and also include a greaternumber of commercial occupiers by way of lifting the threshold.

Bold, new, tall structures have a history of attracting controversybefore they win the hearts of all locals. When Gustave Eiffel firstproposed a massive iron tower for the 1889 World Fair, it attracted

criticism: some did not think the tower was feasible and others objected toits aesthetics.

Artists protested: "we protest with all our strength, with all ourindignation in the name of slighted French taste, against the erection... ofthis useless and monstrous Eiffel Tower... the hateful shadow of thehateful column of bolted sheet metal."

Many of the protestors changed their minds when the tower was built,although Guy de Maupassant reputedly ate lunch in the Tower’s restaurantevery day because he said it was the one place in Paris where one could notsee the structure.

Today, the Eiffel Tower is considered an architectural wonder; it hasbecome the most iconic and defining image of Paris gracing our screens onfilm and TV, and it is one of the most popular paid tourist attractions in theworld.

The London Eye too had a similar reaction when first proposed. Dubbedthe ‘wheel of misfortune’, critics were horrified at the idea of a modern Ferriswheel opposite the Houses of Parliament, but all that changed as soon asthe Eye opened to the public in 2000 and became the success story of themillennium.

The Daily Telegraph wrote, "those who caught a first glimpse of what theEye can see were held in awe." The Evening Standard's Rowan Moore did apublic u-turn along with mayor Ken Livingstone. Within two years, the Eyebecame the UK's most visited paid attraction (it still is 15 years on) and hadgained permanent planning.

Who can now imagine Paris without the Eiffel Tower or our capital withoutthe London Eye? The i360 will be here for all of our lifetimes and many futuregenerations. As results at Brighton College just continue to improve, so do itsbuildings. The glamorous new Music Centre is now close tocompletion.

The Skidelsky Building was completed in 2010 as the first in a series ofstriking architectural advances around campus. Next came the SimonSmith Building in 2012, followed by a new girls’ boarding house in 2013that completed the school’s famous quadrangle. Most recently completedwas the Cairns Tower in 2014 – a modern take on the entrance tower thatwas envisaged by Sir Thomas Jackson back in 1883.

The Music Centre is situated to the north of the site’s main cluster ofbuildings. It replaces disused squash courts, plate-washing areas andother unwanted spaces. Its centrepiece is the Recital Hall, overlooking theschool’s playing fields, with an off-centre glass gable and patterned roof.Other new rooms include teaching, practice and recording spaces, a musiclibrary, offices and toilets.Eric Parry Architects, anaward-winning globalpractice, are responsiblefor the plans.

The project forms part ofa new Performing ArtsCentre to which a DramaSchool is to be added indue course. The projectprovides an opportunity tounstitch some of the poorstructures of the past whichhave been attached to SirGeorge Gilbert Scott’soriginal flint and Caenstone structure. Not only dosuch attachments insult theold building aesthetically,they are incrediblyexpensive and time-consuming to remove. Partsof the interior of the Scottbuilding, through which theMusic School is accessed, isbeing renovated. A strikingchandelier has been addedand stonework restored.

Brighton College is set toimprove even further whenconstruction of a new sportand science building starts.The plans by Rotterdam-based OMA – one ofEurope’s top architectural practices – include a rooftop running track,submerged swimming pool and car lift.www.buildingopinions.com

To regenerate and improve the social, education, health andeconomic profile of an area or locality can genuinely can take upto a generation to complete. But when it works well the benefits

are enormous. Take Falmer for example, an area very close to my heart.The £120m the Football Club invested in our award winning stadium hascontributed £38m to the localeconomy; provided over 1,000 FTEjobs (including 400 constructionjobs); and supported the creationof around 600 indirect jobs in otherbusinesses.

Since opening in 2011 we haveplayed over 140 competitivefootball matches at the stadiumand the total attendance is nowover 2.5 million fans. Just a fewweeks ago we hosted two spectacular games in the Rugby World Cupwatched by just under 60,000 people including the most exciting Rugbygame of this World Cup when against all the odds Japan beat SouthAfrica 34-32.

We have just submitted plans for a new 150-bed hotel which willinclude a ‘Stereotactic Radiotherapy’ unit, operated by the Brighton &Sussex University Hospital NHS Trust, which will provide easily accessibletreatment for around 30 cancer patients every weekday and willrepresent a further £20 million of investment in this area. In additionother partner institutions locally have or will be investing over £600million, for the benefit of residents, businesses, students and visitorsalike. Projects such as the historical records office at the Keep; theUniversity of Brighton’s Medical Centre, Sports Hall, Checkland Buildingand Varley Park halls of residence; the University of Sussex’s student

According to property consultants Stiles Harold Williams,Brighton and Hove is experiencing a worsening shortage ofvacant light industrial and warehouse property, making it

difficult for existing companies to expand or to attract new businessesinto the city. A series of factors are contributing to both a significantincrease in rent over the last couple of years, as well as helping to drivecompanies out because they simply cannot find buildings or sites tooperate from. The series of factors involved included the fact that themajority of brownfield development sites in the city have tended to gofor residential or other uses. Also, there have been virtually no newwarehouse.light industrial schemes developed in the last ten years,with the most recent ones being at Woodingdean Business Park,Brighton and St Joseph's Close in Hove.

The levels of rent for a modern unit in size range up to 2,500 – 3,000sq ft, has increased to double figures per sq ft, helping to raise the levelof industrial and warehouse rents generally in the city. There are nosuitable sites for companies to expand onto, particularly in the range of30,000 sq ft up to60,000 sq ft. Howeverthere are potentialbuildings and sitesavailable outside theenvirons of the city, inBurgess Hill, Lewes,Shoreham and Newhaven, but this can mean relocating a significantnumber of companies and employees, which is not always viable.

A strong demand for freehold units exists in the city, but there is analmost non-existent supply which has pushed up freehold prices as andwhen these units become available. A combination of circumstanceshas put a brake on expansion within Brighton and Hove, putting addedpressure on tourism, retail and the services sector to create the jobs.

Outside of Brighton & Hove there is perhaps a perception thatthe city exports its planning problems. Conversely, othersbelieve the City has the space to accommodate, amongst other

things, a new District General Hospital, Football Stadium, facilities forwaste, necessary new homes, along with ‘abundant’ brown-field sites andempty offices that can also be used for new development. Having beeninvolved in numerous exercises over the years to find sites for a variety ofuses, the same shortlist (getting shorter every year as sites are developed)of least worst sites usually appears.

Some would see development on brown field sites as the panacea,others view green field sites on the urban fringe in the same way and onboth the locals are just as vociferous in their opposition. Labour, Coalitionand Conservative Governments have identified that as a country wearen’t building enough homes, although there isn’t an absolute shortage.Various changes are made to the Planning System, although even groupsrepresenting property interests are saying the problems are nowelsewhere, e.g. a lack of skills. Brighton & Hove has a requirement of over30,000 new homes, yet can only find space for around 13,000.

The city is not alone in not having enough space within its boundaries.Envisaging such situations the Duty to Co-Operate exists. This is whereareas with un-met housing or other development requirements need todiscuss with adjoining areas to take some of the development not able tobe accommodated. However, it is a duty to co-operate, not a duty toagree. The city is further hamstrung in this respect as half the surroundingarea is sea and many of our adjoining areas are in a similar position.

Areas to the north of the Downs perhaps offer some potential but theyalso have to accommodate their own requirements. Housingdevelopment is rarely politically acceptable, as a resident new residentialdevelopment wouldn’t benefit me personally but as a planner theevidence is compelling.

What’s important is that for the first time since 1947 , when the modernplanning system was established, there is no level of planning above the

local level at which the difficult decisions on housing numbers can betaken. Brighton and Hove has never met its housing requirements. In thepast these decisions were taken by County Council Structure Plans andthen the South East Regional Plan.

We need a proper debate at the national level as to how and where allthe new homes are provided. Should we build to much higher densities inour urban areas to protect our countryside, but this would change ourtowns and cities beyond recognition or should we build in thecountryside recognising what an impact this would have? Governmentshave flagged up the need for more housing but have left it at that. At themoment that debate takes place over every single development forhousing which is to no one’s benefit.

“As a country we aren’tbuilding enough homes

accommodation and masterplan;and the Brighton AldridgeCommunity Academy and Bridgeare now key facilities on the Falmerlandscape. Taken with other keyregeneration schemes in the citysuch as Preston Barracks andCircus Street it is easy to see whyBrighton & Hove remains a keyplace to invest. However, there arethree significant challenges facingGeoff Raw, our new ChiefExecutive.

Firstly, the planning processmust become an enabler, not an

obstacle course forinvestors. The Cityneeds a strongplanning serviceable to cope withthese challenges,able to respond tothe needs of theCity, and one thatwill encourageinvestment, notfrighten investorsand developersaway. Secondly, tosecure economicgrowth for futuregenerations, weneed furtherinvestment in ourinfrastructure andmore homes forour growingpopulation. Weneed to open upthe transportarteries serving

the City – bring back the Park and Ride debate and solve it, review andscrap the Valley Gardens scheme if it genuinely cannot work, and reduceparking charges in the City Centre and seafront to attract visitors.

We need to refurbish our Public Realm, it has stagnated, particularlyalong the seafront, and is looking shabby and the City Council must listento businesses who want visitors to come into the City. Finally, businessesand business leaders need to be more engaged and informed in the futuredecisions public policy makers are making. Recently, the Greater Brighton

Economic Board and East Sussex, WestSussex and Surrey County Councils(SE3) submitted detailed devolutionproposals to Government, which mayhave a significant impact on howdecisions on local transport, housingand economic investments are made.

By 2020 all our business rates will beretained by local authorities. This is anopportunity for the City and the GreaterBrighton Area. But it means we needmore robust and transparent businessengagement to determine and agreeour future economic priorities. We canthen learn from them how to marketthe area to attract new investmentwhich will generate increased incomethrough business rates.

Businesses rarely recognise publicsector boundaries so for me the GreaterBrighton economic sub-region is a stepin the right direction. Local governmentagencies should develop a“polycentric” approach to economicdevelopment, where each of itsconstituent parts develops a clear andcomplementary role to supporteconomic growth.

I’ve just left the pampered enclaves of Dubai and am en route to thegrittier ambiance of Addis Ababa in Ethiopia. I am expectingsomething of a reality check after having someone there to all but

wipe my backside for the past week. My smart clothes have been stashedat the bottom of my tiny suitcase and I am now wearing the more modestattire that I usually wear in Brighton. On arriving at the airport thismorning, I realised that I’d left all my cash in the safe back at the hotel,not the most auspicious of starts, so had to double back and retrieve it,then return to the airport ‘Groundhog Day’ style. In my defence, checkingmy safe before I leave in the morning is not part of my usual routine. Atleast I wasn’t on the plane when I realised.

In Dubai, I stayed for part of the time with my old work colleague M in aplace called the GreenCommunity. The only ‘green’thing about it is thevegetation as the energy ittakes in order to keep it thiscolour is well into the red. Istruggled on the 15 minutewalk to the supermarket inthe 40 degree heat andrealised that I was the onlyfool walking, as everyone elsewas swanking by in their air-conditioned 4x4’s.

Alas I arrived at a timewhen friend M was havingbuilding work done, theextent of which I did notrealise until M opened thefront door into a pile of dustand rubble. Even his pets – adog and two cats – wereveiled with a light coating ofcement. I secretly renamedthem all ‘Dusty’. Every morning, before M went to work, he would have aheated discussion with his builder about crucial tasks that needed doingand every morning the builder would amiably move his head inagreement. Every evening, M would come home from work to discoverthat his builder had done precisely none of the tasks on the list. Which ispretty much what happens in the UK...

One evening, we went to the Belgian Beer bar in Dubai, to meet R, afriend of M’s. When we arrived, it was clear R had been drinking all dayand, by 11pm had to be virtually carried out and through the very poshMall attached to the bar. All the way to the taxi rank, R swung punches atanyone and everyone, as I followed on behind apologising to hisbewildered victims. Alas there was a flight of steps leading down to thetaxi rank and R, having hurtled down them as if on a Cresta Run finally fellover at the bottom and rolled fairly unspectacularly under the waitingtaxi. West Street eat your heart out...

The second advert was for the new shopping precinct (they loved usingAmericanised descriptions) in the centre of Brighton.

This is another site where a massive redevelopment/part demolition isto be undertaken with a new (contentious) entrance from North Street toprovide a much larger selection of new retail units to be started hopefullynext year.
